Collaborative Governance in Handling Public Complaints to the President at the Ministry of State Secretariat
The handling of public complaints on all types of problems generally falls under the authority of the relevant agencies to resolve them, so that collaboration with relevant agencies is needed in handling public complaints to the President. This study aims to analyze the handling of public complaints against the President based on the Collaborative Governance theory and model that has been running so far and to build a collaborative governance model design that is needed in handling public complaints. This research methodology uses qualitative data with primary sources of interviews, observations, and group discussions. The secondary data was obtained through various documents and literature studies. The results of the study show that Collaborative Governance in handling public complaints to the President at the Ministry of State Secretariat is not yet optimal because the main dimension of Institutional Design in the form of a legal framework that serves as a guideline in collaborative handling of public complaints to the President is not yet available. Researchers formulate Regulated Collaborative Governance which emphasizes the importance of compiling an Institutional Design before starting the collaboration process. The Regulated Collaborative Governance model is a modification of the Collaborative Governance model proposed by Ansell and Gash. The handling of public complaints on all types of problems generally falls under the authority of the relevant agencies to resolve them, so that collaboration with relevant agencies is needed in handling public complaints to the President. International Terrorism in the Age of Information and Communication Technology
This research delves into the profound impact of Information and Communication Technology (ICT) on the globalization of terrorism. The central hypothesis posits that the evolution of ICT has facilitated the spread of terrorist operations across a truly global network. Leveraging Internet technology, individuals can now communicate across borders with ease, privacy, and unprecedented reach. This study specifically explores how terrorist acts are increasingly justified through ICT, examining the threats posed to international peace and security by the utilization of cutting-edge social media platforms such as WhatsApp, Facebook, Instagram, YouTube, and Twitter by groups like ISIS. Employing a historical-descriptive approach, the author gathered data from reliable secondary sources, encompassing both public and unpublished records. The findings reveal that certain terrorist organizations, notably ISIS, capitalize on the growing accessibility of ICT, particularly via social media, to enhance communication, recruit members, radicalize individuals, and orchestrate coordinated operations. The study emphasizes the necessity of comprehending the role of social media in terrorist recruitment and radicalization. Understanding the motivations behind an individual's radicalization and affiliation with terrorist groups is crucial for effective counterterrorism measures. The study concludes with recommendations, emphasizing the importance of investing in scientific discovery and economic growth areas less susceptible to terrorist exploitation
Human Security Implications of Foreign Military Bases in Djibouti
The principles of sovereignty and non-interference have historically shaped China's foreign policy, serving as fundamental tenets to safeguard the nation from external interventions, particularly during and after the Cold War. However, in recent times, there has been a noticeable shift in China's foreign policy as it embarks on an unprecedented expansion of its military presence beyond its borders. This shift is exemplified by the establishment of a permanent military base in Djibouti, situated in the Middle East and North African (MENA) region, which China refers to as "support facilities" or "logistical facilities." This marks China's inaugural venture into maintaining a permanent military presence outside its territorial boundaries. This study delves into the motivations behind China's adjusted foreign policy stance and examines the implications of this new approach on human security. While acknowledging the critical human insecurity implications associated with China's military presence in Djibouti, the analysis reveals a multifaceted strategy encompassing economic, political, ideological, and security interests. This strategic move positions China as a significant global player, shaping its role on the world stage

Influence of Indonesia in the Early Nationalist Movement in Sabah, Malaysia: A Case Study of Barisan Pemuda Organisation (BARIP) (1946-1948)
The development of nationalism in Malaysian society is one of the important aspects that is frequently explored by social and humanities scientists. However, the debate on this matter is more focused on Malaya and Sarawak, causing the documentation on the development of nationalism among the people of Sabah to still be far from what’s expected. This situation indirectly influenced the meaning of the writings of Western scholars who stated that Sabah is a “state without politics” before and after the early years of World War ll. Whereas, the development of nationalism among the people is also not much different from the national consciousness in both the regions centered on Indonesia. Even so, the effort to trace this linkage is not given enough attention that it is possible the influence of Indonesia in raising the nationalism spirit of the Sabah people is not known by the general public. Therefore, this writing aims to reveal the development of nationalism in Sabah which was also directly driven by Indonesian figures in Sabah based on the emergence of Barisan Pemuda (BARIP). This effort was highlighted by elevating the role of Indonesian figures in mobilising BARIP as one of the political organisations that fought for independence from the British since they had earlier been exposed to the disadvantages of imperialism and colonialism. The data collection of this article was conducted through interviews with several proto witnesses who were either directly involved or saw the BARIP radical movement. The authors also conducted library studies by collecting intelligence reports in the National Archives and Zakaria Gunn’s private collection in the form of personal letters. With that later, this writing is not only able to offer a new dimension in understanding the nationalism development of Sabah society but also puts the position of Indonesian figures at sensible places in the historiography of Sabah politics
