Digitalization and Strategies to Optimize the Use of Information Technology in The Supervision of Firearms Ownership Data Collection
The ownership of firearms among Soldier and Police has become an important issue. It began with the arrest of a former TNI member who ordered an unknown person to buy illegal firearms, which empirically proves that illegal firearms are freely traded from some unscrupulous members of TNI and Polri. The conventional way of controlling data collection of weapons in DitIntelkam, which involves some complicated procedures along with long stages and time consuming, is presumed to be one of the factors of many firearms owners are unwilling to register their firearms. This research aims to describe the use of information technology digitalization to control firearms ownership and reduce the number of shootings using unregistered firearms. The research method is descriptive-qualitative by involving research informants and observations towards the supervision of data collection in DitIntelkam Polda Metro Jaya. The finding of this research shows that DitIntelkam should change their approach from the conventional way to the application of digitalization based on Information Technology to optimize the supervision of firearms data collection, especially at DitIntelkam Polda Metro Jaya
Tanggung Jawab Penanganan Kebakaran Hutan : Studi Kasus di Kabupaten Kotawaringin Timur Tahun 2023
East Kotawaringin District in Central Kalimantan Province faces recurring forest and land fires with severe environmental and social consequences. To address this, the Central Kalimantan Provincial Government delegated fire management responsibilities to local agencies in East Kotawaringin through the Regional Regulation of Central Kalimantan Province No. 1 of 2020. This study aims to evaluate the process of responsibility transfer and its implementation in disaster management using qualitative methods, including document analysis, interviews with local officials, and case studies of 2023 fire incidents. The findings indicate that the regulation has well-structured the transfer of responsibilities, enabling a more localized response. However, significant challenges persist, such as limited training for field officers, inadequate budget allocations, and insufficient infrastructure and logistics. The study highlights the importance of provincial support and stakeholder collaboration in addressing these challenges. Strengthening training, funding, and infrastructure is essential to optimize fire control efforts in East Kotawaringin District moving forward.Kabupaten Kotawaringin Timur, yang terletak di Kalimantan Tengah, menghadapi tantangan yang signifikan karena seringnya terjadi kebakaran hutan dan lahan, yang memiliki dampak lingkungan dan sosial yang parah. Pemerintah Provinsi Kalimantan Tengah telah mengalihkan tanggung jawab untuk menangani kebakaran tersebut kepada berbagai instansi lokal di Kotawaringin Timur. Proses pengalihan tanggung jawab ini, yang diatur dalam Peraturan Daerah No. 1 Tahun 2020, bertujuan untuk memfasilitasi respons yang lebih efisien dan terlokalisasi terhadap insiden kebakaran. Penelitian ini bertujuan untuk menilai bagaimana proses pengalihan tanggung jawab dan pelaksanaannya dalam penanggulangan bencana dengan menggunakan metode kualitatif yang mencakup analisis dokumen peraturan, wawancara dengan pejabat daerah, dan studi kasus insiden kebakaran pada tahun 2023. Studi ini menunjukkan bahwa dukungan provinsi dalam mengatasi hambatan-hambatan tersebut sangat penting untuk memastikan keberhasilan pengalihan dan pelaksanaan tanggung jawab dalam mengurangi dampak kebakaran di Kabupaten Kotawaringin Timur. Hal ini terlihat dari hasil temuan yang menunjukkan bahwa pelimpahan tanggung jawab telah terstruktur dengan baik sesuai dengan peraturan yang ada dari Provinsi Kalimantan Tengah kepada dinas-dinas terkait di Kabupaten Kotawaringin Timur. Namun, dalam proses pelaksanaan tanggung jawab oleh agen-agen di Kabupaten Kotawaringin Timur, terdapat kendala seperti kurangnya dana, kurangnya peralatan yang memadai, kurangnya pelatihan bagi petugas lapangan, dan sulitnya aksesibilitas terhadap sumber daya alam yang membuktikan bahwa pelaksanaan tanggung jawab di Kabupaten Kotawaringin Timur belum maksimal.

The Impact of General Elections on Stock Market Volatility in Indonesia (2004–2023)
Elections are events that play an important role in the economic aspects of a country. Elections create uncertainty and potentially affect investor sentiment, causing fluctuations in Indonesian stock prices. A few months before the election, stock prices in Indonesia showed a significant increase in the Indonesia Composite Stock Price Index (IHSG). This occurs due to an increase in purchasing power for campaign needs and an increase in the government budget. The ARCH/GARCH model is a relevant analysis instrument in looking at market volatility. This study forecasts the close value of IHSG in the election year 2024 and analyzes the effect of elections on stock price volatility in Indonesia. This research resulted in the best model is GARCH (1,1) with RMSE 604.74, MAE 484.27, and MAPE 13.37. The forecasting results from November 23, 2023 - February 29, 2023 tend to increase, the average increase is 0.097%, the biggest increase from the end of November to the beginning of the first week of December 2023 by 0.229%. The relationship between IHSG value and political month is positive. The regression equation shows the IHSG value in months containing political events is 743,53 greater than in non-political months
Enhancing Food Security through Improved Regional Transportation Infrastructure in ECOWAS
Food insecurity remains a significant challenge for developing nations, prompting initiatives like the Millennium Development Goals (MDG), Sustainable Development Goals (SDG), and Agenda 2030 to prioritise food security. In this context, regional transportation infrastructure is crucial for West Africa's economic development and growth. Notable advancements have reduced transportation times for goods, yet there is an urgent need to establish reliable transport infrastructure to ensure food security. This paper uses qualitative methods and secondary sources to investigate contemporary trends in regional transport infrastructure and its impact on food security in ECOWAS. It analyses challenges, opportunities, and potential strategies for improvement. The paper concludes that a multifaceted approach, including strengthened transportation infrastructure and effective monitoring and evaluation, is essential for addressing food security challenges in West Africa
Anti-Corruption Programs for Governors' Campaign Period 2017-2018 in Java Island
Most of the studies regarding political campaigns focus heavily on strategy, evaluation, and communication by the candidate during the campaign. However, the study regarding anti-corruption programs campaigned by political candidates is still under research. This study examines the anti-corruption programs proposed by candidates for governor and vice governor on Java Island during 2017-2018 regional election. Further, this study employed a qualitative method using content analysis. The three objectives of this study are to examine the existence of anti-corruption program in vision-mission-working programs (VWMP) set by candidates, communication regarding anti-corruption programs during campaigning, and explanation of anti-corruption programs during electoral debate. The results revealed that only six of the thirteen candidates who ran for regional office included anti-corruption programmes in their VWMPs, seven candidates communicated their programs during the campaign period, and nearly all candidates explained their anti-corruption strategy in the electoral debate because the panelists asked them the question. It is argued that candidates did not prioritize campaigning for their anti-corruption programs because programs such as economic development, free education, and health care are more likely to get sympathy and support from voter
Machine Perception of Political Manifestos in Predicting Performance of Public Office Holders
Electorates expect politicians seeking public office to make known in advance, their intended programs in form of proposal. This is usually presented in speech in form of manifesto. Times within number, manifestos have always precede voting proper whereby the electorates evaluate politicians based on their manifestos. While intention is socially difficult to measure, this study adopts artificial neural network machine learning approach to map-measure the manifestos of politicians and their eventual performance in office. Due to changes in political names and structure, the study could only utilized the manifesto data of the two most popular political parties in Nigeria, from 2007 to 2019. The result of the empirical analysis shows that the model evaluation accuracy stood at 67%. With more adequate data, this result can be improved upon by subsequent research work
Kebijakan Pemerintah Indonesia Dalam Menyikapi COVID-19 Antara Pendekatan Adaptif Dan Saintifik
This study describes the Indonesian government's policy options in dealing with COVID-19. To explain research policy options using a scientific and adaptive approach in making policies for handling COVID-19. The Indonesian government's response to the handling of COVID-19 is considered slow due to the policy choices taken. In three years, the handling of COVID-19 has faced different policy choices and policy focuses. This study uses a qualitative approach to review government policies through a narrative policy framework analysis by selecting policies at the macro level to find out the government's steps in handling COVID-19. The findings of this study indicate that the approach used by the Government of Indonesia in handling COVID-19 tends to be adaptive. The adaptive policy is seen from the policy goals that are quite a lot that causes the handling of COVID-19 to be slow. This approach option is different from the scientific approach, which tends to have consistent goals and chooses to look at the conditions of the crisis that occurred. The use of this adaptive approach ignores the political process, which is slow and hinders the policymaking process.
Penelitian ini bertujuan untuk menguraikan pilihan kebijakan pemerintah Indonesia dalam menangani COVID-19. Negara-begara yang terdampak COVID-19 telah menambil Langkah dengan pendekatan yang logis untuk menurunkan angka COVID-19, sedangkan Indonesia sejak kasus COVID-19 pertama ditemukan pemerintah tidak mengambil Langkah antisipasi yang cepat. Untuk menjawab masalah tersebut penelitian ini menggunakan pendekatan descriptive analytic untuk menemukan pilihan kebijakan yang dominan oleh pemerintah Indonesia. Hasil penelitian ini menunjukan bawah pemerintah Indonesia telah banyak membuat kebijakan untuk menanggulangi krisis kesehatan yang terjadi, kebijakan tersebut terbagi menjadi beberapa focus aspek, aspek ekonomi dan aspek kesehatan. Sejauh ini aspek kesehatan masih menjadi aspek yang dominan dalam kebijakan yang dihasilkan. Namun temuan kamu menunjukkan terjadi kebijakan yang hadir cendrung dipengaruhi oleh political process, dimana kebijakan diambil berdasarkan hirarki politis pemerintah sehingga kementerian dengan position yang utama tidak dapat menggunakan pendekatan scientific dalam menangani kasus COVID-19 di Indonesia
Revisiting the Civil Society and Democratic Governance in Africa: Present or Absent in Nigeria?
The civil society midwife democratic government in 1999. They fought for it. Although, some died in the process of agitating for democracy, and the fundamental human rights and rule of law are firmly entrenched including the freedom of association, free movement, speech among others. The paper argues that today’s democratic government was worked for but those who work for it did not participate in the transition program since the military in their characteristics are maradonic particularly that of General Ibrahim Gbadamosi Babangida keep transition program in perplexity and continuous. The failure of the leaders and members of civil organizations to participate is responsible for the crisis of governance. Those elected into governments across the states including the federal government largely masquerading behind politics as governance output. The paper is of the view that the civil society organization in the country cannot claim irresponsible to Nigerians, since they ushered in democratic rule, therefore, efforts must be geared towards validating the purpose of democracy and dividends of democratic governance in Nigeria.
Accountability, Transparency, and Employee Performance in Organizational Asset Management in Buddhist Religious Organizations: Evidence from the Regional Office of the Ministry of Religion of South Sumatra Province
This study aimed to examine the effect of accountability and transparency on employee performance in Buddhist. The study employed quantitative design with a Partial Least Squares Structural Equation Modeling (PLS-SEM) approach to analyze data collected from 170 respondents. The findings showed that accountability and transparency had a positive and significant effect on employee performance in Buddhist organizations. This result provide important implications for organizational management and the need to foster a culture of accountability and transparency to enhance employee performance. The study also has practical implications for organizational leaders and policy makers who seek to improve the effectiveness of their organizations. By promoting accountability and transparency, organizations can build trust with stakeholders and enhance their reputation, which can lead to increased support and resources
Waste Management Problems on Bawean Island, Indonesia
The policy on waste management in Gresik Regency is not implemented in Bawean Island, which is part of the Gresik Regency area. The absence of Temporary Processing Sites (TPS) and Final Processing Sites (TPA) has made the waste problem more widespread which has an impact on people's lives on Bawean Island. The purpose of this research is to find out the problems in waste management on Bawean Island. Qualitative research methods were used to explore the problems of waste management policy on Bawean Island through interviews, observation, and also documentation at the Gresik Regency Environmental Service and Community Leaders on Bawean Island by selecting subjects using purposive sampling. The results of the study found that the non-implementation of policies regarding waste management in Gresik Regency on Bawean Island was due to budget being the main problem for implementing waste management policies on Bawean Island. Then the government's lack of readiness in managing waste on Bawean Island, such as the lack of a Detailed Engineering Design (DED) concept, facilities and infrastructure in waste management, and outreach to the people of Bawean Island.
