MANAJEMEN KEARSIPAN PADA DINAS PEMBERDAYAAN MASYARAKAT DAN DESA KABUPATEN BANGGAI KEPULAUAN
The purpose of this study is to describe the management of records in the General Subdivision of the PMD Service in Banggai Kepulauan Regency. This type of research is descriptive, with the number of informants involved as many as 5 informants, which for determining the informants using Purposive Sampling techniques. In addition, in the technique of data collection in this study through observation, interviews, and documentation activities With the method of data analysis with steps namely (1) data reduction, (2) data display, and (3) conclusion and verification. From the results of the research, it is known that the implementation of archival management of the General Subdivision of the PMD Service of Banggai Islands Regency is still running less optimally, because the three aspects (planning, implementation and supervision) which are used as indicators in this study are considered to run less optimally, this is because: 1) In terms of planning, planning activities are only limited to the design of budgeting and procurement of archival equipment, even though the archival management system and the development of archival HR management also need to be planned in order to ensure clarity in the implementation of archival management in the agency properly and correctly; 2) In terms of implementation, so far in the process of storing the archives there are still a number of letters that have not been archived, even though when viewed from the date of entry, some of these letters should have been filed. Other problems are also in the arrangement of archives, there are still problems, where documents are still mixed with different types and functions, making it difficult to find the required records; and 3) In terms of supervision, maintenance of records in the General Sub-Section of the PMD Service of Banggai Kepulauan Regency is still rarely done, besides that there has also been no concrete effort to do file depreciation through the destruction of records that have no value so that the files are abandoned and piled up inside the storage warehouse
PENGARUH BAURAN PEMASARAN TERHADAP KEPUTUSAN KONSUMEN MEMAKAI JASA CV. CATERING REZEKI DI KOTA PALU
The purpose of this research 1). To find out the mix consisting of products, prices, and places simultaneously has a significant effect on consumers’decisions to use the services of CV.Catering Rezeki in Palu. 2) to find out which variables have partially dominant influence on consumer decisions to use services of CV.Catering Rezeki in Palu. This research is a descriptive-verification study to describe the results of the data obtained by involving 60 respondents with a population of all consumers who use the services of CV.Catering Rezeki in Palu. Data collection techniques using the estimation method and interpretation of the results then the ideal and respresetative sample size is dependent on the number of variables multiplied by 15 to 20. The minimum sample for this study which has 4 independent variables is 4 x 15 = 60 people. Data processing using the statiscal product and service solution program (spss 19.0), after doing a statistical test using multiple linear regression analysis, the results of the study show 1). Marketing mix consisting of products, prince, promosion and place simultaneously have a significant effect on consumer decisions using CV.Catering Rezeki in Palu services 2). Product variabels that have a dominant influence persistently on the decision to use CV.Catering services in Palu.
PENGEMBANGAN KARIER PEGAWAI NEGERI SIPIL PADA BIRO SUMBER DAYA MANUSIA KEPOLISIAN DAERAH SULAWESI TENGAH DI SATUAN LALU LINTAS KEPOLISIAN RESORT PALU
This study aims to identify and analyze the Career Development of Civil Servants in the Bureau of Human Resources Central Sulawesi Police (Central Sulawesi Police), via a qualitative descriptive approach on the basis of the opinion Muenir (1993; 10), which states that there are three indicator career development can be implemented and consists of: 1. Education and training, 2. Promotion and 3. Mutations. Based on the results of research and discussion concluded that in education and training is not maximized are conducted or not fully used as the main requirement in the development of career civil servants (PNS) in the Bureau of Human Resources Central Sulawesi Police, Promotion, is also not maximized done, to the level of the Group IID have passed follow UDKP / UDPI, or PNS Group II D which has been eligible for the UDKP / UDPI can be promoted to the echelon IV (jab Pamin), but in order to be promoted to the echelon III (PNS which rank III D) is not yet implemented ,, for mutations or moved to a new position is also not maximized because it has been the past two years has not happened to the post of new mutations, but mutations merely to terms of promotion, is also the mutation only as confirmation only. This occurs because of the extremely limited opportunities to occupy an echelon III, the Regulation's 22 Year 2010 on STOK where chances of civil servants to occupy echelon III is very limited
ANALISIS KINERJA BARANG MILIK NEGARA BERUPA ASET TANAH DAN BANGUNAN PADA BADAN LAYANAN UMUM UNIVERSITAS TADULAKO
The purpose of the study is to determine and analyze the performance of State-Owned Asset in the form of property and building assets at Tadulako University and to determine strategies to improve the asset performance. Government Regulation Number 27 of 2014 on State / Local Property Management changes the paradigm on asset management from Asset Administrator to Asset Manager. The asset managementis not only focusing on asset recording, but also in increasing non-tax revenue from asset utilization, particularly for the Public Service Agency unit. Tadulako University indicates a vertical work under the Ministry of Technology and Higher Education Research acting as a Service Agency General with a large asset ownership of property and buildings in the region of Central Sulawesi. The study applies a qualitative research. The researcher interviewedthe members who are involved in the administration and the management of State-Owned Assetin Tadulako University.Analysis of the performance of State-Owned Asset is based on the physical condition of assets, asset functionality, asset utilization and asset financial performance. The result of the study shows that the performance of State-Owned in Tadulako University is not optimal,because there are some amounts of assets indamages condition and disputes;there are unutilized assets which indicate as idle assets; and the data in the State-Ownwe Asset Report are less appropriate with the real assets condition. The utilization of State-Owned Asset in the form of property and building asset is not implemented optimally and it is not in accordance with the regulation of State-Owned Asset Management. The strategiesto improve the performance of State-Owned Assetis establishing Asset Power Proxy Unit in each Faculty, preparing assets portfolio and asset utilization through the mechanism of Operational Cooperation and Management Cooperation in accordance with the Regulation of the Minister of Finance Number 136/PMK.05/2016
PENGARUH LINGKUNGAN KERJA DAN KIPEMIMPINAN KEPALA SEKOLAH TERHADAP MOTIVASI GURU DI GUGUS I KECAMATAN AMPANA TETE KABUPATEN TOJO UNA-UNA
The aims of the study are: 1) to explore and analyze simultaneous influence of work environment and leadership of the principal on motivation of teachers’ in Cluster 1 Ampana Tete Sub-District of Tojo Una-Una; 2) to explore and analyze the influence of work environment on motivation of teachers’ in Cluster 1 Ampana Tete Sub-District of Tojo Una-Una; 3) to explore and analyze the influence of leadership of the principal on motivation of teachers’ in Cluster 1 Ampana Tete Sub-District of Tojo Una-Una. The study is descriptive quantitative and includes 85 teachers as respondents who selected with census method. The results of multiple linear regressions analysis show that: 1) work environment and leadership of the principal simultaneously influence motivation of teachers’ in Cluster 1 Ampana Tete Sub-District of Tojo Una-Una; 2) work environment positively and significantly influence motivation of teachers’ in Cluster 1 Ampana Tete Sub-District of Tojo Una-Una; 3) leadership of the principal positively and significantly influence motivation of teachers’ in Cluster 1 Ampana Tete Sub-District of Tojo Una- Una
IMPLEMENTASI KEBIJAKAN PENGUKURAN KAPAL PADA KANTOR KESYAHBANDARAN DAN OTORITAS PELABUHAN KELAS III PANTOLOAN
The research intends to find out the implementation of Ship Measurement at Harbormaster and Harbor Authority Class III Policy of Pantoloan. The research setting was conducted at the office of harbormaster and harbor authority class III of Pantoloan. This was a descriptive qualitative research with 95 people as the population consisted of 70 employees and 25 ship owners. Sample was selected using purposive sampling with 3 employees and 2 ship owners. Data collection was primary and secondary.The data were collected through observation, interview and documentation. Then, they were analyzed using qualitative approach with procedures namely data reduction, data display and drawing conclusion (verification). The results reveal that communications called transmission, clarity are consistent; resources which staff (ship measurement expert and facility) still look unwell, whereas disposition such as willingness, commitment, honesty, authority resources and bureaucratic structure covering Standard Operational Procedure and authority fragmentation already be good Therefore, based on the findings, it can be concluded that implementation of ship measurement is still less effective
KUALITAS PELAYANAN PEMBUATAN SURAT IZIN USAHA PERDAGANGAN (SIUP) PADA BADAN PELAYANAN PERIZINAN TERPADU DAN PENANAMAN MODAL KABUPATEN DONGGALA
This research aims to find out how the service quality on business licence making at the Integrated Licensing Bodies and Invetment of Donggala Regency. This was a qualitatif research. The informants were determined troungh purposing sampling. The data type was primary and secondary. The data were collected throungh observation, interview and documentation. The data analysis used was from Miles and Humberman interaktive analysis covering data reduktion, data display, and drawing conclusion. Theory used was from Zeithaml, Parasuraman and Berry that comprised 5 dimensions, such as: tangibles, reliabillity, responsiveness, assurace and empathy. The results reveal that service quality of business licence making at the Integrated Licensing Bodies and Investment of Donggala Regency is not maximal yet. First, on tangibles dimension still lack of facilities to support the service such as it is neater especially for four wheels vehicles. Second, on reliabillity dimension which is inaccuracy in completing the license as the standard operational procedure, third on responsiveness dimension there are still officers do not serve quickly and responsive on the complaint

This Research Target is to know and analyse the Policy Implementation Program the Larasita program at Office of Land Regency Donggala. Why policy implementation the Service of People Sertipikasi Lan in office of Land of Regency Donggala not walk better. This Research Type is research qualitative with the informant selected by six of people. Data collecting use the perception technique, interview and documentation. Technique analyse the data used that is ( 1) Data collecting (2) Reduce the Data (3) Data Presentation (4) Verification ( 5) Conclusion. Theory used is theory of Van of metre and Horn Van in (Subarsono, 2005), measuring policy implementation: (1) standard And Target (2) Resource (3) Communications (4) Characteristics Executor (5) Social Condition, economics and political (6) Disposition. Pursuant to result of research and analysis conducted researcher [concluded that policy implementation Program the Larasita not yet walked better, what is elaborated as follows: (1) policy Implementation Program Larasita in Office of Land;Ground of Regency Donggala seen from factor of standard and policy target not yet walked better (2) policy Implementation Program Larasita in Office of Land of Regency Donggala seen from Resource factor not yet walked better this matter is seen from medium and prasarana not yet adequate and also sum up the officer which still office of Regency Landd Less Donggala. ANALISIS KINERJA GURU BERSERTIFIKASI PADA SEKOLAH MENENGAH PERTAMA NEGERI 14 KOTA PALU
Teacher certification is a government effort in order to improve the quality of education as well as teachers' welfare. But in reality the performance of teachers is less than optimal despite having obtained certification. The research method used descriptive qualitative. The number of informants in this study that is ten people, consisting of Principals, Teachers certified, parents of students and learners are drawn with the technique of purposive sampling. Techniques of collecting and retrieving data consists of observation, interviews, and documentation. The theory used is performance theory developed by Akhmad Sudrajat which consists of pedagogic competence, personality competence, social competence and professional competence. The results showed that the performance of certified teachers in State Junior High School 14 Palu less optimal, because of four aspects of performance put forward by Akhmad Sudrajat, only three aspects that work well that is the aspect of pedagogic competence, personal competence and social competence.
