    Transforming Governance in Indonesia: Exploring New Frontiers in Public Sector Management

    Indonesia's recent governmental reforms, focusing on the need for enhanced public sector management to cope with modern administrative demands and societal expectations. The primary objective of the research is to evaluate the effectiveness of these reforms and to identify areas for further improvement in Indonesian governance. The methodology employed in this study includes a comprehensive review of existing literature, qualitative analysis of policy documents, and interviews with key stakeholders in the Indonesian government. This multi-faceted approach allows for a thorough understanding of the complexities involved in public sector management reform. The findings reveal significant advancements in transparency, accountability, and public engagement within Indonesia's governance structures. However, challenges such as bureaucratic inertia, inadequate resource allocation, and resistance to change remain prevalent. The study concludes with recommendations for enhancing governance practices, emphasizing the need for continuous innovation and stakeholder engagement in the public sector. This research contributes to the broader discourse on governance reform in developing countries, offering valuable insights for policymakers and practitioners involved in public sector transformation

    Transforming Innovation into Success: The Key to Public Entrepreneurship Success in Public Organizations in Indonesia

    This article aims to explore the significance of public entrepreneurship in achieving success and fostering innovation within public organizations in Indonesia. The background of the study highlights the growing recognition of the importance of entrepreneurship in the public sector and its potential to drive positive change and deliver better services to citizens. The research objective is to identify the key factors that contribute to the success of public entrepreneurship in Indonesia's public organizations. A qualitative research method, including interviews and case studies, was employed to gather data and analyze the experiences of successful public entrepreneurs. The findings reveal that factors such as leadership support, a conducive innovation ecosystem, collaboration with stakeholders, and a culture of risk-taking and experimentation are vital for the success of public entrepreneurship in Indonesian public organizations. This research provides valuable insights for policymakers, managers, and practitioners in fostering public entrepreneurship and harnessing the transformative power of innovation for the betterment of public service delivery in Indonesia

    E-Government Optimization Strategy at The Ministry of Villages, Development of Disadvantaged Regions, and Transmigration

    This paper focuses on the e-Government optimization at The Ministry of Villages, Development of Disadvantaged Regions, and Transmigration as eGovernment has become one of the strategic issues of Bureaucratic Reform. This study aims to identify the aspects of an organization’s environment, to analyze, and formulate strategies for e-government optimization. Evaluation tools use the design-reality gap analysis through seven dimensions of ITPOSMO to assess the level of eGovernment implementation success and identified the critical success and failure factors. Strategy formulation techniques are using three stages of the strategy formulation analytical framework. Results from this study, by measuring the design-reality gap across seven dimensions show eGovernment project is likely to partially fail unless action is taken to correct the gap. Using three stages of the strategy formulation analytical framework defines four strategy recommendations: forward integration, related diversification, backward integration, and product development. Findings from this research will serve to reduce the risks that may affect e-governance success in The Ministry of Villages, Development of Disadvantaged Regions, and Transmigration

    Governance Collaborative Management for Handling Stunting in Bone District

    To obtain superior Human Resources (HR) is still a challenge in various countries. Health and education are the focus of the main problems that hinder the achievement of superior human resources. Millions of young children are still not reaching their full potential due to a lack of nutrition, learning, and stimulation as well as exposure to stress. Bone Regency is one of the districts in South Sulawesi with a relatively high stunting rate. Bone Regency ranks 4th as a district with a high prevalence of stunting out of 24 districts in South Sulawesi after Jeneponto, Maros, Takalar. Bone Regency is one of the regencies that has been the location for stunting management interventions since 2019, considering that the stunting rate in Bone Regency is quite high. The purpose of this study was to analyze the intervention of the government, in this case stakeholders, non-governmental organizations, communities and the private sector, to collaborate to solve the problem of stunting in Bone district. One of the keys to effective collaborative governance requires governance structures and processes that facilitate coordination and decision-making across sectors. The data collection method was carried out through in-depth interviews and focus group discussions involving stakeholders at the provincial and district levels, to program implementers at the community level - sub-districts/community health centers (puskesmas) and villages/kelurahans. In-depth interviews with stakeholders at the provincial and district levels whose fields of work are related to programs/activities related to stunting prevention. So that the research results can describe the Electronic Based Government System (SPBE) in realizing active collaboration between stakeholders in the following year

    Transformation of Inspirational Population Administration Services in Biringkanaya District

    This research aims to analyze the factors that affect the quality of public services in population administration in Kecamatan Biringkanaya. The study uses a qualitative approach with a case study design. Data were collected through in-depth interviews with key informants and document analysis. The results show that the quality of public services in population administration is influenced by various factors, including human resources, facilities and infrastructure, and regulations. The study also found that local governments have implemented several strategies to improve the quality of public services, such as recruitment and training of qualified human resources, improvement of facilities and infrastructure, and simplification of regulations. Employing a qualitative approach, data were collected through in-depth interviews with government officials, experts, and users of public services, allowing for a comprehensive understanding of the subject matter. The findings demonstrate that digitalization has played a significant role in improving the overall quality and responsiveness of public services in Indonesia.     The Influence of Organizational Capability on the Development of Village-Owned Enterprise Business Models

    One aspect of organizational resources is Human Resources (HR). Human resource development programs are very important in an organization to improve employee performance, because development can encourage the self-quality of existing employees. One of the variables that can be used in developing human resources is to understand Organizational Capability. Organization Capability is useful for developers of Village-Owned Enterprises (TVEs) can carry out their business processes well, so that TVEs can grow and develop. There are three things in understanding Organizational Capability, namely: Social Capital, Human Capital, and Intellectual Capital. Social Capital has a role in facilitating access to wider information sources and improving the quality, relevance and timeliness of information. Human Capital is defined as the knowledge, skills and abilities that reside with an individual and are utilized by the individual. Meanwhile, Intellectual Capital is conceptualized as knowledge to determine organizational capabilities. This type of research is explanatory with a quantitative approach. The research location was carried out at 9 TVEs in Wonosalam District, Jombang Regency with 32 TVEs administrators as respondents.     Access to Health in Border Areas: Literature Review

    Communities living in border areas face greater challenges in terms of access to health compared to urban communities. This article aims to strengthen and complement previous research on health accessibility policies for people in border areas. This research is a literature review that uses the Publish or Perish (PoP) software to search for relevant articles, as well as the Vos viewer to visualize the relevance of previous research. A total of 19 relevant previous studies were used in this study. The results of the research show that people in border areas, both in Indonesia and other developing countries, face significant health access problems. The implication of this research is the importance for governments in developing countries to develop health policies that are applicable and in accordance with conditions in border areas

    Implementation of Asset Management Policy in Tana Tidung Regency

    This research aims to analyze and describe the implementation of regional asset management policies in the Tana Tidung Regency as well as the factors inhibiting the implementation of regional asset management policies. The policy implementation theory used by Van Meter van Horn consists of policy standards and targets; resources, communication between organizations, characteristics of implementing agents; social, economic, and political conditions, and the attitude of implementing agents. The research method used is qualitative with a case study approach. Data collection techniques through interviews, observation, and documentation. The informants in this research were the Head of the BPKAD Agency, the BPKAD Secretary, the Head of Asset Management, the Regional Property Management Staff, and the Deputy Chair of the Tana Tidung Regency DPRD. The results of the research regarding the implementation of regional asset management policies in Tana Tidung Regency, namely 1) Policy standards and targets, namely BKPAD Tana Tidung Regency carries out management in accordance with regional asset management principles and procedures starting from planning to coaching, supervision and control; 2) Resources, namely the management of regional assets in Tana Tidung Regency are quite adequate, such as budget and facilities and infrastructure, although the availability of human resources is still relatively low because in terms of quantity BPKAD only has 49 human resources while the workload is more Lots; 3) Communication between organizations, namely BPKAD Tana Tidung Regency, is carried out through meetings and coordination between OPDs of Tana Tidung Regency regularly and consistently; 4) Characteristics of the implementing agent, namely in the implementation of regional asset management in BPKAD, namely the capacity of BPKAD and the autonomy possessed by BPKAD as an official or institution that has authority in managing regional property; 5) Social conditions, namely the economy and politics, are running effectively, this is because there are interest groups providing support for policy implementation; 6) The attitude of the executors (deposition), namely as agents managing regional property, is demonstrated through BPKAD's responsibility in managing regional property, carrying out control and supervision of assets through users by monitoring and controlling use, utilization, transfer, administration, maintenance and security. regional property under its contro

    Democratic Public Service (Case of License Operating Billboards in Makassar City)

    One of the points of concern in public administration is the organising of democratic public services. Democratic public service is the basic essence in realizing justice and social welfare. This can be realized if it involves all state stakeholders and domains in the administration of the government. In this perspective, public services should obtain genuine attention, be processed professionally and properly provided to residents of service users. Billboard licence is one of the types of licensing services issued by the government along with the rapid growth of companies or industries that have an impact on the increase in regional revenue. In addition to increasing regional revenue, the increase in billboards is directly proportional to various violations that occur because of services provided so that they are important to be handled. The purpose of this study is to evaluate the degree to which the Regional Revenue Agency of Makassar City, one of the government organisers in public services, organises democratic public services, particularly in the execution of billboards. The study employs a qualitative method and includes both primary and secondary data. Through in-depth interviews and observation, primary data is gathered. secondary information obtained from documents. Data reduction is then used to process the acquired data. The results of the study show that democratic public services have not been implemented.
