Investing in refugees would reap economic benefits: Philippe Legrain
No full textGermany\u27s Chancellor Angela Merkel has received a blow to her open borders policy towards migrants and refugees fleeing the civil war in Syria.
On the weekend, her ruling CDU party was out-voted by an anti-immigrant and anti-Islam party at local elections in the north-east of Germany—and it could be a portent for national elections in the country next year.
But Angela Merkel continues to insist that her open borders policy has not disadvantaged Germans, and in fact has even led to social improvements in some areas.
That positive view of the benefits of even massive migration is shared by economist Philippe Legrain, a former advisor to the President of the European Commission.
Legrain delivered a report earlier this year which argued that investing in refugees would reap an economic dividend of double the initial outlay

Les Palestines du quotidien
No full textCes trente dernières années, de nombreuses études ont été consacrées au conflit israélo-arabe et à la question palestinienne. Cependant, la plupart des auteurs n'ont prêté attention qu'aux seuls aspects militaires et diplomaticopolitiques. Le Centre d'Études et de Recherches sur le Moyen-Orient Contemporain dont la mission est d'étudier les espaces, les sociétés et les États de l'Orient arabe a rompu avec cette tendance en publiant Palestine, Palestiniens. Territoire national, espaces communautaires, actes d'un colloque qu'il a tenu en 1996 et qui inaugurait des travaux collectifs menés par ses chercheurs dans la région. L'ouvrage de Jean-François Legrain s'inscrit dans cette perspective, en lui apportant une contribution singulière et remarquable. S'appuyant sur la présentation et la critique détaillées des résultats des élections de janvier 1996 (et de leurs publications successives), l'auteur leur applique l'analyse factorielle des correspondances qui « fournit une image objective, rigoureuse et hiérarchisée des phénomènes de corrélation existant entre l'ensemble des variables d'un même tableau ». Après ces deux étapes, l'auteur entame son travail d'analyste en proposant des hypothèses susceptibles d'éclairer le comportement électoral des Palestiniens. Sa synthèse finale réhabilite le déroulement des élections de janvier 1996 en proposant de les lire, en dépit des bouleversements sociaux et politiques connus par le pays depuis cinquante ans, à la lumière de l'émergence de "néo-notables" bien plus qu'à celle du seul jeu des partis
