KINERJA PANITIA PENGAWAS PEMILIHAN UMUM DALAM PENYELENGGARAAN PEMILIHAN UMUM CALON ANGGOTA LEGISLATIF DI PARIGI MOUTONG TAHUN 2014
Research on the performance of general election supervisory committee in general election of legislative candidates in Parigi Moutong District 2014 has been carried out since March 2015 to May 2015. This study aims at determining the performance of general election supervisory committee in general election of legislative candidates in Parigi Moutong District 2014. The data were analyzed by using an interactive model of Miles and Huberman. The result of this research shows that the performance of Election Supervisory Committee is not optimal seen from the aspects (1) productivity in terms of quantity and quality of the available documents in the office of the elections supervision is not completely legally, (2) The quality of services is not adequate because the election committees of Parigi Moutong district were not able to carry out their tasks optimally (3) Responsiveness. Supervisory Committees in carrying out a task did not provide their time optimally to serve the public yet. (4) Responsibility. Election Supervisory Committees handled various violations incompletely (5) Accountability. The committees were not able to carry out tasks completely. The authority of election committees is limited understanding and reporting any violations in any incidents, so that what is reported is not fully completed
IMPLEMENTASI PROGRAM PERLINDUNGAN, PENGEMBANGAN, PEMELIHARAAN DAN PEMANFAATAN CAGAR BUDAYA DI PROVINSI SULAWESI TENGAH
Cultural heritage is a legacy that needs to be preserved by protecting ang preserving objects and buildings of cultural heritage. Therfore, the government identifies the cultural heritage through the program of protection, development, maintenance and utilization of cultural heritage to be registered as a national cultural heritage. For that reason, the research was cunducted with the aim to see how the implementation of protegtin program, development, maintenance and utilization of heritage in central sulawesi province. The type of research used in this study is qualitative by using descriptive method. The informants in the study consistedd af head of department of education and culture of central sulawesi province, head of mission, 2 section heads and 2 staffs who are considered capable of providing answers to this research. Techniques of collecting and retrieving data consists of observation, interviews, and documentation. The theory used ini this research is the theory of policy implementation developed by Edward III. The resurts showed that from four aspects of policy implementation according to Edward III, there are aspects that looks good, namely the aspects of communication, disposition aspects and aspects of bureaucratic structure. PENGARUH KOMPETENSI DAN MOTIVASI TERHADAP KINERJA PEJABAT LELANG DI LINGKUNGAN KANTOR PELAYANAN KEKAYAAN NEGARA DAN LELANG PALU
This study aims to uncover simultaneous influence of motivation and competency on the performance of auction officials in The Assest and Auction Service Office of Palu by using explanative pettern to show the relationships of variabels studied. Population consists of 50 auction users from government and non-government agencies. The result shows that competency and motivation ssimultaneously have significant influence on the performance of auction officers in The Office of Assets and Auction Service in Palu of 0.618. it means that the influence of independent variables on the dependent variable is strong. While adjested R square or determinant cofficient (R2) that indicates partial influence between competency and motivation on the performance of auction officers is 0.356 or 35.6%. This means that independent variables have influence on the dependent variable of 35.6% while the reamining 64.4% is influenced by other variables that are not studied

This study aimed to analyze the implementation of expected family program Program at Social Affair Department in Poso Regency. Family hope program was Government’s policy through the Ministry of Social Affairs to help people who were categorized as self-help groups (keluarga swadaya masyarakat – KSM) to fulfil their health and education needs, and in order that the PKH participants be able to carry out their obligations in accordance with the provisions. In general, the task of implementation theory is to link the public policy goals with the results of Government’s activities. MOTIVASI KERJA PETUGAS UKUR PADA KEGIATAN PENGUKURAN BIDANG TANAH DI KANTOR PERTANAHAN KABUPATEN DONGGALA
The challenge of development in land sector especially at land survey service, as the result of observation of the research is surveyor in land survey activity in Land Office of Donggala Regency have phenomena indicating low motivation of surveyor so it needs to be observed regarding the motivation of the surveyor which is not maximal. The research aims to describe how work motivation of the surveyor in land survey activity in Land Office of Donggala Regency. This was a qualitative research with 4 informants selected purposively in sampling. The data were collected through triangulation technique covering observation, interveiw, and documentation. The results reveal that the work motivation of surveyor in land survey activity in Land Office of Donggala Regency is categorized good enough based on the analysis of need theory adopted from David Mc Clelland on the best achievement of which can be seen from a sense of (1) responsibility for completing the work according to the workload of each surveyor, the surveyor has been working according to the rules and (2) consider the risk of land survey activity product that can ensure law and have legal effects, (3)the feedback from the leader in coaching, supervision and assessment of the surveyor to provide the best performance, the surveyor has been (4) creative and innovative work in utilizing every opportunity to work effectively and efficiently with information and communication technology, as well as (5) the punctuality and completion of tasks.As for the factors that influence the motivation of the surveyor in land survey activity in Land Office of Donggala Regency is internal factor (individual) of the surveyor, such as age, remaining work period, while the xternal factor is the role of community still low, the distance of location and weather that influence the motivation of the surveyor in providing the best achievement particularly on creative and innovative indicators, as well as the time for completing the task
EFEKTIFITAS PEMBERIAN TAMBAHAN PENGHASILAN PEGAWAI PADA DINAS PERINDUSTRIAN DAN PERDAGANGAN PROVINSI SULAWESI TENGAH
The research focused on the Effectiveness of Giving Additional Employee Income in Industry and Trade Office of Central Sulawesi Province. This study applied qualitative descriptive method with 7 informants selected on purpose. Theory applied was Gibson’s Effectiven ess theory consisted of some factors of effectiveness including Fulfilof Need, Attractiveness Closeness, Group’s Goal and Economic Reason. This research concluded that the Effectiveness of Giving Additional Employee Income in Industry and Trade Office of Central Sulawesi Province has not worked well. Satisfaction of Need has not been optimal. This was indicated by the assessment of work performance has not been in accordance with basic tasks and functions of works. The Additional Employee Income required responsibility. The Attractiveness Closeness has not been optimal caused by work assessment prioritized emotions, lack of work quality, also work quantity output and work time efficiency were still lacking. The Group’s Goal has not been optimal. In the Human Resource Assessment, the Additional Employee Income has not been based on workload and risk of work, it also happened with the discipline assessment which it was just for filling the attendance list not full time staying at the office
PENGARUH KOMITMEN, MOTIVASI, DAN LAYANAN PUBLIK TERHADAP KINERJA PEGAWAI SEKRETARIAT DEWAN PERWAKILAN RAKYAT DAERAH KABUPATEN TOJO UNA-UNA
Officials at The Secretariate of Regional Parliasment should show a good performance, in the sense of really mastering their job, because they have to support the assignments of the local legislators. Performance is the ability of employees in completing tasks assigned to him. An employee is capable of high performance if they have high motivation. Motivation is a process that directs employees to work better to complete work as expected. The study aims to determine and analyze simultaneous and partial influence of commitment, motivation, and public services on officials’ performance at The Secretariate of Regional Parliament of Tojo Una-Una District. Population consists of 35 respondents who selected through census method. Tool of analysis is multiple linear regressions. The study finds that commitment, motivation, and public services simultaneously and partially influence officials’ performance at The Secretariate of Regional Parliament of Tojo Una-Una District
PENGARUH KEPEMIMPINAN TRANSFORMASIONAL TERHADAP KEPUASAN KERJA DAN ORGANIZATIONAL CITIZENSHIP BEHAVIOR (OCB) DI MATAHARI DEPARTEMEN STORE KOTA PALU
The aim of the study is to analyze the influence of transformational leadership style on work satisfaction and Organizational Citizenship Behavior (OCB). The study was undertaken in Matahari Department Store in Palu with 163 samples. Data collection methods include interviews and questionnaires. Data analysis technique is Path Analysis. The result shows that transformational leadership has significant influence both on work satisfaction and OCB; transformational leadership has indirect influence on OCB while work satisfaction has significant influence on OCB
EFEKTIVITAS PENYALURAN KREDIT USAHA RAKYAT (KUR) DALAM MENINGKATKAN USAHA KECIL DAN MENENGAH PADA BANK RAKYAT INDONESIA UNIT MANONDA PALU
KUR which is one of the government's efforts in encouraging banks to channel capital credit to UMKM and Giving Cooperatives. People's Business Credit (KUR) aims to accelerate the development of economic activities in the real sector in the context of poverty alleviation and expansion as well as the expansion of employment opportunities, especially for UMKM around the working area of BRI Manonda unit. This research is analyzed descriptively qualitative. The informants in this study are Head of Marketing, Head of Credit, 2 Marketing, and 3 People small and medium entrepreneurs. The number of informants in the study ie 7 people who were withdrawn with the technique of purposive sampling.Techniques of collecting and retrieving data consists of observation, interviews, and documentation. The theory used in looking at the effectiveness criteria of an organization is determined by the five elements put forward by Gibson. The results showed that the Distribution of People's Business Credit (KUR) in Improving Small and Medium Enterprises in Bank Rakyat Indonesia ManondaPalu Unit effective, it can be seen from five aspects namely; first, the results of production achieved. Second, efficiency, because it can improve business.Third, satisfaction, namely improving the welfare of entrepreneurs. Fourth, the adjustment, which UMKM can adjust to other business competition. And the fifth, continuity, namely UMKM can run and develop in accordance with the potential that exists
IMPLEMENTASI KEBIJAKAN KAWASAN TANPA ROKOK PADA PUSAT KESEHATAN MASYARAKAT PARIGI KECAMATAN PARIGI KABUPATEN PARIGI MOUTONG
In an effort to limit a person's smoking activities in Parigi Moutong District, the Parigi Moutong District Government issued Regulation No. 2 of 2015 by the Regent of Parigi Moutong on Non-Smoking Areas. This study aims to find out how the implementation of the No Smoking Area Policy and the inhibiting aspects of the implementation of the No Smoking Area Policy in the Parigi Health Center. This study uses descriptive qualitative methods and informant selection techniques using purposive sampling technique. The research information was 9 people, the theory used was a model of policy implementation by George C. Edward III (1980). The data in this study were obtained from interviews and documentation. The results of this study indicate that the implementation of the Non-Smoking Area Policy in Parigi Health Center, Parigi Moutong District is still lacking. In the communication aspect there are still people who do not understand the boundaries in the area without smoking area. In terms of resources, the Parigi Community Health Center has a shortage of security personnel and the absence of funds for non-smoking areas. In the disposition aspect, many employees have understood well but there is still an indifferent attitude to reprimand or prohibit smokers who smoke in the community health center. Then, the aspects of Puskesmas Structure Bureaucracy do not yet have a clear SOP regarding smoking bans and the absence of a special team to manage them. The conclusion of this study is that the implementation of the No Smoking Area policy cannot work well due to several inhibiting aspects, namely communication, resources, disposition and the Structure of the Bureaucracy. The advice given is that a special team is needed to be able to control and stop smoking activities. Establish a Standard Operating Procedure (SOP) on the implementation of the Non-Smoking Zone Rules in the Puskesmas Working Area.
