(รัฐประศาสนศาสตร์))--สถาบันบัณฑิตพัฒนบริหารศาสตร์, 2511.ปัจจัยที่สำคัญที่สุดในการบริหารงานการพัฒนาคนให้มีสมรรถภาพอาจกระทำได้ด้วยการฝึกอบรม เพื่อเพิ่มพูนความรู้ เปลี่ยนแปลงทัศนคติ ตลอดจนนิสัยความคิดอ่านและการทำงานให้ดีขึ้น กระทรวงมหาดไทยได้วางโครงการฝึกอบรมปลัดจังหวัดและนายอำเภอทั่วราชอาณาจักร โดยมีวัตถุประสงค์ขึ้นอยู่กับความต้องการอันเนื่องมาแต่สถานการณ์ของประเทศและตัวบุคคล ส่วนหลักการก็ถือเอาสภาพภูมิศาสตร์และความตึงเครียดของสถานการณ์เป็นหลักกำหนดการฝึกอบรมก่อนหลัง การเลือกสรรผู้เข้ารับการอบรมจะต้องเป็นปลัดจังหวัดและนายอำเภอที่มีอายุไม่เกิน 59 ปี กรรมวิธีการฝึกอบรมนั้นเป็นแบบการนำอภิปรายเป็นส่วนใหญ่ มีการประชุมกลุ่ม และการประชุมเป็นคณะ ซึ่งผู้เขียนเห็นว่ากรรมวิธีการฝึกอบรมแบบใหม่ จะได้ผลยิ่งขึ้นถ้าผู้เข้ารับการฝึกอบรมเตรียมปัญหาต่าง ๆ ล่วงหน้าในเวลาพอสมควร และใช้เครื่องมือโสตทัศนศึกษาเข้าประกอบโดยเหมาะสมการจัดหลักสูตรการฝึกอบรมซึ่งกำหนดหลักสูตรวิชาวิธีดำเนินงานเพื่อให้เข้าถึงประชาชนไว้เป็นอันดับแรก และงานในด้านนโยบายจัดไว้เป็นอันดับสุดท้าย ซึ่งนับว่าเป็นการขัดกับวัตถุประสงค์ของการฝึกอบรม ควรจัดหลักสูตรเกี่ยวกับนโยบายอยู่ในลำดับแรก ๆ อันได้แก่ การเตรียมพร้อมที่จะรับสถานการณ์ชายแดน และให้ปลัดจังหวัดและนายอำเภอรับเอานโยบายพัฒนาเศรษฐกิจและสังคมไปปฏิบัติ อนึ่งในการประเมินผลการฝึกอบรมนั้นมิได้มีการตีความหมายของข้อมูลให้ได้ผลอย่างจริงจัง และข้อมูลที่ได้มาก็โดยวิธีส่งคำถามชุดแต่เพียงอย่างเดียว ควรใช้วิธีอื่นประกอบ เช่น วิธีทดสอบความรู้ความเข้าใจ วิธีสำรวจแบบไม่เป็นทางการ และวิธีสังเกตปฏิกิริยา เป็นต้น นอกจากนี้กระทรวงมหาดไทยมิได้วางโครงการล่วงหน้าในการติดตามผลในการฝึกอบรม หลังการฝึกอบรม แล้วจึงได้ตั้งกรรมการติดตามผลขึ้น ซึ่งขอบเขตอำนาจหน้าที่ของคณะกรรมการก็เป็นไปโดยกว้างขวางจนเกินกว่าคณะกรรมการจะปฏิบัติได้หมด การติดตามผลจึงมิได้กระทำโดยทั่วถึงต่อเนื่องกัน ควรกำหนดตัวเจ้าหน้าที่ผู้รับผิดชอบในการดำเนินงานติดตามผลให้แน่ชัด และควรจะได้วางแผนล่วงหน้า อย่างไรก็ดีอาจกล่าวได้ว่าการฝึกอบรมปลัดจังหวัดและนายอำเภอตามโครงการที่ 1/2505 ของกระทรวงมหาดไทยได้รับผลเป็นที่พอใจแก่ทางราชการ

Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

"The Kansas Department of Corrections appreciates the opportunity to offer a perspective on the proposed changes in House Bill 2505. ... As the Committee reviews this proposal, we encourage you to retain, and not amend, the current elements of paragraph (g) ofK.S.A. 38-2361. Continuing to require that the Court exhaust all other alternatives and make specific findings of significant risk of harm, while prohibiting the Court from using juvenile detention solely for technical violations, contempt, violation of a valid court order, protection from self-harm, or due to failure of the state or county to find adequate alternatives, and placing limits on the total number of days in detention are features of current law that must be retained. ... We recognize these policies adopted in 2016, which placed limits on the use of detention, are unpopular among some stakeholders. ... The proposal of HB 2505 is a reasonable amendment that we assume will satisfy these stakeholders and bring stability to this area of juvenile justice policy for the foreseeable future. ... It is important to highlight that the proposed practice is unlikely to benefit public safety and does come at some financial cost to counties for the bed days a youth would reside in a juvenile detention center. Further,...research indicates such confinement is more likely to harm the youth, contributing to increased risk for suicide and exposure to violence.
