    KAJIAN CONSPIRACY THEORY PADA KEPALA DAERAH MELALUI INSTRUMEN PBB-P2 DI KABUPATEN/KOTA DI JAWA TIMUR

    The delegation of authority to manage the Land and Building Tax on Rural and Urban (PBB-P2) from the provincial government to the district / city government provides an opportunity for the district / city government to get additional Regional Original Revenue (PAD). But the fact that what happens is that the PAD revenues are sourced from UN-specific taxes which experience abnormal fluctuations. This is indicated by the interests of regional heads who want to maintain the stability of their territory through populist policies. To look deeper into this matter, the qualitative method is used by utilizing the literature study approach as an approach in completing this study. The findings obtained are proven to be a link between the increase in the UN-P2 revenue target and the periodization of regional heads (regents / mayors) in which the regional head who nominates again as regional head for the second period will loosen policy towards PBB-P2. But when it has been chosen definitively, the policy against PBB-P2 will return to strict.     THE IMPACTS OF INTERNATIONAL MIGRATION ON DEVELOPMENT IN INDONESIA: A LITERATURE REVIEW

    Remittance often becomes a central point in an analysis of the relationship between migration and development because it is viewed as bringing a positive contribution to development. However, the impact of international migration on development is not reducible to the contribution of remittances. This paper maps the impacts of migration to development, particularly in the Indonesian context. The impacts are categorized into eight different dimensions of development, following the framework. Moreover, the paper explores the level of migration impacts, namely the individual, household, community, and country-level. From the impacts mapping, the paper then critically analyses how to strengthen the impact of migration to development by proposing three main ideas, those are: (1) understanding the complexity of migration flows, (2) acknowledging other forms of remittance and value exchange, and (3) analyzing the institutions surrounding migration-deve-lopment nexus in addition to simply encouraging migrant workers and their families to sustain themselves. Through the analysis, it is known that, even though migration and development are highly complex, the nexus also has potentials that can be explored in the further research agenda. Keywords: development, international migration, remittancesJEL Classification: O15, F22, F2

    This study aims to answer the question, does increasing farmers’ welfare have a significant impact on reducing poverty in rural areas? The results of the analysis of FTT data, percen-tage of rural poverty, and rural Gini Ratio in 2014-2017 using the fixed effect panel data re-gression with pooled EGLS method (Cross-section weights) show that farmers’ welfare has a significant impact in reducing poverty in rural areas.     HETEROGENITAS KEMISKINAN DAN DETERMINANNYA: STUDI KASUS KABUPATEN DAN KOTA PROVINSI PAPUA

    Poverty in Indonesia experiences a declining trend, both in number and percentage, but Pa-pua Province is not the case. The number of poor people in Papua has increased and the position of poverty levels is higher than the national level. Heterogeneity of poverty occurs in the districts and cities of Papua. The purpose of this study is to analyze the determinants of poverty in regencies and cities in Papua Province. Determinants of poverty include economic growth, human development, decentralization, and regional status. This research uses quantitative methodology with multiple linear regression analysis cross-section analysis tools. The findings of this study are an increase in economic performance which is proxied by economic growth that can reduce poverty levels in districts and cities in Papua Province. Other findings, show an increase in the quality of human resources as a form of human development in proxy with the human development index is also able to reduce poverty levels. The results of this study also show that regional status and fiscal decentralization have not been able to significantly influence poverty reduction. Government policies need to be for-med in forming partnerships with the public and the private sector in improving economic performance and human development in order to improve the welfare of the community. In addition, without ignoring the decentralization policy, the management of potential resources needs to be optimized to increase the ability and independence of the region in financing regional expenditure, particularly in poverty alleviation programs.Keywords: Poverty; Economic Growth; Human Development; Decentralization; Regional StatusJEL Classification:I32;015;040;R1

    KEMISKINAN DI KOTA BENGKULU, APA PENYEBABNYA?

    Since 2011, poverty in Bengkulu City has been indicated as very high, far above the poverty of Bengkulu Province's and Indonesia's poverty, but there have been very small amount of re-searches related to the causes of this poverty. This study aims to identify the causes of poverty in Bengkulu City through descriptive analysis on the structure of poor population in Bengkulu City.     APLIKASI REGRESI SPASIAL UNTUK MENGANALISIS PENGARUH INDIKATOR PENDIDIKAN TERHADAP TINGKAT PENGANGGURAN TERBUKA DI JAWA TENGAH TAHUN 2018

    Unemployment still becomes one of social important problems in Indonesia that needs more attention, including in Central Java. One factor that affects the unemployment rate is educa-tion. Education is a gateway for people to improve their living standards through the worklife. Moreover, education will improve the quality of human resources themselves. This study tries to analyze unemployment in the context of spatial distribution to understand wheter or not there is spatial pattern of unemployment in Central Java. Descriptive analysis results indicate that there is a regional grouping of high open unemployment rates in Central Java, which is located in the western part of the province. The modeling results show that the Spatial Auto-regressive Model is appropriate to illustrate the effect of the independent relationship on the dependent variable. The model estimation results conclude that people (in the percentage of population) who have never / not yet attended school have positive effect on the open unem-ployment rates. While people (in percentage) who cannot read and write and the literacy rate of poor people aged 15-55 years have negative effect on the open unemployment rates.     MODEL PENGARUH TINGKAT SETENGAH PENGANGGURAN, PEKERJA INFORMAL DAN PENGELUARAN PERKAPITA DISESUAIKAN TERHADAP KEMISKINAN DI INDONESIA TAHUN 2015-2017

    Indonesia's poverty rate in the last five years has always decreased annually to 10,64 percent (2017). However, this pattern is not followed by all provinces in Indonesia. Some provinces experience fluctuations every year. Even in 2017, poverty has risen in some provinces. This condition is influenced by some factors of both labor and economy. From the existing literature, there is little research on the effects of underemployment rate, informal workers and adjusted per capita spending on poverty in Indonesia. Therefore, this research is very important to do. This study aims to model the underemployment rate, informal workers and per capita expenditure on poverty using the panel data regression analysis of the 2015-2017 period. The result of the research shows that the best model is Random Effect Model (REM). The rate of underemployment has a positive and significant impact on poverty (level of confident 90 percent). In addition, per capita expenditures have negative and significant impact on poverty. The results of the study show that the government is expected to pay more attention to the indicator of the underemployment rate, because this variable has a largest influence(o,04 percent) on poverty compared to all variables.Keywords : labor, panel regression, underemployment, poverty, random effect mode

    KAJIAN PERUBAHAN DAN VOLATILITAS HARGA KOMODITAS PANGAN STRATEGIS SERTA PENGARUHNYA TERHADAP INFLASI DI KOTA BANDA ACEH

    This study aims to analyze the price change and volatility of strategic food commodities and the influence to inflation in Banda Aceh City. Food commodities in this study are restricted to rice, onion, red chili, and small chili. To identify the existance of strategic food commodities’ price volatility, this study uses ARCH/GARCH model. Then, this study uses further analysis by using multiple regression to know the influence of strategic food commodities’ price change and volatility to inflation in Banda Aceh City. The result of ARCH-LM test shows that price volatility is existed in the price change of rice and onion. Then, result of multiple resgression estimation shows that the price change of rice, onion, red chili, and small chili significantly have positive influence to inflation in Banda Aceh City. Price volatility of rice and onion insignificantly influent to inflation in Banda Aceh City. Thus, government should protect the price stabilty of strategic food commodities, especially rice, onion, red chili, and small chili in order to keep in mild inflation.     ABSTRAKStudi ini bertujun untuk mengetahui implementasi akad Murabahah terkait faktor-faktor yang mempengaruhi pembiayaan Kredit Usaha Rakyat (KUR) mikro iB yang dilakukan oleh lembaga keuangan bank BRI Syariah Kantor Cabang Malang dalam program penyaluran dana pada pembiayaan Kredit Usaha Rakyat (KUR). Sumber data yang digunakan yaitu data sekunder dan data primer melalui teknik pengumpulan data dengan wawancara, observasi, dan studi kepustakaan. Analisis data yang digunakan dalam studi ini adalah metode kualitatif. Hasil studi ini menunjukkan bahwa implementasi pembiayaan Kredit Usaha Rakyat dengan program pembiayaan Mikro iB banyak diminati oleh nasabah. Hal tersebut dikarenakan prosedur pembiayaan Mikro iB lebih cepat, lebih mudah dan margin yang ditetapkan lebih rendah daripada margin pembiayaan produk pemerintah yaitu KUR Mikro iB. Dengan prosedur yang mudah, cepat, dan margin yang lebih rendah membuat nasabah lebih memilih untuk melakukan pembiayaan dengan menggunakan Mikro iB daripada KUR Mikro iB. Produk pembiayaan dari BRI Syariah dalam mencari nasabah untuk melakukan pembiayaan kredit dinilai berhasil.     Ponggok Tourism Village is one of the tourist villages in Klaten Regency which has a variety of tourism potential. Ponggok Tourism Village needs to be further developed in order to maintain existance as a Tourism Village. Viewed from tourist visits in 2017 is began decline in tourist visits. The purpose of this study is to determine alternative management strategies that must be prioritized in order to develop Ponggok Tourism Village. This study uses the Process Hierarchy Analysis (AHP) method to analyze alternatives policy that  proposed by keypersons through previous interviews. There are four alternative policies, namely: adding artificial recreational facilities, adding natural tourism packages, adding cultural tourism packages and adding souvenirs typical of Ponggok Village. The results of the AHP analysis show that the  adding cultural tourism packages  is main priority of the development option of Tourism Village which has the highest weight The second priority is to add natural tourism packages.
