IDENTIFYING OPERATIONAL REQUIREMENTS TO SELECT SUITABLE DECISION MODELS FOR A PUBLIC SECTOR E-PROCUREMENT DECISION SUPPORT SYSTEM
Public sector procurement should be a transparent and fair process. Strict legal requirements are enforced on public sector procurement to make it a standardised process. To make fair decisions on selecting suppliers, a practical method which adheres to legal requirements is important. The research that is the base for this paper aimed at identifying a suitable Multi-Criteria Decision Analysis (MCDA) method for the specific legal and functional needs of the Maldivian Public Sector. To identify such operational requirements, a set of focus group interviews were conducted in the Maldives with public officials responsible for procurement decision making. Based on the operational requirements identified through focus groups, criteria-based evaluation is done on published MCDA methods to identify the suitable methods for e-procurement decision making. This paper describes the identification of the operational requirements and the results of the evaluation to select suitable decision models for the Maldivian context
THE USEFULNESS OF USER TESTING METHODS IN IDENTIFYING PROBLEMS ON UNIVERSITY WEBSITES
This paper aims to investigate the usefulness of three user testing methods (observation, and using both quantitative and qualitative data from a post-test questionnaire) in terms of their ability or inability to find specific usability problems on university websites. The results showed that observation was the best method, compared to the other two, in identifying large numbers of major and minor usability problems on university websites. The results also showed that employing qualitative data from a post-test questionnaire was a useful complementary method since this identified additional usability problems that were not identified by the observation method. However, the results showed that the quantitative data from the post-test questionnaire were inaccurate and ineffective in terms of identifying usability problems on such websites
AUTOMATED TEXT CLUSTERING OF NEWSPAPER AND SCIENTIFIC TEXTS IN BRAZILIAN PORTUGUESE: ANALYSIS AND COMPARISON OF METHODS
This article reports the findings of an empirical study about Automated Text Clustering applied to scientific articles and newspaper texts in Brazilian Portuguese, the objective was to find the most effective computational method able to cluster the input of texts in their original groups. The study covered four experiments, each experiment had four procedures: 1. Corpus Selections (a set of texts is selected for clustering), 2. Word Class Selections (Nouns, Verbs and Adjectives are chosen from each text by using specific algorithms), 3. Filtering Algorithms (a set of terms is selected from the results of the preview stage, a semantic weight is also inserted for each term and an index is generated for each text), 4. Clustering Algorithms (the clustering algorithms Simple K-Means, sIB and EM are applied to the indexes). After those procedures, clustering correctness and clustering time statistical results were collected. The sIB clustering algorithm is the best choice for both scientific and newspaper corpus, under the condition that the sIB clustering algorithm asks for the number of clusters as input before running (for the newspaper corpus, 68.9% correctness in 1 minute and for the scientific corpus, 77.8% correctness in 1 minute). The EM clustering algorithm additionally guesses the number of clusters without user intervention, but its best case is less than 53% correctness. Considering the experiments carried out, the results of human text classification and automated clustering are distant; it was also observed that the clustering correctness results vary according to the number of input texts and their topics
STATE OF THE ART: INTEGRATING SERVICES FOR MEGA EVENTS
This paper describes the state of the art of a simplified model for integration of services in mega events. The project context, which was financed by the National Research Council – CNPq, is divided into six major areas or functional groups: Urban Mobility, Tourism, Airports, Security, Energy and Telecommunications. The proposal is described in layers, as an infrastructure model of integration and services evaluation, describing its main layers and interaction processes. The proposal described in this paper is restricted to the telecommunication subproject, however, in the modeling of the scenario for the study case, it was necessary to considerate requirements and variables that are common to all subprojects. In the specification process of these requirements, we noticed important processes that interact with some sectors in the city of São Paulo, however, in the mean time, we noticed some failures regarding the integration and collaboration performed by administrators elements of stadiums as main focus in the mega event and part of our case study. Currently, the proposal is in its first version as open software for the evaluation of the services quality and the mega event infrastructure through the use of performance indicators
THE IMPACT OF E-TICKETING TECHNIQUE ON CUSTOMER SATISFACTION: AN EMPIRICAL ANALYSIS
Recently, internet technology is considered to be the most used information and communication technology by organizations: it can ease the process of transactions and reinforce the relation between companies and customers. This investigation empirically examines the impact of e-ticketing technique on customer satisfaction; a convenience sample of Jordanian airline passengers that had booked flights in the last 12 months through companies offering e-ticketing services was acquired. The findings indicate that customer satisfaction with e-ticketing services was influenced by all of the independent variables measured (Data security, Customer and Technical Support, and User-Friendliness) were noted to have significant impact on customer satisfaction with e-ticketing services
L\u27INFORMATION BREVET AU SERVICE DE L\u27INDUSTRIE PÉTROLIÈRE : CAS DE CONCEPTION ET D\u27OPTIMISATION DES TRÉPANS PAR INGÉNIERIE INVERSEE
Le but de cet article est de montrer les résultats d\u27une étude réalisée initialement pour le compte d\u27une Entreprise Publique Algérienne ENSP (Direction Fabrication / ex-ALDIM), spécialisée dans la fabrication des outils de forage, afin d\u27évaluer les opportunités d\u27innovation offertes par l\u27utilisation du reverse engineering assisté par l\u27information brevet dans l\u27industrie pétrolière. Nous mettrons en perspective le processus cognitif permettant la capitalisation des connaissances lors du processus technique du reverse engineering ainsi que la contribution de l\u27information brevet dans le suivi des é...The aim of this paper is to show the results of a study originally conducted for an Algerian State-Owned Company ENSP (Manufacturing Branch / formerly ALDIM) specialized in drill bits manufacturing. We show innovation opportunities offered by the use of reverse engineering assisted by patent information in the oil industry. This applied research, mainly based on the useful and actionable information, is crowned by the implementation of a dynamic and evolving process of drilling tools production and based on a continuous process of practical learning. We outline the cognitive processes for knowledge capitalization during the technical process of reverse engineering and the contribution of patent information in a technology development survey, identifying promising valuable technologies in the field of drill bits design and manufacturing. We conclude with tangible results by exposing performance obtained by a drill bit manufactured by ENSP (formerly ALDIM) according to the process described in this paper, while drilling an oil well in the region of Hassi Berkine (Algeria)
THE CASE OF INCA´S NATIONAL TUMOR BANK MANAGEMENT SYSTEM IN BRAZIL
Information Technologies can provide the basis for new directions in cancer research, supplying tools that identify subtle but important signs from the analysis of clinical, behavioral, environmental and genetic data. The purpose of this paper is to describe and analyze the system developed for managing Banco Nacional de Tumores (SISBNT) - National Tumor Bank System - highlighting its role in the technological innovation of Instituto Nacional do Câncer (INCA) - Brazilian National Cancer Institute. It is a qualitative empirical theoretical paper, descriptive and exploratory in nature, based on the single case study method and on participant observation. The results show the importance of good practices in information management for the full operation of a biobank in a research-oriented pharmaceutical company. There is also evidence that the implementation of SISBNT has contributed to the improvement of cancer treatment quality and to the support of efforts towards the organization of the integration of clinical, translational and basic research. The non-use of data mining techniques for the identification of molecular patterns and structures associated with the different types of cancer undergoing study at INCA seems to occur due to the early stage of Bioinformatics and translational research, as well as the National Tumor Bank, in the institution
Critical success factors for a competitive advantage in electronic commerce: empirical study in paraguayan companies
El comercio electrónico ha sido unas de las áreas de investigación más activa dentro del campo de Sistema de Información en los últimos años. Sería interesante descubrir cuáles son los factores críticos que afecta al comercio electrónico para llegar al éxito, y cuales podrían considerarse como una ventaja competitiva sostenible para las empresas. En esta investigación hemos desarrollado un modelo para el éxito del comercio electrónico basado en la propuesta de los autores DeLone y McLean sobre el actual modelo del éxito de Sistema de Informacion, testado con AMOS (Analysis of Moment Structures), sobre una muestra de 55 empresas paraguayas. En cuanto a la bibliografía utilizada hemos realizado el estudio del meta-analisis con el fin de identificar las revistas científicas más relevantes, con sus respectivos autores del momento y los indicadores que representen importancia para el proyecto. Los resultados han arrojado conclusiones valiosas para la realidad paraguaya, puesto que de los 10 factores críticos de éxito identificados se han encontrado que dos de ellos: “Expertos en tecnología de información (TI) e infraestructura” e “Interoperabilidad del sistema” son considerados como factores que se han convertido en una ventaja competitiva temporal y no ventaja competitiva sostenible a través del tiempo, por razones tales como carencia de los expertos en tecnología de información (TI) especialmente en cuanto al conocimiento del comercio electrónico y la lentitud del avance de los comercios que realizan actividades vía online.Electronic commerce has been one of the most active fields of investigation in Information Technology in the last few years. It would be interesting to find out which critical factors keep electronic commerce from achieving success and which factors would be regarded as a sustainable competitive advantage for companies. In this investigation we have developed a model for the achievement of success in electronic commerce based on what is proposed by DeLone and McLean regarding the current model to achieve success in Information Systems, tested by the AMOS (Analysis of Moment Structures), through a sample of 55 Paraguayan companies. As for the bibliography used, we have performed a meta-analysis study with the purpose of identifying the most relevant journals, with their respective current authors and the indicators that represent the importance to the project. The results have yielded valuable conclusions to the Paraguayan reality as only two of the 10 indentified critical factors for success were detected: “Experts in information technology (IT) and infrastructure” and “Interoperability of the system”. These are regarded as factors which have been converted into a timely competitive advantage but not into a sustainable competitive advantage through time, due to reasons such as a lack of experts in information technology (IT), particularly regarding the knowledge of electronic commerce and the sluggishness of development of electronic commerce which carries out online activities
PERFORMANCE MEASUREMENT OF INFORMATION TECHNOLOGY GOVERNANCE IN BRAZILIAN FINANCIAL INSTITUTIONS
Information technology governance is a process by which organizations align their information technology operations and services with their performance goals and strategic objectives and assess the results. The financial sector has benefited greatly from the development of information technology, primarily in bank automation. There are few research works aimed at describing information technology governance, and there are even fewer in the financial sector. This paper is aimed at measuring information technology governance in financial institutions using the methodology proposed by Weill and Ross (2004). The sample consisted of sixty professionals from financial institutions operating in Brazil. The average performance score was approximately 79.6, showing that the organizations studied have not achieved maximum performance (100), although many are very close to it. This paper describes an original empirical study of Brazilian financial institutions concerning information technology management performance. The survey investigates not only the context of performance, but also the importance that the organization places on each item related to information technology governance aligned with business needs and goals
