The Fusion of Competence and Integrity Problems in Transformation of Public Human Resources Management Model
The limited quality of human resource management in the Biak Numfor Regency in Papua requires fundamental transformation. Based on available data, the determinants that reject the transformation process include two categories, namely, lack of competence and integrity. This study uses a post-positivistic interpretive phenomenological philosophy that emphasizes the meaning and descriptive process to understand the process of transformation. Local government leaders who are not trustworthy in applying the concept of human resource management based on the Cakar thesis latently significantly affect the integrity of the domestic apparatus. That has an impact on the lack of credibility of the Biak Regional Human Resources Development Agency. In short, increasing the competency of human resources as an effort to produce adequate human resources in this region becomes an important key for successful transformation.
The Efficiency and Effectiveness of capital expenditure in the Province of South Sulawesi
This study aims to describe the efficiency and effectiveness of capital expenditure in the Province of South Sulawesi. To study this problem, ex post facto research is used. The data type uses secondary data for 2009-2013 time brackets. Data collection techniques using study documentation. Based on the results of the study found that the amount of indirect expenditure still dominates the regional expenditure allocation. While indirect spending is consumptive, while direct expenditure tends to be both short-term and long-term investment. Based on the results of the analysis during 2009-2013 which uses the consumption approach rather than the production approach. But this approach produces growth, but it is short-term and volatile. Overall, based on the profile of expenditure allocation, it can be said that the implementation has not been carried out efficiently and effectively. In the future, it is expected that the Regional Government of South Sulawesi Province can increase the allocation of direct expenditure so that there is a balance with indirect spending, so that conditions in the long run are very beneficial because it increases the overall welfare of the community quickly and sustainably
Practical Model of Organizational Personnel Competence Initiation Via Competency Based Interview
The phenomenon of the quality of human resources in organizations, commonly discussed in a broad general framework. Even the arguments presented in the general context even tend to lose practical focus, including when examining the competence of organizational personnel. In this study, experimentation is carried out by placing competencies as initial access to the quality of organizational personnel resources, then the focus is directed at the recruitment program. This study considers that the recruitment program is the first opportunity for the organization to pay attention to the ability (quality of HR) of prospective personnel who will work later. This perspective brings us to the importance of professional recruitment filtration design and integrity in its implementation. The two aspects support one another, including in; (1) The recruitment filtration process that applies the interview mechanism requires the design of competency-based interviews whose details are examined; (2) Competency-based interview design is implemented with blind professional integrity. For this reason, this study presents a practical model of competency-based interview design that is ready to be implemented with a single condition, blind professional integrity
Formulation of Smart City Policy Instruments (Study Jogja Smart Service Program in Yogyakarta City)
This study aims to provide an overview of the formulation of policy instruments in improving public services of the Yogyakarta City. Therefore, this study describes the effectiveness that has been achieved and also describes the problems that arise in the Jogja Smart Service Program (JSS) in the context of the formulation of policy making. This can then be useful for developing alternative policy instruments that are similar. In the perspective of public administration, a program of policy can be seen part of the management of decisions in public policy, where the resources and actors are organized and coordinated. This gives consequences about how the process of making instrument formulation at the time of making the policy. Thus, it becomes interesting to see how the process of formulation of policies in the Jogja Smart Service Program (JSS). By using descriptive qualitative research methods, the stages of the method in this research are collecting data related to the policy formulation process of the Jogja Smart Service Program (JSS), in the form of interviews and documentation of regulations and related policies. The result of the research is the formulation of Jogja Smart Service (JSS) policies in Yogyakarta City which still has various challenges, so a combined instrument is needed, namely synergy and collaboration between the government, private sector, community and other stakeholders to support the effectiveness of the program
Martin Luther King Jr’s Theory of Nonviolence in Conflict Resolution
This article on Martin Luther King Jr examines the power of non-violence philosophy in conflict resolution. Before Luther King Jr philosophy of non-violence, Jesus Christ, Mahatma Gandhi, Leo Tolstoy and other advocates of peace had vigorously pursued non-violence as the only tenable and acceptable paradigm in conflict resolution. In this essay, Martin Luther King Jr. is shown to be deeply influenced by his moral and spiritual background upon which his father had endowed upon him. For Luther King Jr, the racial discrimination experienced in Montgomery can only be defeated by non-violence and nothing more, for violence begets violence upon which continuous use of violence leads to the vicious circle of violence. Policy Windows: Sociopreneurship Activity Through Development of Turtle Breeding Ecotourism in Mapak Indah Beach
Indonesia is one of the few countries in the world which becomes a natural habitat for turtles.However, like other countries, the Indonesia’s turtle population are prone to extinction. All species of see turtles in Indonesia’s waters are protected under the Government Regulation Number 7, 1999 concerning preservation of plant and animal species. Despite having the legal status, the turtle preservation is not fully comprehended and even ignored by the number of people. The development of turtle-based ecotourism is an alternative source of income. Mapak Indah Beach is considered to be a representative area for this ecotourism activity. However, finding from tourism and ecological activities shows no satisfactory results in combining the two activities. Sociopreneurship activities in the management of the Mapak Indah Beach turtle breeding ecosystem require an in-depth study to be able to access the policy windows of the Mataram City Government (the public agenda becomes the government's agenda). Strategic policies are: (1) an increase of coordination and roles among stakeholders; 2) a capacity building for management and procurement of sarpras; and (3) an increase of knowledge and skills of the local communities
The Implementation of Providing Performance Allowance Policy in the Secretariat of the General Election Commission Kota Ternate, Indonesia
This study aims to evaluate the implementation of the policy of providing performance allowance to employees at the Secretariat of the General Elections Commission (GEC) Kota Ternate, as well as their supporting and obstacle factors. This research is a descriptive qualitative research by using case study. The research data were obtained from informants who were respondents, ranging from staff to officials at the Secretariat of the General Elections Commission Kota Ternate. The results of the study showed that although the implementation of the performance allowance was already running there were still some deviations in its management, namely: 1) no socialization or training was held on the management of performance allowance involving GEC Kota Ternate; 2) there is no appointment of a performance allowance management officer, namely the Performance Allowance Management Officer or the control book Management Officer, therefore, it happens overlap working with routine treasurer; 3) there is not a standard operating procedure (SOP) as an assessment standard that aims to provide an assessment and sanctions against employees who do not carry out their duties and functions.
Analysis of Implementation of E-Legislation Based on Public Participation at the National Law Development Agency
Previous studies of e-rulemaking that have not touched the theme of e-rulemaking in Indonesia or e-legislation, findings of the observations of the BPHN's website are technical constraints and low public comment statistics, the urgency of the needs of the Indonesian Government in improving democracy and the quality of policies, as well as the legal vacuum regarding the provision of the implementation of e-legislation since 2014 until now, hence the review of this paper will be focused on the preparation of a research framework to address the quality of implementation of public participation with e-legislation. The qualitative research method used is literature review and observation on the BPHN’s website with a study period of October 2016-January 2019. The results of the literature review show, conceptually, quality of the e-rulemaking cannot only be seen from a large number of participants, but rather to the quality of comments that has a substantial depth to get the quality of policy and compliance in its implementation. The dimension of public administration is used to photograph the stages: (i) system input; (ii) system process, including processing and managing data and information; and (iii) the quality of public comments and the policy of draft output.
E-Government During the Pandemic: Maturity Assessment of the Provincial And Regency/City Website in West Sumatra
E-government uses information technology to change government relations with citizens, the private sector, and other institutions. The importance of identifying e-government performance cannot be separated from the use of the website. Thus, assessing the website quality is very important as it helps determine the quality of e-government services and improve service processes. In almost two years of implementing e-government in West Sumatra, there has been no evaluation of the provincial and district/city government websites, which are the primary tools for implementing e-government today. In the Covid-19 pandemic period, the website's role has become more critical as a means for the public to get the latest information regarding developments in handling the pandemic. This study focuses on assessing and evaluating the level of maturity (maturity assessment) of the provincial and district/city government websites in implementing e-government and its relationship in response to the Covid-19 pandemic. Forty websites were assessed for their e-government maturity in this study. The website consists of 19 district/city websites, one provincial webpage, and 20 websites for handling Covid-19 for each district/city and province. The maturity assessment was measured using the United Nations (UN) e-government maturity model. This study found that government websites are still at stage 1 and stage 2 maturity models. Meanwhile, the Covid-19 handling website is on stage1. It is hoped that the government in West Sumatra will pay more attention to improving e-government through websites in the current pandemic era
Effect of Current Ratio and Return on Equity on Dividend Payout Ratio Policy
The purpose of this study was to determine the effect of the current ratio and return on equity on dividend payout ratios in Manufacturing Companies Engaged in the Metal Industry Sector in the Indonesia Stock Exchange in 2014-2018. The method used in this study is associative, the sample used is the 5-year financial report that has made panel data. The analysis tool uses regression, coefficient of determination and hypothesis testing. The results of the study concluded that there was a significant effect between the current ratio to the dividend payout ratio with a determination of 35.4% and the hypothesis test of significance of 0,000 <0.05. There is a significant effect between return on equity on dividend payout ratio with a determination of 36.5% and the hypothesis test of significance 0,000 <0.05. There is a significant simultaneous effect between the current ratio and return on equity to the dividend payout ratio with a determination of 52.0% and the hypothesis test of significance 0,000 <0.05
