INFORMATION TECHNOLOGY GOVERNANCE IN PUBLIC ORGANIZATIONS: HOW PERCEIVED EFFECTIVENESS RELATES TO THREE CLASSICAL MECHANISMS
Information technology (IT) governance has received a lot of attention lately, with a growing strategic importance currently being given to IT by both public and private organizations. This justifies the existence of a body of scientific literature on IT governance, to which this paper belongs and makes an attempt to contribute to. Towards that end, an empirical study was performed involving 57 public organizations of the Brazilian federal administration, examining the relationship between three governance mechanisms – IT steering committee, IT solution manager, and IT investment portfolio management process and IT governance effectiveness. Based on the literature review, a conceptual model was developed to express the causal relations that these constructs were expected to hold with one another. Through a custom-designed questionnaire submitted to over 180 federal public employees, the causal model was tested using mediation analysis and mostly confirmed. Results indicate that Portfolio Management should always be taken into account for analyses that aim to evaluate the effects of IT steering committees and solution managers on IT governance effectiveness. This means that a nonexistent or an underperforming Portfolio Management Process can lead to a reduction or cancellation of the potential positive contributions of the other two mechanisms to IT governance. By informing decision makers and public managers at some of the main federal public organizations in the country on how to plan and deploy IT to promote a more effective governance, the conclusions presented herein fill a previous knowledge gap in the complementarity and the joint effectiveness of three IT governance mechanisms on the IT dynamics of key public organizations
OUTCOMES OF THE 11th CONTECSI USP – INTERNATIONAL CONFERENCE ON INFORMATION SYSTEMS AND TECHNOLOGY MANAGEMENT
In this document, we wish to describe statistics, data and the importance of the 11th CONTECSI – International Conference on Information Systems and Technology Management, which took place in the University of São Paulo, during the dates of May 28th to 30th and was organized by TECSI/EAC/FEA/USP. This report presents statistics of the 11th CONTECSI, Goals and Objectives, Program, Plenary Sessions, Doctoral Consortium, Parallel Sessions, Honorable Mentions and Committees. We would like to point out the huge importance of the financial aid given by CAPES, CNPq, FAPESP, as well as the support of FEA USP, ANPAD, AIS, ISACA, UNINOVE, Universidade do Porto, Rutgers School/USA, São Paulo Convention Bureau and CCINT-FEA-USP
Use of the RFID technology to overcome inefficiencies in the production process: an analysis of a microcomputer company in Ilhéus ? Bahia
This paper presents a methodology for the integration of RFID technology into microcomputer assembly companies. Such a technology enables inventory control, tracking of parts/products and customer satisfaction. The methodology was developed to identify and evaluate the production process in an assembly company and to apply the process FMEA to evaluate potential faults and propose improvement actions for the use of RFID technology. The methodology was validated in a company from the Pólo de Informática de Ilhéus/BA. In this study, the viability of RFID technology for inventory control and traceability of the product was confirmed. Among the benefits obtained were the reduction of one of the workers from the inventory team, reduction in the costs of substituting a component, and reduction in lead-time
THE EFFECT OF THE INTERNET ON THE PATIENT-DOCTOR RELATIONSHIP IN A HOSPITAL IN THE CITY OF SÃO PAULO
Internet use by patients as a source of information on health and disease is expanding rapidly with obvious effects on the doctor-patient relationship. A self-administered questionnaire was used, about physicians´ perception on the use of the Internet by patients and about whether that use interferes with the doctor–patient relationship. 85.3% of the physicians reported that their patients accessed the Internet and that 92% used that information in a following visit. Overall, 56.9% of the physicians thought that the Internet helped the doctor–patient relationship, 27.6% thought it interfered with the relationship, and 15.5% believed that the Internet had a negative impact on it
ARCHITECTURE OF AN ELECTION-ORIENTED BUSINESS INTELLIGENCE SYSTEM
The election decision-making process is very complex, whether to voters or to political parties. The integration of business intelligence into this process may become one of the key elements that support and improve the election decision-making process. This research paid special attention to the integration of business intelligence into such a process. It is inspired by the IMC model and based on cloud computing. This structural concept offers a definition to the four important levels of decision. These levels take into account the maximum number of factors that may influence the success of an election process
STANDARDIZATION INITIATIVES IN THE PRODUCTION OF VIRTUAL LEARNING OBJECTS
Contemporary training processes have been identified in TIC and virtualization, key strategies to strengthen training. This process is mediated through the production of digital content for learning purposes, which is a development that requires standards to take advantage factors such as reusability, scalability, and accessibility, among others. This article presents a review of the main specifications and standards that circumscribe the technological production of learning objects, such as the discussion about the selection and use of the standardization strategy defined as one of the results proposed in the research process. Review within which it is identified that, according to key features of the virtual object learning, and taking into account aspects such as communication interface, metadata and packaging, different standardization strategies are identified such as LOM, DCMI, SCORM; also, IMS is analyzed. To this purpose, we will study the classification and taxonomy of learning objects; there will be a general characterization of the major initiatives to standardize the technological production of learning objects and an analyzis of their contributions.Los procesos de formación contemporáneos han identificado en las TIC y en la virtualización, estrategias claves para fortalecer la formación. Este proceso se ve mediado por la producción de contenidos digitales orientados al aprendizaje. Desarrollo que requiere de unos estándares que permitan aprovechar factores como reusabilidad, escalabilidad y accesibilidad, entre otros. Este artículo presenta una exploración de las principales especificaciones y estándares que circunscriben la producción tecnológica de objetos de aprendizaje, como la discusión acerca de la selección y el uso de la estrategia de estandarización definida, como uno de los resultados propuestos en el proceso de investigación. Revisión dentro de la cual se identifica que, acorde a las características claves del Objeto de Aprendizaje, y teniendo en cuenta aspectos como la interfaz de comunicaciones, los metadatos y el empaquetamiento, se identifican diferentes estrategias de estandarización, tales como LOM, DCMI, SCORM e IMS. Para tales efectos se estudiará la clasificación y la taxonomía de los Objetos de aprendizaje, se hará una caracterización general de las principales iniciativas que buscan estandarizar la producción tecnológica de los objetos de aprendizaje, se analizarán sus respectivos aportes, el trabajo a seguir y las conclusiones
Repertory grid, laddering, and content analysis: a psychometric approach to understand the information technology workforce
Um dos principais desafios quando se lida com pessoas é delas obter informações confiáveis. A dificuldade advém do acesso àquilo que se encontra, literalmente, na mente das pessoas. As tentativas de acesso a esses conteúdos estão limitadas aos filtros cognitivos e à retórica da pessoa que está sendo analisada. Neste artigo, repertory grid é aplicada com laddering e análise de conteúdo para confrontar construtos teóricos sobre gestão de equipes-cliente de tecnologia da informação (TI) com construtos “residentes” na cognição de profissionais de TI que implantam sistemas integrados de gestão (ERP). Os resultados demonstram a efetividade dessa composição metodológica para revelar fenômenos cognitivos e entender melhor os profissionais de TI.A major challenge when researching on people relates to how reliable information can be retrieved from them. It is a matter of how to access what is literally inside people’s mind. Access is limited by the cognitive screening process that mediates human interaction, as well as by human rhetoric. We apply repertory grid, laddering and content analysis as an integrated psychometric approach to contrast two sets of constructs: a set of theoretically based constructs about the management of information technology professionals who work in customer teams, and a set of constructs that lie behind those professionals’ cognition in the particular case of implementing enterprise-wide systems (ERP). Results confirm the effectiveness of such a methodological approach to accurately reveal cognitive phenomena and to better understand the information technology workforce

Special care should be taken to verify the integrity and to ensure that sensitive data is adequately protected. One of the key activities for data loss prevention is anaudit. And in order to be able to audit a system, it is important to have reliable records of its activities. Systems that store critical data, whether financial or productive, must have features such as audit log, also called audit trail, which records all activities on critical data. This allows to identify harmful actions that can be internal or external, intentionally or unintentionally caused.
