ANALISIS DISIPLIN KERJA APARATUR SIPIL NEGARA PADA BAGIAN HUKUM DAN ORGANISASI SEKRETARIAT DAERAH KABUPATEN SIGI
This study aims to Analyze Work Discipline of State Civil Apparatus In the Legal and Organizational Section of the Regional Secretariat of Sigi Regency. This study uses the Work Discipline theory proposed by Soejono (1997: 67), as an indicator of the discipline of work as well as factors that affect the Work Discipline, including: 1) Timeliness, 2) Using office equipment well, 3) High responsibility, And 4) Obedience to office rules. Research This research is qualitative descriptive research. Informant of the study was determined using Purposive Techniques researcher as much as 6 people. Data analysis in this research is done by stages: 1) Preparation of unit or data editing, 2) Categorization or data grouping, 3) Interpretation or interpretation of data meaning, and 4) Drawing conclusions and research suggestions. The results showed that the Civil State Apparatus Work Discipline in Legal and Organizational Section of Regional Secretariat of Sigi Regency has not run well. This is because of 4 (Four) aspects used to measure the discipline of work are: 1) Timeliness, 2) Using office equipment well, 3) High responsibility, and 4) Obedience to office rules. There are still two aspects that have not gone well, namely aspects of Timeliness and Aspects of Obedience to the rules of the Office. While the other two aspects are running well is the aspect of Using Office Equipment with Good, and Responsibility aspect High
IMPLEMENTASI PROGRAM KESERASIAN SOSIAL BERBASIS MASYARAKAT DI KOTA PALU
The purpose of this research was to find out and explain the inhibiting factors toward the community-based social order program in Palu city. It was investigated by using the policy implementation model by Donald S.Van Metter and Carls E. Van Horn Particulary on the aspect of standard and target, resources, the organizational characteristics of the executors, the attitudes of the executors, the communication within the relevant organizations, and the social, economic, and politic environment. This is a qualitative research in which there were 7 informants taken purposively. The research shows that the community-based social order program in Pengawu and Duyu, palu city, has not been implemented optimally due to the facts that: 1) the standard and target did not run well, 2) the human resources and funding in the implementation of this policy were limited, 3) there was no much support from the community faced by the executors from the man power and social office and the local KSBM forums, 4) the participation of most community members was low, 5) the communication for extending this program was ineffective, 6) the social, economic, and politic environment has affected the implementation of this program and also influenced the cooperation from the community members because there was no incentives in the extension program
PENGARUH MOTIVASI, PENGALAMAN KERJA SERTA STRES KERJA TERHADAP PRODUKTIVITAS KARYAWAN PT. PLN CABANG PALU
The research aims to investigate: 1) the influence of motivation, work experience, and stress on employees’ productivity in PT. PLN Palu; 2) the influence of motivation on employees’ productivity in PT. PLN Palu; 3) the influence of work experience on employees’ productivity in PT. PLN Palu; 4) the influence of stress experience on employees’ productivity in PT. PLN Palu. This research is descriptive causal that involves 68 samples that were selected trough census sample method. The result of multiple linear regressions indicate that: 1) motivation, work experience, and stress simultaneously have positive and significant effects on employees produktivity in PT. PLN Palu; 2) motivation positively and significantly affects employees productivity in PT. PLN Palu; 3) work experience positively and significantly affects employees productivity in PT. PLN Palu. 4) sress negatively and significantly affects employees productivity in PT. PLN Palu
PENGARUH IMPELENTASI KEBIJAKAN SERTIFIKASI GURU TERHADAP KINERJA GURU SMA DI KABUPATEN DONGGALA
This study aims to identify and analyze; (1) the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala; (2) the effect of policy implementation of teacher certification partially on the performance of a high school teacher in Kabupatenh Donggala. The theory used in the variable policy implementation certification (X) is the theory of George Edward III who explains that there are four (4) dimensions in policies teacher certification, these dimensions are (1) communication, (2) resources, (3) disposition, and (4) a bureaucratic structure. While the variable performance of teachers (Y) using the theory of TR Mitchell stating that there are five (5) dimensions to measure teacher performance, namely (1) the quality of work, (2) timeliness, (3) initiatives, (4) ability and (5) communication. Data were analyzed using multiple linear regression. The results showed; (1) the magnitude of the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala simultaneously (together) is determined by the communication, resources, disposition and bureaucratic structure. Great influence policy implementation certification of teachers on teacher performance is 63.2% with the level of relations between the implement teacher certification policies with teacher performance is "strong" means that if the policy increases, aka meningkatkankinerja teacher; (2) the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala is partially determined by the communication, resources, disposition and bureaucratic structure. The results of statistical analysis showed that description; (1) the policy variable dimensions disposition teacher certification obtained the highest cumulative percentage, while the dimensions of the bureaucratic structure obtain the lowest cumulative percentage; (2) on teacher performance variable dimensions of quality of work obtaining the highest cumulative percentage, while the dimensions of timeliness obtain the lowest cumulative percentage
PENGARUH KUALITAS SISTEM INFORMASI MANAJEMEN DAERAH (SIMDA) KEUANGAN TERHADAP KEPUASAN PENGGUNA (SURVEI PADA SKPD KABUPATEN DONGGALA)
The study provides empirical evidence of the influence of the quality of local financial management information system on user satisfactions in donggala regency. Sampling method is survey and data collecting method includes observation, interview, library study and questionnaire. Respondents involve SIMDA financial officers in all governmental working units in Donggala Regency. Method of analysis is multiple regression analysis. The findings show that system and information qualities simultaneously have positive and significant influence of user satisfactions of local financial management information system in Donggala Regency; system quality partially has positive and significant influence on users satisfactions of local financial management information system in Donggala Regency; information quality partially has positive and significant influence on users satisfactions of local financial management information system in Donggala Regency
PENGARUH PEMAHAMAN STANDAR AKUNTANSI PEMERINTAHAN, TINGKAT PENDIDIKAN, MASA KERJA DAN PELATIHAN TERHADAP KUALITAS LAPORAN KEUANGAN (Studi pada Satker Kanwil Kementerian Agama Propinsi Sulawesi Tengah)
This purpose of this study is to analyze the influence of understanding on government accounting standards, level education, employment, and training on the quality of financial statements. This study is located in the regional office of The Ministry of Religious Affairs of Centarl Sulawesi. Research Instrument is questionnaire. Sample consists of 32 administrators of budget and financial statement. Hypotheses were tested with multiple linear regression analysis with program SPSS 16.0 for Windows.The result shows that: 1) the understanding of government accounting standards have positif and significant influence on financial statements quality, 2) education level have positif and significant influence on financial statements quality, 3)employment t have positif and significant influence on financial statements quality, 4) training have positif and significant influence on financial statements quality. This result confirm that the understanding on government accounting standards, level of education, employment and training on the quality of financial statements
PENGARUH MOTIVASI, KEPUASAN KERJA DAN PENGEMBANGAN SUMBER DAYA MANUSIA TERHADAP KINERJA PEGAWAI PADA BADAN PENGELOLAAN KEUANGAN DAN ASET DAERAH KABUPATEN TOJO UNA-UNA
The aims of the study are: 1) to determine and analyze simultaneous influence and partial of motivation, work satisfaction, and HR development on officials’ performance The Agency of Financial Administration and Local Asset of Tojo Una-Una. Type of research is descriptive causal with multiple linear regressions analysis and census sampling technique. Demographic respondents show that 56.8% of 44 officials in this agency is women, 50% of them aged between 20-30, 63.6% hold bachelor degree, and the maximum length of work between 1-5 years. Variable with highest mean of 4.41 is X3 (HR development), while mean of performance is 4.50. The result of multiple linear regressions analysis finds that Fvalue of 7.428 with sig. value of 0.000 on confidence level (α = 0,05). This means that motivation, work satisfaction, and HR development simultaneously have positively and significantly on officials’ performance in The Agency of Financial Administration and Local Asset of Tojo Una-Una. Partially, motivation and work satisfaction have postive and significant influence, while HR development has insignificant influence on officials’ performance in The Agency of Financial Administration and Local Asset of Tojo Una-Una
PENGARUH KARAKTERISTIK BUDAYA DAN KOMPETENSI TERHADAP KINERJA PEGAWAI PADA SAMSAT KOTA PALU
Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh simultan dan parsial dari karakteristik budaya dan kompetensi terhadap kinerja karyawan pada Samsat Palu. Penelitian ini melibatkan 70 orang karyawan sebagai responden. Metode analisis yang digunakan adalah pendekatan deskriptif dengan menggunakan analisis regresi berganda. Hasil penelitian menunjukkan bahwa : variabel karakteristik budaya dan kompetensi secara simultan dan parsial berpengaruh signifikan terhadap kinerja karyawan pada Samsat Palu.
PENGELOLAAN BARANG INVENTARIS PEMERINTAH DAERAH DI SEKRETARIAT DAERAH KABUPATEN POSO
This study aims to identify and analyze the management of inventory Blood Governments in Poso regency Regional Secretariat, referring to the opinion of Peter and Yenny (2001: 21) that, management is a process that includes planning, regulation and control as well as maintenance. This research is descriptive qualitative, based on data collected through interviews and observation and documentation, it was concluded that, management of inventory in Poso regency Regional Secretariat, has not met the aspects of planning, regulation and control and good maintenance. The tendency of every unit within the Secretariat Poso regency, in planning for the needs of inventory items adapted to the available budget, and not because of an urgent need. There are no regulations on management of inventory in the form of technical guidelines stipulated by local laws or regulations Regent. Dalamrangka control inventory management has not been effective even when applied to the way any room units make room inventory card attached to a particular place which is easily seen. Maintenance of inventory items belonging to the region is still based on Regulation of the Minister of Home Affairs No. 17 of 2007, due to the lack of regulation of Regent and Regent Decision on guidelines for the technical management of inventory belonging to the area. Still there are some forces in the work unit environment of the Regional Secretariat who do not know their obligation to report property maintenance area
IMPLEMENTASI PROGRAM KESEJAHTERAAN SOSIAL ANAK TERLANTAR (PKSA) DI DINAS SOSIAL KOTA PALU
This study aims to describe the implementation ofsocialwelfare program of children, especially negleted childredin Social offices of Palu Cityand to determineobstaclesfound in the implementation of this program. The research method used is qualitative. Informants were selected by purposive sampling and acquired as many as nine people. The results of the study have shown thatfrom 4 (four) variables studied on the theory ofpolicy implementation George Edward III, the all has not worked as that was expected between the facts and the theory.It could be showed: First, variable of communication, there were still familiesuninformed about the PKSA especially aboutnegleted childredso that the lack of understanding about the program targetin process of implementingPKSA program for negleted children. Second, the variable of resources, it was not running optimally becausethe terms of the financing are still not motivated entirely by the existing policy. Third, variable of disposition, it was not running wellbecause there were still parties not being honest, especially for fund donation for negleted childred. Fourth, variable ofbureaucracy structure, it was not running properly because the Social Offices of Palu Citywas less involving other parties both outside and inside of the bureaucracy and also lack ofmentorsof the programincompatible with their main tasks and functionsas a mentorof children.
