    Menyoal Branding Kabupaten Bandung sebagai Daerah Religius dan Sejahtera melalui Program Incentive Guru Ngaji Tahun 2021-2022

    Along with the election of Dadang Supriatna-Sahrul Gunawan as the elected Regent and Vice Regent of Bandung, both prioritized Bandung Regency as a religious and prosperous area as stated in their vision. One of the manifestations of this vision is the Incentive program. Ngaji teachers in the Bandung Regency area. The Ngaji Teacher Incentive Program is in principle one of the flagship programs of Regent Dadang Supriatna, during his campaign for the candidacy for Regent of Bandung Regency, where when he was elected, the implementation of the policy was then fully submitted to the Bandung Regency Regional Government through the basis of Perbup No. 51 of 2021 concerning Guidelines for Providing Ngaji Teacher Incentives and specifically, the implementor is the Education Office. The Quranic Teacher Incentive Program is targeted at religious educators in Bandung Regency with the aim of improving the welfare of Quranic teachers as religious educators by providing monthly incentives in the form of non-cash transfer funds as well as funds for BPJS Health and BPJS Employment. 17,000 Koranic teachers in Bandung Regency in the process then became the target beneficiaries of the incentive money assistance. There are 23,000 Quranic teachers in Bandung district, and the government has budgeted Rp 109 billion for Quranic teacher incentive assistance. The results of the study show that the implementing committee officers involved in implementing the Koranic Teacher Incentive Program policy have not implemented the policy optimally. The lack of optimal policy implementation is motivated by the lack of selectivity of the sub-district and village parties in implementing the policy, resulting in pros and cons and social jealousy. In addition, there are also differences regarding the nominal incentive money given according to members of the Dinas and village officials. In this Quranic teacher incentive program, it can also be concluded that economic conditions are the most important influence in the implementation of the Quranic Teacher Incentive Program. Because if there is no financial resource support, the financial resources, the Quranic Teacher Incentive Program will not be implemented.keduanya pada prosesnya kemudian mengedepankan Kabupaten Bandung sebagai daerah agamis dan sejahtera yang tertuang dalam visinya. Salah satu pengejawantahan visi tersebut kemudian ialah program Insentif untuk para Guru Ngaji di wilayah Kabupaten Bandung. Program Insentif Guru Ngaji pada prinsipnya merupakan salah satu program unggulan Bupati Dadang Supriatna, saat melakukan kampanyenya dalam pencalonan Bupati Kabupaten Bandung, dimana pada saat beliau terpilih, implementasi kebijakan kemudian diserahkan sepenuhnya kepada Pemerintah Daerah Kabupaten Bandung melalui landasan Perbup No. 51 tahun 2021 tentang Pedoman Pemberian Insentif Guru Ngaji dan secara spesifik, implementornya ialah Dinas Pendidikan. Program Insentif Guru Ngaji ini di targetkan untuk para pendidik keagamaan di Kabupaten Bandung dengan tujuan untuk mensejahterakan guru ngaji sebagai pendidik keagamaan dengan memberikan insentif perbulan berupa dana transfer non tunai sekaligus dana untuk BPJS Kesehatan dan BPJS Ketenagakerjaan. 17.000 guru ngaji yang ada di Kabupaten Bandung pada prosesnya kemudian menjadi sasaran penerima manfaat bantuan uang insentif tersebut. Sementara saat ini total guru ngaji di Kabupaten Bandung mencapai 23.000 orang dan Pemerintah Kabupaten Bandung sudah menganggarkan Rp 109 miliar untuk bantuan insentif guru ngaji. Hasil penelitian memperlihatkan bahwa para petugas panitia pelaksana yang terlibat dalam pelaksanaan kebijakan Program Insentif Guru Ngaji, belum melaksanakan kebijakan tersebut dengan optimal. Kurang optimalnya pelaksanaan kebijakan tersebut dilatarbelakangi karena kurang selektifnya pihak Kecamatan dan Desa di dalam melaksanakan kebijakan, sehingga mengakibatkan pro dan kontra serta kecemburuan sosial. Selain itu juga adanya perbedaan perihal nominal uang insentif yang diberikan menurut anggota Dinas dengan aparatur Desa. Pada program insentif guru ngaji ini pula, dapat disimpulkan bahwa kondisi ekonomi merupakan pengaruh yang paling penting dalam Implementasi Program Insentif Guru Ngaji. Karena jika tidak ada dukungan sumber daya finansial, Program Insentif Guru Ngaji tidak akan dapat terlaksana

    Impact of Research Methodology on Data Quality and Research Findings

    The study examined the intrigueing impact of research methodology as the foundation of any research, impacting the accuracy of data collected, the scope of data collected, and the findings. It focused on the interface between research methodology, data quality, and research findings and elucidated on the relationship between research methodology and the reliability, validity, and generalizability of research findings. Focus was also on the identifying the challenges and limitations associated with different research methodologies in ensuring data quality and reliability. Multidisciplinary discipline of systems theory helped to rationalized on how crucial it is to comprehend the dynamic interconnections, feedback loops, and process structure of research. Finding from the study shows that indeed research methodology determines the quality, reliability, validity, and generalizability of research findings while indicating as well that significant differences exist regarding challenges limiting the applicability of findings in different research methods. As a recommendation, faculties and academic programs should ensure they offer numerous research methodology courses that will lay a foundation for students' research. &nbsp

    Open Government Partnership Local Action Plan to Strengthen Governance in Banggai Regency

    his study explores the Open Government Partnership Local Action Plan (RAD) and its contribution to strengthening governance, focusing on maternal health services in Banggai District. The research employs a qualitative, descriptive approach to analyze three key aspects: action planning, implementation, and evaluation. Findings reveal that the RAD program plays a pivotal role in addressing maternal health challenges, particularly in response to a significant rise in maternal mortality rates. One innovative initiative under the RAD program is Ambulance Dering, which transitioned maternal health services from offline to online through the DraivCare application. This application has introduced transparency, inclusiveness, and digital innovation in service delivery. However, the app’s limited adoption, evident from minimal downloads, indicates the need for enhanced socialization and outreach to increase community utilization. In evaluating the program, five governance principles were examined: transparency, participation, innovation, accountability, and inclusiveness. While the DraivCare application has improved openness and inclusiveness, challenges persist in fostering stronger accountability and active community participation. The study highlights the importance of strategic communication, effective program promotion, and active public involvement to optimize the impact of RAD's governance. Further development of the DraivCare application is recommended to improve its accessibility and functionality, ensuring better outcomes for maternal health services and governance in Banggai District

    Synergy of Public Relations and Hospital Management for Healthcare Delivery: A Study of Selected Hospitals in Delta State

    This study explores the relationship between public relations (PR) strategies and hospital administration in Delta State, Nigeria. Using a mixed-methods approach, the study investigates how PR tactics are integrated into daily operations, their impact on healthcare services, stakeholder involvement, patient satisfaction, and overall perception of healthcare facilities. The sample consisted of 400 patients and staff from three selected hospitals. Data was collected through a questionnaire and interviews with hospital executives, public relations specialists, and key stakeholders. Interviews with hospital executives, public relations specialists, and key stakeholders on managing the hospitals' reputation and public image are used to collect qualitative data. Findings show that PR strategies are significant for communicating hospital policies and can be easily incorporated into daily practice without disrupting operations. It was also revealed that clear communication through PR practices can translate to better patient expectations and understanding, providing a better experience. The study recommends that feedback mechanisms be applied to patients and staff to make it easy for hospitals to determine challenges and the impact of PR strategies and even integrate improvements. The study is significant to healthcare administration and public relations, and it will show how these two industries might work together to enhance healthcare delivery and patient happiness for healthcare administrators in Delta State

    Challenges Faced by South African Law Enforcement Agencies in Policing the Illicit Population in South Africa

    In the last decade, South Africa has experienced an influx of undocumented immigrants. This causes strain on government departments in dealing with the number of people entering the country illegally. It further creates a problem within the legal policy frameworks on managing immigration. Ongoing deliberations regarding undocumented immigrants have continued to spread across the country, which raises a more complex phenomenon of causing panic among the public and political officials and needing thorough attention from policymakers. This study aimed to investigate the challenges faced by South African law enforcement agencies in dealing with the illicit population. Although policing of illegal immigrants has developed in a vacuum, there is a need for a more sensitive approach to the attributes that lead to the escalation of illicit immigrants. The findings reveal that the management of illegal immigrants has become a problem for which departments show little care or concern due to a lack of collaborative efforts and policy implementation. There is also a lack of cooperation, crime is rising, cities and communities are overcrowded, and the public has turned to their methods of resolving the problem. The methodology adopted in this study was qualitative, and data were collected using secondary sources and materials.     The tourism industry is currently very prospective in improving the economy; in general, tourism must have value as an attraction for tourists. Bawean Island has various potentials for tourism development and is expected to become a regional icon in East Java Province. However, it is hampered by the religious culture embraced by the local community. It is feared that the increasing number of tourists will change society's culture, attitudes, and manners. This study aims to determine the obstacles to increasing tourism potential on Bawean Island, which are feared to change the existing culture. Qualitative research is used to explore tourism problems with the religious culture of local communities through the Gresik Regency Government, namely the Tourism Office and community leaders as subjects in this study; data collection is carried out using observation, documentation, and interview techniques. Research results show that the potential of tourism in Bawean Island is challenging to develop into a tourist island. Regional government policy regulations of Gresik Regency and East Java Province, such as regional regulations and regional spatial plans, have not been able to maximize tourism potential on Bawean Island. The strong religious culture of the local community is still a significant obstacle to developing tourism potential. There is a need to integrate cultural values ​​and sustainable tourism approaches. So far, the focus on this research concept has never been carried out by other researchers who have linked tourism development amidst the issue of high religiosity. What is new about this research is that not all cultures have values ​​that can be compared to opportunities for economic growth.Industri pariwisata saat ini sangat prospektif dalam meningkatkan perekonomian, secara umum pariwisata harus memiliki nilai sebagai daya tarik bagi wisatawan domestik maupun internasional. Pulau Bawean memiliki berbagai potensi dalam pengembangan pariwisata dan diharapkan dapat menjadi ikon daerah di Provinsi Jawa Timur. Namun, menjadikan Bawean sebagai pulau pariwisata terhambat oleh budaya religius yang dianut oleh masyarakat setempat. Kehadiran wisatawan seiring dengan majunya pengembangan pariwisata di Pulau Bawean dikhawatirkan dapat mengubah budaya, sikap, dan tata krama dalam masyarakat. Penelitian ini bertujuan untuk mengetahui kendala dalam peningkatan potensi pariwisata di Pulau Bawean yang dikhawatirkan dapat mengubah budaya yang ada. Penelitian kualitatif digunakan untuk mengeksplorasi permasalahan pariwisata dengan budaya religius masyarakat setempat, melalui Pemerintah Daerah Kabupaten Gresik yaitu Dinas Pariwisata dan tokoh masyarakat sebagai subjek pada penelitian ini, pengumpulan data dilakukan dengan menggunakan teknik observasi, dokumentasi dan wawancara. Saat ini hasil penelitian menunjukkan bahwa potensi pariwisata Pulau Bawean sulit untuk dikembangkan menjadi pulau pariwisata. Regulasi kebijakan pemerintah daerah Kabupaten Gresik dan Provinsi Jawa Timur belum mampu memaksimalkan potensi pariwisata di Pulau Bawean. Kuatnya budaya keagamaan masyarakat setempat masih menjadi kendala utama dalam pengembangan potensi pariwisata. Selama ini, fokus pada konsep penelitian ini belum pernah dilakukan oleh peneliti lain.     Xenophobia In South Africa and the Realities of Actualizing SDG 8

    This study dwells on xenophobia and the realities of actualizing the United Nations (UN) Sustainable Development Goal (SDG) eight in South Africa. It argues that since the emergence of Millennium Development Goals (MDGs) in 2000, which transited to Sustainable Development Goals (SDGs) in 2015, there has been a proliferation of literature from scholars of diverse disciplinary orientations. However, none of these studies deal with the phenomenon of xenophobia as a milestone for the attainment of the SDGs in South Africa. This paper, therefore, serves as an intervention to discuss how xenophobia affects the realization/ actualization of the UN’s SDG eight in the area under consideration. Using extant literature and the rational choice theory, it affirms that without peace and partnership with other countries, it would be very difficult for South Africa to attain the UN SDGs it envisages to achieve. To be focused and in-depth in the analysis of the phenomena under consideration the study centers exclusively on the UN SDG eight (even though there are seventeen SDGs of the UN) which hinges on decent work and economic growth. The evidence thrown up led to the major conclusion that the persistent xenophobic attacks and the resultant massive destruction of lives and businesses of foreigners, South Africa’s quest for the full-fledged realization of United Nations (UN) Sustainable Development Goal eight would remain mere paperwork. Given the increasing prevalence of xenophobic attacks in the study area, the paper suggests, among others, the building of meaningful, lasting, and effective partnerships.     Electoral Violence and the Ethnic Question in Nigeria: Analysis of the 2023 Elections

    Violence has become a serious threat, birthing crime, insecurity, and ethnic hatred that threaten national unity. While violence has remained an obstacle to the peaceful conduct of elections, it assumed a disturbing dimension in Lagos during the 2023 elections, where ethnicity was weaponized to polarise the nation. Whereas studies on electoral violence abound in literature, the desperation and impunity that trailed the 2023 elections and the tribal hatred it generated are dimensions of electoral violence requiring investigation. Therefore, this paper aims to highlight the violence that characterized the 2023 elections in Lagos State. It examined the ethnic bigotry that triggered the violence and its implications for peaceful coexistence and national unity. A qualitative data collection method uses secondary data from books, journals, newspapers, and magazines. Content analysis is chosen for better analysis of the study. Employing race and ethnicity and relative deprivation theories, the study found that ethnic violence was a scheme deviously politicized to instigate electoral violence in the bid to retain political power. Findings from the study showed that the violence threatened peaceful coexistence and the sense of brotherhood among Nigerians. It recommended stringent sanctions for the perpetrators of violence and the parties they represent. Policymakers will benefit from this study as it will provide the information needed for policymaking on handling electoral and non-electoral violence

    Covid 19 Pandemic, International Law and Women's Rights in Africa

    The COVID-19 pandemic, which emerged in Wuhan, China, in late 2019, has been identified as one of the most severe forms of global public health crises that have confronted the world since World War I &II. Its rapid spread and debilitating impact made the world standstill as economies and health systems visibly shook. The Protocol to the African Charter on Human and People Rights on the Rights of Women in Africa and the Convention on the Eradication of All Forms of Discrimination Against Women CEDAW obligates states to ensure the protection of women's rights to respect for their dignity and protection from violence. However, measures instituted by domestic authorities to mitigate the spread of the COVID-19 disease, such as lockdowns, stay-at-home, and travel bans, have resulted in the infringement on such rights. Women's rights have been infringed on with increased violence against women, intimate partner violence, and gender-based violence. Similarly, access to healthcare services for women and girls was stifled, and their sexual and reproductive rights were primarily left to the sidelines with the diversion of resources to COVID-19 treatment, resulting in a significant increase in stillbirth, maternal depression, and maternal deaths. Using a desk review of secondary data, the paper interrogates the infringement of women's rights in Africa arising from the COVID-19 pandemic and the response and recovery measures instituted by African governments. The paper concludes that the response measures developed by states to combat the COVID-19 pandemic negatively impacted women's rights and gender equality in Africa. And that States failed in their obligations to promote and protect women's rights in Africa. It recommends that States and the African Union ensure the protection of women's rights in line with the goals of Agenda 2063

    Forest and Land Fire: Indonesian Government's Homework on Communicating Environmental, Social and Legal Countermeasures in South Kalimantan

    This research aims to elucidate the government's communication strategies on the forest and land fire catastrophe in South Kalimantan. By inquiring about the effectiveness of government communication regarding forest and land fires in South Kalimantan. By employing Ulber Silalahi's idea of government communication. The research methodology utilized in this work uses a qualitative approach, specifically of a descriptive type. The selected research methodology is descriptive qualitative, which entails investigating and understanding individual or group perspectives on human and social matters. The data collection methods utilized include interviews, examination of documents, and review of literature. There is little communication among the government, communities, and the private sector regarding government actions taken and implemented by the government bureaucracy concerning forest and land fires, which affect public, community, and commercial interests. To address and reduce the issue of forest and land fires, the Indonesian government and other relevant parties must adopt efficient policies and measures, including promoting agroforestry, education on fire prevention, enforcement of laws, and rehabilitation of degraded lands. Hence, it is crucial for the government to effectively disseminate diverse policies and measures aimed at preventing and resolving forest and land fires in South Kalimantan.&nbsp
