Some Legal Assessments on the Trawel Allowance Law No 6245 and its Practice
Türk Hukukuna göre; 657 sayılı Devlet Memurları Kanunu kapsamında çalışan kamu görevlilerinin, görevleri gereği yaptıkları seyahatlerdeki harcamaları kamu idarelerince karşılanması gerekmektedir. Bu bağlamda harcırah, 6245 sayılı Harcırah Kanununda özel olarak düzenlenmiştir. Gerek 657 sayılı Kanun gerekse 6245 sayılı Kanun, kamu görevlilerinin, görevleri ile ilgili olarak yaptıkları harcamaların harcırah yoluyla karşılanmasının kamu idarelerinin bir görevi olduğunu açıkça düzenlemiştir. Yani, geçici veya sürekli görevlendirmeler nedeniyle yapılan harcamaların karşılanması idareler için yasal bir yükümlülüktür. Kamu idarelerinin harcırahla ilgili yükümlülüğü yasada açıkça düzenlenmiş olmakla birlikte, geçici ve sürekli görevlendirmelerdeki harcırahlarla ilgili çözülmesi gereken bazı sorunlar vardır. Bu bağlamda, biz bu makalede harcıraha ilişkin bazı önemli husularla ilgili hukuki değerlendirmeler yapmaya çalıştık.According to Turkish Law when civil servants employed in the administrations within the scope of the Civil Servants Law No 657 make a travel in connection with his/her duty, their travel costs need to be compensate by Public Administration. In this regards allowance is regulated by the Trawel Allowance Law No 6245. Both the law No 657 and the Law No 6245 are clearly stated that compensation for trawel allowances of concerned civil servants is a duty for public administration. Namely compensate for allowances for temporary or permanent assignment is an obligation for administrative authorities. Although the responsibility of public administration about allowances is explicitely stated by law, there is some problems need to be resolved about allowances for temporary or permanent assignments and so on. In this regards, we try to make legal assessments on some significant allowance topics in this study

Author Institution:High-resolution Fourier Transform studies of the infrared spectrum of have been carried out for the spectral region between 1 and 2 at both room and low (150 K) temperatures. A number of new apparently parallel type bands have been discovered, of which one centered near appears to be a viable candidate for searches in the spectra of the outer planets. A determined rotational analysis has provided evidence of strong rotational perturbations affecting the K-structure of individual manifolds both inline position and intensity. These perturbations have confirmed the need for individual line-intensity measurements and have illustrated the inadequacy of standard theoretical rotational line strengths for quantitative line intensity measurements based on low-resolution band strength. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Abstract 6245: 3D-models of pediatric bone sarcomas for personalized therapeutic screening
Osteosarcoma (OS) and Ewing sarcoma (ES) are the most common bone cancers in children. They are rare cancers and thus difficult to study due to scarcity of patient material, large genomic instability and a wide histological heterogeneity (in OS) or a lack of satisfactory transgenic animal model and availability of preclinical tests (in ES). There is a dire need for new models and novel therapeutic approaches. Although patient-derived xenografts (PDXs) may recapitulate human tumor biology and predict drug response, propagating PDXs in mice limits its use as a drug-testing platform.
We have established and standardized ES and OS spheroid culture and developed a semi-automated drug-screening platform in tumor spheroids. We established several robust techniques for spheroid formation, with clear pathophysiological gradients, but without central necroses at the onset of drug treatment. We performed RNA-seq comparing spheroid transcription profiles to 2D culture and observed dramatic changes in overall expression patterns. We observed upregulation of genes shown to correlate with poor prognosis in OS patients. We saw upregulation of processes associated with regulation of cell migration, negative regulation of proliferation and modulation of the extracellular matrix (ECM). In addition to ES spheroid models, we created bioprinted 3D-models of ES cell lines and of cells obtained from ES PDXs, using extrusion bioprinting techniques (where cells are encapsulated within the cross-linked polymers, thus allowing homogeneous distribution and high cell density). PDX-derived cells were kept in liquid culture and as 3D-bioprinted constructs, while their transcription profiles were compared with the initial PDX. The mevalonate pathway was the most overrepresented in all ES 3D-models, consistent with predominant upregulation of this metabolic pathway integral to tumor growth and progression. After 15 days in 3D-bioprinted culture, we observed pronounced upregulation of genes involved in ECM signaling, suggesting that the construct promoted in vivo-like tumor-ECM interactions, without further promoting main proliferation and cell survival pathways, which was observed in liquid culture. Furthermore, we showed potential for combinatorial treatment with statins and confirmed feasibility of drug testing in patient-derived 3D models.
Finally, as our spheroid models showed upregulation of many processes involved in metastasis (genes associated with invasion, migration, angiogenesis and hypoxia), we focused on lung as the most common site of metastasis in ES and OS patients. We are thus establishing mixed airway organoid/tumoroid cultures, to investigate further the lung metastatic niche, with a goal to provide proof of concept for patient-specific 3D-models of lung metastatic tumors to guide personalized drug selection for patients with advanced disease.
