    Alignment between the strategic business plan and the plan of information technology at companies: the comparative analysis through the maturity level and critical success factors

    Com o crescente uso da Tecnologia da Informação (TI) nas organizações, torna-se necessário estudar o alinhamento estratégico entre o Plano Estratégico de Tecnologia de Informação (PETI) e o Plano Estratégico de Negócio (PEN), além de entender que fatores explicam o nível desse alinhamento. Assim, objetivou-se verificar o nível de maturidade existente entre estes planos e identificar os Fatores Críticos de Sucesso (FCS) que favorecem o seu alinhamento. Os resultados da análise de duas empresas da região sul, uma de grande e outra de pequeno porte, apresentaram diferentes níveis de alinhamento estratégico entre PEN e PETI, tendo a primeira um alinhamento de nível 5, e a segunda de nível 3. Através do diagnóstico dos FCS, identificou-se divergências quanto à valorização do conhecimento do negócio pelo gerente de SI; criatividade da área de SI no uso estratégico da TI; conhecimento dos objetivos e metas do negócio pelo gerente de SI.Whit the increasing use of the Information Technology (IT) by organizations, it becomes necessary to study the strategic alignment between the Strategic Plan of Information Technology (SPIT) and the Strategic Business Plan (SBP), besides understanding the factors which explain the level of that alignment. Thus, this work aims to verify the maturity level between these plans and to identify the Critical Success Factors (CSF) that favor their alignment. The analysis results of two companies in the southern region, one large and another small, had different levels of strategic alignment between SPIT and SBP. The first had an alignment of level 5, and the second, level 3. Through the diagnosis of CSF, we identified divergences as to the valorization of the business knowledge by the IS manager; creativity of the IS area in the strategic use of IT; knowledge of the objectives and goals of the business by the IS manager

    Fortalecendo empreendimentos em TI: qual a contribuição das incubadoras?

    Este artigo tem como tema a análise da contribuição das incubadoras para o desenvolvimento de empreendimentos em TI, sendo então realizado um estudo em profundidade nas 3 incubadoras especializadas em TI do Estado de Minas Gerais. Gerentes das incubadoras e empresários incubados e já graduados foram entrevistados a respeito da estrutura e do apoio oferecidos pelas incubadoras, interação com universidades e centros de pesquisa, e sobre a capacitação gerencial oferecida aos empresários. Os resultados apontam para a necessidade de uma atuação mais profícua das incubadoras, fundamentalmente na prospecção de clientes, busca por recursos financeiros e relacionamento com universidades e centros de pesquisa, principalmente no que tange à transferência de tecnologia.This article aims to analyze the contribution of Business Incubators for small IT business. In this way, a deep research in three Brazilian IT Incubators was developed. We investigated the perception of incubators\u27 managers, tenant and graduated entrepreneurs regarding to the key elements of incubation process, as support and infrastructure, university-incubator interaction, and management training. Our findings indicate some deficiencies in IT Incubators, predominantly in prospecting customers, attracting financial resources, and establishing relationships within universities and research centers

    Analysis of components and usability of WebQuests in Portuguese language available on the web: an exploratory study

    Uma WebQuest é um modelo extremamente simples e rico para utilizar o potencial educativo da Web, com fundamento na aprendizagem colaborativa e nos processos de investigação para a construção do saber, que conta hoje com milhares de propostas de educadores das mais diversas partes do mundo. No entanto, muitas das WebQuests disponibilizadas online não obedecem a padrões mínimos de qualidade no nível dos componentes e da usabilidade, ou então, mais não são do que simples folhas de exercícios ou "WebExercises". Neste artigo foram recenseadas e analisadas 483 WebQuests em língua portuguesa que estavam disponibilizadas online entre Julho e Outubro de 2007. A avaliação incidiu sobre as componentes e sobre alguns indicadores associados à usabilidade. Os resultados revelam que, no que concerne a componentes, as maiores falhas estão na tarefa, nos recursos e na avaliação e, em nível de usabilidade, a maior falha a assinalar é a ausência do "menu" em muitas dos exemplares analisados. Verificou-se ainda que apenas 41% eram verdadeiras WebQuests, constituindo as restantes simples "WebExercises" com atividades rotineiras que não levam o aluno a tirar partido do potencial da Web para a construção do saber.WebQuest is an extremely simple and rich way to take advantage of the educational potential of the Web. It\u27s based on collaborative learning and research processes for knowledge building, counting on thousands of contributions from educators all over of the world. However, many of the available online WebQuests do not conform to the minimum standards of quality in respect to the content and usability levels, or are no more than simple worksheets or "WebExercises". In this article 483 WebQuests in Portuguese, that were made available online between July and October 2007, were registered and analyzed. The evaluation focused on the content and on some indicators associated with usability. The results showed that, with regard to the content, the greatest failures were found in the assignments, in the resources and in the evaluation. In terms of usability, the largest failure to report is the absence of a "menu" in many of the examples examined. It was also found that only 41% were real WebQuests, categorizing the rest as simple "WebExercises" with routine activities that do not allow the student to take full advantage of the knowledge building potential of the Web

    Main characteristics of companies using service oriented architecture (soa) and of their operation context

    The aim of this article is to establish the main characteristics of the organizations that have successfully implemented information systems based on Service Oriented Architecture (SOA). Their environmental circumstances have also been studied. To achieve this objective, a SOA bibliographic review has been carried out, encompassing an analysis of 25 real cases in which different SOA applications were successfully implemented. All these cases were published between 2.001 and 2.007. The conclusions of this article can be briefly summarized as follows: SOA is well suited for organizations that rely on important legacy systems, whose performance is hindered by the lack of integration and flexibility of their computer architectures. These organizations therefore need to improve such architectures rather than replace them by new systems; SOA is being used by organizations that need to integrate their systems with those of their supply chain partners; SOA solutions provide support for the use of Web technologies

    Technical and institutional issues of an intelligence competitive system for woodworking machinery industry

    This paper presents a competitive intelligence system developed for the entrepreneurs of the Brazilian woodworking machinery industry. The system, called MaqMad, was designed as a tool to support the enterprise decision-making and gathers information on the competitive and technological environment of the industry. The architecture of the system allows customizing the access to the information available concerning the particularities of each user. Unlike the original conceptions of IC, eminently intra-organizational, MaqMad was structured as an area of inter-organizational cooperation among companies that make up the industry, as well as suppliers and consumers of such equipment. Based on the characterization of technical and institutional aspects, the main limits of the system operation are presented and the possibilities of overcoming them

    Gestão sociotécnica do teste de software em projetos de sistemas de informação

    Na indústria brasileira de desenvolvimento de software para sistemas de informações, observa-se sensibilidade das empresas quanto à necessária melhoria contínua na qualidade do processo produtivo. Uma das formas de tratar a qualidade do desenvolvimento de software - na expectativa de alinhar os processos de negócio do cliente às rotinas computacionalmente programadas no sistema de informações - dá-se por meio do teste de software. O teste de software busca institucionalizar práticas de gestão de projetos e desenvolvimento de produtos de software, com o objetivo de localizar os problemas - e não garantir a sua inexistência. A partir de uma perspectiva sociotécnica e dos modelos teóricos SET (gerencial) e ST-TS (processual) desenvolvidos nesta pesquisa para um melhor entendimento e orientação das atividades de teste, entrevistas em profundidade com dez especialistas em qualidade e teste de software permitiram a identificação e validação de categorias analíticas que mediam a relação entre fatores desses dois modelos, disto derivando-se o modelo organizacional VAST para auxiliar gestores, desenvolvedores e clientes em projetos de software para sistemas de informações empresariais.Brazilian companies that develop software for information systems are aware of the pressing need for continuous improvement in process quality. Towards aligning business processes with software routines implemented in an information system, one should address the institutional practices of software testing. From a socio-technical perspective and with the help of two theoretical models developed in this study to outline and guide the testing activities from a managerial and process-based perspective, in-depth interviews with ten experts in software quality and software testing enabled us to identify and validate analytical categories that mediate the relation between those two models. The result was the development of an organizational structure to support managers, developers and customers in software projects for enterprise information systems

    Digital Pakistan: opportunities & challenges

    IT has revolutionized the social and organizational life around the globe. Given the newness of IT as a technology, there is a lot of potential that needs to be explored. It is however, argued that as IT can revolutionize the economic development, by the same coin, although its mismanagement in adoption process can end up in problems or even straight failure of the technology at the business-end. This study was conducted with reference to opportunities and challenges in the IT adoption process in Pakistan. The aim of the study was to point out the barriers that are impeding the country\u27s computerization process in order to provide facts to the policy makers for smooth computerization. The primary data collected through structured questionnaires was analyzed and tested through correlation, regressions analysis and t-test. Out of 10 hypotheses, 3 were accepted while in the rest null hypotheses were not substantiated. Based on primary and secondary data analysis this study has found that all independent bureaucratic, political, education and social and cultural variables are mutually correlated and have significant impact on shaping and reshaping of IT in Pakistan, while the Pakistan IT policy is inconsistent, administrative machinery attitude is negative and non cooperative, procedures are cumbersome and implementation is weak and ineffective, not to mention the lack of IT knowledge on the bureaucratic side. The political environment is instable and law and order is worse which is discouraging the investment. Moreover, physical and legal infrastructure is insufficient and the country is lacking good quality IT professionals. IT organization alignment is another serious issue in Pakistan. However, government incentives and growing interest from the private sector indicate positive attitude towards computerization of the country

    O presente trabalho trata de um estudo de caso, a fim de validar a aplicação de duas teorias - Gestão de Produtos e Sistemas Complexos (CoPS) e Engenharia de Sistemas - como ferramentas modernas de gestão de projetos complexos na área de Tecnologia da Informação (TI). Em particular, procura-se mostrar a utilidade dessas ferramentas para a definição dos parâmetros de uma Rede de Comunicações de Grande Porte, na fase de projeto. Para tanto, tomou-se como objeto do mencionado estudo de caso o projeto da Rede Corporativa de Comunicações do Exército (EBNet), uma das maiores redes dessa natureza no País, reconhecidamente um projeto complexo. O projeto da EBNet é analisado à luz das teorias da abordagem de sistemas complexos - CoPS - e de Engenharia de Sistemas, concluindo-se quanto à validade das mesmas como ferramentas modernas para o gestor de projetos complexos na área de TI.The present work deals with a case study, in order to validate the application of two theories - Complex Products and Systems (CoPS) and Systems Engineering- as modern tools for complex projects management in the Information Technology (IT) field. In particular, it is intended to show the use of those tools for the parameters definition of a big Communications Network, in the project phase. The project of the Brazilian Army Corporate Communications Network (EBNet) has been chosen as the object for the mentioned case study; one of the biggest networks of this nature in the country, an admittedly complex project. The project of the EBNet has been analyzed by the view point of Complex Systems - CoPS - and Systems Engineering theories, and we conclude by analyzing the validity of these theories as modern tools for the manager of complex projects in the IT field

    Aplicação da abordagem contingencial na caracterização do uso do sistema de controle orçamentário: um estudo multicaso

    O objetivo deste trabalho foi caracterizar a utilização do sistema orçamentário por meio de um estudo multicaso realizado em duas empresas brasileiras de grande porte. O quadro referencial teórico baseou-se na abordagem contingencial. De acordo com tal quadro referencial, foram estudados cinco itens: tecnologia, participação, acompanhamento orçamentário, integração do sistema orçamentário e ênfase na utilização. Complementados por mais cinco itens que descreveram o contexto corporativo: tamanho, diversificação, descentralização, dinamismo, posição e participação no mercado. Na caracterização do uso do sistema orçamentário, percebeu-se que ambas as empresas utilizavam-no como principal ferramenta de controle gerencial. Não havia participação da média e baixa gerência no processo de planejamento estratégico, sendo que em uma delas, sequer havia divulgação do planejamento estratégico para a média gerência. A empresa A, com uso mais intenso do sistema orçamentário, possuía maior participação dos empregados e buscava utilizar as informações do sistema na implantação de medidas corretivas. Essa empresa era maior, mais diversificada, mais centralizada, atuava num ambiente mais dinâmico, e possuía menor market share. Os resultados obtidos convergiram quase que totalmente com os resultados obtidos em outras pesquisas empíricas e indicaram que as variáveis do contexto corporativo ajudam a explicar a forma como o sistema é utilizado.This paper aims to describe the budget system utilization applying the case study methodology in studying two large Brazilian corporations. The analytical framework is based on contingency theory. In this framework, five items were studied: technology, participation, the budget follow-up process, integration, and the utilization emphasis. Also, five more items related to the corporate environment were studied: size, diversification, decentralization, market aggressiveness and market share. Both corporations studied use the budget control system as the main tool of managerial control. The medium and low managers do not have participation in the strategic plan process; even the results of the strategic plan process were not made available to the medium and low managers in one of the corporations. The corporation that had a more intense utilization of the budget control system had more workers participation, and tried to apply this system output in corrective action plans. This corporation was larger, had more diversification, more centralization, more market aggressiveness, and also a smaller market share. These results were in agreement almost in their totality, with other research results, and signalized that the variables of the corporate environment help to explain the budget control systems utilization
