FORMULASI STRATEGI PENGEMBANGAN PELABUHAN PERIKANAN NUSANTARA PENGAMBENGAN JEMBRANA
Strategies are required by any Fishery Port (PP) in order to have a clear direction in achieving the desired objectives to develop a competitive advantage so that FP can not only survive, but also to win the competition. The purpose of this study is to formulate the development strategies of Pengambengan NFP. The method used was a descriptive survey of case study. The results of this study show that Pengambengan NFP development strategy include: (1) The increase in Pengambengan NFP service quality, (2) improvement capacity and institutional coordination, (3) revitalization, improvement, maintenance and development facilities in Pengambengan NFP to be the center of integrated fisheries activities (4) capitas support to increase access in Pengambengan NFP capture fisheries, and (5) Improve the quality of human resource and fishery communities in the Pengambengan NFP
PENGEMBANGAN INDUSTRI PENGOLAHAN IKAN DITINJAU DARI PRODUKSI HASIL TANGKAPAN DI PPN PALABUHANRATU
In fact, fish processing industry is very importance to support development a fishing port. It is the same with the case of territorial fishing port (PPN) of Palabuhanratu. So that a research to determine the condition of fish catch production that was able to support the development of fish processing industry, need to be done. A case study on the underdeveloped of fish processing industry in PPN Palabuhanratu was done. Data analysis using descriptive numerical projection of the catch by estimating the need for the development of fish processing industry. Processing type that exist in PPN Palabuhanratu and nowadays are the processing on fish freezing, fish boiling, fish salting, crisp chips, meatball fish and abon fish. Based on the result of projection, the best fish production prospective as raw material for fish processing industry are skipjack tunas, eastern little tuna, tunas, hairtails, shark, ponyfish, ray, Indo-Pacific marlin, scads and wolf herring. A preceding ten year period of 2008-2017, the production of skipjack tunas, eastern little tuna, tunas, ponyfish, Indo-Pacific marlin, scads and wolf herring tend to increase, while the others will decrease. The development of other types of processing industries can be done for freezing, canning, fillet, loin, surimi and nuggets fish
PENDEKATAN BIONOMI PADA PELUANG PENGEMBANGAN PERIKANAN TANGKAP DI KABUPATEN KEPULAUAN TALAUD
The research is aimed to reveal opportunity development of the capture fisheries in Talaud Islands Regency by using bionomy approach with Gordon-Schaefer model (Fauzy, 2005) con-cerning the dominant of illegal fishing activities around the area. The research was started by co-llected some secondary data on fish production and number of fishing units. Primary data were collected on catch composition and types of fishing gear. Gordon-Schaefer methods was applied to evaluate the tuna and skipjack resources in the area. The troll and pole and line are indicated as the dominant fishing gears used to catch the skipjack and tuna. In case of open access condition, the production will end up to 25,09 tons, while the resource rent will be end up to zero. For the development, simulations were exercised in 3 scenarios: 1) scenario of enhancing domestic fleet, 2) scenario of illegal fishing, and 3) scenario of net surplus. With those scenarios, if the illegal fishing could be eliminated, the capture fisheries in this regency could render economic value to 10 billion rupiah
PERFORMA HASIL TANGKAPAN TUNA DENGAN PANCING TONDA DI SEKITAR RUMPON (Performance Catch of Tuna from Troll Line in Rumpon)
In tuna fisheries along south coast Java, rumpon (fish aggregating devices) are mostly used by fishermen. The using of this technology implies in increasing catch. Some result from previous researches indicated that tuna catch from trolling were small size and far from export quality standard. This phenomenon threats sustainability of tuna fisheries. The aim of this research was to determine feasibility of tuna catch and its quality that trolling around rumpon. This research was carried out in Tamperan fishing port within July-August 2010 and Sadeng fishing port within 15-29 July 2010. Survey method was used in this research and the catch data were analyzed based on their composition, size and organoleptic The result showed that in Tamperan fishing port most of the catch was yellow fin tuna, 68% was under size (below the length of maturity) and 75% organoleptic value was below 7. In Sadeng fishing port most of the catch was big eye, 95% was under size and organoleptic value was more than 7 for all catch. For exporting whole fresh tuna, the organoleptic value of more than 7 is needed.Keywords: tuna resources, sustainability, rumpon, South Coast of Java---------------Rumpon banyak digunakan pada perikanan pancing tonda untuk menangkap tuna di perairan selatan Pulau Jawa. Penggunaan rumpon telah meningkatkan produksi tuna yang sangat tinggi di beberapa perairan. Dari beberapa hasil penelitian diinformasikan bahwa jenis ikan hasil tangkapan pancing tonda adalah tuna yang berukuran kecil dengan mutu yang tidak memenuhi standar ekspor. Penelitian ini bertujuan untuk menentukan kelayakan hasil tangkapan tuna di sekitar rumpon. Penelitian dilakukan di PPP Tamperan antara Juli-Agustus 2010 dan PPP Sadeng antara 15-29 Juli 2010. Metode penelitian yang digunakan adalah metode survei dimana analisis dilakukan terhadap komposisi jenis, ukuran hasil tangkapan dan organoleptik. Hasil penelitian menunjukkan bahwa jenis tuna hasil tangkapan dominan nelayan PPP Tamperan adalah jenis yellowfin. Sekitar 68% berukuran kecil dan belum layak tangkap. Jenis hasil tangkapan tuna di Sadeng didominasi oleh bigeye tuna. Hampir 95% dari seluruh tangkapannya berukuran kecil dan belum layak tangkap. Selanjutnya, 75% tuna hasil tangkapan nelayan PPP Tamperan memiliki nilai organoleptik kurang dari 7. Sementara nilai organoleptik tuna yang tertangkap nelayan PPP Sadeng lebih dari 7.Kata kunci: sumberdaya tuna, keberlanjutan, rumpon, pantai selata
STUDI MENGENAI PROSES TERTANGKAPNYA DAN TINGKAH LAKU IKAN TERHADAP GILLNET MILLENNIUM DI PERAIRAN BONDET, CIREBON (Studies on Capture Process and Fish Behavior towards Millennium Gillnet in Bondet Waters, Cirebon)
ABSTRACTThe millennium gillnet was recently adopted by Cirebon fishermen. Its use has been spread to other areas. Research on this type of gear is rare. The objectives of this research were: to investigate the effects of transparency on the fish behavior towards net panel of millennium gillnet; and to obtain the information on catch composition and the capture process of millennium gillnet. This research consisted of laboratory experiment and experimental fishing. The first objective was conducted in the laboratory experiment from August 2005 to March 2006 at Fish Behavior Laboratory, Tokyo University of Marine Science and Technology. The second objective was carried out in October to November 2006 in waters off Cirebon. This study concludes that: net transparency affected the Japanese Jack mackerel behavior towards contrast color net panel; the reduced transparency caused by the length of usage was not significant; catch of millennium gillnet in the field dominated by threadfins (71.29%) and the other catch were by-catch; and capture process of millennium gillnet dominated by gilled and wedged.Keywords: fish behavior, millennium gillnet, capture process, catch composition, contrast color------ABSTRAKGillnet milenium baru-baru ini telah diadopsi oleh nelayan Cirebon. PENGARUH KEBERADAAN TANGKAHAN TERHADAP PENDARATAN HASIL TANGKAPAN PELABUHAN PERIKANAN NUSANTARA SIBOLGA (Tangkahan Influence of Catch Landing in Sibolga Fishing Port)
ABSTRACTFishing port which is an important infrastructure in the marine fisheries sector, need to be managed optimally so that its functions are fulfilled by existing provisions. However, in some areas, fishing ports function is hampered because many tangkahan are in around the location of the fishing port. This condition occurs as it does in the Territorial Fishing Port (PPN) of Sibolga and Belawan fishing port so the utilization is less than optimal. This study aims to determine the impact of tangkahan to the catch landing in Sibolga fishing port. The study was conducted in June-July 2009 in the five Tangkahan (UD Ilham, Sabena, Budi Jaya, Renta Sari, Sari Hope Sea) and Sibolga fishing port. This research was conducted by the case study method. The data are taken from primary and secondary. Primary data retrieved through observation and interviews with respondents: tangkahan owners, managers of Sibolga fishing port and fish quality measurement with organoleptic analysis. The analysis is done qualitatively and quantitative descriptive through the presentation of tables and graphs. The analysis showed that the presence of a negative impact on landed catch production in Sibolga fishing port. Production of Sibolga fishing port only 4.3 percent when compared with the production in tangkahan reaching 95.7 percent of total catch landed in the Teluk Tapian Nauli. Largest fishery business center is currently in many tangkahan not in Sibolga fishing port. The potential increase in the number of catches in Sibolga fishing port very large if all the ships could be transferred to this port. Comparison between the quality of the catch in Sibolga fishing port and tangkahan is very small (less than 1 scale) or the quality of the catch in both types of the landing site is almost the same.Keywords: impact, Sibolga fishing port, tangkahan------ABSTRAKPelabuhan perikanan merupakan prasarana penting pada sektor perikanan laut. Namun di beberapa daerah, fungsi pelabuhan perikanan terhambat karena banyaknya tangkahan yang berada di sekitar lokasi pelabuhan perikanan. Kondisi ini terjadi seperti halnya di Pelabuhan Perikanan Nusantara (PPN) Sibolga dan PPN Belawan sehingga pemanfaatannya kurang optimal. Penelitian ini bertujuan untuk mengetahui dampak tangkahan terhadap pendaratan hasil tangkap-an di PPN Sibolga. Penelitian dilakukan pada bulan Juni-Juli 2009 di lima tangkahan (UD Ilham, Sabena, Budi Jaya, Renta Sari, Harapan Sari Laut) dan PPN Sibolga. Penelitian ini dilakukan dengan metode studi kasus. Data yang diambil adalah primer dan sekunder. Data primer diambil melalui pengamatan dan wawancara kepada responden pemilik tangkahan, pengelola PPN Sibolga serta pengukuran mutu ikan secara organoleptik. Analisis dilakukan secara deskriptif kualitatatif dan kuantitaif melalui penyajian tabel dan grafik. Hasil analisis menunjukkan bahwa keberadaan tangkahan berpengaruh negatif terhadap produksi ikan yang didaratkan di PPN Sibolga. Produksi PPN Sibolga hanya 4,3 % apabila dibandingkan dengan produksi di tangkahan-tangkahan yang mencapai 95,7 % dari jumlah ikan didaratkan di Teluk Tapian Nauli. Pusat bisnis perikanan terbesar saat ini berada di tangkahan-tangkahan bukan di PPN Sibolga. Potensi peningkatan jumlah hasil tangkapan di PPN Sibolga sangat besar jika semua kapal bisa dialihkan ke pelabuhan ini. DISTRIBUSI DAN KARAKTERISTIK NELAYAN ANDON ASAL KABUPATEN/KOTA DI SULAWESI SELATAN (Distribution and Characteristics of Temporary Fishermen (Andon) From District/City in South Sulawesi)
ABSTRACTTemporary fishermen (andon) do their catching activity outside his home area to increase production and productivity of their catch. This study aims to determine the distribution and characteristics of temporary fishermen (andon) from district / city in South Sulawesi. The data collected consisted of primary and secondary data. Temporary fishermen (andon) are fishermen fishing outside his home region, either temporary or fixed within a certain time, then returned to their home areas. Temporary fishermen (andon) consists of two types, namely not settled and not fixed. Consideration fishermen do andon due to the decreased of availability of fish in their home area, and the factor of the fishing season. The Andon Fisherman provides employment opportunities for local fishermen, increase revenue for the local region, increase fish production of the region. TEKNOLOGI PENANGKAPAN POCONG-POCONG UNTUK GURITA DI KECAMATAN KABAENA BARAT SULAWESI TENGGARA
ABSTRACTPocong-pocong is one type of handline fishing gear used to catch octopus in West Kabaena District, Southeast Sulawesi. The research objectives was to examine the fishing gear technology of pocong-pocong related to its construction, the method of fishing, and the effectiveness of octopus capture in West Kabaena District of Southeast Sulawesi. The research method used is a survey method by collecting data based on the results of observations at the study site. Data analyze are using qualitative and quantitative descriptive. The results showed that the technical aspects of pocong-pocong fishing gear still used a simple construction with the main components of this fishing gear were hooks and a attractor that resembles an octopus. The catching methods of pocong-pocong fishing gear by pulling back and forth. The effectiveness of temporal octopus catches in West Kabaena District is based on the moon phase that is in the third month phase of 48%, based on season which is in the west season by 90%, based on the time of arrest can be done at noon at 06.00-12.00 Central Indonesian Time.Keywords: effectiveness, octopus, pocong- pocong ABSTRAKPocong-pocong merupakan salah satu jenis alat tangkap hand line yang digunakan untuk menangkap gurita di Kecamatan Kabaena Barat. Tujuan penelitian yaitu mengkaji teknologi penangkapan gurita dengan menggunakan alat tangkap pocong-pocong, terkait aspek teknis dan efektivitas secara temporal di Kecamatan Kabaena Barat Sulawesi Tenggara. Metode penelitian yang digunakan adalah metode survei dengan pengumpulan data berdasarkan hasil observasi di lokasi penelitian. Analisis data yaitu analisis deskriptif kualitatif dan deskriptif kuantitatif. Hasil penelitian menunjukkan aspek teknis alat tangkap pocong-pocong memiliki kontruksi sederhana dengan komponen utama dari alat tangkap yaitu mata pancing dan atraktor yang berumbai-rumbai menyerupai gurita. Metode penangkapan alat tangkap pocong-pocong dengan cara ditarik-ulur. Efektivitas penangkapan gurita secara temporal di Kecamatan Kabaena barat yaitu berdasarkan fase bulan yaitu pada fase bulan III sebesar 48%; berdasarkan musim yaitu pada musim barat sebesar 90%; berdasarkan waktu penangkapan dapat dilakukan pada siang hari pada pukul 06:00 WITA–12;00 WITA.Kata kunci: efektivitas, gurita, pocong-pocon
KINERJA DIREKTORAT PELAYANAN USAHA PENANGKAPAN IKAN-KKP SEBAGAI SALAH SATU STAKEHOLDER PERIZINAN USAHA PENANGKAPAN IKAN
Licensing process of fisheries business is conducted on Directorate Fishing Business Service - Ministry of Marine Affair and Fisheries (MMAF), which is the main actor of fisheries business license (Yuniarta 2009). Several constraints of licensing process are found in this research. There are lateness of licensing process in some regions, minimum research development of licensing process and duration of each stage and over all of the stage of licensing process, so that required performance measurement of the directorate. The purpose of this research is measuring performance of Directorate Fishing Business Service based on balanced scorecard approach, that assess on four perspectives, there are learn and growth, business internal process, financial and customer. The result of these perspectives on Directorate Fishing Business Service performance is 3.34, therefore the directorate needs a strategy to increase the performance
PRODUKTIFITAS PRIMER DAN KELIMPAHAN IKAN LAYANG (Decapterus spp.) HUBUNGANNYA DENGAN FENOMENA ENSO, DI SELAT MAKASSAR BAGIAN SELATAN
Two species of scad fish (Decapterus russelli and D. macrosoma) is a major catch of purse seine in almost fishing area, its contributed approximately 58%. Production data of scad fish is based on catch data of purse seine which having fishing base in Java (2006-2007). Chlorophyll-a concentration, sea surface temperature and Photosyntetic Available Radiation (PAR) was derived from satellite imagery AQUA MODIS. That data is used to estimate primary productivity with Vertically Generalized Production Model (VGPM). The effect of ENSO (El Niño-Southern Oscillation) to scad fish fisheries also discussed. This research is aimed to get information about the effects of ENSO to primary productivity and abundance of scads in the southern part of Makassar Strait. Results showed scad fish abundance in the waters of the southern Makassar Strait fluctuates according to season, the peak abundance lasted for three months between November to January. Utilization of scad fish as 3th tropic level component showed percentage of utilization is 8,93% in 2006 and 14,59% in 2007. AQUA MODIS image data showed the highest chlorophyll concentrations occurred between February to April each year. While the highest sea surface temperature occurs in November-January period. There are indication that ENSO have indirect effect to chlorophyll-a consentrations and sea surface temperature. Both of them having relations with scad fish abundance in Makassar Strait
