Determinants of The Policy Implementation of Guidelines Public Complaints Management in Tegal Regency Government Environment
The management of public complaints in Tegal Regency is carried out based on the Tegal Regent’s Regulation Number 10 of 2015 concerning Guidelines Public Complaints Management in Tegal Regency Government Environment. In practice, there are many complaints that come in through the available complaint channels. The problem occurs is that many complaints received indicate that there are many problems in the administration pf government in Tegal Regency, there are still unresolved problems, and the percentage of resolved problems complaints continues to decline. The purpose of this study was to determine and analyze the determinants of the policy implementation of guidelines public complaints managemen in Tegal Regency Government Environment. This study uses qualitative research methods with data analysis techniques used, namely data reduction, data display, dan drawing conclusions. The results of this study indicate that the determinant of policy implementation, namely communication is a driving factor, while resources, disposition, and bureaucratic structure are inhibiting factors.Keywords: implementation, public complaints, policy implementatio
Analysis of the Quality of Village Office Employees in Buol Regency
The low quality of human resources, especially employees at the Kulango Village Head Office, Biau District, Buol Regency affects the quality of their work because in this case they do not really master the field of work they do. This study aimed to explore the quality of employees at the Kulango Village Head Office, Biau District, Buol Regency. This descriptive study employed a survey approach. Conducted from August to September 2019, this study involved 24 employees and officers at the Kulango Village Head Office, Biau District, Buol Regency. The data collected were primary data and secondary data. Primary data obtained through interviews, observation, and documentation. The data obtained were processed using frequency table data analysis techniques. The results showed that the quality of the apparatus resources at the Kulango Village Head Office, Biau District, Buol Regency was good in terms of indicators of knowledge, skills, abilities, and experience. However, the strategic plan and understanding of job descriptions for the apparatus of the Kulango Lurah Office, Biau District, Buol Regency must be improved. Although other indicators already have good results, improvements need to be made in order to produce quality apparatus resources
The Influence of Leadership Style, Awards, and Punishment on Praja Discipline at the Institute of Domestic Government (IPDN) Campus in West Sumatra
This article is about the influence of leadership style, reward and punishment on civil service discipline at Institute Of Domestic Government (Institut Pemerintahan Dalam Negeri/IPDN) West Sumatra Campus. In addition, this article also discusses which variables have the most influence on civil service discipline. This research uses quantitative methods with explanatory quantitative research. The data collection technique used a questionnaire. The data analysis technique uses path analysis to see the causal relationship that begins with the classical assumption test and regression analysis with a Likert scale as the rating scale. The hypothesis will determine the contribution of the influence arising from one endogenous variable on an exogenous variable, either directly or indirectly. Overall, the results showed that leadership style had a positive and partial effect on reward, punishment and discipline. Rewards have a positive and partial effect on discipline. Punishment has a positive and partial effect on discipline. Leadership style through reward has an effect on discipline. Leadership style through punishment affects discipline. Leadership style, reward and punishment simultaneously influence discipline
Facing the Threat of Modern Islamic State Insurgence to Increase National Resilience
The threat of insurgency or modern rebellion of Islamic State in Indonesia is strongly influenced by the Southeast Asian regional environment which has a region with religious, ethnic, and cultural diversity. Ethnic, religious, racial, and intergroup conflicts have caused economic, political, and psychological losses. This article aims to describe and analyze using a variety of approaches applied in Indonesia to face the modern insurgency of the Islamic State using qualitative analysis methods. The technique of collecting data and information is through literature study. There are several jihadi organizations and groups that carry out operations, such as Jamaah Islamiyah, the Indonesian Mujahideen Council, and others. The vitality of radical and extremist groups is able to rise to renew leadership in the organizational network structure based on personal closeness, friendship, and family. National resilience as a dynamic condition of the nation and the conception of national development in achieving the goals and ideals of the nation, which is tough and tenacious and capable of developing national strength in dealing with all kinds and forms of threats, challenges, obstacles, and disturbances both coming from within and from within. outside, which threatens and endangers the integrity, identity and survival of the nation and state, especially the threat of modern Islamic State insurgency. Modern insurgency may never develop sufficient military strength to carry out conventional operations and must therefore rely on terrorism and psychological and political means. Therefore, facing the threat of the Islamic State, the Government of Indonesia must map the transformation of ISIS in Southeast Asia, especially in Indonesia, so that it is faced with proportional efforts and actions such as dealing with domestic insurgency, regional cooperation, and the involvement of extraregional forces within the ASEAN framework
Planning And Solution of Urban Infrastructure Problems Through the Integration of Collaborative GIS And Public Participation GIS
This study aims to research related to planning and solving urban infrastructure problems with the Literature Review method, namely reading and reviewing main ideas on the same topic to add and also strengthen the arguments and views or opinions of the author on the topic to be raised in this study. Driving Bureaucracy Towards Post NPM: Case Studies And TNA Item Bank Management
This study aims to analyze the transformation of the New Public Management into the New Public Management within the framework of institutional divergence. The study focuses on the transformation of New Public Management as an institutional phenomenon within the framework of bureaucratic hybridization that results in unique divergences according to the organization. Social actors as the main element of institutional normative coupled with other institutional mimetics have an impact on elaboration patterns of government, affecting efficiency and organization. The case study methodology was chosen to see how the roles of actors in the bureaucracy with the help of Text Network Analysis as a visual and structured confirmation tool. The results show that the hybridization of public management in the bureaucracy needs to go beyond coercive factors to encourage the potential of state apparatus in digital governance towards ideal Post New Public Management. Methodological findings in the form of qualitative research variants that are adaptive to the application of technology can be applied to build strong data validity and reliability. Theoretically, the findings also complement institutional divergence studies that have not yet examined the context of the digital bureaucracy era
Implementation of Assistance Program For Micro Enterprises (BPUM) in Central Java
This study is motivated by the impact of the covid pandemic on micro, small and medium enterprises (UMKM). Closing of markets, closing of malls have significant impact on the ability of micro-entrepreneurs to conduct their business. One of the government's efforts to recover the economy matters and help micro-enterprises is with issue Assistance for micro-enterpreneurs (BPUM) program. 905,328 micro-entrepreneurs in Central Java were recorded to have received that government assistance program. However, the large number of BPUM recipients has not been able to fill the needs of UMKM in Central Java. It can be seen from the large number of requests and complaints for BPUM registration, both those posted through the governor's report channel, email, or other social media. This study aims to analyze and describe the implementation of BPUM program in Central Java and also to analyze and describe the supporting and inhibiting factors based on the Van Meter and Van Horne’s policy implementation model. The type of this study is descriptive method with qualitative research approach. The results of this study showed that the implementation of the program needs to be improved due to the lack of communication and limited resources.Keywords: implementation, micro-entrepreneurs, BPUM, Covid-19 pandemic
The Evaluation of Smart City Policy in Bandung City
Smart city is a smart city concept which in its implementation utilizes technology and information which greatly facilitates the public in accessing information. However, in implementing the Mayor's Regulation Number 1470 of 2018 concerning the Bandung Smart City Master Plan (the Bandung smart city master plan), problems were found in the roadmap which is part of the Bandung Smart City master plan for the 2018-2023 period. Given the smart city concept that continues to develop, an evaluation of smart city policies in the city of Bandung is carried out. This research was conducted using descriptive analysis by comparing the data that has been obtained, in which the results can be seen that the Bandung Smart City Master Plan already has a Roadmap containing program operations that will be carried out by the Implementing Regional Apparatus. However, the Roadmap contained in the Bandung Smart City Master Plan has not adjusted to changes in the implementation of Smart City in Bandung City including new programs that already exist, and there are no additional programs related to the dimensions of smart governance carried out by the Department of Communication and Information (Diskominfo) Bandung. This has resulted in a mismatch of programs and activities related to Smart City in the City of Bandung that have been or are being worked on
Public Service Based on Local Wisdom
Local wisdom is a determinant in providing the best service to the community. The research approach uses descriptive qualitative. The location of the research was carried out in the South Sulawesi Provincial Government. Data collection techniques used observation, interviews and documentation with an analytical approach, namely: 1) Data Collection, 2) Data Presentation, 3) Data Condensation, 4) Conclusion drawing/verification. The results of the study indicate that public services have been running well, this is tied to the existence of a brotherly bond between service providers and service recipients with the slogan Siri' Na Pacce. However, the government still faces obstacles, especially people who have different characteristics and needs
Multi-sector Collaboration: Success Stories of Tourism Village Development
Village-Owned Enterprises (BUMDES) are one of the business entities mandated by law as the spearhead of driving the economy in the village. This study wants to know the extent of the BUMDES collaboration strategy with other parties in building and developing tourist villages and other business units. This study uses qualitative research methods, with interviews with several trusted sources in Bhinor Village, Paiton District, Probolinggo Regency. This study shows the success of the BUMDES collaboration strategy with other parties. There are three BUMDES collaboration strategies in developing BUMDes, namely first, collaboration with PT. PJB UP Paiton in optimizing CSR to develop the quality of human resources and infrastructure for tourist villages and BUMDES business units. Second, cooperation with community groups in exploring village potential and recruiting workers. Third, Collaborating with Micro, Small and Medium Enterprises (MSMEs) to develop and promote local products. In short, BUMDES has succeeded in optimizing collaborative collaboration with other parties in driving the economy in the village. In addition, this study uses analysis of Strengths, Weaknesses, Opportunities and Threats (SWOT) as an effort to face competition with competitors
