    The study intends to determine and analyze simultaneous influence of leadership and organizational culture on work discipline of officials in the Department of Manpower and Transmigration, Donggala District and partial influence  of leadership on work discipline, as well as the inflence of organizational culture on work discipline of officials in Manpower and Transmigration office, Donggala District. Respondents consist of 48 officials. Method of study is causal descriptive with multiple liear regressions analysis. The result finds that leadership and organizational culture simultaneously have significant influence on work discipline with R-square value of 0.567 in sig 0.000. Leadership has significant influence on work discipline with coefficient regression value 0,293 on sig 0.013 and the influence of organizational culture on work discipline determined by coefficient regression value of 0.613 on sig. 0.000

    This study aims tio describe the management of health operational support grants in the area of Sigi District. It is a qualitative study with naturalistic method. The result shows that the management of health operational support grants has been running well according to Operational Support Grants technical guidance, which consist of. 1) Planning of Health Operational Support Grants program. It begins with the arrangement of Plan Of Action by the person in charge of the program, then discussed in the community health center mini workshop with Health Operational Support Grants team. 2)  Organization of Health Operational Support Grants program. The Health Operational Support Grants manajemen team at the health centers whitin the area of work of Sigi Health Office, which consists of the chairman and the financial manager has performed their duties and functions. Clear division of tasks facilitate the team to manage the Health Support Grants program so as to optimize the use of Health Operational Support Grants. 3) Implementation of Health Operational Support Grants program. There is a lack of understanding of the Health Operational Support management team on the technical guidelines. The Health Operational Support Grant is not used froim the beginningof the year and there is a significant increase in health services both in quinity and quality after the Health Operational Support Grants. 4) Supervision of Health Operational Support Grants program. Monthly mini-workshop are used as a way supervision  at the health centers levels. The Health Operational Support Grants accounting and reporting is reported monthly to the Health Operational Support Grants team leader as the person in charge of the puskesmas

    The study intends to determine and analyze simultaneous and partial influence of transformational leadership style, work culture, and discipline in marine and fishery Departmet in Donggala District. Sampel consists of 41 officials. Method of analysis is descriptive verificative with multiple linier regressions analysis. The result shows that transformational leadership style, work culture, and discipline simultaneously influence officials’ performance significantly with f value of 24.717 on sig 0.000; transformational leadership style influence performance significantly with t value of 2.337 on sig 0.025;, work culture influence performance significantly with t value of 2.753 on sig 0.009, discipline influence performance significantly with t value of 2.344 on sig 0.025

    This research aimed at explaining descriptively about the communities perception of Tentena – Tonusu road quality increasing in accorance with economy activities, mainly on accesibilty, land value and productivity of community in North Pamona Sub-district of Poso Regency. The population of the research is community that live along side of the Tentena – Tonusu road that consist of 495 people, and there is 80 respondent that choosed by using purposive technical sampling. The research type is desctriptive with quantitative approach. Data collected through questionaire, interview and documentation. Data analyzed by percentation analysis. The research result shows that the degree of community accesibility and mobility is increased and influence significantly after the increasing of road. For  the increasing acces to interact with another area, so that the utility and value of land at road ring is also increased, 2). The impact of Tentena-Tonusu road quality increasing is influence significantly on the increasing of quantity and quality of agriculture commodity, 3). The increasing of community income in North Pamona sub-district because of the road quality increasing give a significance contribution to the degree of community welfare and then economy growth increasing

    PENGARUH KOMPETENSI, MOTIVASI DAN KEPUASAN KERJA TERHADAP KINERJA APARATUR DI DINAS PEKERJAAN UMUM KABUPATEN SIGI

    The study is aimed to determine and analyze simultaneous and partial influences of competency, motivation, and work satisfaction on the performance of officials in Public Works Department of Sigi District. The study selects sample of 85 officials with purposive sampling method and is analyzed with multiple linear regressions analysis. The result finds that competency, motivation and work satisfaction simultaneously have significant influence on the performance of officials in Public Works Deparment of Sigi District. Partial test shows that variables of competency, motivation, and work satisfaction have positive ang significant influence on the performance of officials in Public Works Deparment of Sigi District. Determinant coefficient indicates R-square value of 0.558, which means that 55.80% officials’ performance influenced by variables of competency, motivation, and satisfaction, while 44.20% influenced by variables that are not studied

    This study aims to determine the implementation of Education and Training for Village Heads Policy at the Village Governance and Society Empowerment Board of Donggala Regency. The research type of this study is descriptive qualitative research. The informants in this study were 5 people. The determination of informants in this study was using purposive method. The type of data used in this study was primary and secondary data. The analysis of data used in this study was using Miles and Huberman, namely data reduction, data presentation, and conclusion. The theory used in this study was the theory of Donald S. van Meter and Carl E. van Horn consisting of six aspects: Policy Standards and Targets, Resources, Interagency Communications, Characteristics of Implementing Agency (Bureaucracy Structure), Tendencies/Attitudes (Dispositions), and Social, Economic, and Political Conditions. In the implementation of this study, the researcher only focused on five aspects that were assumed to be in accordance with the phenomena that appeared at the time of this study: Policy Standards and Targets, Resources, Interagency Communications, Characteristics of Implementing Agency (Bureaucracy Structure), and Tendencies/Attitudes (Dispositions). Implementation of Education and Training for Village Heads Policy in general must to be improved continuously considering that the program goals was to improve the knowledge and skills of village heads in performing their duties and functions as the spearhead of national and regional development. Of course, in practice, the support of adequate resources is necessary, both human resources that have the ability to understand what their responsibilities in carrying out the process of policy implementation, and non-human resources such as facilities and infrastructures so that these elements can contribute maximally in the implementation process. In addition, to facilitate the implementation process, it should also has good and sustainable communication and cooperation the implementation process, where a good communication comes from a positive cooperation between government officials, in this regard the employees of the Village Governance and Society Empowerment Board of Donggala Regency. Thus, the researcher concludes that the implementation of Education and Training for Village Heads Policy had not run as expected

    This study aimed to determine and to analyze the implementation of Village Fund Allocation Policy in Sarudu Village Sarudu District North Mamuju Regency. This study used the theory of Edward III stating 4 indicators of policy implementation, namely Communication, Resources, Disposition, and Bureaucracy. The research method used was qualitative, and the informants of this study were specified purposively deemed to know the problems studied, while the informants were Head of Village Governance Division at North Mamuju Board for Village Community and Governance Empowerment, Head of Sarudu Village, Secretary of Sarudu Village, Speaker of Sarudu Village Consultative Body, and Public Figures of Sarudu Village. The data used were primary and secondary data. Data were collected through observation, interview, and documentation. The results showed that communication is one of the main factors of policy implementation, the socialization intensity of the village fund allocation policy was still lacking. Resources are the main factors that must be held by every institution, no any support facility for Village Fund Allocation Policy in the form of budget from other income of the village, and human resources were revealed that the ability level of the implementers were uneven. Likewise Disposition, it was revealed that not every implementer had a good response to Village Fund Allocation Policy. While, the inhibiting factor was bureaucratic structure wherein no division of tasks between the Project Management Team of Village Fund Allocation and lack of coordination in the Project Management Team in implementing the policy

    This aims of this research the implementation of athletes performance improvement policy of Education and Training Center Students Sports at Department of Youth and Sports, Central Sulawesi of Edward III (1980:10)which covers; (1) Communication, (2) Resource, (3) Disposition, (4) Bureaucracy Structure.This research used qualitative approach with descriptive method. This research was carried out at the office of Education and Training Center Students Sports, Central Sulawesi with 7 (seven) informants chosen purposively.Techniques of the data collections are interviews, observations, and documentations. The data were analyzed by using Milles and Huberman Model (1992:20). The result of the research shows the implementation of athletes performance improvement policy of Education and Training Center Students Sports at Department of Youth and Sports, Central Sulawesi that (1) the communication to socialize the education center and the coaching of athletes achievement and the programs generally is categorized as good. (2) Human resource is  already available both coaches, tutors and athletes, but there are still shortcomings that medical personnel, nor financial resources that still need attention from the government (3) Disposition: the admission of trainers and tutors which were recruited have the capability of imposed duties and responsibilities. (4) Bureaucracy Structure: On the right to implementing education and coaching the athletes are in accordance to SOP that has been specified by the Department of Youth and Sports, Central Sulawesi. It is concluded that of the four aspects that have been running quite well is the communication aspect, disposition and bureaucratic structure, while the aspect of resource has not run optimally, especially medical resources and sources of funding / budget
