Publication Chair 26th International Symposium on Methodologies for Intelligent Systems 2022 (ISMIS 2022)
This volume contains the papers selected for presentation at the 26th International
Symposium on Methodologies for Intelligent Systems (ISMIS 2022), which was held
in Rende, Italy, during 3–5 October, 2022. The Symposium was organized by ICARCNR, the Department of Computer Engineering, Modeling, Electronics and Systems
Engineering (DIMES) at the University of Calabria, Computer Science Department at
University of Bari “Aldo Moro” and DIETI Department at University of Naples “Federico II”. ISMIS is a conference series that started in 1986. Held twice every three years,
it provides an international forum for exchanging scientific, research, and technological achievements in building intelligent systems. In particular, major areas selected for
ISMIS 2022 include health informatics, social media analysis, recommendation systems,
natural language processing, explainable AI, intelligent systems, classification and clustering, and complex data analysis. This year, we also organized a special session on
“Industrial Applications”.
After the pandemic, this is the first edition that the Symposium is held in person,
although the hybrid mode is still kept for obvious precautionary reasons. We decided
promote in-person participation, in order to renew the usual level of interactions and
fruitful exchange of ideas that has always characterized the Symposium in the past.
ISMIS 2022 received 71 submissions that were carefully reviewed by three or more
Program Committee members or external reviewers. Papers submitted to the special
session on “Industrial Applications” were subject to the same reviewing procedure as
those submitted to the regular session. After a rigorous reviewing process, 31 regular
papers, 11 short papers and 4 industrial papers were accepted for presentation at the
conference and publication in the ISMIS 2022 proceedings volume.
It is truly a pleasure to thank all people who helped this volume come into being and
made ISMIS 2022 a successful and exciting event. In particular, we would like to express
our appreciation for the work of the ISMIS 2022 Program Committee members and
external reviewers who helped assure the high standard of accepted papers.We would like
to thank all authors of ISMIS 2022, without whose high-quality contributions it would
not have been possible to organize the conference. We are grateful to the organizers of
the special session on “Industrial Applications” at ISMIS 2022: Luciano Caroprese and
Fabio Fumarola.
The invited talks for ISMIS 2022 were “Adaptive Machine Learning for Data
Streams” by Albert Bifet from the University of Waikato and the Institut Polytechnique
de Paris, and “Interactive Machine Learning” by Andrea Passerini from the University
of Trento. Abstracts of the two invited talks are included in these proceedings. We wish
to express our thanks to the invited speakers for accepting our invitation to give the talks.

A “EUROPEAN MODEL” TO FINANCING ELECTORAL CAMPAIGNS?

Democratic elections involve a mixture of high ideals and dubious practices. Election campaigns, party organizations, and advertising all costs money. The financing of political life is a necessity, and a problem. The frequency with which new laws concerning campaign and party finance are enacted is testimony to the failure of many existing systems of regulations and subsidies.
The role of money in politics is an issue of daily debate in old and new democracies alike. The ways that parties get access to money can influence the outcome of elections, determine the relationship between party leaders and members, affect the number of women elected and condition the level of public trust as a whole.
The article looks at the strengths and weakness of the different national laws and regulations from a regional perspective. It analyses the problems of enforcement and the opportunities for effective public disclosure of funds.

Análise do poema das cinco canções de Francisco Mignone
This work has as main objective to realize a interpretative rhetorical study, of Poem of the five songs of Francisco Mignone. It aims at the surch and dissemination of the Brazilian chamber music and one of its most important representatives, Francisco Mignone, and a glimpse of the person and work of Mário Quintana, and the singer Magdalena Lébeis. In order to introduce and contextualize this work, a biographical and historical survey of the composer's life was carried out based on the existing bibliography. In this study, whose approach is ontological, we will try to bring a rhetorical analysis as one of the investigative subsidies, as well as the technical and compositional elements used by Mignone in this cycle of songs. The conclusion of this work brings together the information obtained through the analysis, identifying the author's musical language, the interaction of the work by the performers, singer and pianist, seeking to highlight the affections evoked in it and points of technical or comparative observance.

Visa a pesquisa e a divulgação da canção de câmara brasileira e de um de seus mais significativos representantes, Francisco Mignone, e um vislumbre da pessoa e obra de Mário Quintana, e da cantora Magdalena Lébeis. A fim de introduzir e contextualizar este trabalho, realizou-se um levantamento biográfico e histórico da vida do compositor fundamentado pela bibliografia já existente. Neste estudo, cuja abordagem é ontológica, procurar-se-á trazer uma análise retórica como um dos subsídios investigativos, bem como os elementos técnicos e composicionais utilizados por Mignone neste ciclo de canções. A conclusão deste trabalho reúne as informações obtidas por meio das análises, identificando a linguagem musical do autor, a interação da obra pelos intérpretes, cantor e pianista, procurando destacar os afetos evocados na mesma e pontos de observância técnica ou comparativa.

Quality Standards as Flexible Instruments of University Governance

The University is currently involved in changes that have a potential for transforming its institutional identity. At stake are the University’s purpose, work processes, organization, system of governance, quality processes and financial basis, as well as its role in the political system, the economy and society at large.
These processes link change in the University to change in the environment in which is embedded: in the role of democratic government, in public-private relations, and in the relationship between the local, national, European and international level.
There is a reshaping of institutional purposes and the University jeopardizes its legitimacy by losing sight of its identity and constitutive logic, its distinctive features, functions and achievements as an academic institution. Prevailing trends include fundamental change in the autonomy of the University and in the academic freedom of individual faculty members, in the University’s collegial and disciplinary organization, the unity of research and teaching, who controls specific bodies of knowledge and who defines criteria of excellence and social needs, the structure of departments, degree programs and courses, the relations between those who do research and teach and academic and administrative leaders, and in governments’ commitment to funding universities.
As often before, a period with a potential for radical change also invites speculations about what kind of organized system the University is and how it works, how the University ought to be organized and governed, what consequences different arrangements are likely to have, and how external demands for radical reform may depend on the University’s capacity for self-governance and adaptation.

Caratteristiche idrogeologiche del bacino del Fiume Mignone
Gli studi eseguiti sono volti a definire il ruolo idrogeologico dei terreni di copertura flyschoidi cretacico-oligocenici ben rappresentati in affioramento al di sotto dei depositi litologicamente eterogenei di età pliocenico-quaternaria. La ricerca si è orientata verso lo studio di dettaglio di un bacino di limitata estensione che, per caratteristiche litologiche, morfologiche, vegetazionali e climatiche fosse rappresentativo di situazioni geologiche diffuse nella Toscana e nel Lazio. A tale scopo a partire dal 1979, sono iniziati dei rilevamenti ideologici ed idrogeologici con l’obiettivo di: individuare e definire i limiti dei principali acquiferi; valutare le risorse idriche sotterranee disponibili; giungere alla definizione del bilancio ideologico del bacino rappresentativo; determinare le caratteristiche chimico-fisiche delle acque di superficie e sotterranee; acquisire più precise indicazioni sul regime dei deflussi del Mignone e dei suoi tributari principali. I risultati acquisiti fanno parte integrante della cartografia idrogeologica del Mignone alla quale questa nota si riferisce
Astrophysical jets: insight into long term hydrodynamics. Article and Supplementary Information
Astrophysical jets are ubiquitous throughout the universe. They can be observed to emerge from protostellar objects, stellar x-ray binaries and supermassive black holes located at the center of active galaxies, and they are believed to originate from a central object that is surrounded by a magnetized accretion disc. With the motivations to understand whether hypersonic Newtonian jets produce any similarity to the morphologies observed in jets from young stellar objects (YSOs) and whether numerical codes, based on Godunov-type schemes, capture the basic physics of shocked flows, we have conceived a laboratory experiment and performed three-dimensional (3D) numerical simulations that reproduce the mid-to-long-term evolution of hypersonic jets. Here we show that these jets propagate, maintaining their collimation over long distances, in units of the jet initial radius. The jets studied are quasi-isentropic, are both lighter and heavier than the ambient and meet the two main scaling parameter requirements for proto-stellar jets: the ejection Mach number and the ambient/jet density ratio

Concurrently, this analysis will contribute to the dissemination of the Brazilian music and one of its most important composers. In order to introduce and put into prospective the analysis, the author provided a biographical and historical analysis and also an enterview with Mignone's wife. A pianística multifacetada de Francisco Mignone
A obra para piano de Mignone é extensa e diversificada. Os vários "approaches" multifacetados que, em parte, desconcertam o analista, fazem parte de constante indagação. Excetuando-se as várias produções sob o pseudônimo de Chico Bororô, verifica-se que Mignone exercita com competência e naturalidade as técnicas composicionais aprendidas e as conhecidas através da curiosidade. Tonalidade, modalidade, atonalidade, politonalidade e outras técnicas lhe são familiares e é sobremaneira em específicos gêneros praticados que Mignone adequa as diversas orientações conhecidas. O presente ensaio não visa as diversas análises estruturais da produção pianística de Francisco Mignone. Contudo, dois aspectos básicos são abordados, após a visão sucinta da obra completa sob a trilha cronológica: código técnico pianístico e o timbre como busca clara no pensamento do autor

Big Data analytics for knowledge transfer among organisms while reconstructing Gene Regulatory Networks
The reconstruction of gene regulatory networks (GRNs)
from gene expression data is pivotal for understanding
gene regulatory mechanisms and processes. In this
context, machine learning and big data analytics tools
can be considered fundamental. However, most existing
methods (i) produce poor results when the amount of
labelled examples is limited or when no negative example
is available and (ii) they are not able to exploit information
extracted from GRNs of other (better studied) related
organisms.
We overcome these limitations by proposing
an innovative transfer learning method, called
BioSfer (Mignone et al., 2020), which can exploit the
knowledge about the GRN of a source organism for the
reconstruction of the GRN of the target organism. In the
first stages, we identify two predictive models to discover
unknown links for both the considered GRNs. In the final
stage, we build a new geometrically-combined model,
which can identify unknown links better. Moreover, the
proposed method is natively able to work in the positiveunlabeled setting, where no negative example is available,
by fruitfully exploiting a set of unlabeled examples. In
our experiments, we reconstructed the human GRN by
exploiting the knowledge of the GRN of M. musculus. The
qualitative analysis showed that the proposed method is
able to identify biologically plausible gene regulations
that are not identified by other tools. Results showed
that the proposed method outperforms state-of-the-art
approaches (Zhang et al., 2017; Wang et al., 2017; Long
et al., 2014; Huynh-Thu et al., 2010; Aibar et al., 2017;
Mignone et al., 2018) and identifies previously unknown
functional relationships among the analysed genes
