MANAJEMEN ALOKASI DANA DESA DI DESA SUMBER AGUNG KECAMATAN MEPANGA KABUPATEN PARIGI MOUTONG
This research intends to identify the management process of villagen fund allocation in Sumber Agung Villagen Mepanga Sub-district Parigi Moutong Regency. This is a case study research using qualitative approach. The location and key informant were determined using purposive sampling. Data collected were analyzed is phases based on data information from informant through observation, document, and interview. Based on research conducted it can be concluded that the application of management functions of village fund allocation in Sumber Agung Village Mepanga Sub-district Parigi Moutong Regency have not fully optimum yet. It can be seen through planning administration that has not rum well because it does not match to planning the implementation of programs and activities. Organization doing by the government in Sumber Agung village has not run based on its function and principle due to the inadequate of humann resource completence. Those problrms become main factor in affecting the implementation of management of village fund allocation. IMPLEMENTASI KEBIJAKAN PENERBITAN IZIN MENDIRIKAN BANGUNAN DI KABUPATEN DONGGALA
This research was conducted to describe the Implementation Policy for Issuance of Building Construction Permits in Donggala District whether it was in accordance with the expectations to be achieved based on the facts and facts in the field. By using a qualitative descriptive research method and based on the theory of Van Meter and Van Horn, the results obtained from the standard aspects and policy objectives already have Regional Regulations and Regents Regulations and Standard Operating Procedures (SOP) as guidelines for implementation. From the aspect of resources not yet optimal where there is still a lack of competent human resources and facilities and infrastructure in its operations. From the aspect of implementation activities carried out socialization by both the Investment and One-Stop Services and the PUPR Office by coordinating with other relevant agencies. From the characteristic aspects of implementing agents, they have a commitment and responsibility for their respective functions. From the social, economic and political aspects in general it has not fully supported the implementation of the policy. And from the disposition aspect where the trend of the implementor is not optimal where the response and understanding of the agent of the implementor is not maximal. In general, the implementation of the issuance policy has not been maximized because several aspects studied have not been optimal in its implementation. The six aspects studied are related to each other and cannot be separated so that to maximize the implementation of a policy all aspects must be in line. It is expected that theoretically this research can contribute to development. Where the results of this study are expected to provide feedback to the Donggala District Government along with related elements, so that the Donggala District Government and various parties, both researchers from universities, DPRDs, community leaders, NGOs, and Entrepreneurs are looking for the policy format needed to become a reference government activities in the service of issuing building permits that are more efficient, responsive and accountable
PENGEMBANGAN KOMPETENSI APARATUR SIPIL NEGARA PADA BADAN PENELITIAN, PENGEMBANGAN DAN INOVASI DAERAH PROVINSI SULAWESI TENGAH
This research was a descriptive research with a qualitative approach. Qualitative descriptive research is research that aims to describe events and phenomena that occur in the field and present data systematically, factually and accurately about facts or phenomena that occur in the field. Data collection was done throught observation, interview and documentation techniques. Data analysis in this research used three components consisting of data reduction, data presentation and drawing conclusions. The results of this research show that the Development of State Civil Apparatus Competency of Regional Research, Development and Innovation Agency in Central Sulawesi Province used indicators of ability, skills and knowledge and work attitude. The three indicators are not maximized or cannot be implemented properly, where the implementation of the existing employees do not have the appropriate scientific qualifications, the lack of specific training related to research, and various other factors where in other word the development of state civil apparatus competence is stated to be not optimal
POLITIK OLAHRAGA DI SULAWESI TENGAH (1946-1964)
The problem of this article was that Central Sulawesi Province was formed in 1964, but before that, it had participated in PON IV Makassar in 1957 and PON V Bandung in 1961. This article aims first, to explain the political conditions in Central Sulawesi from NIT period until the formation of Central North Sulawesi Province in 1960. Second, to explain the participation of Central Sulawesi in PON IV Makassar 1957 and PON V Bandung 1961. Third, to analyze the relationship between Central Sulawesi's participation in PON IV and PON V Bandung, with the politics of the effort, namely the formation of Central Sulawesi Province. This article used historical methods with sociological and political approaches. The results show that the struggle for the formation of Central Sulawesi Province was marked by the participation of Central Sulawesi in PON IV Makassar in 1957 and PON V Bandung in 1961. This article concludes that sports are a means of struggle for the formation of Central Sulawesi Province.
PEMBERDAYAAN MASYARAKAT DESA TOLAI TIMUR MELALUI BADAN USAHA MILIK DESA (BUMDES) KABUPATEN PARIGI MOUTONG
The theoretical foundation used is Isbandi Rukminto Adi (2018) to see community empowerment by using four indicators namely training, training, planning, and evaluation. This type of research is Qualitative Descriptive which attempts to tell and pour data that is pleasing to the facts, using purposive methods, data gathering and discussion using qualitative analysis to collect data and materials obtained through observation and interviews with the number of 5 (five) informants.Based on the interviews, it was found that the empowerment of the Tolai Timur Village community through Village-Owned Enterprises (BUMDes) had not run optimally. This is related to the stages of planning and planning that run optimally, but planning evaluation and planning runs by maximum community resources to conduct an assessment of the suitability of community empowerment programs through BUMDes involved in planning and improvement with support for improving community welfare in Tolai Timur Village
IMPLEMENTASI KEBIJAKAN DISIPLIN APARATUR SIPIL NEGARA PADA BIRO UMUM SEKRETARIAT DAERAH PROVINSI SULAWESI TENGAH
The research aims to analyze the implementation of the State Civil Apparatus Discipline Policy at Regional Secretariat General Bureau of Central Sulawesi Province. The main theory as the reference in this research was adopted from George C. Edward III with four dimensions, namely communication, resources, disposition, and bureaucratic structure. The research method used a descriptive qualitative approach. The research setting was located at Regional Secretariat General Bureau of Central Sulawesi Province with five informants. Data were gathered through interview, observation, and documentation. Data analysis was done using several stages such as data reduction, data display, drawing conclusion and verification. The research findings reveal that the implementation of the State Civil Apparatus Discipline Policy at Regional Secretariat General Bureau of Central Sulawesi Province have not run well because three cut of four dimensions do not run as expected. The dimensions are communication, mainly socialization aspect is not maximal yet; then, resources which human resources still lack in quantity, funding, facilities showing results that do not support the implementation of the policy. The third aspect is disposition where support and attitude of the implementer covering honesty, democratic and commitment have been run by the implementer but still not maximal, so it is ineffective yet while bureaucratic structure namely main duty and function are already clear so no fragmentation and be flexible
KINERJA SEKRETARIAT BADAN PENDAPATAN DAERAH PROVINSI SULAWESI TENGAH DALAM PEMBERIAN TAMBAHAN PENGHASILAN PEGAWAI (TPP)
The purpose of this study was to determine the Secretariat Performance of the Regional Revenue Agency of Central Sulawesi Province in the Provision of Additional Employee Income (TPP). The foundation of the theory used is the Theory of Agus Dwiyanto (2006) which states that there are four factors in evaluating performance, namely productivity, service quality, responsiveness, responsibility, and accountability. This type of research is Qualitative Descriptive which seeks to interpret and interpret data that is pleasing to the facts, using purposive methods, data cursing and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with the number of 6 informants. Based on the results of the discussion that the Secretariat Performance of the Regional Revenue of Central Sulawesi Province for Productivity, Service Quality, and Responsiveness has been maximized in the Provision of Additional Employee Income (TPP). However, for responsibility and accountability it has not run optimally in the Provision of Additional Employee Income (TPP) in the Regional Revenue Agency of Central Sulawesi Province due to the discipline of employees who have not gone well
PEMANFAATAN GIS DALAM PEMETAAN ZONASI KAWASAN BAHAYA BANJIR DI KABUPATEN SIGI
Flooding is a disaster that every year was happen in Sigi District, based on this research the aim is to: (1) find out the factors the cause of flooding in the Sigi Districts (2) knowing the zoning of danger flooding in the area Sigi District. This research includes field research with a type of qualitative descriptive research, which is used for analysis and describes the distribution of patterns of flood vulnerability levels to then see the level of danger by flooding. The approach used in this research is a complex regional approach. The parameters used are slope, soil type, rainfall, and land use. The population in this research is the entire area of Sigi Districts. Data collection methods used are observation and documentation. Data analysis techniques used are overlay, scoring and layout techniques. Mapping of flood hazard zones in Sigi Districts is divided into four zones, namely; 1) Zone IV is a zone with a very high level of flood hazard category, this zone has an area of 2,4505.62 ha or 4.82%; 2) zone III, namely the zone with flood hazard category has an area of 13,1587.86 ha or 25.91%; 3) zone II, which is in the less dangerous category has an area of 35,0605.76 ha or 69.03%; zone I with the non-hazardous category has an area of 1193.62 ha or 0.24
PENGARUH PERAN KEPEMIMPINAN DAN MOTIVASI TERHADAP KUALITAS PELAYANAN PADA PT. BANK NEGARA INDONESIA (PERSERO) Tbk. KANTOR CABANG UTAMA PALU
The study intends to determine and analyze simultaneous and partial influence of leadership roles and motivation on service quality at PT. Bank Negara Indonesia (Persero) Tbk of Palu Headquarter. Respondents consist of 113 officers. Method of analysis is descriptive with quantitative approach and using multiple linear regressions of SPSS 16. The result indicates that leadership roles and motivation simultaneously have significant influence on service quality at PT. Bank Negara Indonesia (Persero) Tbk of Palu Headquarter. Partially, both leadership roles and motivation have significant influence on service quality at PT. Bank Negara Indonesia (Persero) Tbk of Palu Headquarter.
EFEKTIVITAS PELAKSANAAN PROGRAM BANTUAN SOSIAL PADA MASYARAKAT DI KOTA PALU (Studi Tentang Kelompok Usaha Bersama)
