Abstrak:This article explain tentang about dakwah conceptand jihad by Sulthan Mahmud Badaruddin II Palembang. While the main purpose of this paper is to find a correlation between propaganda and jihad Sulthan Mahmud Badaruddin II Palembang. Research would like to know, first, how the thought of preaching Sulthan Mahmud Badaruddin II. Second, how the activity of preaching and jihad Sulthan Mahmud Badaruddin II. Penelitian ini bertolak dari terjadinya kesalahan pencatatan meter air PDAM oleh petugas PDAM atau PT. Balkis, yang mengakibatkan meningkatnya secara drastis harga air yang harus dibayar pelanggan. Padahal angka pada meter menunjukkan bahwa pembayaran yang harus dibayar pelanggan jauh lebih rendah dari tagihan. Masalah ini menjadi hal yang perlu diteliti, karena banyak terjadi di Kelurahan Kuripan Banjarmasin.
Masalah yang diteliti adalah bagaimana persepsi pelanggan air minum PDAM Bandarmasih di Kelurahan Kuripan terhadap peningkatan harga air akibat kesalahan pencatatan, apa alasan yang mendasari persepsi mereka dan bagaimana tinjauan hukum Islam terhadap persepsi serta bagaimana hukum jual belinya?
Penelitian ini merupakan penelitian lapangan (field research) yang bersifat studi sampling dengan menjadikan 20 orang pelanggan yang pernah mengalami peningkatan harga air secara drastis sebagai sampel. Teknik pengumpulan data yang digunakan dengan wawancara, yakni tanya jawab antara penulis dengan para responden tentang permasalahan yang diteliti dengan menggunakan pedoman wawancara. Data yang terkumpul kemudian dianalisis secara kualitatif.
Dari hasil penelitian diketahui bahwa persepsi responden pelanggan air minum PDAM Bandarmasih di Kelurahan Kuripan terhadap peningkatan harga air akibat kesalahan pencatatan bervariasi. Dari 20 orang responden, persepsi mereka bervariasi: 13 orang atau sebanyak 65% merasa dirugikan akibat adanya kesalahan pencatatan meter oleh petugas, sebanyak 4 orang atau 20% dari responden merasa diperas, dan sisanya sebanyak 3 orang responden atau 15% merasa ditipu. Alasan yang mendasari persepsi mereka adalah sebagai berikut: a. Responden yang merasa dirugikan beralasan bahwa ada pihak (pelanggan) yang dirugikan karenan karena tidak sesuai dengan fakta. b. Responden yang merasa diperas beralasan pelanggan wajib membayar padahal tidak menerima yang haknya sebagaimana mestinya. c. Responden yang merasa ditipu beralasan pencatatan meter air tidak sebagaimana mestinya, sehingga menimbulkan kerugian bagi pelanggan Tinjauan hukum Islam terhadap persepsi pelanggan air minum PDAM Bandarmasih di Kelurahan Kuripan terhadap peningkatan harga air akibat kesalahan pencatatan dapat dibenarkan. Dalam hukum Islam sendiri jual beli dilakukan atas dasar suka sama suka (saling ridha), dan Islam melarang dan sekaligus mengharamkan terhadap perbuatan memakan harta orang lain secara bathil, baik dengan cara merugikan orang lain, melakukan pemerasan, maupun menipu dengan penyalahgunaan pencatatan meter air.Hal itu dapat mengakibatkan batalnya jual beli yang dilakuka

The research analyses the utilization of village funds based on Permendesa
(Regulation of the Minister of Villages) Pdtt No. 16/2018 regarding the priority in
utilization of village funds in 2019 in Timbang Jaya village, Bahorok sub-district
and Paluh Pakih Babussalam village, Batang Serangan sub-district, Langkat
regency. The research uses a gualitative approach, a survey method with
observation technigues, in-depth interviews and literature study methods. The
results show that the process of preparing the village development plan in the
village is in accordance with the provisions of the applicable regulations, where
the planning process began with the implementation of participatory deliberation
with community involvement, however the village had not fully implemented the
provisions for the priority in utilization of village funds based on the provisions.

inhibiting factors in implementing Permendesa Pdtt No. 16/2018 among others are
the proposals in the development planning deliberation are in the nature of the
activity proposers' interest that do not consider the priority in utilization of village
funds based on Permendesa Pdtt No. 16/2018 and the level of village development
pursuant to IDM (Developing Village Index), the undelivered Permendesa Pdtt No.
16/2018 in decision-making forums for development planning due to ignorance of
the village government is another obstacle to the inappropriate utilization of village
funds according to the priority utilization as stipulated in Permendesa Pdtt No.
16/2018, another obstacle is that the village government does not know the status
of village development according to IDM, in addition, the inhibiting factors for the
implementation of Permendesa Pdtt. 16/2018 is because the utilization of village
funds is still focused on infrastructure development which is irrelevant to the

Konflik Perbatasan dan Pembangunan Desa (Studi di Kabupaten Kampar dan Kabupaten Rokan Hulu Provinsi Riau)
Penelitan ini bertujuan untuk mengetahui dan menganalisis mengapa konflik perbatasan antara Kabupaten Kampar dan Kabupaten Rokan Hulu masih berlanjut serta melihat dampak dari konflik perbatasan dalam pembangunan desa.
Untuk menjawab penelitian ini peneliti menggunakan alat ukur dari Pasal 6 ayat (3) Peraturan Menteri Dalam Negeri Nomor 114 Tahun 2014 Tentang Pedoman Pembangunan Desa. Penelitian ini menggunakan metode penelitian deskripsi dengan pendekatan kualitatif. Teknik pengumpulan data dengan menggunakan wawancara, observasi, dan dokumentasi. Jumlah seluruh Informan penelitian berjumlah 16 Informan.
Berdasarkan hasil penelitian dapat disimpulkan bahwa yang menyebabkan konflik perbatasan antara Kabupaten Kampar dan Kabupaten Rokan Hulu masih berlanjut dikarenakan adanya Inkonsistensi regulasi dan juga ego sektoral dari kedua kabupaten yang bersengketa. Konflik perbatasan memiliki dampak positif yakni 5 desa mendapatkan bantuan moril maupun materil dari kedua Kabupaten yang bersengketa sedangkan dampak negatifnya adalah membuat kebingungan masyarakat desa serta terjadi permasalahan pada pembangunan desa.Tesis Magiste

In the process if the movement entered a narrow shipping channel in the
river, it takes a special skill and attention more than sailing on the high seas. Even
in the IMO's rules Colreg’s give special attention to Rule 9 of the narrow shipping
channel. Besides the issue of groove width and depth of the river, busy traffic can
also cause danger to the ship, such as the danger of collision and ran aground.
Also in manouvering at musi river , we must know everything that must be
considered in manouvering at musi river and how the risk assessment process if
the manouver at musi river.
In writing this essay, the author describes the theory of the implementation
of the navigation entry Musi river channel in a research report and as a foundation
for solving the existing problems. The method used in this study is a qualitative
method that produces descriptive data in the form of written words of the object
under study. In this case the approach to collect data in the form of an object
through interviews with experienced resources, metode through literature, and the
data associated with the entry process if the motion Musi River channel on MT.
SULTAN MAHMUD BADARUDDIN II. Based on the results of research by the
author during a practice display at MT. SULTAN MAHMUD BADARUDDIN II,
there is a risk of the occurrence of such a problem finding aground, collision, and
other hazards on the ship motion exercise in Musi river channel. To the authors
wanted to find the cause of such a thing happened. To the authors will identify the
cause of it happening by using SHEL, this method consists of Software,
Hardware, Environment, and Live ware. Software is part of a non-physical
systems, including procedures and rules, Hardware is the equipment used
includes, Environment is the place where the activity takes place, and Live ware is
referring to every human component of the system in a relational aspects,
management, control and communication.
Having identified the causes of risk when ship motion exercise in Musi
River channel, can we then do a safety assessment to look for things that have a
risk that cannot be tolerated during the navigation process. With this assessment's
salvation, then each crew will be more careful in every action taken and make
every decision in motion exercise safely, effectively, and eficient. By knowing the
things that cannot be tolerated, it can be done mitagasi risk, which is to reduce or
even completely eliminate the risk that may occur during the process if the
motion. So the purpose of navigating a safe, fast, and right can be realized.

Collision is Emergency situation, which one vessel collision with other vessel or vessel with quay or with other objects will be possible make damage to vessel, human victim, oil spill of sea (tanker), pollution and fire. In the process of entering a narrow or river cruise line, it takes a special skill and more attention than sailing in the open seas. Even IMO in the Colreg's rule gives special attention to it listed in rule 9 regarding narrow channels. In addition to the problem of the width of the groove and the depth of the river, the busy traffic can also cause danger to vessel, such as the danger of collision and aground. In writing this essay, the authors describe the implementation of the movement of the Musi River flow in which the implementation there are some problems regarding the implementation of the ship's motion and the responsibility of the Master in motion acting. The method used in this research is a qualitative method that produces descriptive data in the form of written words of the object under research, in this case collecting data in the form of approaches to the object through interviews with experienced sources, through the data associated with the process of movement incoming flow Musi River on board the MT. Sultan Mahmud Badaruddin II. The author will identify the cause of that happening by knowing the characteristics of the Musi River, and the cause of not doing the implementation of the right motion process when entering the rute and responsibility of the Master in motion acting. After identified the cause of not doing the implementation of the right motion exercises as well as the responsibility of the Master in motion on the vessel causing the danger of navigation, the authors provide advice from the conclusions taken that is about the implementation of the ship's motion and the responsibility of the Master in motion acting. By solving the problem it is expected that the incident will not be repeated and the ship can work the motion safely, effectively, and efficiently. So the goal of safe, fast, and precise navigation can be realized.

The purpose of this study was to find out how to arrange use, implementation of use, types of proposals that developed at the village annual Musrembang forum, inhibiting factors from implementation and motives of stakeholders/related parties in encouraging the implementation of DD use based on Permendesa Pdtt. 16/2018 as a reference for Timbang Jaya Village, Bahorok District and Paluh Pakih Babussalam Village, Batang Serangan District. The method used in this research is a survey with observation techniques, in-depth interviews and literature study methods. The results of the study stated that the method of arranging the use of DD in Timbang Jaya Village, Bahorok District and Paluh Pakeh Babussalam Village, Batang Serangan District was appropriate. Implementation of the use of DD based on Permendesa Pdtt No. 16/2018 has not been fully implemented or has not become a reference for villages in carrying out development. The types of proposals that developed at the village's annual Musrembang forum became inhibiting factors from implementation, because they were dominated by proposals for infrastructure development activities that were not related to the priority provisions for the use of DD regulated by Permendesa Pdtt. 16/2018, while the motives of the stakeholders/related parties are so that there is integration between village development planning and national, provincial, and district/city development planning and so that the use of DD does not violate the provisions of applicable regulations
Implementasi Pemungutan Pajak Bumi Dan Bangunan Perdesaan Dan Perkotaan Pada Kecamatan Medan Tembung Kota Medan
This research raises the phenomenon of Land and Building Tax Collection in Rural and Urban Areas in Medan Tembung District. In this study, researchers used implementation theory by applying the George C Edward III model implementation. This theory uses 4 variables, namely communication, resources, disposition and bureaucratic structure. If one of these variables is not met, obstacles will be found that cause the PBB-P2 collection process in Medan Tembung District to be ineffective. This study uses a qualitative approach with data observation techniques, interviews, and documentation. Meanwhile, data analysis techniques use data reduction, data presentation, and data collection. The results showed that the implementation of PBB-P2 collection policy in Medan was not yet effective because it did not fulfill all the factors and variables determined by George C. Edward III. Policy implementers are only able to fulfill 1 factor, namely the variable of bureaucratic structure consisting of SOPs and fragmentation only so that it has an impact on the results of realization that have not increased and have actually decreased over the last 3 years. Another obstacle is the low level of public awareness and the unfulfilled variable implementation of the George C Edward III model, such as in the communication factor, there is transmission, clarity, disposition and resources which have not been properly resolved by policy implementers
