Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Direito.O presente trabalho tem como objetivo analisar a constitucionalidade da Lei Complementar Municipal de Florianópolis nº 480, de 20 de dezembro de 2013, que tem como principal característica a alteração da Planta Genérica de Valores do Município, utilizada como base de cálculo para o Imposto sobre a propriedade Predial e Territorial Urbana. Para tanto, a pesquisa inicialmente apresenta princípios constitucionais tributários, como o Republicano, o da Igualdade e o da Capacidade Contributiva. São estudados também aspectos gerais do IPTU, como seu fato gerador, a base de cálculo e a aplicação da progressividade sobre suas alíquotas. Após, a Lei em estudo é apresentada artigo a artigo e sua constitucionalidade é analisada, sob a ótica dos princípios e características trazidos em momento anterior. Pretende-se, ainda, a análise de questões levantadas nos autos da Ação Direta de Inconstitucionalidade de nº 2014.000913-5, que visa a suspensão dos efeitos da Lei nº 480, de 2013. Ao final, conclui-se pela inconstitucionalidade material da lei, por infringir princípios constitucionais tributários e administrativos
