Full text linkImproving the effectiveness of Bhabinkamtibmas in handling motorcycle theft in the jurisdiction of West Jakarta Police Resort requires a holistic approach and synergy among the police, the community, and other relevant stakeholders. By implementing the above strategies, it is hoped that a safer environment can be created, free from motorcycle theft crimes. The research methodology employed in this study is descriptive analysis, which depicts the symptoms and facts observed by the author in the field related to the existing issues. The research findings indicate that efforts to enhance the effectiveness of Bhabinkamtibmas in addressing motorcycle theft in the jurisdiction of West Jakarta Police Resort involve several strategic steps. These include enhancing the skills of Bhabinkamtibmas, strengthening collaboration with local communities, utilizing information technology, conducting regular patrols, providing education to the community, empowering the human resources of Bhabinkamtibmas, and evaluating performance. With this holistic approach, it is expected to create a safer environment and reduce cases of motorcycle theft in the area
Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Full text linkPETI merupakan salah satu jenis tindak pidana yang marak terjadi, mengancam keseimbangan, stabilitas dan produktivitas lingkungan hidup. Dengan perkataan lain, tindak pidana tersebut mendatangkan bahaya bagi lingkungan hidup beserta unsur-unsur di dalamnya (ruang, benda, daya, keadaan, dan makluk hidup). Mempertimbangkan hal tersebut, dan sejalan dengan konsensus global penanggulangan PETI harus ditempuh melalui kebijakan kriminal yang memadukan antara kebijakan non-penal dan penal. Tujuan penelitian ini adalah mengetahui kebijakan non-penal dan penal yang dapat digunakan untuk mencegah dan menanggulangi PETI. Penelitian ini menggunakan metode doktrinal. Hasil penelitian menunjukan kebijakan non-penal berorientasi mengatasi sebab-sebab munculnya PETI, antara lain melalui reformasi kesadaran hukum, penciptaan lapangan pekerjaan dan meningkatkan keterampilan masyarakat, dan meningkatkan fungsi pengawasan pemerintah. Sementara itu, kebijakan penal dilakukan dengan berorientasi pada usaha menanggulangi PETI dengan mengandalkan sanksi pidana.
