    Application of Organizational Culture at the Civil Service Police Unit

    This study aims to explore the implementation of organizational culture at the Office of the Civil Service Police Unit in Pohuwato Regency.  This study was conducted at the Office of the Civil Service Police Unit in Pohuwato Regency. It was employed a qualitative descriptive study. The results shows that organizational culture in the Civil Service Police Unit of Pohuwato regencies based on seven characteristics of organizational culture has shown differences in each characteristic. The strength of organizational culture is seen in four characteristics, namely innovation and risk-taking, attention to detail, results orientation, and individual orientation. Three characteristics, namely team orientation, aggressiveness, and stability, are still not implemented properly. It is also found that work activities are organized into teams rather than individuals, but conflicts are still found in the formed work teams. On the characteristics of aggressiveness, the culture developed has encouraged employees to act aggressively in order to achieve optimal work results, but there are still members of the organization who do not understand the goals, vision, and mission of the aforementioned office. In terms of stability characteristics, technological developments in addition to having an impact on the development of the office, also often bring instability in the office environment

    In order to carry out file transfer and environmental development initiatives, it is necessary to establish a database system within the city of Bandung. Another example is the case that was resolved by both the Personnel Agency and Bandung City Human Resource Development (BKPSDM) through the Personnel Management Information Framework (SIMPEG). The same objective of this study is to evaluate the need for interaction in the context of the Bandung Information Management System (Simpeg).The research above uses quantitative research methods with descriptive approaches such as data collection, analysis, and documentary evidence.The results of the study found policiescommunication on the implementation of the Personnel Management Information System policy at the Bandung City Personnel and Human Resources Development Agency based on the information that has been provided, clear goals and consistency have been implemented properly, this encourages the creation of good policy implementation in government agencies

    KUCATA'KI: An Innovation of Population Administration Services in Makassar City

    Kucata'ki is an innovation of death and birth population administration service in Makassar City. This paper aims to determine the application of Kucata'ki public service innovation in Makassar City and to find out the supporting and inhibiting factors in this application. This study uses a qualitative approach with a descriptive method. Data collection techniques were carried out by means of observation, interviews, and documentation. The data analysis technique uses condensation, data presentation, conclusion drawing and verification. The results of this study indicate that the implementation of Kucata'ki public service innovations in Makassar City has been going well. This can be seen from the three indicators that have been running well, namely: relative advantage, possibility of trial and ease of observation. Two other indicators that are still not good are: suitability and complexity. The supporting factors for the implementation of Kucata'ki public service innovations are the commitment of the Population and Civil Registry services to health facilities and urban villages as well as adequate human resources and infrastructure, while the inhibiting factor is in terms of technical constraints, namely the quality of the network

    Evaluation of Development Planning in Riau Islands Province

    The purpose of this research is to analyze the development planning process in the Riau Islands in 2020 which is not optimal. The development planning process is analyzed and described using three indicators by Willian N. Dunn's development planning evaluation theory, that is: (1) efficiency; (2) equality and (3) responsiveness. The research method used is a qualitative research method. The results of this research indicate that although the development planning process starting from the phasing and scheduling carried out by the Riau Islands Provincial Government in the preparation of the 2020 Regional Government Work Plan has been appropriate and stakeholder participation in the Musrenbang is also quite good, the work achievements contained in the regional head performance agreement at the end of the year it was found that 25% of the performance targets had not been achieved

    Clove is one of the crops that have high selling value in Indonesia. Almost all components of this clove plant can be used, including the clove leaf itself. This study aims to determine the role of the village government and the factors that influence the increase in the agricultural product (Midaceng). The method of this research was descriptive with a qualitative approach. Research data was collected through structured interview techniques. The data analysis techniques used data reduction, data presentation, and conclusion drawing. The results of this study indicate that the Mattiro Wallie Village Government plays an active role in supporting the condition of natural resources, establishing a clove leaf distillation factory, establishing cooperation between the government and the community, and improving the welfare of the community. The factors that support the increase in clove leaf oil production are internal factors like Human Resources (HR), the lack of infrastructure such as clove leaf storage warehouses, and Marketing Techniques for Production Results (Clove Leaf Oil). Meanwhile, external factors include natural factors (weather), lack of local government participation in seeing opportunities from clove leaf oil processing, business capital, and communication problems (networks)

    Determinants of Employee Performance: The Role of Leadership Style, Competence, Integrity and Work Motivation

    This study analyzes the effect of leadership style, competence, integrity, and work motivation on the performance of sub-district employees in Padang City. The population in this study were all employees in each sub-district in Padang City, with as many as 761 employees. The sampling technique used was the purposive sampling technique, with the number of samples as many as 266 respondents. The data analysis technique is descriptive qualitative analysis with a quantitative approach and partial least square structural equation modelling (PLS-SEM) analysis.     This study aims to determine the analysis of the existence of indigenous peoples in the administration of nagari government in Solok Regency and to describe what are the strengths in the analysis of the existence of indigenous peoples in the administration of nagari government in Solok Regency. This research is qualitative in nature using descriptive methods, so this writer will describe what was done in analyzing the existence of indigenous peoples in the administration of nagari government in Solok Regency, the obstacles encountered in realizing the existence of indigenous peoples and efforts to solve them. The results of this study are the State's effort to apply the same principle in village governance arrangements with different forms of government, which is an effort to keep diversity in unity. However, equating the principle of regulation in a communal society such as Nagari with the Village, in the end resulted in problems in the Nagari Government. The combination of adat and public administration in the context of a hybrid system has made Nagari the same as Desa. The enactment of Law number 6 of 2014 concerning Villages which was responded to by Regional Regulation Number 7 of 2018 has strengthened the position of the Nagari Government as a traditional village with another name. Unfortunately, there is still no customary government that is autonomous according to its special rights of origin. The regulation of Traditional Villages with other names is recognized by the state as long as they do not conflict with the principles of Village regulations regulated by law. The Nagari Government Regulation in Regional Regulation Number 7 of 2018 concerning Nagari which strengthens Nagari as a Traditional Village with another name is still a hybrid system. The existence of Nagari which was revived by the government is something that makes the Nagari people have too high expectations that their management will be able to be managed as Nagari used to be thick with traditional values. If the government does not fully provide genuine autonomy, the advice that researchers can give is the separation between traditional villages and administrative villages
