Character Based Leadership
The leader has his own unique and distinctive nature, habits, temperament, character and personality so that it is his behavior and style that distinguishes him from others. This style will definitely color the behavior as well as the type of leadership. Leadership is aspirational power, creative spirit, and moral strength, which is able to influence members to change attitudes, so that they are in line with the wishes and aspirations of the leader. Leaders should be figures who become role models for those they lead. Some types of leadership in general are autocratic, charismatic, laisser faire, democratic, to make quality improvements. But if every time and in every case you have to give orders or directions, it will cause difficulties, because every time to do a good job it must be with the orders of the leadership, and if there is no order from the leadership not to do a good job, then continuous improvement of the quality of performance will be difficult to realize. A leader motivates followers through a leadership style based on Indonesian Local Wisdom, namely a character-based leadership style in realizing this, currently a leadership management style that integrates 18 character building values into the leadership style of University management is achieved so that the vision and mission of the university is achieved
Community Satisfaction with the Services of DPRD Members in Bantaeng Regency
This study aims to measure public satisfaction with the services of the Bantaeng Regency DPRD based on the duties and functions, namely: the function of forming a regional regulation, the function of the budget, and the function of supervision. This study uses a quantitative method with non-probability sampling technique, the measurement with a Likert scale involves 100 respondents, namely: NGO/NGO/Youth Organization activists, lecturers, students, journalists/journalists, civil servants (PNS) and entrepreneurs. purposive sampling. The results showed that the service of the DPRD Bantaeng Regency was categorized as unfavorable at 73.84, with service quality C. DPRD Bantaeng Regency services based on the function of forming a regional regulation were categorized as poor, namely 73.74 with service quality C. DPRD Bantaeng Regency services based on the budget function were categorized as poor. good at 73.92 with service quality C. And Bantaeng Regency DPRD services based on the supervisory function are categorized as bad at 73.88 with service quality C
Agricultural Transformation in Indonesia: Evaluation of Policy Implementation and Challenges Faced
This article aims to evaluate the implementation of agricultural policies and identify the challenges faced in the agricultural transformation process in Indonesia. The background of the study revolves around the importance of agricultural development in achieving sustainable economic growth, food security, and poverty reduction in the country. The study's objective is to assess the effectiveness of policy implementation and understand the key challenges hindering the agricultural transformation process. To achieve the research objective, a qualitative approach was employed. Qualitative interviews were conducted with key stakeholders, including government officials, farmers, and agricultural experts, to understand their perspectives on policy implementation and identify challenges faced at the ground level. The findings of the study reveal both positive outcomes and challenges in the implementation of agricultural policies in Indonesia. The policy implementation has led to increased investment in agricultural infrastructure, technology adoption, and productivity improvement in certain regions. However, challenges such as limited access to credit and markets, inadequate extension services, and climate change impacts have hindered the desired transformation. The study underscores the need for improved coordination between government agencies, increased investment in rural infrastructure, targeted support for smallholder farmers, and climate change adaptation strategies to overcome these challenges
Strategy for Strengthening Work Culture in an Effort to Improve the Quality of Health Services (Case Study at Community Health Center in Tasikmalaya City)
The purpose of this study is to find out how strategies to strengthen work culture can improve the quality of health services at the Puskesmas. This study used a qualitative method with respondents at the Sangkali Health Center and Panglayungan Health Center in Tasikmalaya City who had measured the quality of health services. Whereas in the Panglayungan Health Center as a comparison Health Center, there are only two work cultures that need to be strengthened, namely professionalism and cooperation. In terms of service quality that has not been achieved, both Puskesmas do not have a Puskesmas quality policy. The Sangkali Health Center still lacks an understanding of quality, while the Panglayungan Health Center already has an understanding of service quality
Employee Work Discipline at the Patilanggio Sub-District Office, Pohuwato Regency
The purpose of the study was to find out and obtain an overview of employee discipline at the Patilanggio sub-district office, Pohuwato district. The object of the research is the employee at the Patilanggio sub-district office, Pohuwato district. which this research was conducted for approximately 2 months, while the research design, the authors used qualitative methods, with research informants 10 informants. The results showed that employee discipline through the role of leaders at the Patilanggio sub-district office, Pohuwato district, was seen in the implementation of the implementation through services provided by civil servants at the Patilanggio sub-district office, which had been carried out together. The leadership of the sub-district head who has supported the duties of employees carried out through direction, guidance and supervision has become an encouragement for employees to carry out their service duties properly. The camat's attention in disciplining his employees is an obligation that must be carried out in order to achieve the goals of the organization. Cmat as government administrators provide services to the community through the assistance of existing employees, in accordance with their respective duties. Effective leadership will only be realized if it is carried out in accordance with its function together with subordinates. Discipline in the concept of the motivational dimension for civil servants at the Patilanggio sub-district office is a very supportive dimension in the administration of government, especially in providing public services. Employees who are spearheading public services at the Patilanggio sub-district office always carry out their duties and functions in accordance with their duties and functions and based on applicable regulations. Employees are given motivation in improving all services provided to the community, it cannot be separated from the role of all elements of leadership, especially in building a conducive work climate and pleasing employees in carrying out their responsibilities. The encouragement given by the leadership to subordinates can grow in giving birth to initiative in carrying out their work. Overall, employees have the responsibility to achieve the organizational goals of the Patilanggio sub-district office, Pohuwato district. The third dimension of the work discipline of employees at the Patilanggio sub-district office is the enforcement of discipline through their daily activities
Accountability in Health care Services: A Study at Community Lung Health Care Center of Makassar, Indonesia
This research is a qualitative descriptive study that aims to provide an overview of the accountability of health services at Community Lung Health Care Center of Makassar. There are eight informants as the main data source and documents as secondary data sources. Data were collected through in-depth interviews and document review. Miles and Huberman data analysis was used for data analysis. The findings revealed that there were twelve indicators of service to health services at Community Lung Health Care Center of Makassar. The results of the study examined the achievement of the realization of the indicator towards the target achieved. The obstacles found in the process of health services are the patient's lack of knowledge about health services which are offered at at Community Lung Health Care Center of Makassar, the need for a change in status to a special pulmonary hospital and increasing the capacity of human resources. There are some ways to figure out the obstacles; large-scale promotions, status change drafting teams, and training for health worker need to be held
Student Character Based on Pancasila Student Profiles at Tarakan City Public Middle School
Strengthening Character Education is not a new policy at all because since 2010 character education in schools has become a National Movement. Education units are a strategic tool for building national character because they have systems, infrastructure, and educational ecosystem support spread throughout Indonesia, from urban to rural areas. This study aims to describe the character of students based on Pancasila Student Profiles at Public Middle Schools in East Tarakan District, Tarakan City. The research method used was a survey of the research population, namely all-state junior high schools in East Tarakan District with a total sample of 180 students. The distribution of questionnaires is a data collection technique, while the data analysis technique used is descriptive statistics. The results of the research on the description of student character based on the profile of Pancasila students as a whole are in the very good category. Meanwhile, in terms of the Pancasila profile character element indicators in terms of faith, and piety to God Almighty, it is known that the value of 73.33% is in the very good category; In terms of global diversity, it is in the very good category, with an average value of 56.67%; Judging from the dimensions of mutual cooperation, it is in the very good category, with an average value of 46.11%; Judging from the independent dimension, it is in the very good category, with an average value of 48.89%; Judging from the critical dimension, it is in a very good category, with an average value of 45.00%; Meanwhile, in terms of the creative dimension, it is in the good category with an average value of 35.56%
The Implementation of Housing Development Licensing and Non-Licensing Policies for Low Income Communities of Sukabumi City
The purpose of the study was to determine the process of implementing licensing and non-licensing housing development which was held to meet housing needs for low-income people. The method in this study uses a descriptive research method with a qualitative approach. Data collection techniques using interview techniques, observation, and documentation related to the research. The data analysis technique in this study was carried out qualitatively. This study uses five dimensions of policy implementation from Van Meter Van Horn. Based on the results of research that has been carried out by researchers regarding the Implementation of Licensing and Non-licensing Implementation Policies for housing development for low-income communities in Sukabumi City as a whole it has been going well and optimally, but there are some things that are still not going well. Social and economic conditions have a good effect on the community, especially people with low incomes, previously they did not have a home and now have a home. Another thing is the decrease in investors in investing in the Sukabumi City area caused by the global pandemic which has an impact on all aspects
Public Financial Information Disclosure by the Regional Financial and Asset Management Agency (Case Study: Regional Financial and Asset Management Agency of Pekanbaru City)
This study aims to identify and analyze Public Financial Information Disclosure by the Pekanbaru City Financial and Asset Management Agency whose information is incomplete on the official website. The research method used is qualitative with a phenomenological approach and the instruments used are observation, interviews, website tracking, and documentation. The indicators in this study are a combination of several theories, that is theory of democracy, good governance, and information disclosure, which finally obtained research indicators, that is accountability, transparency, communication, resources, leadership, and accessibility. The results of this study, that the disclosure of public financial information conducted by the BPKAD of Pekanbaru City still not implemented properly and also still not informative, presentation of financial data with online media is still used as a side job by employees, which eventually upload documents to be late or past the fiscal year. The problem is the number of employees who are minimal and less competent in their field also affects the implementation of public financial information disclosure by the BPKAD of Pekanbaru City.
Apar Tourism Village Development Strategy as an Ecotourism Attraction in Pariaman City
The purpose of this study was to determine the development of the apar tourism village as an ecotourism attraction in Pariaman City, in order to create harmony between every government organization between the city government and the provincial government in managing tourist villages to be better, safer, and more comfortable to achieve independence and community welfare. The results of this study indicate that: First, the strengths in the development of the Apar tourism village: (1) The existence of clear rules in the management of the apar tourism village, (2) the coordination towards the development of the apar village tourism, (3) the creation of the apar village tourism business. Second, Weaknesses in the development of the Apar tourism village: (1) Lack of public awareness in the development of the Apar tourism village, (2) inadequate human resources, (3) unsupported facilities and infrastructure. Third, the opportunities in the development of the Apar tourism village: (1) Realizing the apar village into independent tourism, (2) creating community welfare in optimizing the tourism potential of the apar village. Fourth, Threats in the development of the Apar tourism village: (1) The decrease in the source of income from the village original income (PAD), (2) Not yet maximized in developing the economic cooperation network of various parties. Fifth, the strategy in developing the Apar tourism village: S-O strategy, namely: (1) The existence of tourism promotion by utilizing information media, (2) Coordination of the government in providing facilities and infrastructure. The WO strategies are: (1) Government policies need to be firm in implementing a better tourist village, (2) Cooperation with the trade office in providing minimarket businesses in apar tourism villages. The ST strategy is: (1) CBT support is needed in improving tourism management in the Apar village, Pariaman city, (2) Setting up easy access for the Apar tourism village. The WT strategies are: (1) Providing training in improving the quality of existing human resources, (2) Providing ongoing socialization to the community
