No full textThis research analyses the influence of empowerment program and employees\u27 behavior to the quality of services on the issuance of trade permit at Board of Industry and Trade of Medan City. This research employs theories from Clutterbuck and Kernaghan (2003), Mar\u27at (1981). Grand theory service quality testing writer by Denhardt and Denhardt (2003). Data are collected through a survey. The data were analyzed by using Path Analysis. The influence the empowerment (X1), to service quality (Y) is 22.3%. The influence of employees\u27 behavior to service quality (Y) is 48.6%.Keywords: empowerment, employees behavior and service quality

No full textThis article discusses the political reform in Indonesia which is less produce desirable changes. The case of local elections in Jambi and Takalar Province showed the form of political patronage in bureaucracy so that politics at the local level does not successfully educate and finalize the consolidation of democracy in Indonesia. This a article claims that the situation is nothing more tha the continuation of what so called political legacy of an earlier era. This immaturity caused by the pull of economic interests that drive the political patronage. As a result, political reform in Indonesia is difficult to fertilize a substantial democracy due to the emerging as poisoned democracy

Good public services must be able to meet the needs of the community that are not convoluted, with a waiting time is relatively quick, and can be beneficial to all parties. It is claimed that poor public services are still becoming the reality of our current society. One of the efforts to encourage the government to improve the quality of public services is by using citizen\u27s charter. It includes an agreement between service providers and service users about the types, procedures, costs, time and manner of service delivery according to service standards that are agreed by all parties involved

Governance Assesment di Provinsi Banten
No full textGovernance assesment in Banten Province has been done to asses what was state, market and civil society as multi stakeholders in governing Banten Province. Governance assesment indicate ten variables, for example government effectiveness, political stability, participation, innovation and trust. Output for this assessment show that Governance Quality Index be in the last five order from 20 province, regency and city in Inodnesia. This condition be exactly the opposite of Human Development Index andP ublic Satisfaction Index that be in fourth position with score for each 66,6 and 25,1. This research shown that there is no linear correlation between Human Development Index and Public Satisfaction Index with Governance Quality Index. One factor of causes is state preference as a public service provider give score more over estimate than other actor of governance, private sector and civil society. Recommendation for the result of this research are increasing public participation in policy process, developing networking organization, public accountability enforcement and also giving incentive for government employee.Kata kunci: good governance, governance assesment, government quality inde

No full textOne of the implementations of good governance can be reflected in the capability of local government in making good regulations. In Public Administration science, such capability is often referred to as good regulatory governance. This means that people as taxpayers deserve quality service from local government, one of them is through local regulation that benefits the people. It is because of this that we need to identify some effectives guidelines that could direct local government in issuing regulations.One of the guidelines is called Regulation Impact Assessment (RIA). RIA is a policy evaluation tool that would systemically assess the positive and negative influence of a particular policy being currently proposed (Asian Development Bank, 2003). No full textSince independence until now, the of public law, especially in the field of Indonesian administrative law, has not been able to serve as reinforcement in community empowerment and things connected with public control over the government. Empirically, it is evident, that the implementation of development activities requires at least five conditions simultaneously engaged in achieving the ultimate goal of equitable public welfare. The respective requirements are the rule of law and human rights; democratic governance, equitable laws, material, and non-material aspects of development, and a more genuine community empowerment.This article tries to necessitate, firstly, that the development activities cannot be carried out by ignoring each other of any such conditions. Secondly, it is a warning the failure to achieve the planned development goals in the result of a partial way of thinking, both at the level of policy formulation as well as its implementation. In addition, to eliminate the adverse impact on the implementation of the general welfare, development must be based on a development policy that is oriented to human development which requires wider participation of a people. That is, the main focus of planning humans in the development, in addition to having ethical arguments. Also has legal dimensions in the level of its implementation
