    The mission to develop human capital capable of making a positive impact on national progress is firmly linked to higher education. Universally considered a focal element that is greatly influenced by globalisation, international competition and the rapid evolution of information and communication technology, higher education is especially crucial in Asia, where creating access for people to obtain university degrees is often mired by limited resources and facilities, especially in less developed settings. However, alternative approaches to higher education, such as that offered by open and distance learning (ODL), are now recognised as a means for a more accessible, affordable and flexible pathway towards better opportunities for university degrees and ultimately, for boosting human capital and the economy. Asia has proven true to its robust and dynamic reputation; a region that is home to some of the world’s oldest open universities, many of which were established to provide learning opportunities to working adults. Today, the Asian ODL environment continues to evolve and the ODL approach is well accepted across the region. By meeting workforce-related educational needs, these developments clearly indicate ODL’s potential to contribute to human capital development and national progress. This paper will briefly review the current ODL scene in Asia and discuss how open universities can further contribute to human capital development. This paper will also explore several key issues related to ODL and economic progress, such as lifelong learning and international collaboration, and how these will be an imperative for Asian countries to move forward in a competitive and borderless world

    Delay factors in green building development projects in Malaysia : a phenomenological study

    The purpose of this phenomenological qualitative study was to identify the primary causes of delays in green building construction project in Malaysia that employ the GBI rating system as perceived by the green building consultants that were involved in the project. There are three objectives to this study they are: • To identify the major differences in green building construction process compared to traditional buildings. • To identify if these differences introduces delays that are not present in traditional building construction • To propose possible methods to overcome the delays introduced by the difference in construction process if such delays are present. The participants of the study are the personnel of Green Energy Design Studio Sdn Bhd. There are three consultants managing various projects with working experience ranging from one to five years. A semi-structured interview was conducted with each of the participant individually as part of the data collection process. The interview was then transcribed and phenomenological analysis was conducted to identify the significant statements that provides insight to addressing the research objectives. From the interviews, the participants clarified the green building constructions process and it was found that this process is similar to those of traditional buildings. However, there are new elements introduced to meet the additional requirements for green building certification. These new elements occur in paralles to the existing process and do not present a major stumbling block to the project scheduel. The analysis of the data then provided three themes for delay factors. They are commercial, knowledge and people. Each of these theme have various factors associated with it and each of the factors is explained and discussed in detail. For the mitigating factors, three themes also emerged from the data. They are commercial, knowledge and communications. Again the various factors associated with each theme is discussed in detail.     A study on consumers' attitude towards online shopping on Penang famous fruits pickles - FASS Final Project (Psychology).

    Online shopping is no doubt the future trend. Online shopping on sectors such as fashion and accessories, electronic/electrical goods and books are growing in Malaysia. Many researches claimed that online shopping is still at the early stage of development in Malaysia and the potential for growth is inevitable. However, little is known about the acceptance of online shopping on localized products such as Penang famous fruit pickles and the factors which influence consumers’ attitudes purchasing it online. The purpose of this study is to identify the potential of online sales on Penang fruit pickles by investigating consumers’ attitudes towards purchasing Penang fruit pickles through online shopping as an alternative to visiting the physical shop. It also investigated the influence of factors (demographic profile, previous online shopping experience, perceived benefits, consumers’ lifestyles, and perceived merchants’ trustworthiness) towards attitude. In total 55 valid responses were gathered through self-administered questionnaire survey. The survey questionnaire consists of a total of 34 questions. The first 2 questions are for screening purpose to ensure only those who have either bought fruit pickles at any retail store before or at least like fruit pickles to take part in the survey. Pearson‘s Correlation and 1-way ANOVA were used to test hypotheses and determine the significance and degree of relationship between dependent and independent variables. The results and findings show that consumers exhibited positive intention to make an online purchase in future and attitude is positively and strongly correlated with behavioral intention. The study also concluded the perceived benefits of online shopping, perceived merchant’s trustworthiness, consumers’ lifestyle and consumers’ prior e-commerce experience have direct influence on attitude. On the contrary, demographic profile, online shopping frequency and duration of daily internet usage found to have no impact on attitude. The research model applying Theory of Reasoned Action (TRA) can effectively be used to achieve the primary purpose of this study. Finally, future researches are suggested to improve the generalisability by selecting truly randomized and a larger sample size. The research should be conducted by inviting participants to take part in the survey through the actual website. The website should have been improvised with features that consumers prefer such as ease of transaction, security and trustworthiness. (Abstract by author

    An approach for the effective management of the Malaysian event industry

    Consist of Chapter 1 only. Events are one of the most challenging and rapidly growing segments of tourism industries worldwide. In Malaysia, the Event Industry is an emerging field under the Tourism sector. The Economic Transformation Program has single out the event industry as one of the Entry Point Project under the Tourism National Key Economic Areas. Accordingly, this exploratory research focused on the Research Problem: ‘What is the approach for the effective management of the Malaysian Event Industry?’ Literature survey revealed gaps in the existing body of knowledge and these permitted the crafting of three research propositions for testing through a mixed methodology involving both qualitative and quantitative approach with the former being dominant. The primary data was collected from a focus group meeting and a structured questionnaire survey. The key findings are that the Government place high priority and support the growth of the event industry as one of the economic drivers. Event Tourisms is a rapid growing form of tourism phenomenon and the business events nature and characteristic is signify by its yields in terms of tourists’ arrival and receipts, number of participants/ spectators, media coverage and its economic impact to the venue, organization and the country. Management functions of planning, organizing, leading and controlling, the external environmental factors (PESTEL) as well as internal organizational factors influence and impact on events success. Due to rapid environmental changes, innovation is important for the effective management of event industry’s growth and competitiveness.(Abstract by author

    Kajian terhadap faktor kemurungan bagi pelajar darjah empat, darjah lima dan darjah enam di tiga buah sekolah agama di daerah Johor Bahru, Johor Darul Ta'zim, Malaysia - FASS Final Project (BIS)

    Kemurungan merupakan salah satu gangguan mental atau yang boleh dihidapi oleh sesiapa sahaja tanpa mengira jantina, usia, latar belakang hidup , status ekonomi , ras dan taraf pendidikan. Kemurungan juga kerap terjadi dalam kalangan pelajar sama ada di peringkat rendah, menengah mahupun universiti. Kemurungan dapat dikesan melalui tingkah laku pelajar seperti keresahan, tekanan dan stress. Faktor-faktor yang mempengaruhi kemurungan dalam kalangan pelajar sekolah agama kerajaan Johor ialah masalah halangan komunikasi, masalah interaksi sosial yang berkaitan dengan pergaulan rakan sebaya, masalah pencapaian prestasi akademik, kejutan budaya persekitaran, , masalah keluarga dan peribadi. Kajian ini akan dijalankan ke atas pelajar di tiga sekolah agama Kerajaan Johor Darul Ta’zim Malaysia di Johor Bahru iaitu Sekolah Agama Dato’ Onn Jaafar, Sekolah Agama Bandar Baru Uda dan Sekolah Agama FRU 2 (Federal Reserve Unit 2). Kajian ini akan menggunakan persampelan bertujuan (Purposive sampling) merujuk kepada prosedur persampelan yang mana sekumpulan subjek yang mempunyai ciri-ciri tertentu dipilih sebagai responden kajian. Seramai 254 pelajar digunakan sebagai sampel kajian. Penyelidik juga akan menggunakan Inventori Kemurungan Beck dan soal selidik yang mengandungi 3 bahagian iaitu Bahagian A: Latar belakang pelajar kemurungan. Bahagian B: Faktor-faktor dan jenis salah laku yang dilakukan pelajar kemurungan dan Bahagian C: Persepsi pelajar terhadap pendekatan kaunseling bagi menangani masalah kemurungan. Data akan dianalisis menggunakan Perisian SPSS versi 16.0. Hasil kajian ini diharapkan dapat memberikan jalan penyelesaian bagaimana masalah kemurungan dapat di atasi melalui kearah mendekatkan diri dengan agama dan keimanan. (Abstract by author

    “Utilising ODL Technology in Case Based Teaching and Learning – Empowering Learners in OUM’s BBPS 4103”

    Case studies have long been used in renowned business schools such as Harvard Business School in the United States and Curtin Business School in Australia as a tool to develop students’ critical thinking and analytical skills. The success of using case studies in capstone courses that cover a multitude of subjects have been well enumerated especially in the area of Strategic Management. However, most of these successes have been in conventional classrooms where discussions take place and students present their ideas and views in front of their peers. The Faculty of Business and Management, Open University Malaysia has taken this a step further by offering their BBPS4103 Strategic Management course fully-online where the teaching and learning is all done via videos and forums, supported with other learning materials, but with no face-to-face contact at all. This paper will present an overview of the project and how it has transformed the learning environment for our learners and resulted in a higher level of engagement. Learners are empowered to learn by themselves and can take learning a step further by being able to apply their critical thinking skills and theoretical concepts to a real-life case. Learning is done at their own pace through the use of on-line videos and a learner-centred forum. A comparison of the assessment results achieved by learners in the previous blended mode of learning and the new fully on-line mode is presented, along with an analysis of how the project has saved costs for the university. The paper concludes with recommended strategies for future improvements in utilizing ODL in case based teaching and learning. (Abstract by authors

    Proposal of a Conceptual Framework for an efficient and effective Test Management System

    A test management system is programmed to store and manage test items as well as to automate the generation of tests for the purpose of assessments. An item bank is a repository of test items with associated data, and it is the core component of a test management system. From administrative point of view, the primary focus in the design of a test management system is system efficiency, both in terms of effort and cost. Educators however are more concerned with the validity and reliability of tests in measuring students’ performance. Thus, the design and development of a quality item banking system should take both views into consideration. Other issues in the item banking design include test objectivity, appropriateness of item distribution, fairness and practicality. In this paper, the author identifies the essential elements required of an effective and efficient item banking system. Some of the important factors to be considered in designing the system include: the application of Bloom’s Taxonomy in item categorization, the role of test specification table in item selection, the capability of the system in filtering poor quality items for review and enhancement. Based on the analysis, a conceptual framework for the design of the item banking system is proposed. The system aims towards minimizing the manual process of the test paper preparation whilst ensuring the quality of the test paper generated.
