    Strengthening the Role of the Hamlet Head in Assisting the Tasks of the Village Head in Tongke-Tongke Village

    The quality of community services is one of the criteria that can be used as a reference to measure the success of the Village Government in carrying out its duties. On the other hand, community satisfaction with the services provided by the apparatus influences empowerment policies and the performance of the village government itself. This article describes the strengthening of the role of hamlet heads in assisting village heads in Tongke-Tongke Village, East Sinjai District. This research approach is qualitative. Data collection techniques are observation, interviews, and documentation. The data analysis technique was carried out using data reduction, data presentation, and concluding. From the results of the analysis, it was concluded that the strengthening of the role of the hamlet head in assisting the task of the village head in Tongke-Tongke Village, East Sinjai District had not run optimally. The hamlet head has not carried out his duties and functions optimally. The village head does not yet have a plan to strengthen the organization and does not dare to change the hamlet head who does not carry out his main duties and functions. The steps taken by the village head in dealing with these problems are to guide the hamlet head so that they can understand and carry out their duties and functions according to applicable regulations

    Holier than Thou: A Comparative Study of Leader-Member Exchange (LMX) Effectiveness in Transactional and Transformational Leadership in IT Companies

    This research aims to explore the effectiveness of transactional and transformational leadership style in creating effective Leader-Member Exchange relationship in organization, particularly in IT companies. The research was carried out in the Indonesia during the year of 2020. Semi-structured interviews were conducted on 149 respondents over a period of 12 months between February 2020 and November 2020 in 119 IT companies located in major cities of Indonesia. The results of this study indicate that the transformational leadership is more holistic than transactional leadership. In developing high-quality leader – member relationship, personal touch of a leader is needed to inspire his/ her followers to perform beyond expectations and sacrifice to surpass their self-interests for organizational interests. Moreover, to create a warmer and friendlier work atmosphere a leader should be more aware of the out-group existence and he/she supposes to build a relationship reciprocally not based on personal preferences, but rather based on the recent and future potential, and also assigns tasks to those who have skill and readiness. The challenge of this paper is that difficult to generalize the result as this paper approaches the problems by a qualitative stance. This paper contributes to the exiting literatures on how effective transformational leadership in generating high quality leader – member relationships in order to influence member’s job performance and job satisfaction in an organization

    Competence and Performance Aspects in the Placement of the Head of Financial Affairs at the North Kalimantan Police Work Unit

    The Indonesian National Police as well as other organizations in the era of the industrial revolution 4.0 are also faced with various challenges. The main task of the National Police as a protector, protector, and servant of the community, maintaining security and public order and law enforcement will be more complex in the future due to the rapid advancement of information technology. This study aims to analyze aspects of competence and performance in the placement of the head of financial affairs at the North Kalimantan Regional Police Work unit. The research method used is descriptive qualitative with data collection techniques, namely interviews and documentation. The informants in this study were 5 personnel who served in the Itwasda work unit, Ditresnarkoba, Bidpropam, Biddokkes, and Yanma Regional Police North Kalimantan. Data analysis techniques, namely data reduction, data presentation, and conclusion drawing.  The results of the study showed that personnel with the rank of Brigadier General who was appointed to the position of Kaurkeu even though they were with temporary stakeholder status, were still able to run well. This can be seen from the well-running of police activities at the Regional Police North Kalimantan, especially in the Work units at the Regional Police North Kalimantan. This of course cannot be separated from the role of financial managers in each work unit. Even with the rank of First Brigadier, the personnel appointed to the Kaurkeu position were able to show good performance. Although from interviews conducted with them, it was found that the five of them did not have an educational background related to finance, either in general or specifically in managing police finances. They only study independently under the guidance of the Regional Police's financial advisory function, namely the Bidkeu Regional Police. However, 4 of the 5 personnel have certificates as treasurers from State Treasury Service Office Tanjung Selor. Thus, it can be concluded if the deficiency in the competency factor can be covered by the existence of social support

    Analysis of Employee Recruitment in Improving Performance in the Accommodation Service Business

    The economic development of a region, especially in the development of the tourism sector, cannot be separated from the development of its human resources. This study aims to see the employee recruitment system, employee performance, and employee education qualifications at hotels in the city of Parepare. 7 informants are leaders and/or employees who are taken from hotels who are deemed to be able to represent the whole hotel in Parepare City. This research is applied research with a qualitative approach. Data were analyzed descriptively. Observations were made at seven hotels as the object of research, one of which recruited employees openly, while the other six hotels did not. Of all employees in the seven hotels, only a small proportion have educational qualifications with a tourism background. There is one hotel that has employees with a tourism education background, but only at the level of vocational high school education, besides that employee performance is generally still low in almost all hotels, only one hotel which according to our observations is quite good in terms of hotel service standards. The results showed that the recruitment system has not been implemented openly, employee performance is still low and educational qualifications are not following the needs of the workforce in the hotel industr

The results of the research are the quality of MICE Human Resources at the Event Organizer in South Sulawesi Selatan is quite good and the MICE Event Organize HR Development Strategy in South Sulawesi, namely 3 main strategies, namely development through internships and guidance, development through education and training and career development

    Impact of Human Resource Development on Public Service Through Employee Performance Of Center Mamuju

    Public organizations as a place for providing services to the community must be supported by quality human resources. This is inseparable from the human resource development system, in creating superior human resources and having good performance so that the services provided can increase public satisfaction. This research is a quantitative type of research, which is conducted at the Civil Service and Civil Service Agency, Population and Civil Registry Office and five District Offices in Central Mamuju Regency. The sample in this study amounted to 102 people. Data collection was carried out through distributing questionnaires, observations, interviews and supporting documents related to the research topic. The results showed that the development of human resources through employee performance had an influence on the quality of public services in Central Mamuju Regency with an F calculated value of 15.668. greater than the F table, which is 3.09. For the probability value, the value is 0,000, smaller than 0.05

    Utilization of Information and Communication Technology at the Baranti District Office, Sidenreng Rappang Regency. This study aims to determine the use of information and communication technology in the Baranti sub-district office, Sidenreng Rappang district. This research is a descriptive study with a qualitative approach. The main informant is the Head of the District Head Office of Baranti District. Supporting informants consist of the Secretary and Head of General Services. The data collection techniques used were interviews, observation, and documentation. Data analysis techniques used data collection, data reduction, data presentation, and conclusions. The results show that the use of information and communication technology places more emphasis on hardware aspects such as the use of computers in processing data and information and is used to store data and information so that they can be reused, use of telephones to convey information, use printers to convert files into printed form, use a projector to display data that has been processed on the computer. Meanwhile, in terms of processing and sending data using a computer as a tool with E-mail media via the internet network.

    Poor Empowerment Program through Joint Business Groups or KUBE (Kelompok Usaha Bersama *in English: Joint Business Group). The form of this program is to provide Direct Social Empowerment Assistance or business capital for the poor to facilitate these community groups which have been accommodated in a group, namely KUBE to manage and develop Productive Economic Enterprises. This type of research is qualitative research using observation, interview, and documentation techniques as a data collection tool. While the data analysis technique is done by collecting data, reducing data, and drawing conclusions. The results of this study indicate that the community welfare improvement program is implemented through the establishment of KUBE and providing business capital assistance KUBE to build businesses and increase people's income; there is still a need for capacity building for managers so that the formed KUBE can become a sustainable business model. This research can be used as a reference in preparing human resources through joint business groups at the village level because previous research focused on the district/city level

    Determinant Factors of Income of Cocoa Farmers in Batuparigi Village, Mamuju Tengah District

    Cocoa farming is a business developed by the community in Batuparigi Village, Tobadak District, Central Mamuju Regency so that cocoa is one of the leading agricultural sectors there. However, there are several inhibiting factors, such as; The increasing price of cocoa seedlings has made it difficult to obtain quality seeds. In addition, the cost of fertilizers and pesticides has increased in price from year to year and has become an obstacle for cocoa farmers. This study uses a quantitative approach with a survey method. The sample in the study was 30 people. The data collection techniques used were observation, documentation, and questionnaires. The data analysis technique used is multiple linear regression analysis. The results showed that simultaneously the independent variables (land area, fertilizer costs, seed costs, pesticide costs, and labor) had a significant and positive effect on the dependent variable (farmer income). Partially, land area has a significant effect and is positively related, while the variable cost of fertilizer, cost of seeds, cost of pesticides, and labor has no significant effect on farmers' incom
