    Debate on Rice Import Policy in Indonesia: Discourse Network Analysis in Online Media

    This research maps the discourses on agreements and disagreements of each actor regarding the rice import policy in Indonesia. In 2023, the Indonesian government took a policy to increase the quota of rice imports Indonesia, according to the United States Department of Agriculture, is the world’s fifth largest country in terms of rice imports. The policy was opposed and supported by a number of actors since Indonesia is also the fourth largest rice producer in the world.  Actors who oppose and approve of the rice import policy in Indonesia present their respective arguments to influence the public. This research uses the Discourse Network Analysis (DNA) method to map the discourse coalition and actors based on the actors' arguments in Kompas.id media. The results show that the discourses of each actor are connected to each other. The discourses include: stabilizing rice reserves, international cooperation, reducing rice prices, anticipating climate change, importing rice during harvest, contradicting the food law, rising rice prices, rice stock alert, law enforcement against rice fraud, and rice procurement which is impossible

    Indonesia' Capital City (Jakarta) Image on National and Internasional Media

    The centrality of media amid society has been interrupted by gigantic impact of the internet nowadays. Departing from Lippman’s proposition, the foundation of agenda-setting theory with ecological online sphere consideration, and Galtung’s and devotees’ thought about international media works this research comparing national and international media Jakarta’s image as the capital city of Indonesia. Nevertheless, this essential topic seems neglected by previous research. This study used post-positivism paradigm, mixed-data with content analysis method, online observation. The sample of news taken randomly from the significant media according to pressgazette.co.uk for international media (6 media of 50), for Indonesia media was 4 of top 10 media. The selected news portal observed. The displayed news collected, structured, afterward analyzed systematically, objectively, from the title, paragraph, to the picture if any. The data shows both national and international media frame Jakarta’s image differently. International media portray Jakarta in negative way which is in line with Galtung’s and his devotee’s argument, appears as the third world country, framed with the negative attributes and tones as the most polluted city, sinking city, even dangerous city as the residence, workspace, and others. While major national media present Jakarta favorably as the central of national bustles in economy, business, education, and so forth, except one media reported Jakarta in deleterious way. This means the image of thing (capital city) related tightly to the interests or determining factors of media, while international media more complex layers than national media

    Content Analysis of Online News Portal Coverage of Covid-19 Vactination Issues in Indonesia

    Online news portal is the substantial sources of information for the public, especially regarding the COVID-19 vaccination. Reviewing emerging themes and content on online news portals can provide insight for policymakers and stakeholders to interpret the diversity of information flows. The purpose of this study is to describe the tendency of presenting news and the objectivity of reporting on the online news portal kompas.com regarding the issue of covid-19 vaccination in Indonesia. This study uses the concept of objectivity which is divided into two dimensions, namely the factual dimension and the impartial dimension. The factual dimension contains sub-dimensions of truth, informative, and relevance. The impartiality dimension consists of balance and neutrality sub-dimensions. This research uses quantitative content analysis method. The population in this study is news text articles on news portal Kompas.com from January 1 to March 31, 2021 as many as 1,961 news, with a margin of error of 8%, obtained a sample of 145 news. Based on the research results, Kompas.com presents news in hard news format using short paragraphs. In relation to the COVID-19 vaccination, Kompas.com presents a lot of news related to the implementation of the COVID-19 vaccination with the government (both central and regional) as the main resource person. Regarding objectivity, there is a clear effort from Kompas.com in producing objective news that already looks good, but the standard of objectivity must be further improved

    Self Interpretation: The Identity of Women Legislator

    There is an expansion of the meaning of women's personal identities in the process of transforming the contestation of political life in Indonesia. This research is able to interpret the role and position of women in determining the direction of changing women's identity. Methodologically, this research uses a Schutz phenomenological approach through in-depth interviews. Field research was carried out by taking research subjects, comprising eight female members of the legislature in the city of Surabaya. The results of the study revealed women's identity as a form of approved self-meaning: first, women’s identity as a female fighter. This identity offers a form of identity as part of tracking the struggle of gender fighters. The second is women’s identity as a people's fighters. The third is the identity of a great woman who has electability and credibility as people's representatives. The fourth is women’s identity as a superwoman. They stand to fight for their family’s welfare, a manifestation of the excessive burden of the domestic role that is their husband’s responsibility. The most powerful factors forming women's legal identity are family, political parties, community views and political interests. Many "women legislators" in Indonesia are still developing themselves and adapting to the modernization of political identity. In conclusion, the direction of identity change through self-definition is incompatible with the direction of progressive political change in political communication competence. The significance of this research will give an impact on the political system regarding the recruitment and regeneration process of legislative candidates in Indonesia in the future.

    Leadership Communication Approach of the Indonesia Film Censorship Institute to Stimulate a Collaborative Climate

    The incumbent the Film Censorship Institute (LSF) chairman faces a series of challenges inherited from predecessors, necessitating strategic changes to transform LSF into a significant institution characterized by a collective and collegial culture. Consequently, this research seeks to analyze chairman's communication approach and its impact on fostering a collaborative climate. Employing a qualitative research approach, the study utilizes the case study method. Data were gathered through Focus Group Discussions (FGD) and document analysis. Three resource persons participated in the FGD. The findings indicate that the leadership communication approach of the LSF chairman is participatory-democratic. The author contends that leaders play a crucial role in shaping and embodying organizational culture, emphasizing the establishment of a collective and collegial ethos. Leadership communication serves as a catalyst in instilling this culture, encompassing language, behavior, attitude, and character. These elements collectively contribute to fostering a climate of collaboration, as evidenced by programs and policies grounded in collaborative principles

    The State’s Disinformation Campaigns and the Young Iranian Dissidents’ Participatory Media Literacy

    State media plays a central role in empowering the authoritarian regimes to subjugate their people. In Iran, this undemocratic practice largely takes place in the form of information manipulation where the state-run national media generate deceptive messages to sway the masses and influence the public opinion. Yet, the rapid advancements of communication technologies in the past two decades have gradually shaken this power structure in a variety of ways, among them enabling a form of participatory media literacy (PML) among dissident youth. Characterized by virtual social networking, PML has progressively grown from the youth’s online activism and political engagement, especially during the periods of social unrest. Intersecting ‘participatory culture’, this form of media literacy emanates from a rather organic and spontaneous progression in knowledge and experience acquisition which distinguishes it from the conventional learning of the subject in the educational institutes, both in terms of the scope limitation as well as the learners’ deliberation. Typically, the process involves the members’ active participation (content sharing, discussions and critical evaluation of the presumably disinformation cases) in social media and other oppositional online communities. Taking Telegram as a popular social networking platform for the young activists’ PML, this study uses netnography to examine the contents of some of the subversive Telegram channels (STCs), providing examples of the disinformation cases discussed/evaluated by the members. Ultimately, it is argued that in authoritarian nations, PML offers opportunities for nullifying the state’s disinformation campaigns and their preventive effects on the progress of social movements and political change

    Acehnese's Digital Literacy Skills in Verification News from Social Media

    Communication technology has recently become a new medium where society can choose information and the media they want to consume. The media can still influence their minds. Based on the National Survey of Internet User Penetration Data, in March 2019, by APJII (Internet Service Provider Association), the  internet penetration  rate in Aceh was recorded at 64.40% who accessed the internet. This research aims to find Acehnese's Digital Literacy Skills in Verification News from Social Media. The data collection method  used for  this study is  a questionnaire instrument via Google Form to people in Nanggroe Aceh Darussalam (NAD) province. Meanwhile, secondary data was collected through literature studies and previous research. The result shows that the people of Aceh, especially millennials and Generation Z, have enough  digital literacy skills  to access  digital media, understand content, and verify news

    Public Relations Campaign Management for Supporting Responsible and Sustainable Tourism

    Local community in Thousand Islands should know how to manage public relations campaign properly for supporting responsible and sustainable tourism. This research aims to know how Jejak Seribu can involve youth  community in Tidung Island in  managing  public relations campaign for  education exploration :  Jelajah Edukasi : Entrepreneur Millenials 2019. This study uses qualitative-descriptive research approach with case study. The method of data collection in this study is in-depth interviews with the head of Jejak Seribu, the head of entrepreneurship division of Jejak Seribu, and members of Jejak Seribu. The results of this study show that Jejak Seribu has  implemented the stages of campaign management in conducting the Entrepreneur Millennials campaign, and the application of the concept of responsible tourism, sustainable tourism and public relations campaign proves more effective in achieving campaign objectives.This  research only focused on the very specific program of "Jelajah Edukasi Jejak Seribu: Entrepreneur Millenials 2019" conducted in Tidung Island. This study has a small sample size that may not  represent the  population. This study is expected to provide  useful insights for any community in the management of public relations campaign

    Internalizing Pancasila Values among the Younger Generation in Jakarta in the Context of the 2024 Presidential Election in Indonesia

    The internalization of Pancasila values among the younger generation is significant for a more in-depth study ahead of the 2024 presidential election in Indonesia. This has become a hot issue as material for study, especially after the 2024 presidential and vice presidential candidate debate took place. This research aims at 3 things: First, to inform the importance of internalizing the Pancasila values among the younger generation to welcome the 2024 election; Second, to instill Pancasila values in the younger generation in responding to currently developing political dynamics; Third, to strengthen implementation of Pancasila values in political ethics by socializing them among the younger generation to realize peaceful elections in 2024.  The mixed method used for this research is quantitative data collection, using qualitative descriptive techniques with text analysis. The distribution of questionnaires conducted directly and online is based on the theory of social reality construction, with the concept of internalization being the focus. This research shows 3 things: First, the younger generation received information regarding the importance of internalizing Pancasila values in creating peaceful elections in 2024. Second, researchers succeeded in socializing the effort to instil Pancasila values in the younger generation in responding to political dynamics in the 2024 elections. Third, ethical politics in peaceful elections have been socialized by strengthening Pancasila values to make the situation more conducive to implementing peaceful elections. It is hoped that this research can become a consistent and sustainable national movement for the upcoming elections and prepare the younger generation to have a peaceful and constructive mentality

    Analysis of Dispute over Authority to Conduct Journalist Competency Tests Following Constitutional Court’s Decision No. 38/PUU/XIX/2021

    This study discusses a dispute between the Press Council (DP) and the National Board for Profession Certification (BNSP) over the authority to conduct journalist competency tests (UKW) using   Hans Kelsen’s and Hans Kaviasky’s Theory of Hierarchy of Law. This research was conducted through a qualitative approach using a normative judicial method in analyzing the Constitutional Court’s Decision No.38/PPU-XIX/2021 concerning the authority to conduct journalist competency tests. Secondary data of this research was obtained through literature and document studies. This research found that there has been no final clarification on the settlement of the legal dispute between DP and BNSP over the authority to conduct journalist competency tests following the Constitutional Court’s Decision No. 38/PPU-XIX/2021 rejecting in full the applicants’ plea. The legal implication of the decision is that both DP and BNSP can continue to conduct journalist competency tests respectively.
