    The purpose of this study was to determine the effectiveness of Village Fund Allocation Management in Loli Tasiburi Village, Banawa District, Donggala Regency. The theoretical foundation used is Gibson (2005: 107) to see the effectiveness of village fund allocation management using seven indicators, namely the clarity of the objectives to be achieved; clarity of strategies to achieve objectives, a healthy process of analysis and formulation of policies, careful planning, appropriate programming, availability of infrastructure and facilities, an educational supervision and control system. This type of research is Qualitative Descriptive which seeks to interpret and interpret pleasant data with facts, using purposive methods, data collection and discussion with a qualitative analysis approach to collect data and materials through observation and interviews with a number of 5 (five) informants. Based on the results of the interview, it is known that Loli Tasiburi Village has not managed the village fund allocation maximally. This is due to the results of research that shows that indicators of careful planning, appropriate programming, and a system of supervision and supervision of education are not optimal because of the low level of community participation and each stage of Management of Village Fund Allocation not in accordance with management principles and allocation objectives Village Fund that prioritizes information transparency to the communit

    This study aimed to analyze employee performance based on duties and functions and to analyze factors inhibiting employee performance based on duties and functions, at sarudu District Office North Mamuju Regency. The concept used in this study to examine determinants of employee performance based on duties and functions was Handoko’s Theory, comprising efficiency and effectiveness.This study used purposive sampling with specified informants as much as 5 people and key informant was head of Sarudu District, Mamuju Utara Regency. The data collection technique was observation, interview, and documentation. The results showed that employee performance based on dutes and functions at sarudu District office North Mamuju Regency had not been good seen ftrom the Efficiency aspect comprising understanding and mastering tasks, for the employees did not fully understand and master; and seen from the Effectiveness aspect, for the performance of services given had not been maximal evidenced by the presence of complaints form the public due to the unfamiliarty of the people and the bureaucracy faced by the employees. While, the factors inhibiting employee performance due to duties and functions were cultures reflected in the behavior of the employees; the internal side of the employee measured from work ethic, motivation, discipline, and dependence of the employees to the leaders who was still very high, both in terms of discipline and work; as well as the external side of the employees, that the interaction pattern in providing services had not been professional.

    AbstractThe goals of this study is to determine and analyze the growth of direct expenditure, indirect expenditure, and equity funds as well as to determine simultaneous and partial influence of direct and indirect expenditure on equity funds. Sample of the study consists of 11 districts/towns in Central Sulawesi that is selected with purposive sampling method. Method of analysis is descriptive and multiple linear regressions. The result find that the average growth of both direct and indirect expenditure is decreased while the average of equity funds has been increasing. The result of simultaneous test indicates that direct and indirect expenditures have significant influence on equity funds. Determinant coefficient of R-Square value of 0,770 that indicates the influence of direct and indirect expenditure on equity funds is 77,00%, while 23,00% influenced by variables that are mot studied

    The development in rural areas since support for development funding has the tendency to change the pattern of household consumption, therefore attention to consumption patterns in rural areas has become a good topic for research. This study aims to determine the consumption patterns of the five largest food commodities by utilizing descriptive analysis of 6,178 households obtained from the 2017 Susenas national secondary data. Found 8 types of dominant food commodities in rural household consumption and identified as the 5 largest food commodities, namely: (1) rice; (2) cigarettes; (3) mixed rice; (4) fish; and (5) sugar. It was also found that food consumption tends to increase along with increasing income

    This research was conducted with the aim of analyzing the Employee Effectiveness of Staff in the Regional Research and Development Agency of the City of Palu. The theory used as a reference is the theory of Work Effectiveness from Richard M. Steers. The basis of this research is qualitative with descriptive type of research. The techniques used in data collection are field observations, in-depth interviews and documentation. Then the data and interview results obtained were analyzed descriptively qualitatively. Research location in the Regional Research and Development Agency of the City of Palu. Research informants were 5 (five) employees with data sources including primary data and secondary data. The results showed that in looking at the effectiveness of employee performance in the field of staffing at the Regional Research and Development Agency of the City of Palu can be seen from 3 aspects, namely aspects of adaptability, aspects of work performance and aspects of job satisfaction where overall employee performance in the Employment Agency and Regional Development of Palu City has been effective. From the aspect of adaptability, employees have been able to adjust themselves, able to create communication and be able to create good cooperation. From the aspect of work performance employees have also been effective, where employees have been able to carry out their duties skillfully, with good skills, and discipline in completing tasks, employees are also supported by the ability to operate computers well, have a good personality and are responsible. Whereas when viewed from the aspect of employee job satisfaction it can also be said to be effective, where employees have felt fair in assessing and giving their work by the leadership, feeling comfortable with the work environment, and employees also feeling that they have had the opportunity to advance and improve

    The purpose of this study was to determine the performance of the Archives Section at the Regional Office of the National Land Agency of Central Sulawesi Province. This research uses descriptive qualitative type, with the number of informants involved as many as 5 informants through Purposive Sampling techniques. In addition, in the data collection technique in this study through observation, interviews and documentation. With the method of analyzing data through the stage of condensation of data, presenting data, and drawing conclusions or verification.Judging from the results of the study, it was concluded that the performance of the Archives Section at the Regional Office of the National Land Agency of Central Sulawesi Province was still considered to be not maximal, this is due to the quality aspects of the Archives Department's performance at the Regional Office of the National Land Agency of Central Sulawesi Province. maksimal, this is clearly illustrated in the results of research that show that employees at the archives sometimes still not able to complete several tasks in a timely manner, and employees at the archives at the Regional Office of the National Land Agency of Central Sulawesi Province also sometimes still unable to work carefully. In addition, other causes are also caused by aspects of responsibility that are considered still not running maksimal, where the results of the study show that employee discipline is still low, this is clearly illustrated in research that shows that sometimes employees are still late to the office and sometimes employees do not use appropriate service attributes or clothing, and sometimes employees are too relaxed in dealing with the assigned work completed

    The purpose of this study was to determine the implementation of the People's Service for Land Certification (LARASITA) program at the Land Office of Parigi Moutong Regency, Central Sulawesi Province. This type of research is descriptive, with the number of informants involved as many as 6 informants, which for determining the informants using Purposive Sampling techniques. In addition, in the data collection technique in this study through observation, interviews, documentation and literature studies. With the method of data analysis with three steps, data condensation, data display, and conclusion drawing and verification. From the results of the research, it is known that the implementation of the People's Service program for Land Certification (LARASITA) at Parigi Moutong District Office has not been carried out optimally, this can be seen after going through the research process, with many problems occurring, such as policy communication is still running at a minimum, where the distribution of all information related to the program to the target group in this case is that the community is still considered to be running less optimally. Meanwhile, from the aspect of resources it still runs less optimally, this is caused by human resource factors, the implementation of the larasita program policies in Parigi Moutong Regency is indeed in accordance with the set minimum standards of 4 people, but this number is considered less capable of accommodating all Larasita activities in a number of Subdistricts in Parigi Mouotng Regency. In addition, the condition of the resources in the form of supporting facilities for Larasita activities is considered still not feasible

    The reseach intends to identify the permofance of civil servant in the subdistrict office of North Palu in providing public administration service. This is acase study using descriptive qualitative type with 14 informants. Samplewas selected through purpusive sampling.Data were collected through observation , interview , and documentation.The  result of this research shows that the perfomance of civil servant in the sub-district office of North Palu has not optimal yet due to the perfomance theory as stated by TR. Mitchel in Sedamaryanti : work qualtiy , accuracy , initiative , abilty , and comunication generally does not run well. It caused by the lack of facilities and infrastructure and weak coordination of the leader or the opposite , lack of training and discipline caused the non optimal work professionals.

    The purpose of this research is to find out how the implementation of disaster management policies by the Regional Disaster Management Agency (BPBD) of Palu City after the September 28 2018 earthquake. The informants in this study were 5 people who were considered eligible. This type of research is descriptive qualitative research using knife analysis theory proposed by Edward III in analyzing policy implementation with four indicators namely Communication, Resources, Disposition, and Bureaucracy. The results of this study indicate that the handling of the earthquake by the BPBD in Palu City after the earthquake, tsunami and liquefaction September 28, 2019 has not been maximally run as it should. Factors that become obstacles are inconsistencies in the delivery of aid information such as compensation funds, stimulant funds and permanent housing different from the facts that occur in the field, then the lack of socialization by the BPBD of Palu City to the community results in minimal community understanding of independent mitigation / evacuation. On the other hand, the lack of facilities resources such as radio communication and especially heavy equipment makes the task slow and even hampered

    The purpose of this study was to determine the implementation of the principles of good governance in the administration of governance in the Central Sulawesi Regional Financial and Asset Management Agency. The theory used is the principle of good governance proposed by Edralin and Whitaker (2007: 35) where there are nine indicators to measure the level of implementation of good governance in government, namely public participation, rule of law, transparency, caring for stakeholders, consensus oriented, fair, effectiveness and efficiency, accountability and strategic vision. This type of research is a Qualitative Descriptive which attempts to tell and interpret data that is pleasing to the facts, using a purposive method, data collection and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with a total of five informants. Based on the results of the study it was found that the implementation of the principles of good governance in the administration of government in the Central Sulawesi Regional Financial and Asset Management Agency in the indicators of the rule of law, consensus oriented, fair, effectiveness and efficiency, accountability, strategic vision had been running optimally. However, for indicators of transparency, concern for stakeholders, public participation has not been running optimally due to the lack of supporting facilities in order to create easy access for the public to be able to obtain various information needed from the office including budget management through certain media such as media online that is easy for the public to access either anywhere and anytime
