L'Italia dall'inverno demografico a quello democratico. La riforma dell'accesso alla cittadinanza per la popolazione immigrata come policy costitutiva
Get PDFItAl netto delle intenzioni, il referendum che intende modificare la legge 91 del 1992 sulla cittadinanza presenta molte insidie, su tutte l'uso della 'chirurgia legislativa' per una policy costitutiva che rischia di far fare un passo avanti e due indietro ai diritti degli immigrati, considerato anche il clima mediatico tossico che avvolge l'arena politica dell'immigrazione in Italia. In quanto policy costitutiva che sta ridefinendo l'identità futura delle postdemocrazie tra ethnos e polis, la riforma della cittadinanza richiede strategie di policy strutturate e non surrettizie. Particolarmente nel sistema politico, carente nell'agenda come nel consenso sociale a misure espansive, queste infatti consentirebbero di arrestare il doppio inverno, demografico e democratico, che lo attraversa.EnThe referendum proposed over Law 91/1992 about citizenship's rights has several pitfalls. The result of its legislative surgery skilled strategy could be of a one step forward and two back for immigrants' rights. The article tries to highlight how citizenship regime represents a constitutive policy arena, as it challenges post-democracies on their identity. In Italy, both the restrictive policy path and the oppositive public sphere about immigrants' citizenship rights would suggest the adoption of combined sectoral measures to tackle with the double winter, demographic and democratic, featuring the Italian system
