    The Implementation of Providing Performance Allowance Policy in the Secretariat of the General Election Commission Kota Ternate, Indonesia

    This study aims to evaluate the implementation of the policy of providing performance allowance to employees at the Secretariat of the General Elections Commission (GEC) Kota Ternate, as well as their supporting and obstacle factors. This research is a descriptive qualitative research by using case study. The research data were obtained from informants who were respondents, ranging from staff to officials at the Secretariat of the General Elections Commission Kota Ternate. The results of the study showed that although the implementation of the performance allowance was already running  there were still some deviations in its management, namely: 1) no socialization or training was held on the management of performance allowance involving GEC Kota Ternate; 2) there is no appointment of a performance allowance management officer, namely the Performance Allowance Management Officer or the control book Management Officer, therefore, it happens overlap working  with routine treasurer; 3) there is not a standard operating procedure (SOP) as an assessment standard that aims to provide an assessment and sanctions against employees who do not carry out their duties and functions

    Research Support In Policy Formulation At The Border Management Agency Of North Central Timor District

    This study aimed (1) to analyze the role of research results in the formulation of border management policies in North Central Timor Regency conducted by the Regional Border Management Agency of North Central Timor Regency and (2) to analyze the obstacles faced by the Regional Border Management Agency in applying research results in the process of the policy formulation. The applied research approach was the descriptive qualitative method. This method was used to obtain data regarding the role of research results in the formulation of border management policies in North Central Timor Regency and the constraints faced by the Regional Border Management Agency in applying research results in the process of the policy formulation. Furthermore, data were collected using an in-depth interview, observation, and documentation.The results showed that the role of research results began to get attention at the stage of problem formulation in the Regional Border Management Agency of North Central Timor Regency to identify strategic issues related to border management in North Central Timor Regency. However, the use of research results in the formulation of policies has not been maximized. It was because of as follows. (a) Although published research results are easy to access, some researchers whose research is approved by the Regional Border Management Agency of North Central Timor Regency do not submit their research reports; (b) Research that is communicated effectively in the form of advocacy is conveyed by researchers through dissemination and intensive discussions as policy recommendations; (c) The time variable is the main factor for the effectiveness of the use of research results in the formulation of border management policies by the Regional Border Management Agency of North Central Timor Regency

    The aim of the study was to obtain a formulation of the implementation of the One-Stop Services Policy (PTSP) in the North Jakarta Administrative City, namely the implementation of Perda No. 12 of 2013, and the Implementation of Presidential Regulation No. 91 of 2017 concerning the acceleration of ease of doing business through the implementation of an information technology-based licensing system (OSS). The research method used a qualitative approach by conducting interviews with a number of informants to determine the conditions and phenomena of the implementation of PTSP policies in North Jakarta. The research involved two research members from students in the framework of thesis research. The results of the research show that implementers have understood their duties and functions, but in the smooth running of their duties, they are constrained by a lack of human resources both in quantity and quality, support for information technology equipment that is not up to date, including the availability of information technology personnel at the district and sub-district levels. Then the OSS policy according to PP No. 24/2018 has not been fully effective, because it has not been fully integrated with the existing licensing system in PM-PTSP DKI Jakarta, namely JakEVO. The main obstacle to policy implementation, namely in terms of human resources, employee status has not been transferred to functional positions so that it affects career ranks and motivation. In addition, there is no HR competency standard for services, for online system services are not implemented according to target. The solution to overcome the obstacles conceptually has not been done

    The Effects of Profitability, Leverage, and Liquidity on Financial Distress on Retail Companies Listed on Indonesian Stock Exchange

    The study aims to find out the influence of profitability variables (Return On Assets), Leverage (Debt To Asset Ratio) and liquidity (Current Ratio) on Financial Distress on retail companies listed on the 2014-2018 period Indonesian Stock Exchange. The population of this study is the entire company contained on the Indonesian Stock Exchange listed retail company of the period 2014-2018. The research sample consists of 21 companies used by purposive sampling methods and taken that meet with criteria from predetermined research samples. The data analysis method used is panel data regression analysis (Random Effect) with a significance level of 5 percent. Based on the results of the research that has been conducted led to that, simultaneously Profitability, Leverage and Liquidity variables have an effect on Financial Distress. Partially variable Profitability has a significant positive effect on Financial Distress, Leverage variables have a significant positive effect on Financial Distress, and negatively significant negatively influential Liquidity variables on Financial Distress. The magnitude of the influence of Profitability, Leverage, and Liquidity on Financial Distress amounted to 98.87 percent, while the rest amounted to 1.13 percent was affected by other variables outside of research.

    To achieve the goals of the company, then a leader must apply a leadership style to manage his subordinates because a leader will greatly influence the success of the organization in achieving its objectives. This study aims to determine the effect of leadership and work environment on employee performance at PT. Suksesindo Pratama in Jakarta. The method used was explanatory research with a sample of 60 respondents. The analysis technique uses statistical analysis with regression testing, correlation, determination, and hypothesis testing. The results of this study leadership have a significant effect on employee performance by 45.5%, hypothesis testing obtained significance 0,000 <0.05. The work environment has a significant effect on employee performance by 24.4%, the hypothesis test obtained a significance of 0,000 <0.05. Simultaneous leadership and work environment significantly influence employee performance by 50.7%, hypothesis testing obtained significance 0,000 <0.0

    Analysis of Purchasing Decisions Based on Sales Promotion and Service Quality

    This research aims to analyze purchasing decisions based on sales promotions and service quality at Giant Ekspres Pondok Cabe, South Tangerang. The method of data analysis is using quantitative associative analysis techniques where the population is 32,866 consumers, sampling, the author uses the Slovin formula with an error rate of 10% where after calculating the number of samples obtained as much as 99.69 rounded up to 100 Respondents. There is a significant simultaneous effect between sales promotion and service quality on purchasing decisions at Giant Express Pondok Cabe. This is indicated by the value of Fcount> Ftable (1990,740> 3.09) and significance of 0,000. The effect is based on the value of the R determination coefficient which is equal to 0.976. This means that variations in Sales Promotion and Service Quality variables explain the variation in the purchase decision variable is 97.6% and the difference of 2.4% is explained by factors that are not examined.

    Strategy for Improving Quality of Basic Health Services in Selayar Regency

    Various efforts in improving the quality of life of public health carried out by local governments have not been effective. The quality of health services in the islands of Selayar Regency is constrained by problems of access, the number of health workers and health facilities. This research method consists of the design of this study using qualitative designs. Data collection was carried out by the method of observation, interviews and documentation. Informants included officials and employees of the health department, health workers at the puskesmas, and the community. Data analysis consists of data reduction, data presentation and drawing conclusions. The results showed that in accordance with the three elements of the strategy dimension, namely objectives, policies, and programs, it could be categorized that the strategy to improve the quality of basic health services in the Selayar regency islands identified was strategy as a plan. Because the strategy as a plan has two basic characteristics, namely to accelerate the actions they will implement to implement programs to improve the quality of basic health services through the Regional Health System policy. And, develop consciously and full of purpose. One of them is by increasing the number of human resources for medical, non-medical and support staff. In addition to improving the quality of health facilities at the primary level (Community Health centers) and trying to maintain the availability of medicines at the health facilities. The problem that is still difficult to overcome is the accessibility of referral health services for people living in the outer islands of Selayar Regency

    Encouraging Collaborative Governance in Badan Usaha Milik Desa (BUM Desa) Management in Indonesia

    This essay tries to explore and develop a collaborative governance concept as an alternative approach for developing BUM Desa program of the Ministry of Village, Development Regions and Transmigration. Recently, there are more than 45,000 units of BUM Desa in which 66% of them were established after 2015. However, the vast majority of them are still under-developed. This study uses a qualitative evaluation method for a deeper and more detailed understanding the dynamics of an ongoing program. Data collection techniques used in this study are in-depth interview, Focus Group Discussion (FGD), observation, documentary, visual material and online data gathering with constant comparative analysis. The result from this study explain that ‘BUM Desa Bersama Program’ is an example of a collaborative governance concept. ‘BUM Desa Bersama’ is a collaboration between village’s economic institutions involving several BUM Desa’s across villages. The government needs to encourage broader partnerships to enable experiences exchange which may strengthen the BUM Desa and expand their business scale and market penetration. This partnerships may involve collaboration with public institutions and private institutions

    The Effect of Digital Marketing and Media Promotion Utilization to a Bakpia Patok Yogyakarta SMES’ Sales Performance

    This study aims to determine the effect of digital marketing and the use of media promotion on its sales performance of one of Bakpia Patok SMEs in Yogyakarta. The method used is explanatory research, and statistical analysis with regression test, correlation, determination, and hypothesis test. Results of this digital marketing study has a significant effect on sales performance 41,8 percent, Hypothesis testing is obtained by t arithmetic > t table or (8,208 > 1,986). The use of promotional media has a significant effect on sales performance 43,2 percent, Hypothesis testing is obtained by t arithmetic > t table or (8,457 > 1,986). Digital marketing and the use of promotional media simultaneously have a significant effect on sales performance with the regression equation Y = 9,672 + 0,362X1 + 0,405X2 and contribute with as much influence as 52,4 percent, Hypothesis testing is obtained by F-count > F table or (51,264 > 2,700)

    Implementation of Public Private Partnership in The Development of Tourism in Sumenep District

    The development of the tourism sector in Sumenep City continues to be encouraged to improve the community's economy and increase Regional Original Revenue. But unfortunately the target of foreign tourist visits can not be achieved because of the availability of inadequate infrastructure. To meet these shortcomings, the Sumenep City Government established a partnership with PT. Persada Investama Karya Utama to establish a three-star hotel "de Baghraf". This study aims to describe the implementation of the Public Private Partnership (PPP) and describe in detail the benefits and the constraints faced in the construction of the three-star hotel "de Baghraf" in Sumenep conducted by the Government of Sumenep City with PT. Persada Investama Karya Utama. This research uses descriptive qualitative research methods using PPP theory. The results of this study indicate that the collaboration carried out using the Build Own Operate (BOO) partnership scheme is following the stipulated conditions because it has fulfilled the 9 (nine) stages of the implementation of Public Private Partnership. The benefits obtained from this Cooperation are supporting the implementation of Visit Sumenep and supporting tourism development programs, profits from hotel operations, and employment. Several obstacles were encountered such as low investor interest and difficulty in finding skilled human resources
