"The bill enshrines in statute a process for peer support certification and the requirements that KDADS must make in response to the legislation. ... According to the Substance Abuse and Mental Health Services Administration (SAMHSA), "peer support services can effectively extend the reach of treatment beyond the clinical setting into the everyday environment of those seeking a successful, sustained recovery process. Additionally, these individuals are an instrumental part of a multidisciplinary team for organizations serving Kansans who are experiencing substance use or mental health disorders. By providing these services they support individuals in a way that may prevent a higher level of care." In response to the overwhelming need for peer support services in the mental and behavioral health continuum, KDADS has created a process for peer support certification.

Testimony before the Kansas Legislature, Senate Agriculture and Natural Resources Committee, presented by Josh McGinn, Assistant Secretary, Kansas Department of Agriculture.Testimony in opposition to HB 2158. "Sales of packaged honey to grocery stores and other businesses for resale or sale require a KDA food processing license. HB 2158 removes this requirement and potentially subjects consumers to unsanitary or unsafe honey due to the lack of clean bottling and packaging processes. HB 2158 permits beekeepers to sell packaged honey and honeycombs in a retail space such as a grocery store without holding a food establishment license or a food processing license. The agency's primary concern with this legislation is that the public expects that food products are safe, handled and stored in sanitary conditions, and honestly presented when they are shopping in a grocery store with products that meet similar requirements. As a result, even if this bill passes the Legislature, the agency will still be expected to respond to complaints that food does not meet these standards. For producers operating under the exemption provided in this bill, with no license or registration fee, there would be no funding to support review of the sales records that HB 2158 makes KDA responsible for. This also presents a challenge to tracing honey production records in the case of a foodborne illness related to the consumption of honey.&quot
