ABSTRACT
LTE provides data rates of up to 100 Mbps on downlink and up to 50 Mbps on uplink. The Duri-Bengkalis
area is one example of the large number of LTE users, but because the location is surrounded by densely
populated settlements, especially in the Mandau area. based on the results of the drive test conducted, a
problem was found, namely throughput quality which was in very bad condition. Therefore, a network
optimization simulation was carried out using the Electrical Tilt method to overcome the problem of very
poor throughput conditions. This implementation method is carried out using Software Atoll. This study
aims to get better quality and network performance and to get an analysis of the effect of optimization on
throughput parameter values on LTE networks. The throughput results obtained after optimization at the
Mandau site with a value on Jalan Obor 2 from 1000 kbps increased to 19,000 kbps, Jalan Torch 1 from
1000 kbps increased to 50,000 kbps, on Jalan Bandes from 5000 kbps increased to 50,000 kbps, Jalan
Swadaya from 5000 kbps increased to 50,000 kbps and on Jalan Hangtuah from 1000 kbps increased to
50,000 kbps.

PERLAWANAN SASTRA DALAM CERPEN KORAN INDONESIA
This paper discusses the resistance made by a writer against the oppression of the oppressed peoples. Poets in this case is an enlightened person who represents the voice of the community. The study was conducted on a short story titled "Safrida Askariah" by Alimuddin an author from Aceh. A study of this work shows that when members of oppressed groups have access to the culture media, their representatives often express more radical alternative views about society and the perception. This study also revealed that thewriter as a representative of the oppressed to fight by using literature as a "weapon"
Developing countries'participation in the World Trade Organization
In the 1960s and 1970s developing countries viewed UNCTAD (United Nations Conference on Trade&Development) rather than the GATT (General Agreement on Tariffs&Trade) as the main institution through which to promote their interests in international trade. But beginning with the Uruguay Round in the mid-1980s, their attitude changed, many more of them became members of the GATT, and a significant number played an active role in negotiations. The author analyzes developing countries'representation and participation in the World Trade Organization (WTO) as of mid-1997 to determine how developing countries can effectively promote their interests and discharge their responsibilities under the rules and agreements of the new organization. He concludes that although many developing countries are actively participating in the new process, more than half of the developing countries that are members of the WTO participate little more than they did in the early 1980s and have not increased their staffing, despite the vastly greater complexity of issues and obligations. Institutional weaknesses at home are the main constraints to effective participation and representation of their interests at the WTO. To make their participation more effective, he recommends that the developing countries establish adequately staffed WTO missions based in Geneva; failing that, pooling their resources and representation in Geneva; and being sure to pay their dues, which are typically small. TINDAKAN KOMUNIKATIF KOMUNITAS VIRTUAL UNTUK MENGURANGI DISINFORMASI PEMBERITAAN POLITIK DI MEDIA SOSIAL
AbstractThis paper is part of the research results that reveal the communicative action by the virtual community Forum Anti Fitnah Hasut dan Hoax (FAFHH) on Facebook to reduce disinformation on social media as a new public sphere. This paper is viewed from the perspective of the Theory of Communicative Action initiated by Jurgen Habermas. Habermas's idea is very important for this paper because it offers a broader framework for understanding social media as a public sphere. It is also to understand how individuals or communities seek to achieve common understanding within groups to promote cooperation, not just to achieve personal goals. This paper uses a critical, qualitative paradigm with a virtual ethnographic method. Data collection was carried out by observing participants in virtual communities FAFHH on Facebook. In addition to observations, the author also conducted in-depth interviews with virtual community managers (admins and moderators). The results of this study indicate that the FAFHH virtual community has fulfilled the requirements as a public sphere. In addition, the FAFHH virtual community has also fulfilled the validity claim in communicative actions.Keywords: disinformation, virtual community, social media, communicative action, public sphere

Development of natural gas and pipeline capacity markets in the United States
Deregulation of the U.S. natural gas industry has been under way since the late 1970s. The industry was deregulated to create competitive markets in natural gas and its pipeline transportation, in the expectation that competition would guide transactions toward a more efficient outcome. The author provides an overview of the deregulation process and its effect on the development and functioning of natural gas and gas transportation markets in the United States. He analyzes the trading of pipeline capacity in primary and secondary markets and the regulation of pipeline transportation, identifies mechanisms that pipeline companies use to coordinate bilateral transactions, and summarizes deregulation's main achievements in the U.S. natural gas industry. Industry achievements in the past 15 years show that expectations were not realistic. The United States enjoys a highly competitive interstate transportation market. Both markets have benefited from the deregulation of natural gas production and marketing and the liberalization of natural gas prices. Introducing open access to interstate pipelines and their unbundling from gas sales has allowed end users to participate in the efficiency gains in upstream markets. All this has contributed to declining retail prices for all major consumer categories. Deregulation is far from complete, however. Current regulation of interstate pipeline companies and the secondary transportation market does not promote efficient allocation of transportation contracts. Flexible pricing of transportation contracts should be introduced in both the primary and secondary transportation markets. But deregulation of retail markets remains the most important task and the bigger challenge facing industry regulators. Small-volume end users (such as residential or commercial customers) are captive to local distribution utilities, without access to competitive wholesale markets. EVALUASI LAHAN PERSAWAHAN PADA TIGA DAERAH ALIRAN SUNGAI DI SUMATERA BARAT
Research on soils fertility of rice soils has been done on three catchment in West Sumatra province ie; Ulu Selo ( inland areas of selo river) at Tanah Datar district conducted three Kenagarian ( traditional village) Simpurut, Gurun, and Padang Laweh. Lembang catcment at Solok district is conducted ubo irrigation scheme ubo which divided as Ubo atas irrigation scheme and Sirukam. Sumpur cathment at East Pasaman District conducted three Kenagarian, Lundar, Petok and Kuamang. All of irrigation scheme located at agroclimatic zone C1 up to D2, with charaterize 2 or 3 consecutive wet month and 3 or 4 consecutive dry month. Soils were developed from volcanic parents materials. Rice soils of Ulu Selo shown lower pH value compared to the soils with land use is mixed garden, which some of the sampling point has shown the pH lower than 4. the rice soils of Lembang and Sumpur also shown the similar trend of pH but the value not so extremely like the soils from Ulu Selo. Related to the minimum value of carbon in rice soils is indicate that some of the rice soils in the research areas could be grouping as degraded land. The rice soils from Sumpur has high natural soil fertility which which shown on the natural reserved of nitrogen, phosphor and potassium. The soils condition could support the rice production up to 8t/ha/ GS without additional nutrient. While soils from Ulu Selo shown lower content of phosphor. Based on this research author suggested to fertilizer program is better done based on the condition of soils itself. Even the natural soils fertility is high is not reccomended to use addtional artificials fertilizer.Key words: cathment studies, natural soil fertility, rice production and land degradation.</jats:p
