Achieving maturity (and measuring performance) through model-based process improvement
This paper presents the approach adopted by a software development unit in order to achieve the maturity level 3 of CMMI-DEV and therefore obtaining better performance. Through historical research and secondary data analysis of the organization, the paper intends to answer the following research question: "Could the adoption of maturity/best practices models bring better performance results to small and medium organizations?" Data and analysis conducted show that, besides the creation of indicator\u27s based management, there are some quantitative performance improvements in indicators such as: Schedule Deviation Rate, Effort Deviation Rate, Percent Late Delivery, Productivity Deviation and Internal Rework Rat
Cash management policies by evolutionary models: a comparison using the Miller-Orr model
This work aims to apply genetic algorithms (GA) and particle swarm optimization (PSO) to managing cash balance, comparing performance results between computational models and the Miller-Orr model. Thus, the paper proposes the application of computational evolutionary models to minimize the total cost of cash balance maintenance, obtaining the parameters for a cash management policy, using assumptions presented in the literature, considering the cost of maintenance and opportunity for cost of cash. For such, we developed computational experiments from cash flows simulated to implement the algorithms. For a control purpose, an algorithm has been developed that uses the Miller-Orr model defining the lower bound parameter, which is not obtained by the original model. The results indicate that evolutionary algorithms present better results than the Miller-Orr model, with prevalence for PSO algorithm in results
Knowledge as a competitive advantage in private security: a study in a company in Santa Catarina, Brazil
The aim of this study was to identify the relevance of knowledge management actions, specifically in the categories of \u27knowledge\u27, \u27human capital\u27, and \u27innovation\u27, adopted by one of the leading companies in the private security market of Santa Catarina. The leading company in the private security sector in the business segment of Santa Catarina served as the basis for the research on knowledge management application. The qualitative method with a descriptive approach was used. The results confirm the feasibility of knowledge management in companies in the sector, although the process is not formalized in private security organizations of Santa Catarina. Investment in intellectual capital, more specifically in human capital, is perceived as fundamental. Important items for the implementation of this process are being considered, such as the beginning of participation in communities of practice, the organization, processing and retention of information of the organization in a strategic manner, and the concern about communication between their employees
Information architecture analysis using business intelligence tools based on the information needs of executives
Devising an information architecture system that enables an organization to centralize information regarding its operational, managerial and strategic performance is one of the challenges currently facing information technology. The present study aimed to analyze an information architecture system developed using Business Intelligence (BI) technology. The analysis was performed based on a questionnaire enquiring as to whether the information needs of executives were met during the process. A theoretical framework was applied consisting of information architecture and BI technology, using a case study methodology. Results indicated that the transaction processing systems studied did not meet the information needs of company executives. Information architecture using data warehousing, online analytical processing (OLAP) tools and data mining may provide a more agile means of meeting these needs. However, some items must be included and others modified, in addition to improving the culture of information use by company executives
O desenvolvimento dos sistemas de valor do setor segurador portugues e o papel dos sistemas de informacao
Foi pretendido estudar o atual estado das parcerias interorganizacionais do setor segurador português e projetar uma estratégia de desenvolvimento, onde se inclui a dimensão dos Sistemas de Informação (SI). Nesta comunicação é analisado o atual papel dos SI nas parcerias dos seguros (ex: funcionalidades essenciais, alinhamento com os decisores), assim como a sua importância futura. Sendo a actividade seguradora informacional e conhecimento-intensiva, foi seguida uma abordagem relacional e orientada à aprendizagem. O impacto dos SI na colaboração e as implicações ao nível do perfil dos CIOs (responsáveis pelos SI) são apresentados. Foi verificada a existência de uma boa exploração dos SI para a automatização e integração de sistemas heterogênos. Todavia, funcionalidades colaborativas (ex: Web 2.0) e indicadores de gestão de parcerias são insuficientes. Os CIOs podem ser agentes de mudança, destacando-se a visão de IT Governance e a abordagem sociotécnica como chaves para incrementar a maturidade e o valor dos SI para os seguros.This study aims to analyze the status of partnerships between organizations in the Portuguese insurance industry and design a development strategy that includes the Information Systems (IS) dimension. In this paper, the current role of the IS in insurance partnerships (e.g.: automation of functionalities, alignment with decision makers) is analyzed, as well as their importance in the future. Since insurance information activities are knowledge intensive, a relational and learning approach was followed. The impact of the IS on collaboration and implications for the CIO (responsible for the IS) are presented. The existence of a good exploration of the IS for automation and integration of heterogeneous systems were verified. However, collaborative functionalities (e.g. Web 2.0) and partnership management indicators were not observed as a common practice. The CIO can be an agent of change, highlighting the IT Governance view and the socio-technical approach that are key to increase the maturity and value of the IS in the insurance industry
Knowledge management, market orientation, innovativeness and organizational outcomes: a study on companies operating in Brazil
This article analyzes the study of the relationship among knowledge management, the company\u27s market orientation, innovativeness and organizational outcomes. The survey was conducted based on a survey held with executives from 241 companies in Brazil. The evidence found indicates that knowledge management directly contributes to market orientation, but it requires a clearly defined strategic direction to achieve results and innovativeness. It was also concluded that knowledge, as a resource, leverages other resources of the company, while it requires a direction in relation to the organizational goals in order to be effective
Management practices and influences on IT architecture decisions: a case study in a telecom company
The study aims to analyze the IT architecture management practices associated with their degree of maturity and the influence of institutional and strategic factors on the decisions involved through a case study in a large telecom organization. The case study allowed us to identify practices that led the company to its current stage of maturity and identify practices that can lead the company to the next stage. The strategic influence was mentioned by most respondents and the institutional influence was present in decisions related to innovation and those dealing with a higher level of uncertainties
Drivers of e-government maturity in two developing regions: focus on Latin America and Sub-Saharan Africa
This research focuses on the drivers of e-government (E-gov) maturity in two comparable developing regions of the world i.e. Latin America and Sub-Saharan Africa (LA&SSA). E-gov maturity refers to the growth levels in a country\u27s online services and its citizens\u27 online participation in governance. To date, few researchers have focused on the drivers of E-gov maturity in LA&SSA. Given the challenges faced by LA&SSA with regard to the implementations and deployment of technological innovations including E-gov, research such as this current one is needed to enrich insight in such contexts. Building on a prior framework and the modernization theory (MT), the impacts of macro-environmental factors of political, economic, social, and technological dimensions on E-gov maturity in LA&SSA are examined. A longitudinal data i.e. a 5-year panel data consisting of 160 observations or data points was used for analysis in conjunction with the structural equation modeling (SEM) technique. Such factors as human capital development, technological infrastructure, and rule of law were found to have positive impacts on E-gov maturity in LA&SSA. To a large extent, national wealth served as an enabler in the proposed research conceptualization and not as a direct driver of E-gov maturity. The implications of the study\u27s findings for research and policy making are discussed and future research areas noted
Proposal for a measurement model for software tests with a focus on the management of outsourced services
The need for outsourcing IT services has shown a significant growth over the past few years. This article presents a proposal for a measurement model for Software Tests with a focus on the management of these outsourced services by governmental organizations. The following specific goals were defined: to identify and analyze the test process; to identify and analyze the existing standards that govern the hiring of IT services and to propose a Measurement Model for outsourced services of this type. As to the analysis of the data collected (documentary research and semi-structured interviews), content analysis was adopted, and in order to prepare the metrics, the GQM - Goal, Questions, Metrics - approach was used. The result was confirmed by semi-structured interviews. Here is what the research identifies as possible: to establish objective and measurable criteria for a measurement size as the input to evaluate the efforts and deadlines involved; to follow up the test sub-processes and to evaluate the service quality. Therefore, the management of this type of service hiring can be done more efficiently
