    STATUS PENANGKAPAN IKAN HIAS DI KEPULAUAN SERIBU TAHUN 2007-2009 (The Status of Ornamental Reef Fish Catch in Seribu Islands (2007-2009))

    Marine ornamental reef fish trade is a huge industry with trade value USD 200-350 million/ year. Seribu Islands, Jakarta is one of the main ornamental reef fish catch area in Indonesia. The aim of this study was to compare ornamental fishing activities with total allowable catch (TAC). Ornamental reef fish catch data were collected from fishermen annually within 2007-2009, while reef fish population data are collected using underwater visual census every two years. The results showed that the total catch of 18 marine ornamental reef fish species exceeded TAC in 2007. Then there were 22 species in 2008 and 17 species of marine ornamental fish in 2009 that their catches were more than TAC. In addition, fish that are always included in the ten highest caught fish within 3 years were Cryptocentrus cinctus, Pomacentrus alleni, Pterosynchiropus splendidus, Premnas biaculeatus, and Amphiprion ocellaris.     Pengamatan alat tangkap umumnya dilakukan pada skala lapang bersamaan dengan operasi penangkapan.  Permasalahan yang muncul pada saat pengamatan dapat diatasi, dengan melakukan pengamatan alat berskala laboratorium.  Pengujian tersebut membutuhkan model alat tangkap yang dirancang untuk diujikan pada skala laboratorium. Model cantrang dibuat berdasarkan data desain dan konstruksi cantrang nelayan Brondong, Jawa Timur yang berukuran panjang total 53,16 meter. Metode perancangan model dibuat dibuat menggunakan perbandingan 1:30 pada seluruh bagian cantrang. Pengujian dilakukan pada Laboratorium flume tank pada dua kecepatan berbeda. Hasil pengamatan menunjukkan bahwa kecepatan pertama bukaan mulut jaring berbentuk bulat dengan tinggi antara 22 hingga 24 cm, dan pada kecepatan 2 berbentuk oval dengan tinggi mulut berukuran 15 hingga 18 cm.Kata kunci:cantrang, perancangan, flume tank, mode

    Study on stability of a purseiner, which is based in Lampulo, has never been carried out till now. The objective of the research is to analized quality of stability of a purseiner which is based in Lampulo Fishing Port based on its real load distributions. Stability analysis was carried out on some load distributions variations, such as: 1) Condition 1; departure (100% fuel-0% load) ; 2) Con-dition 2, 3 and 4; arrival from fishing ground (fuel remain 20%, 25%, 20% and load of fish 100%, 70%, 50% ) and 3) Condition 5; arrival from fishing ground (55% fuel-100% load). Krylov method combines with trapezoidal approximation was used for analyzing. The results show that in all load conditions, this purseseiner show a good stability with the highest GZ maximum value in condition 4 (GZ max 0.63 m) and the lowest is in conditon 5 (GZ mas 0.52). Comparing to the IMO reco-mendation on stability, all load variations above are comply with the recomendations

    ABSTRACTFishing fleet in Palabuhanratu, especially for big pelagic fish such as tuna has shown increasing significantly since 2008. This is caused by implementation of rumpon (fish aggregating device) technology that makes fishing activities more efficient due to more exactly fishing ground. This condition made some gillnet fisherman modify their boat to troller that considered having high ability to catch tuna. The aimed of the research was to determine parts of gillnetter that can be modified to be operated as troller. The result showed that only upper parts of gillnetter that had significant modification to be operated as troller. Some upper part was reduced, the roof was eliminated and fish hold was added from 2 to 3 rooms.     The coastal area of Weh Island is divided into sub-districts (lhok) which are managed by traditional leader known as Panglima Laot. The Panglima Laot has the authority to regulate customary laws that aimed to bring social harmony and resolve conflicts concerning the marine resource use. In Anoi Itam and Ie Meulee of the east coast of Weh Island, the communities have high awareness toward the sustainable of the natural resources use, and this has led to the implementation of gear restrictions and no fishing zones regulations as part of their customary laws. These regulations have generated conflict with the other custom community, because the other custom community claimed that these existing customary regulations do not have legal base regulations. Gap analysis and analytical hierarchy process was used to analyze and describe the regulation that can be used as their optional regulation base. The result indicated that the Weh Island custom community had chosen a marine protected area that managed by community through Panglima Laot adopting regulations that recognised by local government. In the process of implementation, the determination area is a key priority (36.92%) followed by the establishment of management institutions (23.92%), financing (21.19%) and surveillance (17.94%)

    EFEKTIVITAS PEMANFAATAN RUMPON PADA OPERASI PENANGKAPAN IKAN DI PERAIRAN KEI KECIL, MALUKU TENGGARA

    One of ways to increase the fishing operation effectiveness is done by using fish aggregating device (FAD) called rumpon. The types of FAD used in Kei Kecil waters made from bamboos or plastic drum material. This research objectives are (1) determining catch composition around FAD, (2) comparing the effectiveness of two types of FAD on fishing operation, and (3) comparing the effectiveness of fishing gears, operated around the FAD. The method that used in this research was doing survey through observing fishing activities around the FAD. Fishing gear and FAD samples were determined through purposive sampling method. These data were collected from August to October 2007 in Kei Kecil Waters of South East Maluku. The kind of fish catch around FAD were scad mackerel, frigate mackerel, and barred spanish mackerel. The most dominant of catch was scad mackerel (80%), whereas percentage e of frigate mackerel and barred spanish mackerel were 19% and 1%. The composition of the length size of scad mackerel, frigate mackerel, and barred spanish mackerel were dominated by the large size. Type of bamboo FAD was more efective compared with the plastic drum FAD type. Purse seine fishing was more efective compared with gillnet and troll line fishing that operated around rumpon

    This paper is discussing the continuation of previous research result in Talaud Island Regency that analyzed the loss due to illegal fishing activities in the area. Simulation result shows that if there is no illegal fishing, fisheries economic potential in Talaud is estimated to be in about IDR 7 billion or even might reach IDR 10 billion, but if this illegal fishing activities increased with acceleration, then in in the coming year-20th that potential will be negative. This means an economic loss of Talaud Regency. By means of a SWOT analysis, at least three main strategies are obtained those are as follows: increasing local budget alocation for marine and fisheries sectors, fisheries bussiness cooperation between Indonesia and Filiphina to eliminate illegal fishing practices and empowerment of the local community

    EVALUASI LUASAN KAWASAN MANGROVE UNTUK MENDUKUNG PERIKANAN UDANG DI KABUPATEN CILACAP PROVINSI JAWA TENGAH (Evaluation of the Mangrove Area Extents to Support Fishing Shrimp in Cilacap Regency, Central Java Province)

    ABSTRACTCilacap waters are rich with shrimp resource, particularly from Penaidae spp species, such as shrimp Jerbung (Penaeus merguensis) and shrimp Dogol (Metapenaeus endevouri and Metapenaeus ensis). Statistic data of shrimp in Cilacap showed shrimp production keep on declining, from 1,118,644 kg in 2004 to 818,595 kg in 2008. The declining production is suspected due to the increasing intensity of catching and the damage of ecology in coastal areas, particularly the mangrove. This research is aimed at mapping the mangrove areas, and estimating stock of shrimp resource in Cilacap. Data analysis was conducted by using spatial analysis and analysis of potential resource of fish. Results of the analysis showed that estimated mangrove forest in Cilacap in 2005 was about 14,502.55 ha, reduced to about 9,326.71 ha in 2007 and continue to decline to about 2,618.78 ha in 2009. Estimated score of MSY shrimp is 955,493.34 kg/year, with optimum catch 55,014.68 trips.Keywords: analysis of surplus production, Cilacap, mangrove, shrimp, spatial analysis------ABSTRAKWilayah perairan Kabupaten Cilacap kaya akan sumberdaya udang, khususnya dari jenis Penaidae spp., diantaranya yaitu udang jerbung (Penaeus merguensis) dan udang dogol (Metapenaeus endevouri dan Metapenaeus ensis). Data statistik perikanan udang di Cilacap menunjukkan produksi udang terus mengalami penurunan yaitu dari 1.118.644 kg pada tahun 2004 menjadi 818.595 kg pada tahun 2008. Penurunan produksi udang di Cilacap diduga disebabkan oleh meningkatnya intensitas penangkapan dan kerusakan ekologi kawasan pesisir, khususnya hutan mangrove. Penelitian ini bertujuan untuk menyusun peta untuk menghitung luas kawasan lahan mangrove, dan mengestimasi stok sumberdaya udang di Kabupaten Cilacap.     The visual organ in fish has an important role in ensuring its survival. Fish can respond to bait or food with its visual organ. The objectives of this research are to analyse the visual performance of grouper (cone cell morphology, the visual axis, and visual acuity) and to analyse the relation between visual senses with fish behavior response to the bait. This research was conducted in the laboratory by means of the determination of fish retina histology method and behavior of fish. The morphology retina of grouper consists of a single cone and double cone which form a mosaic structure, the visual axis was identified at upper-fore with the angle of 26.8o.The visual acuity of grouper was low in index values with ranged from 0.06 to 0.07 for fish with a total length of 200 to 300 mm, the maximum sighting distance to the bait with the diameter of 20 mm size ranged from 3.93 to 4.74 m, the bait with 25 mm diameter size range from 4.91 to 5.92 and bait with a diameter of 30 mm size ranged from 5.89 to 7.11 m. The frequency of fish closed the bait distance of 30 cm was 45.83%, 25 cm was 33.33% and 20 cm was 20.83%, respectively
