ALOKASI OPTIMUM DAN WILAYAH PENGEMBANGAN PERIKANAN BERBASIS ALAT TANGKAP POTENSIAL DI TELUK JAKARTA
Jakarta Bay and its neighbouring waters of Seribu Islands are categorized as fullly exploited water areas which theirs coastal areas accomodate multifunction services. Therefore, it needs precautionary approach to manage fisheries activity in that locations. The objectives of this study are to determine optimum allocation of fishing gears and fisheries development areas based on potential fishing gears in Jakarta Bay. The methods used in this study are Linear Goal Programming (LGP) and Locations Quotient (LQ). The result revealed that the potential fishing gears to be developed were pelagic danish seine, drift gillnet, boat lift net, set bottom long line, portable trap and muroami which have the optimum allocation for each fishing gear; 7 units, 98 units, 23 units, 18 units, 8547 units, and 798 units. The potential fishing gears for pelagic danish seine could be developed in Penjaringan and North Seribu Island Districts; drift gillnet could be developed in Cilincing District; boat lift net could be developed in Penjaringan District; set bottom long line could be developed in Penjaringan District; portable trap could be developed in Cilincing and South Seribu Island Districts while muroami could be developed in Penjaringan and South Seribu Island Districts
MODEL PENGELOLAAN SUMBER DAYA PERIKANAN TANGKAP BERBASIS RESOLUSI KONFLIK
Capture fishery conflicts is one issue that requires serious attention. The government has tried to overcome the fisheries conflicts by issuing various regulations, but the results have not been effective. This study aims to create a model of conflict management. The research method used the perception survey. Primary data collected through using a structured questionnaire done purposively to some respondents. Analytical survey of perceptions using SEM (Structural Equation Modeling). The results showed: (i) Simultaneously, the better the ability to identify the causes of the conflict the better the ability to determine the conflict resolution techniques. Furthermore, the better the ability to determine an appropriate conflict resolution techniques will increase support for the management of fisheries resources is responsible (ii) Partially causes of conflict are determined by the indicators of competition, opposition, economic, actors and cultural (ii) facilitation techniques, negotiation, litigation and avoidance can be used as an appropriate conflict resolution techniques (iii) an understanding of community participation and conservation of fishery resources determines the creation of sustainable fisheries resource management is responsible
KEBERADAAN FASILITAS MENURUT AKTIVITAS DI PELABUHAN PERIKANAN PANTAI LAMPULO, BANDA ACEH (Existence of Facilties by Activity in Lampulo Coastal Fishing Port, Banda Aceh)
ABSTRACTLampulo Coastal Fishing Port is not working optimally after the 2004 tsunami. A total of 9,563 units boats without motor, outboard boats and inboard boats were damaged by the tsunami, including the PPP Lampulo, 30 Fish Landing Base (PPI), ice plant, cold storage, Fish/Shrimp Seed Center Office, and the fish market. This study aimed to obtain information about the existence and condition of facilities in the PPP Lampulo, Banda Aceh; determining the level of existence, needs, and facility conditions to support their activities; and determining the ratio between the existence and needs of the facilities. The case study method was applied in this research with scoping on existence, needs, and facility conditions and the ratio between the existence and the need for facilities to support activities in the PPP Lampulo. Data were analyzed by descriptive statistical approach. The result showed that, in general, the existence and condition of facilities in supporting the activities of the PPP Lampulo had been going well. The ratio between the existing facilities toward the should exist facilities, namely on the vital facilities 1:1,12 (good), significant 1:1 (very good), and complement 1:1,43 (good) and this indicated that all activities in the PPP Lampulo had already been going properly. Key words: Banda Aceh, fishing ports, PPP Lampulo, the facilities-------ABSTRAKPelabuhan Perikanan Pantai Lampulo merupakan pelabuhan perikanan pantai (PPP) yang belum berupaya secara optimal setelah tsunami. Sebanyak 9.563 unit perahu tanpa motor, perahu motor tempel dan kapal motor hancur/hilang/rusak akibat tsunami, termasuk juga PPP Lampulo, 30 Pangkalan Pendaratan Ikan (PPI), pabrik es, cold storage, Balai Benih Ikan/Balai Benih Udang, dan Pasar Ikan. Penelitian ini bertujuan untuk mendapatkan informasi tentang keberadaan dan kondisi fasilitas yang terdapat di PPP Lampulo; menentukan tingkat keberadaan, kebutuhan, dan kondisi fasilitas dalam menunjang aktivitasnya; serta menentukan rasio antara keberadaan dan kebutuhan fasilitasnya. Metode penelitian yang digunakan adalah studi kasus yang melingkupi keberadaan, kebutuhan, dan kondisi fasilitas serta rasio antara keberadaan dan kebutuhan fasilitas dalam menunjang aktivitas di PPP Lampulo. Analisis yang dilakukan secara deskriptif melalui pendekatan statistik. Secara umum keberadaan dan kondisi fasilitas dalam menunjang aktivitas di PPP Lampulo telah berjalan dengan baik. Perolehan rasio antara fasilitas yang ada terhadap fasilitas yang seharusnya ada, yaitu: pada kelompok fasilitas vital 1:1,12 (baik), penting 1:1 ( baik sekali), dan pelengkap 1:1,43 (baik). PEMETAAN KARAKTER EKOSISTEM DAN SEBARAN DAERAH PENANGKAPAN IKAN MADIDIHANG (Thunnus albacores) DI PERAIRAN UTARA PAPUA (Ecosystem Character Mapping and Fishing Ground Spatial Distribution of Yellowfin Tuna (Thunnus albacores) in Northern Papua)
ABSTRACTThe research was aimed to study the condition of the seasonal ecosystem characters (water temperature, salinity, flow and depth) and the seawater temperature data from MODIS satellite, TRITON Buoy temperature, salinity, currents and depth of the hook in northern waters of Papua which is associated with fish catches of yellowfin tuna (Thunus albacores). The research method was based on a survey with emphasis on water parameters, ecosystems character which have a great influence of the fishing ground. The ecosystem variables that effecting fishing ground of yellowfin i.e. temperature, salinity, current and depth. Results from this study showed that the value of north Papua sea surface temperatures were relatively high during January and February, with the highest temperature in January 30.33 oC and relatively low in April with a temperature of 29.9 oC. In January - March, the salinity of the waters of north Papua 34-35.4 for each month and in depth, the current ranged from 4.4 to 39.1 cm/sec. The depth for setting the hook to catch yellowfin in a large numbers was mostly in between 177 and 219 meters, where temperatures ranged between 19.7 and 23.6 oC. Yellowfin monthly production in June to August and December 2010 to February 2011 showed a positive relationship between yellowfin catches and depth of water temperature (r = 0.544), depth of the hook (r = 0.533), salinity (r = 0.403) and current (r = 0.537). The results of multiple regression analysis showed a strong relationship to each variable parameters of temperature, depth, salinity and current (r = 0.611) of the catch.Key words: ecosystems, hook depth, mapping, temperature, yellowfin tuna-------ABSTRAKPenelitian ini bertujuan untuk mengkaji kondisi musiman karakter ekosistem (suhu perairan, salinitas, arus dan kedalaman) hasil pengukuran satelit MODIS dan data TRITON buoy serta pola sebaran suhu perairan, salinitas, arus dan kedalaman mata pancing di perairan Utara Papua yang dikaitkan dengan hasil tangkapan ikan madidihang/yellowfin tuna (Thunus albacores). Metode penelitian adalah metode survei dengan penekanan pada nilai variabel parameter perairan/ karakter ekosistem yang sangat berpengaruh terhadap daerah penangkapan ikan (fishing ground) madidihang yaitu suhu, salinitas, arus dan kedalaman. Hasil evaluasi penilaian secara umum menunjukkan bahwa, nilai suhu permukaan laut di utara Papua relatif tinggi pada bulan Januari dan Februari, dengan nilai tertinggi 30,33 oC dan relatif rendah pada bulan April dengan nilai 29,9 oC. Pada bulan Januari hingga Maret, massa air dengan salinitas berkisar 34 – 35,4‰ untuk setiap bulan, dan di kedalaman di perairan utara Papua, kecepatan arus 4,4 - 39,1 cm/dt. Kedalaman mata pancing yang di-setting pada kedalaman 177 - 219 meter, dimana suhu berkisar antara 19,7 - 23,6 oC. Produksi bulanan madidihang pada Juni-Agustus dan Desember 2010-Februari 2011 menunjukkan hubungan positif antara hasil tangkapan madidihang dengan suhu perairan (r = 0,544), kedalaman mata pancing (r = 0,533), salinitas (r = 0,403) dan arus (r = 0,537). Hasil analisis regresi berganda menunjukkan hubungan yang kuat untuk setiap variabel parameter suhu, kedalaman, salinitas dan arus(r = 0,611) terhadap hasil tangkapan.Kata kunci: ekosistem, kedalaman mata pancing, pemetaan, suhu, yellowfin tun
