COLLABORATION MANAGEMENT IN THE FRAMEWORK OF MANAGEMENT OF SITU RAWA GEDE COMMUNITY AND SUSTAINABILITY-BASED IN BEKASI CITY
The results of this study focus on policy issues, guidelines, implementation, and expectations for community based lake utilization in order to sustainable lakes in Bekasi City. This paper seeks to analyze the use of lakes, both in terms of tourism benefits, as well as from water reservoir and flood control efforts through policy analysis. Evaluation of the program used by the researchers is Grindle evaluation model that includes the evaluation component policy formulation, programs implementation, resources allocation and target of outcomes. The evaluation related to Water Resources management policy and guidance as stated in Act no. 11 of 1974 on Irrigation and Lokal Regulation No. 13 Year 2011 on Bekasi City Year 2011 up to 2031. Evaluation of programs related to normalization process activities, security of assets/ maintenance, development of water tourism and flood control. Evaluation of resources allocation related to financing activities. Target Outcomes evaluation is related to policy outcome which includes maintenance of water resource asset and flood control. This analysis tries to approach a strategy to consider: sustainable lake tourism management that benefits all parties, both government and society. The results of the analysis show the need for collaborative management among stakeholders (government, lokal government and lokal communities) in sustainable management of the site. The financing is not only the responsibility of the government but can be pursued through public private parthnership.

MODEL OF ASSESSMENT OF CAPABILITIES OF COMBINATORIAL STUDENTS OF TEACHER SCHOOL TEACHER INITIAL SCHOOL
The ability of combinatorial reasoning is part of the formal operational phase that must be owned by college students, the ability to think of solving problems in a way how to analyze the problem. This study aims to assess the ability of combinatorial reasoning by using test questions as a basic biology concept appraisal tool in graduate Education Primary School Teachers. The research method used is research development with Borg and Gall model, which includes gathering information, planning, developing the initial product, field trials, and field operational trials. The instrument used in this research is a questionnaire. Validation is done by material experts, evaluation experts, and linguists. The subjects of this study are students of Primary School Teacher Education. The study was conducted in three stages of one to one test of 8 students, initial field testing of 15 students, and large group trials of 30 students. Data analysis technique in this research is qualitative data analysis and quantitative data analysis. The result of research based on field trials that have been done and the revision of expert percentage average of the whole aspect of 78.43%. Based on observations from 30 students, it can be concluded that combinatorial reasoning capability includes regulatory aspects, finding solutions, classifying with new ideas and solving problems for students Primary school teacher education in basic biology concepts This indicates that test questions can be a tool of ability assessment combinational reasoning.

THE TRANSFORMATION OF PESANTREN TAHFIDZ AL QUR’AN EDUCATIONAL MANAGEMENT
The research purpose is to describe the transformation of education management which focus is on memorizing Al Qur’an in Jawa Tengah. The research is qualitative of ethnographic approach to observe the Pesantren Yanbu’ul Qur’an Arwaniyyah Kudus in Central Java which had been conducted in 2016.Data were collected by a series of observations, in-depth interviews and document analysis and archival research. The uniqueness and the consistency in memorizing Al Qur’an can be clearly seen from a series of transformation to the learning system such as its curriculum, methods, materials, teachers, media and evaluation system. Institutional development is in accordance with the type of the Pesantren, education level and management cooperation which expectation is to be able to serve students from a wide segmentation. Predominance leadership style relies on the charismatic Kyai as delegated to the Pesantren institutional unit leadership system and professional assistances.ThePesantren able to manage such transformation without sacrificing the character as a traditional pesantren well known for its special culture as an institution in which knowledge of Islam is transmitted and transferred, Islam values and tradition reservation and ulema reproduction.

THE INFLUENCE OF ACADEMIC CULTURE, ORGANIZATIONAL COMMUNICATION CLIMATE, QUALITY OF SERVICE AGAINST CUSTOMER SATISFACTION AT HIGH SCHOOL TRANSPORTATION MANAGEMENT
The purpose of this research is to determine the influence of academic culture, organizational communication climate, and service quality to customer satisfaction at Trisakti High School of Management Transportation Jakarta (STMT Trisakti Jakarta). This research tries to answer the problems that can give influence to customer satisfaction. The research was conducted at Trisakti High School of Management Transportation Jakarta with a population of 1,203 people, and a sample of 177 people all of whom are STMT Trisakti students in thesixth semester. This research uses quantitative approach with path analysis method. Hypotheses in this study show: (1) academic culture has a direct positive effect on customer satisfaction, (2) organizational communication climate has a direct positive effect on customer satisfaction, (3) service quality has positive direct effect on customer satisfaction, (4) academic culture has direct effect Positive to the quality of service, (5) organizational communication climate has a direct positive effect on service quality. Therefore, to improve customer satisfaction of customer satisfaction at STMT Trisakti Jakarta, must improve academic culture, organizational communication climate, and service quality.

THE EFFECT OF TEAM CHRACTERISTICS, ORGANIZATIONAL JUSTICE, AND WORK ETHIC ON TEACHER JOB PERFORMANCE OF STATE PRIMARY SCHOOL AT EAST JAKARTA
The objective of this research is to study the effect of team chracteristics, organizational justice, and work ethic on teacher job performance of state primary school at East Jakarta. The research method is quantitative with survey. The samples of this research were 209teachers selected randomly. The data were analyzed by using descriptive statistics and path analysis. The results of the research can be concluded that: team chracteristics, organizational justice, and work ethic had a direct effect on teacher job performance;team chracteristics had a direct effect on teacher work ethic; and team chracteristics had a direct effect on organizational justice. The conclusion isteam chracteristics, organizational justice, and work ethichave a direct effect on teacher job performance of state primary school at East Jakarta. There are suggestions that team characteristics, organizational fairness, and work ethics need to be improved in an effort to improve teacher performance..

STUDENTS’ QUESTIONS IN INQUIRY-BASED CHEMISTRY CLASSROOMS
Questioning plays an important part in the teaching and learning science. Previous research has extensively focused on teachers‟ questions compared to students‟ questions. Research of students‟ questions is vital as it shows how students think and their understanding of a content studied. Hence, this research focuses on students‟ questions, types of questions asked and the sequence(s) after students‟ question. Twenty three chemistry teachers and their students of national secondary schools were involved in this study. Ninety two chemistry lessons were observed, audio and video recorded. Transcript of the lessons showed that students‟ questions were mainly related to content or science process skills as emphasised in inquiry teaching and learning. However, most questions asked by students were low order closed questions. The sequence after students‟ questions with the highest percentage (83.33%) was IR (Initiation from student, followed by teachers‟ response). This sequence showed that chemistry teachers in this study did not display inquiry-based questioning characteristics because in inquiry teaching, teachers should avoid responding to students‟ questions. Instead, they should provide opportunities for students to respond to their friends‟ questions. Hence, teachers should move towards student initiated inquiry, where students ask higher order thinking questions and increasing the interaction among the students
THE EFFECT OF PERSON-ORGANIZATION FIT, JOB SATISFACTION, AND TRUST TOWARD HIGH SCHOOLS’ TEACHERS AFFECTIVE COMMITMENT
This study aims to determine the effect of a positive direct independent variables such as: person-organization fit, job satisfaction and trust in the dependent variable is the affective commitment high schools’ teachers in Depok. Studies have been conducted on senior high school teachers in Depok. The method used was a survey with data analysis techniques using path analysis. Respondents are 194 of the total 376 senior high schools’ teachers in Depok. They were selected by random sampling. The results of the study are as follows: (1) there was a direct effect of person-organization fit toward affective commitment, (2) there was a direct effect of job satisfaction toward affective commitment, (3) there was a direct effect of trust toward affective commitment, (4) there was a direct effect of person-organization fit toward job satisfaction, (5) there was a direct effect of person-organization fit toward trust. the conclusion is that the affective commitment is influenced by the person-organization fit, job satisfaction and trust.

COMPARING THE USE OF FIVE-PACKAGE OF MATH IN THE 2011 NATIONAL EXAMINATION BETWEEN SMA AND MADRASAH ALIYAH: A CASE STUDY IN JAKARTA
This study aims to compare five question packages used in the 2011 National Examination, specifically for Maths for Social Studies subject between public senior high school (SMA) and Islamic senior high school (MA) in Jakarta. It employed simple random sampling as its data collection technique. The independent variables used were the category of high schools and the Five Question Packages used in the National Examination. The schools were divided into two: regular senior high school (SMA) and Islamic senior high school or Madrasah Aliyah (MA). The packages chosen to be analyzed were package number: 12, 25, 39, 46 and 54. The data was analyzed by two-factor ANOVA for its 11 Differential Item Function (DIF) and 29 non Differential Item Function (non-DIF) items. The items used for this study are the items that fit the three-parameter logistic model. This study found that no difference between the scores on both the DIF and non-DIF items in either for SMA or Ma is found.

CLASSICAL TEST THEORY OF INNAPROPRIATE INDEX SCORE’S ACCURACY COMPARISON USING CONFUSION MATRIX ACCURACY PROPORTION IN EDUCATIONAL MEASUREMENT
The objective of this study is to determine the Donlon Fischer aacuracy method, Jacob and SHL inappropriate score using confusion matrix accuracy proportion. This research was conducted by analyzing secondary data in response to the physics national examination results throughout the West Kalimantan Province in 2012 using 1545 research samples. The sampling of the research is done by using the random sampling technique of 1545 population. The research method is experimental method which is done by comparing the proportion of accuracy obtained from confusion matrix. The hypothesis was tested by using a differences in proportions Z test. Test results showed that the SHL inappropriate index score is more accurate than Donlon Fischer and Jacob innapropriate index score. This research is expected to find an accurate method in detecting the inappropriate score used as an evaluation parameter for educational measurement
