    This study focuses on the vision displayed by the writer Delfina Bunge around Islamic countries and peoples of the Middle East and the Maghreb. Our analysis is based on the testimonies published by the author in his book Tierras del Mar Azul (1928). The study of this travelogue features at the same time the social conditions of membership of the author, trying to generate an overview in the context of Orientalist discourse in Argentina around 1920.Cette étude porte sur la vision déployée par l’écrivaine Delfina Bunge autour des pays islamiques et les peuples du Levant et du Maghreb. Notre analyse  est fondée sur les témoignages publiés par l’auteur dans son ouvrage Tierras del Mar Azul (1928). L’étude de ce récit de voyage intègre en même temps les conditions d’appartenance sociale de l’auteur, tout en essayant de dégager une vision d’ensemble dans le contexte du discours orientaliste argentin autour des années 1920.Este trabajo analiza la visión que la escritora argentina Delfina Bunge tiene de los países y pueblos del Mediterráneo Oriental y del Maghreb.     [EN] his article is aimed at improving our present understanding of two questions that are in much need of attention: on the one hand, the method, contents, and significance of ʿAbd al-Ḥaqq Ibn ʿAṭiyya’s (Granada, d. 541/1147) commentary of the Coran, and the circulation of Muʿtazili doctrines in al-Andalus, on the other. To that end, we first present a review of available information about the author and his al-Muḥarrar al-wajīz(i.e. the title of the commentary). Subsequently we discuss the contents of a relevant publication on Ibn ʿAṭiyya’s exegetical method by the Egyptian expert in Islamic theology ʿAbd al-Wahhāb ʿAbd al-Wahhāb Fāʾid. In the third chapter of his Manhaŷ Ibn ʿAṭiyya fī tafsīr al-Qurʾān al-karīm, ʿAbd al-Wahhāb Fāʾid analyses a number of accusations of Muʿtazilism levelled against Ibn ʿAṭiyyaby some well-known Muslim scholars after his death (although the accusations may already have emerged in Ibn ʿAṭiyya’s lifetime) and wonders whether they resist a comparison with the theological doctrines Ibn ʿAṭiyya presented and discussed in his Muḥarrar. Though the publication of ʿAbd al-Wahhāb Fāʾid’s monography is not recent (1973), to the best of our knowledge, it has not found echo among students of either Muʿtazilism, heresy or the development of Coranic sciences in al-Andalus.[ES] Este artículo pretende contribuir a un mejor conocimiento de dos cuestiones muy necesitadas de atención: el método, contenido y significación del comentario coránico del sabio granadino ʿAbd al-Ḥaqq Ibn ʿAṭiyya (Granada, m. 541/1147) por una parte, y la circulación de doctrinas muʿtazilíes en al-Andalus por otra. Para ello y tras reevaluar la información disponible acerca del autor y de su al-Muḥarrar al-waŷīzque es como se titula el comentario, damos a conocer el contenido de una importante publicación sobre el método exegético de Ibn ʿAṭiyya. Se trata de la monografía Manhaŷ IbnʿAṭiyya fī tafsīr al-Qurʾān al-karīmdel experto egipcio en teología islámica ʿAbd al-Wahhāb ʿAbd al-Wahhāb Fāʾid en cuyo tercer capítulo se plantea si las doctrinas muʿtazilíesque importantes sabios musulmanes achacaron a Ibn ʿAṭiyya tras su muerte (y puede que incluso también cuando aún vivía) resisten un cotejo con las doctrinas teológicas que nuestro exégeta presenta y discute en su comentario.     Coordination between Governmental Resources and Citizen Engagement with Open Government Data: A Coupling Coordinated Model

    Government resources used for opening data and citizen engagement with open government data (OGD) are expected to have a mutual influence, but this has not been empirically investigated. Therefore, this paper investigates this mutual relationship by measuring both governmental resources and citizen engagement based on resource-based theory. The weight of their measurements is evaluated by the entropy method. Data was collected from 337 Chinese municipal governments to investigate whether governmental resources and citizen engagement with OGD are dependent. The findings by a coupling coordinated model and regression analysis revelated that: Although governmental resources and citizen engagement with OGD have a strong interaction, the coordination between them is low.     Personalizable edge services for Web accessibility

    Web Content Accessibility guidelines by W3C (W3C Recommendation, May 1999. http://www.w3.org/TR/WCAG10/) provide several suggestions for Web designers regarding how to author Web pages in order to make them accessible to everyone. In this context, this paper proposes the use of edge services as an efficient and general solution to promote accessibility and breaking down the digital barriers that inhibit users with disabilities to actively participate to any aspect of society. The idea behind edge services mainly affect the advantages of a personalized navigation in which contents are tailored according to different issues, such as client’s devices capabilities, communication systems and network conditions and, finally, preferences and/or abilities of the growing number of users that access the Web. To meet these requirements, Web designers have to efficiently provide content adaptation and personalization functionalities mechanisms in order to guarantee universal access to the Internet content. The so far dominant paradigm of communication on theWWW, due to its simple request/responsemodel, cannot efficiently address such requirements. Therefore, it must be augmented with new components that attempt to enhance the scalability, the performances and the ubiquity of the Web. Edge servers, acting on the HTTP data flow exchanged between client and server, allow on-the-fly content adaptation as well as other complex functionalities beyond the traditional caching and content replication services. These value-added services are called edge services and include personalization and customization, aggregation from multiple sources, geographical personalization of the navigation of pages (with insertion/emphasis of content that can be related to the user’s geographical location), translation services, group navigation and awareness for social navigation, advanced services for bandwidth optimization such as adaptive compression and format transcoding, mobility, and ubiquitous access to Internet content. This paper presents Personalizable Accessible Navigation (PAN) that is a set of edge services designed to improveWeb pages accessibility, developed and deployed on top of a programmable intermediary framework. The characteristics and the location of the services, i.e., provided by intermediaries, as well as the personalization and the opportunities to select multiple profiles make PAN a platform that is especially suitable for accessing the Web seamlessly also from mobile terminals

    Barriers to Openly Sharing Government Data: Towards an Open Data-adapted Innovation Resistance Theory

    Open Government Data (OGD) is a fundamental source for sustainability-oriented and data-driven innovation by citizens, companies, and other actors. However, many government agencies are reluctant to openly share their data with the public. While the resistance of public organizations to openly share government data has been investigated in previous research, most of these studies are focused on the reuse of open government data by companies and citizens. There is a paucity of research applying theoretical models to study the provision of OGD, and more specifically, the resistance of public organizations to make government data publicly available. We argue that Innovation Resistance Theory (IRT), which considers both functional and psychological factors, can be used to study OGD barriers, where OGD is seen as a source of innovation. This study aims to develop an OGD-adapted IRT model to empirically identify predictors affecting public agencies' resistance to openly sharing government data. Based on a review of the literature on both IRT research and barriers associated with open data sharing by public agencies, we develop an initial version of the model. In our future research, we plan to conduct exploratory interviews in multiple countries to refine the model.     Perceived challenges and opportunities of machine learning applications in governmental organisations: an interview-based exploration in the Netherlands

    As the application of machine learning (ML) algorithms becomes more widespread, governmental organisations try to benefit from this technology. While ML has the potential to support public services, its application also introduces challenges. Several scholars have described the possible opportunities and challenges of ML applications in the public sector conceptually. However, it is not yet investigated if and how these concepts materialise and are perceived by end-users in the public sector when ML is applied. Therefore, it is neither clear whether these concepts are valid, nor what regulation could be introduced to address them effectively. This empirical study's objective is to shed light on how challenges and opportunities of governmental use of ML algorithms are perceived by Dutch professionals in the public sector. We attain our objective by conducting interviews with twelve professionals from Dutch executive and supervisory organisations in the public sector that respectively use ML and supervise the use of ML. Results show that ML is used primarily for improvements in the accuracy and speed of public task execution. Furthermore, interviewed professionals experience several barriers for ML implementation as well as risks following from the use of ML.     The elements of the Peer-to-peer (P2P) lending system: A Systematic Literature Review

    Peer-to-peer (P2P) lending systems have gained governments' attention to create an inclusive society, but establishing such systems remain challenging. Specifically, the elements making up such a system are not known. This research aims to understand the main elements of P2P lending systems and their interconnections. For this, we conducted a Systematic Literature Review to investigate the elements that build the complex arrangement of the P2P lending system. Our review identified five categories of elements that build an integral part of the P2P lending system: Data and Processing, Business, Organizational, Policy and Governance, and Culture. Although technical aspects have gained much attention, social aspects need to be considered carefully. We conclude that P2P lending systems are context-dependent. Moreover, the interaction and the combination of each element influence the whole design of the system. These elements can assist the government in designing a socially accepted P2P lending system that contributes to an inclusive society.Information and Communication TechnologyEngineering, Systems and Service
