PENGELOLAAN DANA ALOKASI KHUSUS TAHUN ANGGARAN 2012 DI DINAS PENDIDIKAN KABUPATEN DONGGALA
This research aims at investigating the management of DAK on 2012 in education authority, Donggala regency. This research employs a qualitative approach with five selected informants. The techniques of data collection were library research, and field research with observation, interview, and documentation. The result of this research shows that the special allocation fund management on 2012 in education Authority, Donggala Regency, throught planning process, organizing process, Actuating process and controlling process. The implementation of the four management functions has run maximally, even though the planning process was lately done but the complation of the work could be finished on time. The emplementation was done by self management involving people participation based on school-based management
ANALISIS KINERJA EKSPOR KOMODITAS UNGGULAN DAN PERTUMBUHAN EKONOMI DAERAH SULAWESI TENGAH
The purposes of this study as follow: firstly, to determine the contribution of export commodities regional economic growth in Central Sulawesi; secondly, to determine the contribution of Central Sulawesi total exports to the economic growth of Central Sulawesi; thirdly, to determine the magnitude of the leading commodity exports of Central Sulawesi to the total exports of Central Sulawesi; lastly, to determine the effect of commodity exports on the regional economic growth of Central Sulawesi. This study apply RCA (Revealed Comparative Advantage) analysis to identify the main commodity. Then, this study is purposed to answer the contribution of main export commodity to economic growth by using contributions analysis, and this study is also conducted to identify the impact of exports on economic growth by usingthe simple regression. The result shows that the leading commodity has a substantial contribution to economic growth in which the largest contribution of cocoa with 14.7 per cent in 2010. The total contribution of Central Sulawesi export on regional economic growth in the period 2002-2013 was lower compare to the period 2010. The economic growth in the period 2002-2003 shows that the value was fluctuated with the average contribution of 10.4 per cent. Meanwhile, the largest contribution was occurred in 2009 with 18.49 percent. This study found that cocoa is the leading commodity with the range of contribution between 11,3- 94,2 per cent in the period 2002-2013. Furthermore, simple regression shows that the Central Sulawesi commodity exports (independent variable) has positive correlation, but not significant, to the dependent variable swith 1,964
KINERJA PADA BADAN LINGKUNGAN HIDUP KOTA PALU
This research aims at analyzing and describing the performance of Agency for the Environment, Palu City as an organization. The analysis technique of this research is qualitative in which the obtained data was collected and classified, then it becomes a proof in this scientific research. This research uses primary data and secondary data. The result of this research shows that the performance of Agency for the Environment, has been categorized as good from productivity, service quality, responsivity, responsibility, and accountability. It is because the agency has run the principles of public administration and the employees have worked with good coordination. Its targets are always realized, and people always supervise the employees’ works so that it can be stable. Even though there are several works which are unsatisfying yet. The performance indicators used which showed non optimal result are productivity, service quality, and accountability. In productivity, the lack of leader’s presence in running programs which are usually done by secretary and position promotion is not based on educational background, while service quality is not optimal, facilities and infrastructures, and accountability; the lack of fund in running the programs, so that in the process of programs organization has not been reached
ANALISIS KINERJA SEKRETARIS DESA PADA KECAMATAN TOLITOLI UTARA KABUPATEN TOLITOLI
This research is conducted to determine the performance of Village Secretary at Sub District Northern Tolitoli of District Tolitoli. Type of research is qualitative. Selected samples are 3 villages, namely village Teluk jaya, Laulalang, and village Lakuan, Tolitoli. There are seven iformants in this research. Data collection techniques are observation, interviews, and documentation. Data analysis techniques are data reduction, data organization, data interpretation and conclusions. This research uses Robbins’ performance theory seen of aspect of the Knowledge, Skills, and Motivation. Research result shows that the performance of Village Secretary of sub-district Northern reviewed on indicators of Knowledge, Skills and Motivation, is still not optimal, for knowledge indicator it is due to the lack of guidance to the village secretary also low education level affects the ability in implementing the main tasks and functions as administrators in the village administration, to see the result of skills indicator or the village secretary skill, it is also not maximized due to the influence of the secretary knowledge in applying the skills capabilities, interacting and utilizing the facilities and infrastructure supporting administrative services in the village, while the motivation indicator is not optimal due to the minimum facilities and infrastructure supporting the performance of the village secretary at Sub-district Northern Tolitoli of District Tolitoli
PENGARUH PARTISIPASI PENYUSUNAN ANGGARAN TERHADAP KINERJA APARAT PEMERINTAH DENGAN KEPUASAN KERJA DAN KOMITMEN ORGANISASI SEBAGAI VARIABEL MODERASI (Studi Empiris Pada Dinas Di Lingkungan Pemerintah Daerah Kota Palu)
This study is aimed to explore and analyze: 1) budget drafting participation, government officials’ performance, job satisfaction, and organizational commitment in Palu governmental offices; 2) the effect of budget drafting participation on officials’ performance; 3) whether job satisfaction moderates the influence of budget drafting participation on officials’ performance; 4) whether organizational commitment moderates budget drafting participation on officials’ performance. The population consists of 1036 people with 91 samples selected, including heads of office, secretaries, and head sections. The result shows that: 1) budget drafting participation has significant effects on officials’ performance in Palu governmental offices; 2) job satisfaction moderates the effects of budget drafting participation on officials’ performance significantly; 3) organizational commitment moderates the effects of budget drafting participation on officials’ performance in Palu governmental office
EFEKTIFITAS PENGAWASAN KHUSUS OLEH INSPEKTORAT KABUPATEN SIGI
This study aims at determining whether the Special Surveillance conducted by Inspectorate of District Sigi has been going well or effectively. This research is a case study with a qualitative approach. The determination of research location and key informants were implemented purposively. The gathered data were analyzed in stages based on the information data of the informant that were obtained through observation, interviews and documentation. The result shows that of the three indicators to measure the effectiveness of Special Surveillance carried out by Inspectorate of District Sigi using the theory H. Emerson i.e. achievement of surveillance goal, achievement of surveillance target, and punctuality of surveillance, two indicators; achievement of surveillance target, and punctuality of surveillance are not running effectively. Meanwhile, the achievement of surveillance goal factor has been running well or effectively because this factor illustrates that in doing Special surveillance, Inspectorate has followed the mechanism and the investigator team always take an understanding of the examined object and also use their professionalism in determining the content form and communication intensity so that the examined objects immediately do improvements as directed by the investigator team
IMPLEMENTASI PENEGAKAN DISIPLIN PEGAWAI NEGERI SIPIL BADAN KEPEGAWAIAN DAERAH PROVINSI SULAWESI TENGAH
The research aimed to describe and analyze the process of policy implementation in the civil service disciplinary Provincial Service Civil Agency of Central Sulawesi Province and supporting factors and obstacles in the process of implementation disciplinary policy of civil servant. The method used qualitative research with descriptive method, five informants and was chosen by purposive sampling. The data collection technique consisted of interviews, observation and documentation. Results of the research explained that the implementation of the Civil servants discipline because four dimensions that were examined, there were four dimensions were not going well, namely: first, especially communication socialization aspect was not optimal, both for human resources sufficient quantity, funding, facilities and infrastructure showed inadequate results. Third, dispositions were attitudes that supported the implementor include honesty, demokratif and commitment have been done by the implementor but has not maximum yet, therefore, its implementation has not became effective yet. Fourth, the bureaucratic structure that the main duties and functions were clear that there was not fragmentation and be flexible
EVALUASI KEBIJAKAN PEMBANGUNAN MENARA TELEKOMUNIKASI PADA DINAS PERHUBUNGAN, KOMUNIKASI DAN INFORMATIKA KABUPATEN PARIGI MOUTONG
This research aims at finding out how technical propriety dimension, financial and economic opportunity, political viability, and administrative viability in the evaluationof the policy of telecommunicationtower construction at the Department of Transportation, Communication, and Informatics in Parigi Moutong Regency using Bardach theory. This is a qualitative research with 7 informants taken by using a purposive sampling technique. The result of this research indicates that the evaliationof Policy of Telecommunication, and Informatics in Parigi Moutong Regency viewed from the technical viability dimensions; the Local Government is less serious to implement Cell Plan which has been made and there is no clear socialization in reporting the performance of management and supervision of surrounding; of economic and financial possibility dimension; all citizens can take pleasure in telecommunication provider in socializing rules, however giving positive impacts to the citizens like telecommunication service provisioning and providing employment to the citizens; and Administrative Viability dimension; the role of each sector or SKPD in coordinating among departments has run well but its supervision has not run well
ANALISIS KETERGANTUNGAN DAN KEMANDIRIAN KEUANGAN DAERAH DI KABUPATEN SIGI
This study aims to determine the ratio of rgional finance dependency and independency in Sigi district. This study is categorized as a descriptive quantitative research. This study was conducted to obtain the data and information about the regional financial management in Sigi district. This study was conducted in 2014 with the observation period between 2009 and 2013. The data collection was conducted by applying observation, interviews, literature and documentation. Then, it was analyzed by several methods, include: 1) the regional finance dependency ratio is calculated by comparing the amount of regional revenue with total revenues budget without subsidies, and 2) the regional finance independency ratio is calculated by comparing the amount of regional revenue with devided by the budget balance of the Central Government as well as the Province. The result of this study concluded that: 1) The average level of Sigi Region financial dependence on the sentral government during the period of fiscal years from 2009 to 2013 was amounted to 27,05%. When classified according to the criteria of assesment of the level of financial dependence of the central government area is the province with the level of Region Financial Dependence Medium, and 2) The average level of Sigi Regional financial independence area during the period of 2009 to 2013 fiscal years was 1,58%. Therefore, it was categorized as low level of regional financial independency based on the criteria of independence. It is also note that therefore, this district has a high dependency on the central government grants through the balance of funds in implementing regional autonomy and fiscal decentralization during the period of survey
