Dinamika Kepemimpinan Birokrasi untuk Efektivitas Pelayanan pada RSUD Er Dabi Kabupaten Yalimo
This study aims to analyze the influence of local bureaucratic leadership on the effectiveness of health services at Er Dabi Regional Hospital in Yalimo Regency and to identify supporting and inhibiting factors for health services in this remote area, including the implications of regional health decentralization policies. The urgency of this research is to improve the quality of health services in Yalimo, which remain constrained by bureaucracy, medical staff, and infrastructure. Using a qualitative case study design approach, data were collected through in-depth interviews with health bureaucratic officials, hospital leaders, medical personnel, and patients and their families; participant observation at Er Dabi Regional Hospital; and analysis of health policy documents and hospital performance reports. Informants were selected using purposive sampling to ensure a diversity of perspectives, and data were analyzed thematically to uncover patterns, themes, and relationships between factors. The results indicate that the formal bureaucratic structure remains rigid and hierarchical, hindering adaptive decision-making and responsive resource distribution; transformational leadership styles are suboptimal due to a lack of intensive training, resulting in often-resistance-based initiatives; cross-sector coordination and good governance principles such as transparency, accountability, and public participation are also inadequate; and limited medical personnel, diagnostic facilities, and infrastructure create bottlenecks in the service process, resulting in low patient satisfaction and delayed treatment. The conclusion states the need for a transformation toward a participatory and innovative leadership model supported by a hybrid bureaucratic structure that combines operational flexibility and local cultural inclusion. Recommendations include implementing an adaptive managerial capacity building program, transformational leadership workshops, digitizing services through SIMRS and telemedicine, strengthening collaborative governance through cross-sector forums and public-private partnerships, and implementing a real-time monitoring system for drug procurement and ongoing performance evaluation to improve access, quality, and sustainability of health services in Yalimo Regency

A média fenomenológiája: Vilém Flusser kommunikáció- és médiaelméletének körvonalai és alapfogalmai
Jelen tanulmány Vilém Flusser kommunikáció- és médiaelméletének vázlatos áttekintésére
vállalkozik. Az 1991-ben elhunyt szerző egyre inkább reneszánszát éli mind a kortárs
német, mind az angol nyelvű szakirodalomban. Talán elég e helyt utalnom a tényre,
hogy munkásságának feldolgozása, bemutatása céljából önálló tudományos folyóirat
működik Flusser Studies címen [http://www.flusserstudies.net/]. Flusser átfogó, általa
kommunikológiának nevezett elméleti kerete alapvetően fenomenológiai alapokon
rekonstruálja a kommunikáció- és médiaelmélet alapfogalmait. Tanulmányom ezen keret,
pontosabban a kommunikáció és médium flusseri felfogásának ismertetése után olyan
fogalmakra tér ki, mint a technikai kép, az apparátus, illetve a nem-dolog (Unding), mely
terminusok meggyőződésem szerint meglehetősen közel vezetnek a kortárs digitális
médiakultúra logikájának egyfajta átfogó értelmezéséhez is.
| This study undertakes an outline overview of Vilém Flusser’s communication and media
theory. The author, who died in 1991, is increasingly experiencing a renaissance in
contemporary German as well as English-language literature. Perhaps it is enough to
refer here to the fact that an independent academic journal called Flusser Studies (http://
www.flusserstudies.net/) operates for the purpose of processing and presenting his work.
Flusser’s comprehensive theoretical framework, which he calls communicology, basically
reconstructs the basic concepts of communication and media theory on phenomenological
grounds. After describing this framework, or more specifically Flusser’s understanding of
communication and medium, my study covers concepts such as the technical image, the
apparatus, and the non-thing (Unding), which terms I believe lead quite close to a kind
of comprehensive interpretation of the logic of contemporary digital media culture too

Su Schopenhauer. L’eredità kantiana, la dottrina delle idee, l’Oriente
ENG The book consists of six chapters through which Fabio Ciracì examines various aspects of Arthur Schopenhauer’s philosophy. In the first chapter, *At the Roots of Schopenhauer’s Wille*, the genesis of the metaphysical concept of the will is documented in light of Kant’s legacy, traversing Kant’s notion of the *Unbedingte* and Reinhold’s concept of the *Unding*. The second chapter focuses on Otto Liebmann as a reader of Schopenhauer and reconstructs the reception of Schopenhauer’s thought by the Neo-Kantian philosopher within the context of the so-called *Materialismus-Streit*. The two central contributions of the volume include the proposal of an “Enlightenment” interpretation of Schopenhauer’s *Ideenlehre* and its relationship with the philosophy of the Neo-Kantian Paul Natorp. The fourth chapter delves into the issues raised by the negation of the will, demonstrating the paradox of the world’s double nullity which ultimately confers primacy upon genius. The volume concludes with a contribution on Schopenhauer’s *The Orient in Schopenhauer's Mirror*, in which the author articulates the sense and extent to which Schopenhauer’s work was influenced by Indian thought. Taking into account the latest research trends in international Schopenhauer-Forschung, the volume traverses the domains of the history of philosophy and the material history of ideas, restoring Arthur Schopenhauer’s thought to the complexity of his time and the vibrancy of contemporary debate.
ITA Il volume si compone di sei capitoli, con i quali Fabio Ciracì scandaglia alcuni aspetti della filosofia di Arthur Schopenhauer: nel primo capitolo, Alle radici del Wille di Schopenhauer viene documentata la genesi del concetto metafisico della volontà alla luce dell’eredità kantiana, passando attraverso i concetti di Unbedingte di Kant e di Unding di Reinhold. Il secondo capitolo verte su Otto Liebmann lettore di Schopenhauer e ricostruisce la ricezione del pensiero schopenhaueriano da parte del filosofo neokantiano nel contesto del cosiddetto Materialismus-Streit. I due contributi centrali del volume contengo invece la proposta di una lettura “illuministica” della schopenhaueriana Ideenlehre e il suo rapporto con la filosofia del neokantiano Paul Natorp. Il quarto capitolo approfondisce le questioni aperte dalla negazione della volontà e dimostra Il paradosso della doppia nullità del mondo cui perviene il primato del genio. Bio-based films from wheat bran feruloylated arabinoxylan : Effect of extraction technique, acetylation and feruloylation
This study demonstrates the potential of feruloylated arabinoxylan (AX) from wheat bran for the preparation of bioactive barrier films with antioxidant properties. We have comprehensively evaluated the influence of the structural features and chemical acetylation of feruloylated AX extracted by subcritical water on their film properties, in comparison with alkaline extracted AX and a reference wheat endosperm AX. The degree of substitution (DS) of AX had a large influence on film formation, higher DS yielded better thermal and mechanical properties. The barrier properties of AX films were significantly enhanced by external plasticization by sorbitol. Chemical acetylation significantly improved the thermal stability but not the mechanical or barrier properties of the films. Development and experimental characterisation of the thermomechanical behaviour of a scaled steel ladle
A steel ladle usually employs mortarless refractory masonry in the innermost layer in direct contact with molten steel. The behaviour of such masonry under high thermal loading is complex and essential for designing such installation. A large-scale experimental campaign was carried out focusing on a simplified, laboratory-scaled, pilot steel ladle built with multiple refractory linings as in an industrial ladle. Tests were performed under transient thermal loading up to 1400°C with new and used working linings. The results showed that the distribution of temperatures between the refractory linings was similar for all specimens and confirmed the importance of the selection of the refractory materials in the distinct linings of the ladle to limit heat losses. The heterogeneity in the distribution of dry joints and the effect of the dry joint thickness were also measured using strain gauges. The measurements indicate the effect of viscoplasticity in the working lining on the steel shell, which shows a progressive reduction in the strain starting at 1200°C.
