    This study uses qualitative descriptive research. In these types of research are general, accurate, accurate and accurate, the facts, the properties and relationships of the phenomena investigated from the general to the specific. In this study, the procedure for determining informants was done by purposive sampling. In order to obtain valid and accurate data and information, in-depth interviews are conducted, with informants being used by resource persons. From the research it can be concluded that the results showed that. From these indicators, these indicators are productivity, service quality, and accountability that have not been running well or are still bad. While the factors of responsiveness and responsibility have gone hand in hand with this responsiveness factor in providing capabilities and enabling priority programs to be carried out. As for the responsibility has been going well the program because it has been running based on the existing administrative principles, according to what is expected. Therefore, the results of the study revealed that the performance of the employees of the Regional Government of Donggala in carrying out its functions did not proceed adequately because there were still more indicators in it than the secretariat of the Donggala District Government

    The Research aims to test and analyze simultaneous and partial influences of local revenue and equalization funds on the economic growth in regencies/cities in Central Sulawesi. Population consist of 13 regencies/cities in Central Sulawesi. By using purposive sampling method, there are 11regencies/cities that meet the requirements the study. Data used is secondary data that ranges 4 year period from 2012-2015. Research method is descriptive with verificative approach. Analysis tool is multiple regression analysis. The study finds that local revenue, equalization funds, and economic growth in regencies/cities in Central Sulawesi show positive increases from year to year. Regression analysis shows that local revenue and equalization funds simultaneously have positive and significant influence on the regencies/cities in Central Sulawesi; local revenue has positive and significant on regencies/cities economic growth, while equalization funds has positive but insignificant influence on regencies/cities economic growth in Central Sulawesi

    Based on the Analysis of the Implementation Policy of the Location Permit for the Construction of the Special Economic Zone of the City of Palu by using a theory built by Edward III, with four {4} dimensions namely: Communication, resources, disposition, and biocratic structure, it can be concluded, that the implementation of the policy shows results that well, because four {4} dimensions have been fulfilled with the resulting performance is 65% on average, since the special economic zone was established in 2016-2021, and there are only three years left in the Palu Economic Special Zone Administrator Strategic Plan. it means that the performance of the Administrator of the Special Economic Zone of the City of Palu is very optimistic in achieving the Strategic Plan target in 2021. It is recommended that, the Administrator of the Palu Special Economic Zone, need to take strategic steps; such as having sufficient funds to make land acquisition, minimizing brokers as third parties in land acquisition, and having to set low tarif standards and the highest tarifs on permeter land prices, through regional regulations

    Based on the results of the discussion that the Performance of the Village Government in Implementing the Village Financial System Application (SISKEUDES) in Mpanau Village, Sigi Biromaru District, Sigi Regency. Basically has not been in line with the community's expectations. This can be seen from 2 indicators, Service Quality and Accountability Mpanau Village Government Sigi Biromaru District Sigi Regency has not run optimally in the application of Siskeudes application due to limited human resources who understand the Siskeudes application, lack of training and Bimtek regarding Siskeudes application to staff / employees other villages, and lack of discipline and responsibility at work. While the other 3 indicators are good, it can be seen from Productivity, Programs and activities and services that have been running effectively, efficiently, and transparently in working for the management of village fund allocations and village funds inputted into the Siskeudes application. Responsiveness, the ability of the Mpanau village government in responding quickly to the wishes and needs of the community in Mpanau and Responsibility Villages, the Mpanau Village Government in carrying out its duties and functions are based on good and proper administration in providing public services

    This research aims to find out the leadership style of districkt head of Sarudu districkt of north Mamuju Regency. Data saken were primary and secondary data. The data were collected through observation, interview, and documentation. To complete the data of the research, the researcher used 6 informants. The research used theory adapted from S. Pamudji to measure the leadhership style of the district head at Sarudu district office. The research results reveal that the leadership style of the district head at the district office tends to use motivation style, Seen from the results that overal it is almost maximal but yet have not fulfilled economy needs of the employees  of the office, Besides, there is also a controlling style from the district head to his head is more dominant to situasional than autocratic

    The purpose of this research was to find out the officers’ performance at the Protocol and Travel Bureau of Public Relations and Protocol, Provincial Secretariat of Central Sulawesi. Performance is the result of quality and quantity of work accomplished by an officer in carrying out the jobs and responsibilities upon him. According to Robbins (2001: 187), there are 3 (three) aspects as a synergy of some positions: the head motivation, ability, and opportunity. This was qualitative research in which interactive analysis was employed. The informants were selected from some positions: the Head of Bureau, the Head of Section, the Head of Sub-section, and staff. Responsibility and mastery as well as the purpose of the research were criteria under consideration for selecting the informants. The research found the performance reflecting motivation and opportunity aspects at the Protocol and Travel Bureau has run well, but the mastery aspect has not. In current conditions, an organization needs to have human resources showing their specific qualification and professionalism, as well as good understanding relating to the protocol matters in governmental life in order to implement a performance-based staff management development

    This research aims to analyze how the evaluation of tax policy of Group C Minerals in Donggala Regency is. The type of research used was qualitative method. This type of research used descriptive approach, research that aims to describe complex social realities in society, is very suitable for understanding and describing social phenomena that occur in society. Data collection was done through observation, interview, and documentation techniques. The data used in this research was primary data by conducting in-depth direct interviews with employees who are competent in this matter and secondary data retrieval obtained from documents in the Regional Revenue Agency of Donggala Regency. Data analysis in this research used three components consisting of data reduction, data presentation and conclusion. The results of this research indicate that the evaluation of tax policy of Group C minerals has not been maximized and has not been effective because there are still problems with evaluation criteria such as effevtiveness, efficiency and adequacy: Effectiveness has not been archieved because the awareness of the texpayer does not carry out the obligation to pay taxes on time , then efficiency has not shown the expected results, this can be seen from the realization that is not in accordance with the target while the adequacy has not shown maximum results, existing infrastructure in the Regional Revenue Office of Central Sulawesi Province is still very limited, this is burdensome to the collection officials because the conditions of the vast and far-reaching regions are not enough to maximize levies. In addition, weak resources, especially the resources of the implementing  apparatus, are directly responsible and carry out the task of finding and identifying potential as sources of regional financial revenue (tax objects)

    PENGARUH PENDAPATAN ASLI DAERAH DAN DANA ALOKASI UMUM TERHADAP BELANJA MODAL STUDI PADA KABUPATEN/KOTA DI SULAWESI TENGAH

    The purpose of this sampling study is to determine and analyze the growth of local revenue, general allocation funds and capital expenditure. Also, it intends to determine and analyze simultaneous and partial influences of local revenue and general allocation funds on capital expenditure. Sample of this study consists of 11 regencies/cities in Central Sulawesi that have been selected by purposive sampling technique. Data analysis methods are growth ratio and multiple regression analysis. The results show that the average growth of local revenue, general allocation funds and capital expenditure tend to fluctuate during 3 years of budget period. Simultaneous test indicates that local revenue and general allocation funds have positive and significant influence on capital expenditure. Partial tests prove that local revenue has insignificant influence on capital expenditure while general allocation funds has positive and significant influence on capital expenditure. Determinant coefficient R-square of 0,413 indicates that 41,30% of capital expenditure is influenced by local revenue and general allocation funds, while the remaining of 58,70% influenced by other variables that have not studied

    This research used qualitative research method. It was conducted at Research and Development Body of Central Sulawesi Province with 7 informants drawn by applying purposive sampling. The data were collected through interview, observation and documentation. The data were analyzed by applying Domain analysis technique by Sugiono (2009:255), obtaining general and whole description from the research or social situation. The result of the research showed that the working motivation of the employees at Research and Development Body of Central Sulawesi Province was in the category of Good, it was proven by 3 aspects as what has been stated in  the theory of McClellend that achievement, power and affiliation are the sources of working motivation for the employees to do their duties and functions properly. The research proved that the employees had shown high motivation to work well with a hope to get  good acknowledgement from either the higher employees or their co-workers, as well as from power aspect, in which they had performed good working motivation which led to position or promotion and from affiliation aspect, in which the employees had shown good working motivation because the higher and the lower were cooperating together in achieving the vision and mission of Research and Development Body of Central Sulawesi Province

    The purpose of this study are: 1) to determine and describe the transparency and accountability of the management of social assistance expenditure; 2) to identify inhibiting factors in the implementation and administration of social assistance expenditure; 3) to provide altenative solution of the inhibiting factors. The study is descriptive with case study approach. The result shows that: 1) the transparency and accountability of the implementation and administration of social assistance expenditure in the governmental working units Sigi District has not been fully implemented; 2) the inhibiting factors in the management of social assistance expenditure in Sigi District are: the lack of understanding of the mechanism of social assistance expenditure distribution, accountability reports that are not yet in accordance with the provisions, and the lack of human resources both in quantity and quality; 3) activities need to performed are: socialization of social assistance expenditure, to increase and improve the quality of employees, verify and survey the acceptance of social assistance, and revise regulations related to the provision of social assistance
