This workshop will bring together Members of the European Parliament, economists, academics and journalists as well as representatives of the European Commission to discuss the lessons that have to be drawn from the recent financial crisis caused by the US sub-prime mortgage market.
With the view of the informal ECOFIN meeting in April which will look at the financial sector supervision and crisis management mechanisms, this workshop aims at debating a wide range of topics including:
- how to improve the existing supervisory framework,
- how to combat the opacity of financial markets and improve transparency requirements,
- how to address the rating agencies' performance and conflict of interest,
- what regulatory lessons are to be learnt in order to avoid a repetition of the sub-prime and the resulting credit crunch.

The importance of DBS samples testing for the diagnosis of congenital CMV infection in children with hearing loss
INTRODUCTION
Congenital Cytomegalovirus (cCMV) is the leading cause of non-genetic hearing loss in childhood but a universal cCMV screening is currently absent in Italy.
After the first 3 weeks of life, polymerase chain reaction (PCR) analysis of dried blood spot (DBS) samples on the Guthrie card -collected within three days from the birth-, is probably the only way to distinguish congenital from acquired CMV infection [1].
We estimated the rate of cCMV infections in children with hearing loss identified through the universal newborn hearing screening (UNHS) and then confirmed by the third-level referral audiological center of the "Fondazione IRCCS Ca' Granda, Ospedale Maggiore Policlinico" in Milan (Italy) [1].
METHODS
DBS samples of children who received a diagnosis of sensorineural hearing loss during seven consecutive years (2014-2020) were tested for cCMV-DNA at the Virological Laboratories of the Department of Biomedical Sciences for Health, University of Milan [1].
RESULTS
Among all children who received a diagnosis of sensorineural hearing loss (N=111), 7.2% (N=8) resulted positive for cCMV; half of these children experienced bilateral hearing loss, ranging from moderate (N=1) to profound (N=3), while the remaining half had unilateral hearing loss, ranging from mild (N=1) to severe (N=1) and profound (N=1). Overall, children with cCMV had a higher rate of profound hearing loss (50% vs 35%).
CONCLUSIONS
In absence of a universal cCMV screening, DBS samples represent a “universal newborns biobank” that allow an early and retrospective identification of cCMV infection, being of paramount importance for promoting specific diagnostic assessment and rehabilitative procedures to prevent immediate and long-term complications, such as hearing loss. Therefore, PCR analysis of DBS samples on the Guthrie card (if still stored) should be performed to all children with a diagnosis of hearing loss, in order to rule out congenital cCMV.

MeSH term explosion and author rank improve expert recommendations
Information overload is an often-cited phenomenon that reduces the productivity, efficiency and efficacy of scientists. One challenge for scientists is to find appropriate collaborators in their research. The literature describes various solutions to the problem of expertise location, but most current approaches do not appear to be very suitable for expert recommendations in biomedical research. In this study, we present the development and initial evaluation of a vector space model-based algorithm to calculate researcher similarity using four inputs: 1) MeSH terms of publications; 2) MeSH terms and author rank; 3) exploded MeSH terms; and 4) exploded MeSH terms and author rank. We developed and evaluated the algorithm using a data set of 17,525 authors and their 22,542 papers. On average, our algorithms correctly predicted 2.5 of the top 5/10 coauthors of individual scientists. Exploded MeSH and author rank outperformed all other algorithms in accuracy, followed closely by MeSH and author rank. Our results show that the accuracy of MeSH term-based matching can be enhanced with other metadata such as author rank
Nuclear shadowing effects on prompt photons at RHIC and LHC
The transverse momentum distribution of prompt photons coming from the very early phase of ultrarelativistic heavy ion collisions for the RHIC and LHC energies is calculated by means of perturbative QCD. We calculate the single photon cross section (A + B -> gamma + X) by taking into account the partonic sub processes q + q -> gamma + g and q + g -> gamma + q as well as the Bremsstrahlung corrections to those processes. We choose a lower momentum cut-off k0 = 2 GeV separating the soft physics from perturbative QCD. We compare the results for those primary collisions with the photons produced in reactions of the thermalized secondary particles, which are calculated within scaling hydrodynamics. The QCD processes are taken in leading order. Nuclear shadowing corrections, which alter the involved nuclear structure functions are explicitly taken into account and compared to unshadowed results. Employing the GRV parton distribution parametrizations we find that at RHIC prompt QCD-photons dominate over the thermal radiation down to transverse momenta kT ≈ 2 GeV. At LHC, however, thermal radiation from the QGP dominates for photon transverse momenta kT ≤ 5 GeV, if nuclear shadowing effects on prompt photon production are taken into account

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Acoustic reflex preshoot : A sign of contraction of the tensor tympani muscle?
Two tiny muscles are attached to the ossicles of the middle ear: the stapedius, whose role as a protector of the inner ear against loud noise has been widely accepted, and the tensor tympani, which remains a mystery since no valid method of detecting its contraction has yet been developed. However, tonic contraction of the tensor tympani has been associated with a number of otological conditions including fullness, tinnitus, slight hearing loss, and Menière-like findings. Our hypothesis is that an easily recognizable sign in the acoustic immittance testing that is part of almost every basic audiological evaluation indicates the contraction of the tensor tympani. During acoustic reflex assessment, a loud stimulus causes a bilateral contraction of the stapedial muscles and an increase in impedance which appears as a deflection in the tracing of the immittance test results. In the case of a contracted tensor tympani, when an intense sound is sent to provoke the acoustic reflex, the stapedius must overcome its resistance which would otherwise have the opposite effect on the footplate. This effort can be seen as a small peak or “preshoot” preceding the greater negative deflection of the impedance. We report the cases of ten patients with unilateral aural symptoms such as tinnitus, impaired noise tolerance, fullness, ear pressure and/or ear discomfort during chewing; the preshoot was present only in the symptomatic ear. If further studies confirm our hypothesis, this could give rise to new therapeutical strategies aimed at reducing contraction of the tensor tympani and balancing its function
