Gender dan Pembangunan di Dunia Ketiga
The development process affects women and men differentially. The after effects of colonialism and the peripheral position of Third World countries in the world economy exacerbate the effects of sexual discrimination on women. The penetration of capitalism, leading to the modernization and restructuring of traditional economies often increases the disadvantages suffered by women as the modern sector takes over many of the economic activities, such as food processing and making of clothes, which had long been the means by which women supported themselves and their families. A majority of the new and better paid jobs go to men but the male income is less likely to be spent on the family. The paper discusses the role of women and development, as a strategic issue in most developing countries includes Indonesia and to increase understanding on the importance of gender mainstreaming program being implemented in government policies to increase women bargaining position.Keywords: women, gender, feminism, women in development, gender mainstreaming
Public Private Partnership: Kolaborasi Pemerintah dan Swasta Dalam Pengelolaan Aset Publik di Kota Makassar
This study aims to describe the model of cooperation between the Government of Makassar as the bureaucracy with the private sector within the framework of collaborative governance, and see the effectiveness of such cooperation for the public interest. The study used a qualitative approach, the locus of the two institutions namely Makassar City Government and PT. Tosan Permai as the developer. The focus of research is on the management aspects Karebosi Field. Sources of data obtained from cooperating agencies and also from other stakeholders which are the Land Board, Member of Parliament, and the public of Makassar. Data collected through in-depth interviews, observation, and documentation. Data were analyzed by descriptive qualitative perform data reduction, presentation, interpretation and subsequent inference.The results shows that Makassar City Government handed over the management of public assets to the private sector due to limited resources such as the management of construction and maintenance funds, facilities and personnel. With the cooperation between the private sector collaborative, public asset development can be done quickly and minimize the use of local government budgets. Public asset management right field Karebosi conducted by the Mayor of Makassar with the private sector using the model of contracting out in the form of joint use of the system through the model BGS (Guna Bangun Serah). Within this cooperation mode, each party has the rights and obligations set out in the contract. The results of the collaboration have a positive impact for both sides namely to municipalities to generate revenue (PAD) and no longer burdened with the cost of management and maintenance of land, availability of comfortable public space area and a green area in the city center. Private parties gain the utilization of land and underground around the field as the business district. Public sector innovation in current globalization era is inevitably a global phenomenon. This situation is supported by experiences of countries which try to focus themselves to achieve an innovation-driven economy to serve a better service for their \u27customers\u27 beside to occupy an important position in global rank. Several countries acknowledging innovation as of great importance in achieving competitive advantages. The perfect examples for this are China and India which are considered experiencing a rapid growth-leapfrogging- to become great powers in Asia. This paper has three major purposes. First, it tries to describe the importance of public sector innovation to raise its competitive advantage. Although innovation in public sector is a complex one, but it is not impossible to be attained. Second, to give some public dector innovation since it is applied for more than two decades in the world. Third, to describe some limitations to be confended and anticipated in order to raise the responsiveness of public sector to this global trend.Keywords: public sector, innovatio

Autonomy and fiscal decentralization have an impact to local governments in creating and improving their autonomy to increase their revenue. In many cases, many regional by-laws connected with local tax and local retribution have potential proble to the investment in local territories. Hundreds of regional by-laws have trouble in any way. To deal with this problem, the central government makes a new rule of fiscal autonomy to optimize local revenue. Membawa Keadilan Bagi Identitas-Diri Orang Papua
Bringing justice and peace to the Papuans would not be complete without the attention to any internal or private aspects of the Papuans. Efforts to improve the lives of the people of Papua such as building infrastructure facilities, education, health, security and law enforcement needs to be equiped with an appreciation of the fundamental aspects of the tribes in Papua and their culture. The fundamental aspect is the Papuans identity appreciation. This article intends to conceive how the identity appreciation of the Papuans should occur. Cultural and philosophical approach to the aspects of self-identity shows that the appreciation of the self-identity of the Papuan People is associated with the idea that everyone is existentially equal. We are not equivalent because of the legal aspects of such orders, not because of religious or advise it. Therefore, this paper is divided into three sections: the first section describes the philosophical-cultural approach to self-identity aspects. The second part initiate stigmatic stereotypes and perceptions that build ethnic identity in the archipelago, including the identity of the Papuans. The third discusses the appreciation of self-identity of the Papuans, which becomes a central issue for efforts in building prosperity or bringing justice and peace to the people of West Papua
Regulasi Pengakuan Hukum Negara Atas Tanah Yang Dikuasai/Dimiliki Oleh Masyarakat Hukum Adat: Relevan Bagi Papua
The main purpose of this paper is to explain the particular arrangements and state recognition of customary rights (indigenous peoples\u27 management control righst of the land where they live) in Indonesia. Two issues are addressed, firstly, whether the state recognition of the existence of customary law community is constitutive or merely declarative. Secondly, whether the scope of the recognition of the state covers just about the land or it also includes the natural resources attached to it. To address the above issues, this article explores the right of state to control customary rights on land as mandated in State Constitution 1945 and Basic Agrarian Law No.5/1960. In addition it also describes of how this concept of customary right on land lays foundations for managing natural resources such as gas and oil, forestry, as well as mining. It also connects to the long term goals of the state as mentioned in Law No.17/2007 regarding Long Term National Development Plan 2005-2025 and Law No.26/2007 regarding spatial arrangement plan (Rencana Tata Ruang). Those laws than finally is connected to Law No.2/2012 and Government Regulation No.71/2012 regarding the land acquisition for development activities and public interest, as well as land acquisition for private sector activities in the context of both domestic and foreign investment. Two conclusions are made, firstly, mimicking and imposing of legal system and development ideology from the parent state (NKRI) should be avoided. The challenge is how to bring the state (government of Papua) in charge and how to maintain the legitimacy of the presence of urbanized modern society (urban) in front of indigenous peoples. Secondly, the main problem is not how to develop regulation framework for better recognition of the customary law, but how modern capitalist economy should not harmful to the existing traditional community life

Paper ini diawali dengan identifikasi upaya-upaya pemerintah untuk meniadakan diskriminasi institutional yang ternyata gagal membawa perubahan substantif kemudian penulis mengajukan usulan alternatif untuk menghilangkan ataupun mengkahiri diskriminasi tersebut melalui upaya-upaya pemerintah yaitu perubahan sistemik, perubahan prosedural, perubahan budaya organisasi dan perilaku pegawai negeri sebagai pemberi pelayanan administrasi
Pembangunan Dan Modernisasi: Implikasinya Terhadap Tatanan Ekologi Dan Sosial
The paper starts from an idea that there is a fundamental difference between modernization and development. The former puts to much emphasis on industrialization with the effect that the social and ecological dimension of development is not adequately addressed. A genuine economic development should take into account social problems and ecological conservation. The incorporation of this social dimension into Indonesian economic development has been made more difficult after the economic crisis hit Indonesia in 1997. Therefore, an alternative model of economic development is needed so that the state and market might play their appropriate role in producing economic welfare for the people
Informal Sector and Local Government Revenue : The Contribution of Street Vendors
This paper discusses the contribution of street vendors as the majority group of informal sector to the generation of local government revenue. Based on the desk study of the available literature and research reports on informal sector, this paper analyse how local government should tax informal sector to boost its revenue. In the perspective of legalist school, taxing the informal sector will only increase the informal sector activity, hence formalising the informal sector will not be a recommended policy. Other option to tax the informal sector is by the use of informal sector unions which requried an understanding of citizenship and awareness of their civil rights to establish them. This eventually also beneficial for informal sector as the creation of informal sector unions means the creation of networks and associations which enable them having power vis a vis local government. Decentralization and Community Welfare : Lesson Learnt From Indonesia and The Case of Special Autonomy of Papua
Decentralization refers to a commonly accepted meanings of reversing the concentration of administration at a single center and conferring powers of local government. Therefore, it is regarded as a political phenomenon capturing delegation of power to lower level of government. The main objective of decentralization is to create the most efficient and accountable form of government possible. Three forms of decentralization are recognised, deconsentration, delegation and devolution. The claims of this article, first of all, is to advocate social accounts at explainning the level of community welfare across communities. Having discussed theoretical as well as empirical accounts on the relationship between decentralization policy and community welfare, it is concluded that such relationship is inconclusive and ambigue. The case of Special Autonomy of Papua demonstrate an extreme case of paradoxical decentralization policy aimed to foster welfare for local people in particular the welfare of indigenoeous Papuans.Despite the fact of inclusive results and ambiguity, it also reveals that many studies strongly indicated that dicentralization policy predict improvement of community welfare at least through four mechanism, such as fiscal capacity, administrative capacity, institutional design of policies and the role of local political leadership. Given that all, this article finally comes to five recommendations. Firstly, tohave a closer and serious attention on social accounts that works at mediating any technical organization including decentralization policy. Secondly, to take rigorous measures on local community welfare both objective as well as subjective measures. Thirdly, to articulate the need for rigorous measure on performance of local government using both an official local government performance measurement system such as EKPPD, EDOB and EKPOD as well as an internationally accepted measures such as ISO, CAF and the like. Fourtly, to continue applying community development strategy as well as enforcing greater roles of Civil Society Organizations (CSOs). Finally, to recommend the need for more systematic research agenda and rigorous assesment on both theoretical ground type of research as well as applied policy type of research that employs both quantitative and qualitative approach as well as comparative study and case study in order to make decentralization works for improving welfare across communities.Keywords: decentralization, social accounts, community welfare, stuctural mediation, Papua.
