The special economic zone of Aqaba in Jordan : the economic and socio-spatial effects of an extraterritoriality emblematic of neoliberalism
Ce travail de recherche a pour principal objet une zone franche incarnant l'un des emblèmes des politiques publiques néolibérales mises en œuvre par le Royaume hachémite de Jordanie depuis la fin des années 1980. J'ai fait le choix de positionner cet objet de recherche au cœur des logiques et des effets territoriaux du néolibéralisme, en questionnant notamment cette zone franche à travers son caractère extraterritorial. Au sein de cette zone économique spéciale de 375 km², la notion d'extraterritorialité renvoie à différentes dimensions : institutionnelle, économique ou en matière d'aménagements urbains dont la conception, le fonctionnement et les richesses créées échapperaient au territoire hôte et à ses acteurs (gouvernance publique locale, habitants, etc.). La préfiguration de la zone économique spéciale d'Aqaba a induit par exemple le recul des dispositifs démocratiques locaux (suppression des élections municipales) et la dissolution de la municipalité, remplacée par de nouvelles structures de gouvernance technocratiques pensées et structurées depuis l'extérieur (par les consultants internationaux et le gouvernement central). Derrière ces différentes dimensions de l'extraterritorialité, je soumets l'hypothèse selon laquelle il existerait un paradoxe extraterritorial entre les processus de dépossession des ressources locales d'un côté et un ancrage fort du dispositif de zone franche de l'autre, au profit d'intérêts propres aux élites économiques et politiques influentes en Jordanie. Enfin, l'architecture et l'urbanisme des grands projets ne seraient pas seulement perçus comme les symboles du renouveau d'espaces marginalisés à Aqaba, ils sont mêmes devenus emblématiques de processus de marginalisations socio-spatiales. Je tente ainsi de rendre compte des effets socio-territoriaux causés par le développement de ces grands projets qui vont concerner le plus souvent les populations locales les plus fragilisées. En effet, la construction de plusieurs grands projets urbains a impliqué la démolition de certains quartiers historiques de la ville et le déguerpissement ou le déplacement contraint des habitants orientés vers des solutions de relogement en périphérie de la ville.The main object of this research work is a free zone embodying one of the emblems of the neoliberal public policies implemented by the Hashemite Kingdom of Jordan since the end of the 1980s. I opted to place this research object at the heart of logics and territorial effects of neoliberalism, especially I queried this free zone through its extraterritorial character. Within this special economic zone of 375 km², the notion of extraterritoriality refers to different dimensions: institutional, economic or urban development of which the design, operation and the wealth created would escape the host territory and its actors (local public governance, inhabitants, etc.). The foreshadowing of the Aqaba special economic zone, for example, led to the local democratic systems decline (abolition of municipal elections) and the dissolution of the municipality, replaced by new technocratic governance structures designed and structured from the outside (by international consultants and central government). Behind these different dimensions of extraterritoriality, I postulate that there exists an extraterritorial paradox between local resources dispossession processes on the one hand and, a strong anchoring of the free zone system on the other, in favor of influential economic specific interests and political elites in Jordan. Finally, architecture and urban planning of major projects would not only be seen as symbols of the renewal of marginalized spaces in Aqaba, they have even become an iconic image of socio-spatial marginalization processes. I thus try to account for the socio-territorial effects caused by the development of these major projects which will most often affects the most vulnerable local populations. Indeed, several large urban projects constructions has involved the demolition of some historic districts in the city and the eviction or forced displacement of inhabitants towards alternative housing in the outskirts of the city
De la gouvernance "extraterritoriale" instrumentalisée: le cas de la zone économique spéciale d'Aqaba en Jordanie
The Aqaba Special Economic Zone in Jordan represents an extra-territorial subject which features a new type of governance model. This article puts forward an analysis of the local decision-making system which is at the heart of the multidimensional challenges facing on the one hand, the capacity for territorial action which the international money lenders award themselves and on the other hand, the interests of a "Hashemite alliance" composed of influential stakeholders from regional political and economic spheres. In this, A.S.E.Z brings to light new forms of economic-political resistance to the "effort of reform" and to the resulting territorial control - produced by the money lenders. A balance of power leading to the formulation of an informal consensus will enable this "alliance" to take over the externalities of the free zone. Also, the territorialisation of this consensus may call into question the extraterritorial character, indeed the deeply neoliberal development model, which should have originally embodied this "territory of globalisation". Victim of regional economic practices and idiosyncrasies; local governance may be referred to here as a management tool exploited (strategically?) by this Hashemite alliance but which also appears as a deeply antagonistic technocratic process, unsuitable for the development, even to the safeguarding of local democratic forms. This is a question of putting into perspective the efficiency of the model of "good governance" produced by the money lenders of Jordan with the aim of meeting the development needs submitted to the country. A system of governance which, due to this recovery only renews and increases the difficulties faced by the international development stakeholders in implementing the reform measures relating to the economic systems of developing countries. Aqaba in Jordan highlights the rules of the economic game produced by spheres of regional powers in which the safeguarding in this country would determine the stability of the system for its money lenders, thus allowing the preservation of a valued political ally and the restructuring of a formerly annuitant economy based on neoliberal standards.La Zone Economique Spéciale d'Aqaba en Jordanie désigne un objet extraterritorial mettant en scène un modèle de gouvernance d'un genre nouveau. Cet article propose une analyse de ce système décisionnel local qui se trouve être au cœur d'enjeux multidimensionnels confrontant d'une part, la capacité d'action territoriale que s'octroient les bailleurs de fonds internationaux et d'autre part, les intérêts d'une " alliance hachémite " composée d'acteurs influents issus des sphères politiques et économiques régionales. En cela, l'A.S.E.Z révèle de nouvelles formes de résistances économico-politiques devant l' " effort de réforme " - et au contrôle territorial qui en découle - produit par les bailleurs de fonds. Un rapport de force menant à la formulation d'un consensus informel qui va permettre à cette " alliance " de s'approprier les externalités de la zone franche. Aussi, la territorialisation de ce consensus pourrait remettre en cause le caractère extraterritorial voire le modèle de développement - profondément néolibéral - que devrait incarner à l'origine ce " territoire de la mondialisation ". Victime des pratiques et particularismes économiques régionaux, la gouvernance locale peut être signifiée ici, comme un outil de gérance instrumentalisé par cette alliance hachémite mais apparaît également comme un procédé technocratique profondément antagoniste - stratégiquement ? - et inadapté au développement voire même à la conservation des formes démocratiques locales. Il s'agit là de relativiser l'efficience du modèle de " good governance " produit par les bailleurs de fonds de la Jordanie dans l'objectif de respecter les impératifs de développement soumis au pays. Un système de gouvernance qui, de part cette réappropriation ne fait que reconduire et accroître les difficultés connues par les acteurs internationaux du développement dans l'application des mesures réformatrices concernant les systèmes économiques des pays en voie de développement. Aqaba en Jordanie révèle les règles du jeu économiques produites par des sphères de pouvoirs régionales dont la conservation dans ce pays, conditionnerait pour ses bailleurs de fonds, la stabilité du régime permettant ainsi, la préservation d'un allier politique précieux et la restructuration d'une économie anciennement rentière à partir des standards néolibéraux
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Urbanisme dans le Monde arabe : entre ancrage à l'économie-monde et processus de marginalisations socio-spatiales. Le cas d'Aqaba en Jordanie
National audienceLa mondialisation actuelle place les villes au cœur des compétitions économiques internationales et en fait des lieux privilégiés d'échanges et d'accumulation du capital, selon un jeu urbain caractérisé par la privatisation, la mobilisation de l'action publique pour sécuriser les investissements et la dérégulation. Les villes du monde arabe qui n'échappent pas à ce contexte, sont particulièrement attractives des investissements provenant des pays du Golfe, à l'origine des mutations de leur urbanisme. Ainsi, depuis les années 1980, dans de nombreuses villes du monde arabe, émerge un urbanisme de grands projets générant des dynamiques paradoxales de valorisation/intégration urbaine et de marginalisation socio-spatiale. L'exemple des projets liés à la zone économique spéciale d'Aqaba illustre de façon exacerbée cet urbanisme, expérience économique et politique " extraterritoriale " qui use de la ressource territoriale, sans retour significatif sur l'amélioration des conditions de vie des populations locales. Par ailleurs, la sophistication des montages et les nouveaux modes de faire se distinguent par la présence de nombreux experts, technocrates et hommes d'affaires, par la multiplication des partenariats public/privé, par la complexification des montages technico-financiers et par l'implication du pouvoir central, voire le chef de l'Etat lui-même : des processus qui mettent à distance les pouvoirs locaux et les habitants et font reculer davantage l'implication de ces acteurs dans la fabrique de la ville
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
