Monitoring dan Evaluasi Kebijakan Lahan Gambut Untuk Mencegah Tragedy of The Common di Provinsi Kalimantan Tengah
Peatlands in Central Kalimantan Province have been used in community life as a place to live and a place to farm so that they can trigger the tragedy of the common. Its use is not monitored and evaluated, and the government has issued several policies to prevent this from happening—the tragedy of the commons peatlands. Monitoring and evaluating policies are the process of monitoring, observing, and assessing the government's implementation. This study uses a qualitative descriptive method. The results of this study show that the government's policies have been very effective in suppressing the tragedy of the common peatlands of Central Kalimantan Province. However, the evaluation results show the need for socialization and policy matching between the centre and regions so that implementation is right on target and follows local wisdom in Central Kalimantan
Evaluation of Employee Performance in the Implementation of UPT Inpatient Services. Gunung Tinggi Health Center in Deli Tengah Regency
This study aims to evaluate the performance of employees in improving inpatient services at UPT. Gunung Tinggi Health Center, Deli Serdang Regency. Employee performance greatly affects the quality of services received by the community. The research method used is qualitative descriptive, with an in-depth interview, observation, and documentation approach to collect data. The research informants consisted of the head of the Health Centre, medical personnel, and inpatients who provided views related to the service. The results of the study show that inpatient services at the Health Centre have been running well with clear standard procedures, although there are still challenges in the limitations of facilities and infrastructure. High employee performance, including discipline and motivation, has contributed to community satisfaction, although some constraints related to the facilities and location of the Puskesmas need to be improved. This research provides an overview of the importance of employee performance management in maintaining the quality of public services and enhancing the public's perception of Puskesmas
Peran Pemerintahan Desa Dalam Pemberdayaan Pengerajinan Purun di Desa Mekar Jaya Kecamatan Wampu Kabupayen Langkat
This study aims to analyze the role of the village government in empowering purun artisan businesses in Mekar Jaya Village, Wampu District, Lalat Regency. The method used is qualitative descriptive with data collection techniques through in-depth interviews, participatory observation, and documentation. The research informants include village heads, community empowerment officers, and purun artisans. The study results show that the village government's role in empowering purun artisans in Mekar Jaya Village is very strategic, including the role of regulator, dynamizer, facilitator, and catalyst. The village government runs various programs such as skills training, marketing facilitation, network development, and supervision and evaluation of empowerment programs, which positively impact the capacity, productivity, and welfare of artisans. However, empowerment efforts still face challenges such as limited access to capital, low quality of human resources, limited marketing, inadequate infrastructure, fierce market competition, and lack of private sector support. Therefore, an integrated and collaborative sustainable strategy is needed to increase program effectiveness, expand access to technology and markets, and strengthen partnerships with various parties to support village economic growth and community welfare.Penelitian ini bertujuan untuk menganalisis peran pemerintah desa dalam pemberdayaan usaha pengrajin purun di Desa Mekar Jaya, Kecamatan Wampu, Kabupaten Langkat. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Informan penelitian meliputi kepala desa, kasi pemberdayaan masyarakat, dan para pengrajin purun. Hasil penelitian menunjukkan bahwa peran pemerintah desa dalam pemberdayaan pengerajin purun di Desa Mekar Jaya sangat strategis, mencakup peran sebagai regulator, dinamisator, fasilitator, dan katalisator. Pemerintah desa menjalankan berbagai program seperti pelatihan keterampilan, fasilitasi pemasaran, pengembangan jaringan kerja sama, serta pengawasan dan evaluasi program pemberdayaan, yang berdampak positif terhadap peningkatan kapasitas, produktivitas, dan kesejahteraan pengerajin. Meski demikian, upaya pemberdayaan masih menghadapi tantangan seperti keterbatasan akses modal, rendahnya kualitas sumber daya manusia, pemasaran terbatas, infrastruktur yang kurang memadai, persaingan pasar yang ketat, dan minimnya dukungan sektor swasta. Oleh karena itu, diperlukan strategi berkelanjutan yang terintegrasi dan kolaboratif untuk meningkatkan efektivitas program, memperluas akses teknologi dan pasar, serta memperkuat kemitraan dengan berbagai pihak guna mendukung pertumbuhan ekonomi desa dan kesejahteraan masyarakat
Grassroots Resistance and Informal Communication Practices During the Implementation of PPKM at Baron Beach
This study examines community resistance to the implementation of the PPKM policy, with a focus on the tourism sector in the Baron Beach Area of Gunungkidul Regency. Using a descriptive qualitative approach, data collection involves in-depth interviews and documentation techniques. Data analysis follows a systematic process of reduction, presentation, and conclusion. The findings reveal that the complex interplay of economic, social, and political factors drives community resistance. Resistance is expressed through subtle actions, including covert discussions on social media platforms, informal community gatherings, and strategic adaptations to policy requirements. These actions exemplify 'everyday resistance,' where individuals navigate power dynamics through nuanced forms of communication and collective action. Furthermore, the study highlights the role of both formal and informal communication channels in mediating resistance, such as online forums, community newsletters, and word-of-mouth exchanges. By examining these dynamics, this research offers insight into how communities negotiate and respond to policy implementation
Peranan Camat Dalam Meningkatkan Kinerja Aparatur Sipil Negara di Kecamatan Hinai Kabupaten Langkat
This study will analyze the sub-district head's role in improving the State Civil Apparatus (ASN) performance in Hinai District, Lalat Regency, and identify the inhibiting factors. Using a descriptive qualitative approach through observation, interviews, and documentation. The respondents interviewed included the Sub-district Head, the Sub-district Secretary, the head of the section, and the local community to get a comprehensive picture of the role of the Sub-district Head in improving the performance of ASN. This research shows that sub-districts have a strategic role as policymakers, leaders, motivators, supervisors, and ASN coaches. The sub-district head also encourages the improvement of ASN competencies through training, optimization of the use of technology, and strengthening accountability and transparency of public services. However, the effectiveness of the role of the sub-district head faces internal obstacles, such as low technological competence of ASN, resistance to change, and limited human resources. External barriers include limited technological infrastructure, minimal budgets, and increasing societal demands. To overcome this challenge, the sub-district needs to develop strategies such as continuous training, socialization of the importance of innovation, optimization of task division, and cooperation with local governments and external parties to improve the performance of civil servants and the quality of public services.Penelitian ini bertujuan menganalisis peran camat dalam meningkatkan kinerja Aparatur Sipil Negara (ASN) di Kecamatan Hinai, Kabupaten Langkat, serta mengidentifikasi faktor penghambatnya. Menggunakan pendekatan kualitatif deskriptif melalui observasi, wawancara, dan dokumentasi. Responden yang diwawancarai meliputi Camat, Sekretaris Camat, kepala seksi, serta masyarakat setempat untuk mendapatkan gambaran yang komprehensif terkait peranan Camat dalam meningkatkan kinerja ASN. Penelitian ini menunjukkan bahwa camat memiliki peran strategis sebagai pengambil kebijakan, pemimpin, motivator, pengawas, dan pembina ASN. Camat juga mendorong peningkatan kompetensi ASN melalui pelatihan, optimalisasi penggunaan teknologi, serta penguatan akuntabilitas dan transparansi pelayanan publik. Namun, efektivitas peran camat menghadapi hambatan internal, seperti rendahnya kompetensi teknologi ASN, resistensi terhadap perubahan, dan keterbatasan sumber daya manusia. Hambatan eksternal meliputi keterbatasan infrastruktur teknologi, anggaran minim, dan meningkatnya tuntutan masyarakat. Untuk mengatasi tantangan ini, camat perlu mengembangkan strategi seperti pelatihan berkelanjutan, sosialisasi pentingnya inovasi, optimalisasi pembagian tugas, serta kerja sama dengan pemerintah daerah dan pihak eksternal guna meningkatkan kinerja ASN dan kualitas pelayanan publik
The Role of China’s ICT Investments and Strategic Communication in Enhancing Influence in Kenya
China's economic engagement with Africa has evolved to include extensive investments in ICT as part of its Digital Silk Road initiative. In Kenya, Chinese ICT investments began in 1998 to establish a national telecommunications ecosystem. Drawing on Network Power and Communication Power, this study examines the role of DSR and communication strategy in shaping Kenya's digital and communication landscape. This paper argues that China's investments in Kenya have introduced digital standards, media communication platforms, and infrastructure, creating asymmetrical relations and controlling public narratives. By leveraging its investments, China built Kenya's telecommunications backbone, embedding its technological standards and limiting Kenya's ability to switch to alternative ICT providers and products. Consequently, Chinese ICT products dominate Kenya's market. Furthermore, the presence of Chinese state media in Kenya has shaped information flows and media content, blurring the line between economic development and strategic communication. This study contributes to understanding the strategic use of Chinese ICT investments to extend influence in Kenya, a regional leader in East Africa, through technological integration and communication networks
Kualitas Pelayanan Publik Dalam Pembuatan e-KTP di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Langkat
This study aims to analyze the quality of public services in creating e-KTP at the Population and Civil Registration Office (Disdukcapil) of Lalat Regency. The analysis was carried out based on Zeithaml's theory, which includes five service quality dimensions: tangible, reliability, responsiveness, empathy, and assurance. This study uses a qualitative descriptive method with data collection techniques through interviews, observations, and documentation of Disdukcapil officers and the community as service recipients. The study results show that the e-KTP-making service in Langkat Regency still faces obstacles, such as limited facilities and technological infrastructure, system disruptions that affect service reliability, long waiting times, and suboptimal responsiveness. In addition, attention to vulnerable groups is still inadequate. However, data security guarantees and transparent procedures have increased public trust. To improve the quality of service, it is recommended that infrastructure be improved, the number and training of officers increased, information technology systems optimized, and wider procedures socialized. This effort is expected to increase the efficiency and transparency of population administration in Lalat Regency.Penelitian ini bertujuan untuk menganalisis kualitas pelayanan publik dalam pembuatan e-KTP di Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kabupaten Langkat. Analisis dilakukan berdasarkan teori Zeithaml yang mencakup lima dimensi kualitas pelayanan, yaitu tangible, reliability, responsiveness, empathy, dan assurance. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi terhadap petugas Disdukcapil serta masyarakat sebagai penerima layanan. Hasil penelitian menunjukkan bahwa pelayanan pembuatan e-KTP di Kabupaten Langkat masih menghadapi kendala, seperti keterbatasan fasilitas dan infrastruktur teknologi, gangguan sistem yang memengaruhi keandalan pelayanan, serta waktu tunggu yang lama dan responsivitas yang belum optimal. Selain itu, perhatian terhadap kelompok rentan masih kurang memadai. Namun, jaminan keamanan data dan prosedur yang transparan telah meningkatkan kepercayaan masyarakat. Untuk meningkatkan kualitas pelayanan, disarankan perbaikan infrastruktur, peningkatan jumlah dan pelatihan petugas, optimalisasi sistem teknologi informasi, serta sosialisasi prosedur yang lebih luas. Upaya ini diharapkan dapat meningkatkan efisiensi dan transparansi administrasi kependudukan di Kabupaten Langkat
Peran Pemimpin Dalam Meningkatkan Kinerja Pegawai Pada Inspektorat Kabupaten Mandailing Natal
Leadership plays a crucial role in enhancing employee performance, particularly in government environments such as the Mandailing Natal Regency Inspectorate. This study aims to analyze the role of leaders in enhancing employee performance, describe the level of employee performance, and identify factors that act as obstacles to this process. This study employs a descriptive qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The informants in this study include the Regional Inspector, the Assistant Inspector, the Head of the General and Personnel Subdivision, and several employees of the Mandailing Natal Regency Inspectorate. The results of the study show that leaders have three leading roles in improving employee performance, namely personal roles, decision-maker roles, and roles as sources of information. Inspectors play an active role in motivating, making strategic and participatory decisions, and filtering and conveying relevant information to employees. In addition, employee performance has generally improved, but there are still obstacles, including low work discipline, a lack of firmness in enforcing rules, and limited human resources and employee training.Kepemimpinan memiliki peran krusial dalam meningkatkan kinerja pegawai, terutama di lingkungan pemerintahan seperti Inspektorat Kabupaten Mandailing Natal. Penelitian ini bertujuan untuk menganalisis peran pemimpin dalam meningkatkan kinerja pegawai, mendeskripsikan tingkat kinerja pegawai, serta mengidentifikasi faktor-faktor yang menjadi hambatan dalam proses tersebut. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan dalam penelitian ini meliputi Inspektur Daerah, Inspektur Pembantu, Kasubbag Umum & Kepegawaian, serta beberapa pegawai Inspektorat Kabupaten Mandailing Natal. Hasil penelitian menunjukkan bahwa pemimpin memiliki tiga peran utama dalam meningkatkan kinerja pegawai, yaitu peran pribadi, peran pembuat keputusan, dan peran sebagai sumber informasi. Inspektur berperan aktif dalam memberikan motivasi, mengambil keputusan yang strategis dan partisipatif, serta menyaring dan menyampaikan informasi yang relevan kepada pegawai. Selain itu, kinerja pegawai secara umum mengalami peningkatan, namun masih terdapat kendala seperti rendahnya disiplin kerja, kurangnya ketegasan dalam penegakan aturan, serta keterbatasan sumber daya manusia dan pelatihan pegawai
The Influence of Supervision and Employee Competence on The Discipline of Performance Report Resolution at The Provincial Education Office of South Sumatra.
This study aims to identify the impact of supervision and employee competence on the level of discipline in completing performance reports at the Education Office of South Sumatra Province. Adequate supervision improves employee discipline by 39.9%, while employee competence contributes 65.6% to reporting discipline. The research method used in this study is a quantitative approach with a survey technique. Data was collected through questionnaires distributed to the Education Office of South Sumatra Province employees. Multiple regression analysis was used to test the relationship between supervision, employee competence, and discipline in completing performance reporting. The study's findings indicate that good supervision has a significant positive effect on reporting discipline, and the same applies to employee competence, which plays a key role in improving discipline. Based on the results of this study, it is recommended that the Education Office of South Sumatra Province strengthen its supervision system and optimize training programs for employees to improve discipline in performance reporting.Penelitian ini bertujuan untuk mengidentifikasi dampak dari pengawasan serta kompetensi pegawai terhadap tingkat disiplin dalam penyelesaian laporan kinerja di Dinas Pendidikan Provinsi Sumatera Selatan. Pengawasan yang efektif meningkatkan kedisiplinan pegawai sebesar 39.9% sedangkan kompetensi pegawai berkontribusi 65.6% terhadap disiplin pelaporan. Metode yang digunakan dalam penelitian ini adalah pendekatan kuantitatif dengan teknik survei. Data dikumpulkan melalui kuesioner yang diberikan kepada pegawai di Dinas Pendidikan Provinsi Sumatera Selatan. Untuk menganalisis data, digunakan teknik analisis regresi berganda yang bertujuan untuk menguji hubungan antara pengawasan, kompetensi pegawai, dan kedisiplinan dalam menyelesaikan pelaporan kinerja. Temuan penelitian menunjukkan bahwa pengawasan yang baik memberikan pengaruh positif yang signifikan terhadap disiplin pelaporan kinerja, dan hal yang sama berlaku untuk kompetensi pegawai yang berperan penting dalam meningkatkan kedisiplinan. Berdasarkan hasil penelitian ini, disarankan agar Dinas Pendidikan Provinsi Sumatera Selatan memperkuat sistem pengawasan dan mengoptimalkan program pelatihan bagi pegawai untuk meningkatkan disiplin dalam pelaporan kinerja
Evaluasi Pelaksanaan Peraturan KPU No 13 Tahun 2020 Di Kabupaten Serdang Bedagai pada Pemilihan Bupati dan Wakil Bupati Tahun 2020
This research evaluates the implementation of Regional Head Elections (Pilkada) in Indonesia during the COVID-19 pandemic. The pandemic's entry impacted the originally scheduled general elections, which were initially planned for September 23, 2020, but were postponed to December 9, 2020. In response to the pandemic, the General Election Commission (KPU) issued Regulation 13 of 2020 as an adaptation measure. The study employed a qualitative approach with direct observation as the data source. This research aims to evaluate the implementation of the Pilkada by KPU Regulation No. 13 of 2020 and identify potential risks of virus transmission. The study also examines the challenges in KPU's socialization process to the public and candidates during the Pilkada 2020. Activities such as voter education, public participation, and socialization were carried out through various methods, primarily using online media due to limitations in face-to-face socialization to comply with health protocols. The research findings indicate that Pilkada campaigns faced violations of health protocols, which require serious attention to prevent the further spread of the COVID-19 virus. Therefore, innovations are needed in the Pilkada process during the pandemic to ensure the safety and well-being of the community.Penelitian ini membahas evaluasi pelaksanaan Pemilihan Kepala Daerah (Pilkada) di Indonesia selama pandemi Covid-19. Masuknya pandemi ini berdampak pada pemilihan umum yang awalnya dijadwalkan pada 23 September 2020, namun ditunda menjadi 9 Desember 2020. Komisi Pemilihan Umum (KPU) mengeluarkan peraturan komisi pemilihan umum (PKPU) nomor 13 tahun 2020 sebagai tanggapan terhadap kondisi pandemi ini. Penelitian ini menggunakan pendekatan kualitatif dengan pengamatan langsung sebagai sumber data. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan Pilkada sesuai peraturan KPU No. 13 tahun 2020 dan mengidentifikasi potensi risiko penyebaran virus. Selain itu, penelitian juga mengamati tantangan dalam proses sosialisasi KPU kepada publik dan kandidat selama Pilkada 2020. Kegiatan sosialisasi, pendidikan pemilih, dan partisipasi masyarakat dilakukan dengan berbagai metode, terutama melalui media daring karena pembatasan sosialisasi tatap muka untuk menjaga protokol kesehatan. Hasil penelitian menunjukkan bahwa kampanye Pilkada menghadapi pelanggaran protokol kesehatan yang perlu mendapat perhatian serius agar tidak memperparah penyebaran virus Covid-19. Oleh karena itu, inovasi baru diperlukan dalam proses pelaksanaan Pilkada di masa pandemi untuk memastikan keamanan dan keselamatan masyarakat
