    The type of this research was quantitative, with survey approach. The samples of this research amounted to 56 respondents.The sample size determination was based on the opinion of Arikunto (2002: 107), if the subjectsare less than a hundred, it is better to take them all. Thus, in this study the entire population was sampled. Data were analyzed using simple regression. The results showed the positive relationship between employee motivation and work productivity at Singgani PHC of Palu City, but when viewed from the value of the variables correlation, it was includedto enough category. Thus, it meant thatemployee motivation has relationship towork productivity at Singgani PHC of Palu City. The coefficient of determination was 0,504. This showed that the ability of employee motivation in influencing work productivity amounted to 50.4%.Employee motivation had positive or same-direction relationship towork productivity, for the regression coefficient was positive. Each unit of increase in employee motivation would result in 50.4 units of increase in work productivity. Likewise any unit of drop in employee motivation wouldresult in50.4 units of decline in work productivity

    The study aims to determine and analyze simultaneous and partial influences of human resource, administration, and monitoring on securing local-owned properties in govermental working units in Buol Regency. Population consists of 52 units in Buol, sample determined with census sampling. Respondents of 104 people consist of heads of financial and assets divisions and properties caretakers. Data collected through questionnaires and analyzed with statistical package for social science program. Method of analysis is multiple linear regressions. The study finds that: 1) human resource, administration, and monitoring simultaneously have significant influence on securing local-owned properties in governmental working units in Buol Regency; 2) human resource partially has insignificant influence on securing local-owned properties in governmental working units in Buol Regency; 3) administration partially has significant influence on securing local-owned properties in governmental working units in Buol Regency; 4) monitoring partially has significant influence on securing local-owned properties in governmental working units in Buol Regency

    This study aims to find out the Implementation of Management Village Fund Allocation Policy in Siboang Village, Sojol Sub-district, Donggala RegancyBy using theory of Edward III. In this study we use 7 informants by using purposive method. Data are collected by Observation, Interview, and Documentation. The results show that Implementation of Management Village Fund Allocation Policy In Siboang Village less run well. Because the four dimensions which have been examined, explained that the four dimensions are all running less good. They are the dimensions of communication (socialization Less implemented), Resources (human resources, infrastructure and other supporting facilities are inadequate), Dimensions Desposition (less commitment) Bureaucratic structures (Coordination between related parties is less established)

    The research aims to find out and explain trend of local retribution growth and its realization of on local revenue of Poso regency in the period of 2010 to 2015. To achieve it, the researcher use qualitatife descriptif method to see the effect ofthe local retribution cover: general service retribution, business service retribution and certain license retribution on local revenue. The research results indicate that partially general service retribution and business retribution give positive effect on local revenue, while the certain license retribution does not affect onlocal revenue. For the further research it is expected to have a longer fiscal yeal that it makes a better time series data and it can be seen clearly the effect from one period to others. For local goverment, it is expected to be consistent applying the rule for the retribution implementation. One source of local revenue is local retribution tax which is needed to be increased. Increasing supervision function and awareness for implementer in the field, so the target is always be fulfilled and achieved by the local revenue, economic growth in Poso regency will be increased

    The study aims to analyze :1) the DIPA budgeting system and procedure in the office of Religious Affairs, Palu city; 2) enabling and inhibiting factors of DIPA budget system and procedure to increase budget effectiveness in the office of Religious Affairs, Palu City. The research applies descriptive qualitative method to describe the system and procedure of budgeting in the office of Religious Affairs, Palu city and it explains the results with descriptive interpretive method. The results finds that the system and procedure of DIPA budgeting in the office of Religious, Palu city has been conducting effectively as it is started with planning based on the Government Rules no. 25 year 2004; budgeting is based on basic needs and functions by involving all the governmental working units based on the regulations. Even though the RKA-K/L preparation has not fully adjusted to the governmental laws no. 90 year 2010, but the supporting documents are sufficiently fulfilled the normative rule of budgeting. Some enabling factors in budgeting system and procedure include regulation on budgeting, cooperation, central government policy, funding, and information and technological advancement.     This research aims to find out motivation of participation, to know whether there is influence of motivation and how much influence of motivation to employee performance at maritime affairs and fishery area of central sulawesi province. the data were collected through observation method based on circumstance in the field and interviewe with respondents. Respondents in this research amounted to 114 people who came from various levels of rank. This research was conducted at the Department of marine and Fisheries Region of Central Sulawesi Province. The research method is quantitative analysis, the data obtained based on the questonnaire answer and then analyzed by the technique of multiple linear regression statistic, T test and F test. From the results of the research found that motivation has a significant positive effect on employee performance. Motivation with indicators includes communication, recognition, delegated authority and mutual concern together has positive and significant influence on employee performance on Department of Marine and Fisheries Region of Central Sulawesi Province. Simultaneously, the amount of contribution provided by the motivation variable and discipline on the employee performance based on calculation result was 65.2 percent

    The research is aimed to determine the process of execution of health operational funds that includes some steps: planning, disbursement, distribution and accountability, and reporting. The research is qualitative with study case approach. It defines 18 informants, people who are responsible for managing the health operational funds, with purposive sampling technique. The study results show that the planning process is not on target due to the late publication of the guidelines, which slows down the budget execution. The human resource is lack of competency in managing the process, and also lack of coordination and miscommunication occurred in the process of budget verification. The department, and the other one is done in the PPKAD. Delay in funds’ disbursement in the beginning of the year has caused health centers are overwhelmed in preparing paper works of accountability. Alternative solution or recommendation of this study is the need to prepare adequate human resources, regulation according to the needs, and standard operating procedures in the implementation of related activities

    The purpose of this study was to determine the effects of competence on employees working performance at the technical implementation units (TIUs) of Tadulako University, consisting of Motive (X1), Personality (X2), Self-Concept (X3), Knowledge (X4), and Skill (X5) on Performance (Y). This study used multiple linear regression analysis with saturation sampling technique. The respondents in this study were amounting to 37 people. Through partial test, it was found that the Motive (X1), Personality (X2), Self-Concept (X3), Knowledge (X4), and Skill (X5) variables had significant influences on employees working performance in the TIUs of Tadulako University. Simultaneous test results show that the regression coefficients of the Motive (X1) and Personality (X2) independent variables had negative signs, meaning that any enhancement of the Motive and Personality values would not boost employees working performance; while the regression coefficients of the Self-Concept (X3), Knowledge (X4) and Skill (X5) independent variables had positive signs, meaning that any enhancement of the Self-Concept, Knowledge, and Skill values would boost employees working performance; the effeck of simultaneously competence on the performance of employees working in UPT.     STRATEGI PENGEMBANGAN USAHA MIKRO DALAM MEMPERCEPAT PEMBANGUNAN KOTA PALU

    The purposes of this research is (1) to know and analyse strategy of micro enterprises development in accelerating development of Palu city; (2) to know and analyze the strengths, weaknesses, opportunities and threats in the development of micro enterprises currently nature accelerate the development of the city of Palu; and (3) to know and analyze the development strategy formula that should be done by micro enterprises in accelerating the development of Palu city. This was a qualitative and quantitative research (mix methods) with 20 informants consisting of 16 businessmen in Palu, 4 employees of Cooperative Department and Micro Enterprises of Palu. Data analysis used was interactive approach and SWOT analysis. The research findings reveal that strategy form used recently for micro enterprises development in accelerating development of Palu is combination of strengths-opportunities strategies by optimizing strengths through the use of opportunities with action plan strategies as follows: (1) ease of capital access for bussiness scale development; (2) ease of access to capital for increasing market access; (3) the development of human resources to have access to new markets; (4) the development of human resources to have the potential to develop exports; (5) promotion development in order to improve market access; (6) development of business networks to protect businesses from certain types of business; (7) marketing development in order to access new markets; (8) development of partnerships to protect the business of certain types of businesses; and (9) improving access to technology throught the assistance of facilities and infrastructure development
