Analisis Kebijakan Peraturan Bupati Jember Nomor 2 Tahun 2014 tentang Pencegahan dan Penanggulangan HIV/AIDS di Kabupaten Jember
 54 The report of people living with HIV/AIDS (PLWHA) in Jember district since 2004 until 2014 always increase every year. According to reports from Jember District Health Office ( 2015 ), until August 2015, cases of PLHA has reached 2,048 . It represents the third highest case in East Java after Surabaya and Malang . Referring to the high incidence of HIV/AIDS in Jember , the prevention and control of HIV/AIDS should have a strong legal policy. Thus the policy of the Regent of Jember Number 2 in 2014 on the Prevention and Control of HIV / AIDS in Jember was very strategic in engaging all elements in the government (SKPD) related as well as on the participation of the entire community as well as at the level of district, and rural and urban districts. This study aimed to analyze the policy of the Regent of Jember Number 2 in 2014 on the Prevention and Control of HI V/AIDS in Jember . This research is descriptive analytic with logical thinking approach to policy analysis , using the theory of Triangle Policy Analysis by Buse et al (2005 ) which includes : conteks , content , process and actors . Research was conducted on January until March 2016. The data obtained will be analyzed and linked to theories and concepts within the scope of health policy. The results showed that in terms of conteks included in situational factors or 'focusing event' is the discovery of HIV / AIDS cases in Jember very high that it becomes one of 78 District/City which received special attention from the NAC. While structural factors, namely the issuance of the East Java Provincial Regulation Number 5 in 2004 on the Prevention and Control of HIV/AIDS in East Java and Jember Regent Regulation which Number 45 on the Main Tasks and Functions Organization Jember district health office. In terms of content mentions that the contents of the policy consists of Chapter I. General Provisions, Chapter 2. Goals, Chapter III. Prevention and Control, Chapter IV. Rights of PLHA, Chapter V. Prohibition, Chapter VI. Institutional and Chapter VII. Closing. In terms of process, the enactment of the East Java Provincial Number 5 in 2004 on the Prevention and Control of HIV / AIDS in East Java, and the The policy of the regent of Jember which number 45 on the Main Tasks and Functions Organization of the Health Department of Jember. The policy of the prevention of HIV/AIDS was not separated from only the advocacy of Department of Health and KPAD of Jember Regency against the local authorities as well as support from the relevant agencies. From the actor, in the personal of the HIV and AIDS PreventionTeam was from the district, sub-district, and villages. That policy of Jember Regent in the regulation which Number 2 in 2014 on the Prevention and Control of HIV / AIDS in Jember Regency was very effective in providing a strong legal policy on a program of prevention and control of HIV and AIDS in Jember
Daya Hambat Ekstrak Daun Tembakau terhadap Pertumbuhan Mikroba Rongga Mulut
Oral cavity diseases can be caused by the oral microbes such as Streptococcus mutans, Porphyromonas gingivalis and Candida albicans. The oral microbes growth can be inhibited by chlorhexidine gluconate mouthwash, but its long term use have adverse effects, therefore it is important to do a further research to find effective antibacterial and antifungal as alternative substance mouthwash. Flavonoid compounds in tobacco leaf have potential as an antibacterial and antifungal. The objective was to analyze the inhibition effect of tobacco leaf extract to the growth of Streptococcus mutans, Porphyromonas Gingivalis and Candida albicans. This research used 20%, 40%, 60%, 80% and 100% ethanol extract of tobaco leaf, 1% DMSO as negative control and 0.2% chlorhexidine gluconate as positive control. Antibacterial and antifungal activities were tested by diffusion disc method with four repetitions. The observation was conducted by measuring the diameter of inhibition zone after incubating for 24 and 48 hours. The largest inhibition zone of Streptococcus mutans growth were producted by ethanol extract of tobacco leaf with 80% concentration, the largest inhibition zone on Porphyromonas gingivalis and Candida albicans growth were produced by ethanol extract of tobaco leaf with 100% concentration. Diameter of inhibition zone ethanol extract of tobacco leaf was equal with the diameter of inhibition zone of 0.2 % chlorhexidine gluconate. The conclusion described that ethanol extract of tobacco leaf can inhibit the growth of Streptococcus mutans, Porphyromonas gingivalis and Candida albicans

Tooth extraction is the most common dental treatment procedure in Indonesia. This is happened due to lack of knowledge and awareness of the effect of tooth extraction. Many patients requested dental extraction for some reason such as do not stand the pain anymore, dental treatment is expensive and long, althought the fact that such cases can still be treated. This condition called irrational extraction. Irrational extraction may cause loss of important componets for bone regeneration such as periodontal ligament stem cells/PDLSC, dental pulp stem cells/DPSC, extracellular matrix/ECM and local growth factor. PDLSC has potential differentiation into osteoblast, fibroblast periodontal ligament, and sementoblast. DPSC induces odontontoblast to form reparative dentin. Local growth factors are important component for hard and soft tissue regeneration. Due to loss of important component for bone regeneration, bone became small, thin, and brittle, which allows bone fracture. The purpose of this review is to explain the effect of irrational extraction on mesenchymal stem cell, periodontal ligament, ECM, and local growth factor. This knowledge is expected to reduce irrational tooth extraction

TINGKAT KESULITAN OPERASI IMPAKSI MOLAR III BAWAH ANTARA POSISI VERTIKAL DIBANDINGKAN POSISI MESIOANGULER
Lower third molar present potential problems when they are misaligned. The angulation of lower third molar impacted in relation to axis of the second molar (vertical, distangular, mesioangular and horizontal etc Winter’s classification) themselves. Aim of study is to compare the difficulty of removal impacted lower third molar vertical angulation vs mesioangular angulation Winter’s classification. Material and Methods: 100 patients with impacted lower third molar were divided into two groups, consisting of 74 patients mesioangular position, and 26 vertical position. Classification all patients were class IIA Pell and Gregory classification, catagory 1 (straight root) Thoma classification, catagory 1 (erupted root) Killey and Kay classification, category 1 (removal of tooth with partial bony impaction) AAOMS classification and mouth opening interincisal (MOI) higher than 35 mm They were removed impacted lower third molar by author with dental nursing and OR nursing. The duration of removal impacted third molar was determined from make flap until the tooth out from socket. Result: Mean of duration of removal impacted lower third molar vertical position was 17.68 minutes, and that mesioangular position was 17.14 minutes. There was not significant difference duration of removal impacted third molar between vertical position and mesioangular position (p> 0.05
SIMULASI KARIES GIGI DENGAN INHIBISI EKSTRAK DAUN SIRIH (Piper betle L.) BERDASAR ANALISA ION KALSIUM
Caries of tooth occurs when there is interaction between four etiology factors, such us : tooth surface, substrat, microorganism, and time. The substrat will fermented by microorganism and produce acidity. This acidity caused some components of tooth released, called demineralization. One of the tooth major component is calcium. One way to prevent demineralization is inhibit the activity of microorganism. One of traditional plant that can be use is Piper betle L. The purpose of the study was to investigate the efficiency of Piper betle L. extract to inhibit calsium ion of tooth release. Twelve maxillary first premolars were divided into three groups. The first group (A) was immersed in synthetic saliva and S. mutans, the second group (B) in synthetic saliva, sucrose and S. mutans, and the third group (C) in synthetic saliva, sucrose, S. mutans and Piper betle L extract, for 24 hours each. To identify the calcium ion oftooth release into the immersion media, each sample was tested by Atomic Absorption Spectrophotometry. The results show that group C has the lowest mean. It was concluded that Piper betle L. is efficient to inhibit the calsium ion of tooth release

Rheumatoid Arthritis is a chronic and systemic inflammatory disease that can destruct joint tissues. The disease progression is associated with elevated levels of interleukin 1ß (IL-1ß) produced by macrophages and dendritic cells. Gamavuton-0 (GVT-0) has been known to have anti-inflammatory effect related to this activity inhibit COX-2, anti-oxidative, and radical scavenger. GVT-0 can modulate the expression of inducible inflammatory cytokines. Administration of GVT-0 significantly suppressed the progression of Rheumatoid Arthritis and inhibited the production of IL-1β. GVT-0 can be developed as a potential therapy for Rheumatoid Arthritis due to the activity inhibits the production of IL-1ß
