    This study aims to determine the description of village funds on infrastructure spending, village funds for non-infrastructure spending, and local government spending in the education, health, empowerment of rural communities, capital expenditures, and their impact on poverty in Central Sulawesi. The background of this research is to see the contribution of village funds to poverty reduction according to the mandate of Law Number 6 of 2014. In addition, there is a literature gap regarding the effect of local government spending on education, health, empowerment of rural communities, and capital spending on poverty. There are no effect, a positive effect, and a negative effect.  The data used in this study came from raw data on Village Fund Realization from KPW VI, raw data for K-2 District / City Government Finance and other BPS publications. The time period analyzed was from 2015 to 2019. The unit of analysis used was 12 districts in Central Sulawesi. The findings show that village funds have changed the face of the village. Village funds have produced many infrastructure in the villages throughout 2015 to 2019, but based on the results of panel data regression analysis with the best model, the Random Effect Model (REM) shows that village funds both infrastructure and non-infrastructure spending have not been able to affect poverty levels, as well as local government spending on the education sector and regional government capital expenditures also have no effect on poverty levels. Meanwhile, local government spending in the health sector and the empowerment sector for rural communities has a negative effect on poverty levels

    This research aims to find out the channels, margins, and efficiency of marketing. Baolan Subdistrict was chosen purposively because this area has the highest harvested area and production in Tolitoli District. The research sample was52 farmers and 4 traders consisting of two village traders, one Subdistrict traders, and one District trader.The analysis model used is the channel, margin, andefficiency of marketing. The results of the research show that there are three clove marketing channels in Baolan Subdistrict, Tolitoli District.The total marketing margin obtained on channel three is IDR. 4.903, while the total margin on channel one is IDR. 4.865 and the total margin on channel two are IDR. 4.353. The efficiency of clove marketing obtained on three marketing channelsis less than 0.01 percent, and the efficiencymarketing channel is channel three

    This research aims tp determine the direct influence of Employee Spending, Capital Spending, Goods and Services Spending, Grant Spending, and Social Assistance Spending on Economic Growth and Community Welfare and the indirect effect of Employee Spending, Capital Spending, Spending on Goods and Services, Grant Spending, and Social Assistance Spending for Community Welfare through Economic Growth. The analytical method used in this research is Partial Least Square (PLS). The results of the study found that: Direct Influence (1) Employee Spending, Capital Spending have a significant effect on economic growth while Spending on Goods and Services, Grant Spending and Social Assistance Spending don’t have a significant effect on Economic Growth; 2) Employee Spending, Grant Spending and Social Assistance Spending have a significant effect on the walfare of the community while Capital Spending and Spending on Goods and Services don’t have a significant effect on community Welfare; Indirect Influence: Employee Spending, Capital Spending, Goods and Services Spending, Grant Spending, and Social Assistance Spending have a significant effect on Community Welfare through Economic Growth. Regional Government needs to position Regional Spending in produvtive activities and on target as well as the need for budget efficiency from official travel funds that can be diverted for capital spending

    As a policy, Palu City Regulation No.6 of 2012 concerning Control of Livestock is a political product that departs from the aspirations of the community regarding the problem of livestock roaming which is almost out of control, resulting in various kinds of losses in the community such as traffic accidents, livestock dung in the streets and environmental aesthetic disorders. With the existence of the Perda, it is expected to be able to curb and provide security for all communities and the environment of the City of Palu. The purpose of this study is to measure the success of policy enforcement related to the control of livestock in the city of Palu. The foundation of model theory is Evaluation by William N Dunn (2009: 537) with indicators of effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The method of this research is descriptive with the type of qualitative research that seeks to explain something that is targeted in detail or in depth, as well as collecting data and materials through observation, document review, and interviews with a total of 7 (seven) informants. Data analysis techniques use Interactive models Miles, Huberman and Saldana (2014). Based on the results of the study, the implementation of the policing policy for livestock in Palu City, which was evaluated through indicators of effectiveness, efficiency, adequacy, responsiveness, and accuracy, had not been carried out optimally, except that the alignment indicators had gone well. This is due to the lack of firmness from the implementor as well as the lack of public awareness in enforcing local regulations concerning the control of livestock, so that until now the problems related to livestock roaming in Palu City have not yet been resolved

    LINGKUNGAN SOSIAL SEBAGAI SUMBER BELAJAR MATA PELAJARAN IPS DI MTSN 2 TOLITOLI

    Artikel ini bertujuan menganalisis lingkungan sosial sebagai sumber belajar IPS, faktor yang mendukung lingkungan sosial sebagai sumber belajar dan hambatan lingkungan sosial sebagai sumber belajar. Lingkungan social adalah segala sesuatu yang terdapat di sekitar kita yang dapat memberikan pengaruh. Jenis penelitian artikel ini adalah deskripsi kualitatif. Instriumen penelitian menggunakan kuesioner dan angket wawancara. Jumlah sampel sebanyak 22 orang peserta didik, 1 orang guru IPS dan 1 orang kepala sekolah di MTsN 2 Tolitoli. Pembahasan artikel hasil penelitian ini menunjukkan bahwa (1) Peserta didik di MTsN 2 Tolitoli melakukan pembelajaran IPS dengan mengunjungi kantor kelurahan dan Guru IPS memberikan contoh terkait kependudukan, interaksi sosial pada pembelajaran IPS tidak hanya berlangsung di dalam kelas melainkan di luar kelas, Peserta didik melakukan kunjungan pameran dan terdapatnya lembaga sosial saat kunjungan di pameran tersebut. Selain itu Peserta didik diajak melihat langsung kegiatan ekonomi yang terjadi dengan melakukan kunjungan kepasar selain itu juga melakukan kunjungan ke situs cagar budaya dan melakukan kegiaatan sosial bersama warga serta mengembangkan isu lokal terkait perlindungan dan pengelolaan lingkungan; (2) faktor pendukung pembelajaran di lingkungan sosial diantaranya lingkungan yang kondusif dan lokasi mudah untuk dijangkau dan pembelajaran lebih konkret, dan (3) Faktor yang menghambat proses pembejaran IPS di lingkungan sosial diantaranya alat transportasi, cuaca dan kondisi lingkungan tempat dilakukan pembelajaran

    The countermeasures carried out by the Indonesian National Police in this study focused on the task of the Central Sulawesi Regional Police Narcotics Investigation Directorate specifically dealing with the problem of drug abuse, which requires further steps in the process of combating drug abuse based on an implementation of public policy. The results showed. Communication is very influential on policy implementers, based on the communication variables of transmission, clarity, consistency, it can be described the communication has been running well, in supporting the implementation of drug abuse prevention policy at the Directorate of Police Drugs Detention Central Sulawesi. Resources owned by policy implementers that are adequate staff, authority, budget that supports the fulfillment of facilities and infrastructure in the category has not been adequate. Disposition. There are several programs that have been conducted by observations and interviews indicating that the disposition has worked as it should, because the character of the policy implementer who is one of the keys to success in a policy has been in good category. Bureaucratic Structure implemented in the implementation of drug abuse prevention policy at the Directorate of Narcotics Drugs Police of Central Sulawesi has been running well because it has been supported such as SOP and Fragmentation

    The problem in this study is whether there is a relationship between the problem-basic-learning model and direct instruction on student learning motivation. This study aims to determine the relationship between the problem-basic-learning model of student learning motivation, the relationship between the direct instruction model and the student learning motivation, and the relationship between the problem-basic-learning model and direct instruction towards the students' learning motivation in history subjects in class X MAN 2, Palu city. This research is a descriptive quantitative research. The population of this research is 250 students. Sampling was done by random sampling. The data collection technique used a questionnaire and documentation. The data analysis technique used was correlation analysis. The results showed that there was a strong relationship between the problem-basic-learning model of learning motivation with a sig value of 0.002, the relationship between direct instruction models and learning motivation also showed a strong relationship with a sig value of 0.048, while the relationship between problem-basic learning models. -learning and direct instruction on history learning motivation obtained a strong relationship with a value of 0.7484

    This article problem: 1). What is the form of community struggle to build Pasangkayu into a Regency? 2). How is the social condition of the community after the formation of Pasangkayu district? 3) How is the development of the community after changing the name of North Mamuju to Pasangkayu district? The objectives of this article are: 1). Describe the form of community struggle in building Pasangkayu into a district and 2). Describe the condition of the community after the formation of Pasangkayu district and 3). Describes the development of society after changing the name of North Mamuju district to Pasangkayu. This research method uses historical research methods, namely 1. Heuristics (data collection). 2. Source criticism is divided into two types, namely external and internal criticism. 3. Interpretation (data analysis) of various information that has been obtained from various sources. 4. Historiography is intended to write historical events in the form of scientific works by using language and descriptive explanations. The results showed that the formation of North Mamuju Regency was based on factors of natural resources and the inability of the community to see the services of Mamuju Regional Government which were favoritism in nature. Finally, a movement initiated by the people of Sarudu Village was carried out, so a forum called KAPKP (Action Committee for the Establishment of Pasangkayu District) was formed to fight for these ideals. The climax of the struggle, on July 4, 2002, was declared its division with North Luwu district

    Tujuan Penelitian ini adalah untuk mengetahui dan menganalisis Implementasi Kebijakan Program Larasita di Kota Palu.  Jenis Penelitian ini adalah penelitian kualitatif dengan  informan yang dipilih sebanyak enam orang. Pengumpulan data menggunakan teknik pengamatan, wawancara dan dokumentasi. Teknik analisis data yang digunakan yaitu (1) Pengumpulan data (2) Reduksi Data (3) Penyajian Data (4) Verifikasi (5) Kesimpulan. Teori yang digunakan dalam peneletian ini yaitu teori Van meter dan Van  Horn dalam  (Subarsono, 2005), yang mengukur kinerja implementasi kebijakan dengan fariabel: (1) Standar dan Sasaran (2) Sumber Daya (3) Komunikasi (4) Kondisi sosial, ekonomi dan politik (5) Disposisi.  Berdasarkan hasil penelitian dan analisis yang dilakukan peneliti maka disimpulkan bahwa  implementasi kebijakan Program Larasita belum berjalan dengan baik, yang diuraikan sebagai berikut: Implementasi kebijakan Program Larasita di Kota Palu dilihat dari faktor: (1) faktor standar dan sasaran kebijakan  belum berjalan dengan baik  (2) faktor Sumber Daya  belum berjalan dengan baik hal ini terlihat dari sarana dan prasarana belum memadai serta jumlah pegawai yang masih kurang pada Kantor Pertanahan Kota Palu. (3) faktor kamunikasi,  karakteristik, kondisi sosial ekonomi dan politik serta faktor disposisi belum berjalan dengan baik,  hal ini terlihat dari  fasilitas yang disediakan belum memadai serta  didukung hasil wawancara dengan informan yang dilakukan di lokasi penelitian

    ANALISIS DAMPAK SOSIAL EKONOMI PASCA BENCANA DI DESA SIBALAYA UTARA KECAMATAN TANAMBULAVA KABUPATEN SIGI

    This research is based on the major events that befell the people of Palu, Donggala, Sigi and Parigi Mautong, hereinafter referred to as (PADAGIMO), especially the people in North Sibalaya Village, Tanambulava Sub-District, Sigi District, namely an earthquake and liquefaction with a magnitude of 7.4 SR on September 28 2018 which paralyzed the social and economic conditions of the people of North Sibalaya Village. Therefore, this research aims at describing the social and economic conditions of the community and examining what strategies can be done to restore the social and economic conditions of the community after the earthquake and liquefaction disaster in North Sibalaya Village. The research method used qualitative research. Qualitative research used to describe the socio-economic conditions of society with words, supported by documentation. Through this data, the actual condition in the field was described. In collecting the data, this research used document analysis because the data collection method were in the form of interviews and documentation, either to understand the contents in substance or to explain the deeper meaning of these documents. The results show that after the earthquake and liquefaction in North Sibalaya Village, an impact on the social and economic conditions of the community happened. The social impact caused by the disaster, namely, health facilities and services decrease slightly due to the disaster, the education of school-age children is hampered due to the absence of teaching and learning processes at schools and the condition of damaged and missing community houses. Meanwhile, from the economic point of view, it can be seen that after the earthquake, the economy is totally paralyzed, because the loss of livelihoods resulted in a decrease and even loss of community income, due to the absence of a running production process. Related to the socio-economic recovery strategy after the earthquake disaster and liquefaction in North Sibalaya Village, Tanambulava Sub-District, Sigi District, it can be done in the following ways, namely, providing post-disaster assistance, developing Human Resources (HR) both in social and economy conditions, capacity building in capital, and development of people's economic institutions
