    There are real technological and normative changes that have strengthened the need to re­conceptualize the concepts of statehood, security, and sovereignty. The sources of sovereignty, internal legitimacy, and external recognition, have been in serious flux. More than ever before, power or authority had been defined along functional, not territorial lines. The individual right to security of person entails an obligation on the part of the state to implement this right and that individual right to security of state entails an obligation the part of international community to implement this right. Norms are getting more imperative in international relations. Recent development shows that coercive power is being introduced in this phenomenon. This article argues that sovereignty is nonetheless an empirical phenomenon less than a legal on and social phenomenon. A nebulous future awaits. In the absence of world government capable of asserting its legitimate claim, normative authority would confront the fortress of power demanding sort of non-compliance sovereignty. The struggle for global norms through coercive sovereignty may end up with global anarchy

    Framework Flutter yang menggunakan bahasa pemrograman Dart dalam pengkodeannya. SDK atau framework open source Flutter dibuat oleh Google untuk membantu pengembang membuat atau mengembangkan aplikasi yang berjalan pada sistem operasi Android dan iOS. Karena state-management system pada intinya adalah sebuah teori, ada banyak state-management system yang dikembangkan oleh para penghobi dan profesional sebelum pembuatan Flutter. Dengan memanfaatkan struktur BLoc Flutter penelitian ini dilaksanakan untuk membuat aplikasi yang akan digunakan pada smartphone dengan sistem operasi Android dan iOS sebagai media pemesanan bagi PT. DLN dan Firebase Database sebagai Databasenya. Hasil uji aplikasi berjalan baik, setiap BLoC telah berhasil. Dan aplikasi tidak mengalami kendala yang besar. Uji BLoC Cubit dengan transaksi sukses dan gagal dapat berjalan dengan baik

    On February 18, 2023, an incident occurred at Tuban Plant factory. Namely a work accident that happened to a senior employee from the Fire & Rescue division. This incident occurred in a restricted area where evacuation access was limited and there was no telephone signal because it was located underground. Therefore, the author decided to make and install a safety device in the form of a temperature or heat detector and material level to provide warnings in the form of danger lights and sounds from horns in the area. After the tool is installed, temperature monitoring can be done on the local panel and also from the Technical Information System (TIS). After installation, from HIRAC calculations this tool succeeded in reducing the risk score by 95%, from initially 360 (high) to 18 (low). Apart from that, this tool can also save IDR 39,974,495 per hour from the initial handling time before the tool was 66.3 hours.On February 18, 2023, an incident occurred at Tuban Plant factory.     This interesting case raised by the author will discuss the criminal case in Decision Number 4877 K/Pid.Sus/2022 which is at the Cassation level which was submitted or requested by the Public Prosecutor to the Supreme Court which was then ultimately rejected, which according to the Public Prosecutor regarding Decision Number 55/Pid.Sus/2022/PN Rhl the application of the law used was not appropriate so that the Public Prosecutor filed an Appeal and also a Cassation. This study will analyze several aspects, namely: the problem of Criminal Acts in the Fisheries sector, the considerations of the Public Prosecutor in filing a Cassation legal remedy, and examine the basis for the Judge's considerations in rejecting the Cassation application submitted by the Public Prosecutor. The methodology used in this study is normative juridical using two approaches, namely the statutory regulatory approach and the case study approach. The purpose of this study is to determine whether the Judge was correct in applying the law given to the defendant and why the Cassation submitted by the Public Prosecutor was rejected by the Judge. The results of the study show that the reason for the public prosecutor to file an appeal is that the panel of judges was wrong in applying the law and was not in accordance with the applicable criminal procedure law, that the reason for the public prosecutor's appeal regarding the status of evidence for the fishing vessel km. sinar rezeki gt 30 should have been confiscated for the state.     PERHITUNGAN BEBAN PENDINGIN PADA GEDUNG TERMINAL 2 BANDAR UDARA INTERNASIONAL JUANDA

    Juanda International Airport is the number 2 busiest airport with a total of 4,316,508 service users in 2022 (BPS, 2022). The increase in the number of service users along with the easing of air travel requirements can cause frequent complaints from service users regarding the air temperature that is felt to be uncomfortable in the terminal area. Given the importance of the existence of a passenger departure terminal, the availability of facilities according to service standards is also a point that needs to be considered. The intended service standard includes departure and arrival facilities at a terminal which includes services for prospective passengers and passengers at the airport terminal. One of the facilities considered in the departure and arrival process is air conditioning (PM 178 2015) and ASHARAE. The author here performs calculations and analysis of cooling loads in the Terminal 2 Building on floors 1 and 2 covering 26 areas. After calculating, it was found that several areas of cooling load exceeded the capacity of the previous existing FCU with the following data: Arrival Immigration according to CLTD calculations of 1,183,444 BTU/h while FCU capacity is 684,019 BTU/h, POTS according to CLTD calculations is 346,197 BTU/h while FCU capacity is 150,000 BTU/h, SCP according to CLTD calculations is 343,338 BTU/h while FCU capacity is 355,650 BTU/h, RT Gate 1- 6 according to CLTD calculations is 1,687,433 BTU/h while FCU capacity is 1,439,550 BTU/h.  Keywords: CLTD, ASHRAE, BTU/h.Bandar Udara Internasional Juanda menjadi bandar udara tersibuk nomor 2 dengan jumlah pengguna jasa sebesar 4.316.508 jiwa pada tahun 2022 (BPS, 2022). Bertambahnya jumlah pengguna jasa seiring dengan adanya pelonggaran syarat perjalanan udara dapat menyebabkan sering terjadinya komplain dari pengguna jasa terkait suhu udara yang dirasa kurang nyaman pada area terminal. Mengingat pentingnya keberadaan terminal keberangkatan penumpang, ketersediaan fasilitas yang sesuai standar pelayanan juga menjadi poin yang perlu dipertimbangkan. Standar pelayanan yang dimaksudkan meliputi fasilitas keberangkatan dan kedatangan pada sebuah terminal yang mencakup pelayanan calon penumpang dan penumpang di terminal bandar udara. Salah satu fasilitas yang diperhatikan dalam proses keberangkatan dan kedatangan yaitu pengkondisian suhu udara (PM 178 2015) dan ASHARAE. Penulis disini melakukan perhitungan dan Analisa beban pendingin pada Gedung Terminal 2 pada lantai 1 dan latai 2 dengan meliputi 26 area. Setelah dilakukan perhitungan ditemukan beberapa area beban pendingin melebihi dari kapasitas FCU eksisting sebelumnya dengan data sebagai berikut: Imigrasi Kedatangan sesuai perhitungan CLTD 1.183.444 BTU/h sedangkan kapasitas FCU 984.019 BTU/h, POTS sesuai perhitungan CLTD 330.379 BTU/h sedangkan kapasitas FCU 150.000BTU/h, SCP sesuai perhitungan CLTD 424.483 BTU/h sedangkan kapasitas FCU 355.650 BTU/h, RT Gate 1- 6 sesuai perhitungan CLTD 1.638.320 sedangkan kapasitas FCU 1.439.550 BTU/h.Kata kunci : CLTD, ASHRAE, BTU/h
